The production of synthetic fuels from coal has been pioneered by South Africa. South Africa made a decision in 1975, due to the threat of an oil embargo, to proceed with the construction of Sasol Two, then followed by Sasol Three. South Africa has large coal but little indigenous petroleum reserves. The indirect coal liquefaction process used by Sasol since 1955 is the only commercially demonstrated method available for producing transport fuels from coal. The new plants consume 27 million tons per year of coal from a single mine that now produces transport fuels in sufficient quantities for energy independence.

Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion 'is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point O travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex '85, Katowice, Poland, pp. 73 -83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4600 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (la in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the afore- mentioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf -Forschungshefle, 1984, NO. 5, pp. 219-223. It can systematically assess if the control and management systems designed for protection of sensitive ecosystems are adequate. The results of the assessment can help to identify key elements in the project that pose higher risks due to uncertainties in design. These assessments can then be used to make recommendations to further manage and reduce risks as the project is developed. QUALITATIVE RISK ASSESSMENT The general principles of a risk assessment are well summarized by Kaplan and Garrick (1981): "In analyzing risk we are attempting to envision how the future will turn out if we undertake a certain course of action (or inaction)." Fundamentally, therefore a risk analysis consists of an answer to the following three questions: What can happen? (i.e. what can go wrong?) How likely is it that that will happen? If it does happen what are the consequences?" Risk assessments can be performed using various levels of sophistication depending on the amount and accuracy of data available. A qualitative risk assessment uses descriptors throughout to express the level of risk. The definitions of the descriptors are presented in terms of the magnitude or concentration of contaminants. The results of a qualitative risk assessment can be used to: a)Document the evaluation and decisionmaking process. Although differences of opinion may exist about the definitions of the descriptors, the process is well-documented; b)Express the relative risk associated with specific activities or design elements; and, c)Select those failure modes or release mechanisms that may result in significant risks. These mechanisms can then be further developed in quantitative risk assessments. A qualitative risk assessment can be performed in a systematic approach using four steps (Van Zyl, 1987): A qualitative environmental risk assessment can be used to describe the risks associated with the development of a new mine and to make an evaluation of the adequacy of its design for environmental protection. The relative magnitude of risk associated with selected failure modes and exposure/consequence scenario assessments is the final result of a qualitative risk assessment. These failure modes are based on site specific areas and components, and mining and construction phases. The four steps of a risk assessment (hazard assessment, exposure assessment, consequence assessment, and risk characterization) are used in the development of a qualitative risk assessment. Relative magnitudes (using a five point scale of negligible to high) for each step, can be quantified in a qualitative risk assessment. Development of the descriptors for the relative magnitudes in each step is a very important part of a qualitative risk assessment. The success of a qualitative risk assessment depends on the adequacy of the information base and the subjective judgements made in each step. The quality of the risk assessment is, therefore, dependent on the experience of the assessors. A mining project in a sensitive coastal environment is presented as an example to demonstrate the application of a qualitative risk assessment. INTRODUCTION Environmental impacts from mining operations have been a significant factor in the last century. This was especially the case prior to the development of a better understanding of environmental processes and the potential impacts of acid rock drainage (ARD), and associated heavy metals, or the uncontrolled disposal of tailings and waste rock (Smith, 1987). Much care has been exercised over the last two decades in designing and operating mines to limit the environmental impacts as far as possible. All new mines are specifically designed with mitigative methods to manage such potential environmental impacts. Attention is directed to ARD impacts, safe disposal of mine waste rock and tailings, transportation and storage of chemicals and fuels, and final reclamation. A qualitative risk assessment can be used to address all project systems and activities that may potentially pose a risk to the environment.

The effectiveness of modem spirals in the processing of fines from Brazilian coals is assessed and discussed. Coals representing the four major coalfields in Brazil have been cleaned in Reichert LD 9 spirals in pilot and industrial plants and performance results are here presented. Normalized distribution curves for all equipment and splitters are presented and were modeled using an empirical model. These data have been compared with those for shaking tables and water-only cyclones (WOC), and it has been observed that, in the size interval investigated, spirals have indeed superior accuracy than WOC and comparative performance to tables. By analyzing experimental as well as simulation results it could be observed that although limited by the poor liberation characteristics of most Brazilian coals, significant ash and sulfur removal could be achieved using spirals.

INTRODUCTION Under certain circumstances the closure of former mines which are located above a certain flood level can result in problems such as the emanation of detrimental substances after having completed filling and reclamation operations. This especially applies to uranium mines in which the radiation dose could far exceed the dose of natural background radiation. By means of an example of the uranium mining in Germany in the following it will be demonstrated how to cope with this problem. On the basis of comparative investigations in various vein deposits and using ventilation scheme calculations proposals for the optimization of the necessary forced ventilation can be submitted. REPORT ON SITUATION In the period 1946 - 1989 the former Soviet-German joint- stock company "Wismut" developed into the biggest European uranium producer with a total output of about 220.000 t of uranium. A major mineraldeposit district was the deposit of Schlemaf Alberoda in the Saxon Ore Mountains, in which 80.000 t of uranium were produced. Thus it is among the biggest uranium de- posits of the world, from which various other metals were at- tracted for many centuries. The exploitation of the Schlemal Alberoda deposit involved steep veins in regions near the surface as well as depths of 1.800 m. Until 1991 a total excavation space of 40 million m3, which is flooded at present, was produced. With the average increase in the water level of 80 cm per week the final flood level is expected to be reached in the year 2003. The shaft 373 at present still being used for ventilation will be no longer available since the second quarter of 1998 after flooding the -540 m level because it is not connected with the excavation system near the surface. As a study shows, a radiation dose far above the natural back- ground radiation has to be expected for the town of Schlema due to the extensive mining activities near the surface and due to the subsequent displacement with missing depression fo the main mine ventilating fan. An uncontrolled air flow containing radon leaves the open mine excavation due to the effect of the natural ventilating pressure and emanation caused by the barometric pressure drop with atmospheric pressure fluctuations. This mine air with its high-level radioactive equilibrium results in a high radiation dose in buildings (see Figure l). After having switched off the main ventilating fan in order to investigate the effect of the missing depression the increase in radon concentrations amounted up to 700% in various buildings of Schlema. This was partially due to the inversion state of the weather at that time. The high radon concentration has detrimental effects on the health of the population and of the miners working on the further reclamation in regions above the flood level. ANALYSIS OF THE RADON EMANATION RATE EXPECTED Considering the composition of the radon inflow from the mine workings it becomes evident that 80 % of the radon inflow originates from abandoned excavations and only 20 %from open ventilated mine excavations. This fact has to be taken into account for the ventilation after having reached the final state of flooding. After completing ventilation the radiation dose on the surface is mainly due to the radon emanation from excavations close to the surface. Investigations of the Wismut GmbH showed the in- crease in the specific radon emanation rate by a factor of 100 for abandoned excavations as compared to new drivings. One reason is the larger specific surface of abandoned galleries caused by displacements due to mining activities as well as by fall of hanging. Furthermore the radon can enter the gallery through joints, which have subsequently opened by convergences. All these effects result in a larger free surface available for radon diffusion. The large number of drivings in the deposit sections near the surface and the fact that the highest uranium contents are found near the surface as well as the high fracturing are further reasons for higher emanation rates. Considering these facts it can be expected that the radon inflow of 10.000 kBq/s, which refers to an open mine excavation of about 1.4 million m3, represents a minimum. Only by increasing the specific surface, for which a numerical value has still to be determined, this value will increase with certainty. An extensive radon emanation from the residual excavation, which cannot be flooded, can only be prevented by maintaining the ventilation system. The low pressure produced by the fan in the mine openings prevents the emanation of air containing radon due to the effect of the natural ventilating pressure. Without the controlled withdrawal of the radon the population as well as the miners working on the further reclamation in areas above the flood level would be endangered. Therefore the follow-

The .Florida land-pebble mining industry of central Florida was examined to identify trends in land use; conflicts in land use; and the effect of the conflicts on mineral resources. Many conflicts exist in the study area, such as conflicts with other users of land resources and land surface; conflicts with high revenue land users; conflicts for land surface in urban and suburban areas; and conflicting restrictions concerning utilization. Projections are made showing that lands in phosphate company ownership are expected to be made available to help meet the need for future urban expansion in the study area. Some phosphate resources have been lost due to land use conflicts, however, most of the resource loss has been small. Land use conflicts and phosphate mining are reconcilable and considerable progress toward their maximum and multiple use of land and mineral resources can be resolved through farsighted planning based on factual data.

During World War II mining machinery manufacturers were limited in the development of their product improvement programs. Following the war, however, the ideas and intentions of both the users and manufacturers of mining equipment became evident. The Coal Industry launched a series of events which indicated their determination to rise to the economic challenge of developing profitable machines which would eliminate the out-dated and back-breaking methods of mining previously used. Two major technological advances were developed as a result of the ambitious goals forecast by the Coal Industry: 1. Coal mining was going "off-track" and concentrated mining operations were to follow in rapid succession. 2. Carbide tools provided the remaining missing contribution to another technological breakthrough....Continuous Mining. Little did the inventors realize the significance of the misnomer they created because twenty-five years later the industry is still striving to secure the results implied by the meaning of the word...."Continuous". Nevertheless, all major manufacturers embarked on programs in an attempt to compete for recognition in this new mechanized-mining endeavor Eventually in 1950 there were three types of boring machines and two types of ripping machines being manufactured. Missouri is a state rich in mineral commodities. There is a variety of types of mining as well as minerals in the state. Different phases of mining are controlled by a variety of state and federal laws. What I hope to do today is to present briefly some of the interaction and interplay that has occurred in the recent years between the mineral industry and the Missouri regulatory agencies, as well as some of the interactions by federal agencies. First a little history which dates back to the late 1600's. For many years Missouri has been a leader in the production of lead and zinc. In fact, recent studies have indicated that Missouri produces better than three-fourths of the nation's present lead supply. Less well known but important resource is iron mining. Some of these operations were the source of confrontation during the Civil War. Major battles were fought in and around Ironton, Missouri where iron mining has occurred for many years. One of the largest pelletizing operations in the state is currently located within the city of Ironton. Joplin, Missouri, the home of Thomas Hart Benton, the famous Missouri painter, has a history of lead and zinc mining, going back to the later 1800's. Many of the paintings by Benton contain reference to the early days of mining in Missouri. There is a Benton mural in the City Hall at Carthage depicting the early days of lead mining in that area. Later, the center of lead mining moved to southeast Missouri near Bonne Terre and Flat River. The names of the towns in this area reflect the history of mining, examples - Leadington, Old Mines, Rivermines, etc. The history of lead mining in Missouri has been referred to in some detail in various publications(l).

Iron solubility's in spent pickling (HFHNO3 -H2O) solutions were determined as a function of HF and HNO3 acid concentrations. A chemical analysis of the industrial pickling solutions and sludges was performed. The stable phases observed in the sludges are FeF3.3H2O and (FeCr)F3.3H20. Pure Fe metal, AISI 316 stainless steel and AISI 416 stainless steel were used in this study. The results show, that the solubility of Fe increased as the concentrations of HF increased in the pickling solution at a fixed concentration of HNO3. A reasonable agreement between the experimental solubility data and the theoretical calculated data was obtained. X-ray diffraction analysis showed that the solid solubility product formed in the ternary solution containing pure Fe is mainly, at a high pH value, FeO(OH) compounds and, at a low pH value, Fe F3.3H2O compounds.

With this objective in mind, three micro- computers have been introduced in Niger and a training program has been put into place. The core of the program consists of two seminars in Niamey, Niger, after which the attendants will be able to operate a microcomputer and use a small library of application software.

The WTBAL computer program for evaluating material balances for minerals processing flowsheets was developed at the MRC and has been in general use for a number of years. This paper reports on two enhancements to the basic MTBAL routine. The original program accounted for errors in the process measurements and used estimates of measurement variability to calculate stream weights. Unfortunately, the estimate of measurement variability was fixed over all streams. In the enhanced version of MATBAL, named IMTBL, the program equations and their solution procedure have been modified to allow the estimated variability in a process measurement to vary from stream to stream. The .second enhancement involves making MTBAL interactive. As such, the user now prescribes his information in an easy-to-use fashion in a conversational mode via a terminal. Finally, an assessment of the feasibility of implementing IMTBL on microcomputer systems will also be reported.

A study was made of frictional ignitions in the underground coal mining industry from 1980 to 1992. The population of frictional ignitions was correlated to a variety of potential contributing factors including the mined coalbed, geographic location, mine production, methane gas emissions, and the type of mining equipment in use. The number of frictional ignitions reported in 1991 and 1992 surpassed the annual totals in all previous years included in the study. Most frictional ignitions occur during cutting operations at a coal face by a continuous miner. The average coal production of mines experiencing frictional ignitions is greater than the average of all underground coal mines throughout the survey period. Methane drainage may have produced a drop in the ratio of gas emissions to coal production (E/P) in mines experiencing frictional ignitions.

Assuming a number of discrete leakage paths and treating the airflow through leaky duct line as a series-parallel combination of airflows along the duct and through leakage paths, exact solutions for auxiliary ventilation problems can be obtained. A computer program "SEGMENT'' has been written to solve problems using this method. However, most of the investigators have treated the duct lines with a uniformly distributed leakage and many have derived formulas assuming various boundary conditions and levels of simplification for the design of a simple auxiliary ventilation system An appraisal of accuracy of the various formulas has been conducted using the results from the program "SEGMENT' as benchmark and the formulas which give accurate results have been identified. The ranges of application for all the formulas have also been determined for 5 %error.

The Society of Mining Professors/Societät der Bergbaukunde was established during a meeting hosted by the Montanuniversität, Leoben, Austria, in 1990. Since then, the Society has primarily functioned as a European entity of senior academics in the mining engineering discipline. The Society is considered the natural successor of the historic Societät der Bergbaukunde, formed in the early 18th century and recognized as the world’s first international scientific society. At the 14th Annual General Meeting of the Society, in Milos, Greece, 2003, a decision was made to examine the role of the Society in global minerals education, to reassess its vision and membership guidelines and to develop the future direction of the organization. A special Planning Subcommittee developed a plan of action to allow the Society to transform and position itself as the premier global voice of the academic minerals disciplines and to lead the effort of restructuring minerals education. The new vision calls for reconstituting the Society as a vibrant global society, representing the majority of minerals academics and making a significant contribution to the future of the minerals disciplines. This paper will present the history, vision, goals and action plans of the Society to help ensure that the necessary scientific, technical, academic and professional skills are available for the sustainable supply of minerals to mankind.

Grinding is a necessary component in the processing of a number of minerals, and improvements in this area could provide substantial cost savings for the minerals industry. Optimizing the process of grinding, however, is a difficult task because there are multiple objectives; i.e., several aspects of the process are important including the fineness of the ground product, the energy consumed in the process, and the viscosity characteristics of the final slurry. Genetic algorithms (GAs) are search algorithms based on the mechanics of natural genetics and have been proven capable of solving multiple objective optimization problems. These robust search techniques are able to rapidly locate near-optimum solutions across a broad spectrum of very difficult optimization problems. In this paper, two varieties of GA are used to optimize a grinding process as it is described by a computer model: (1) a simple genetic algorithm (SGA) and (2) a micro genetic algorithm (MGA). The performance of these techniques is compared to the performance of a more conventional search technique, a simplex algorithm. Results indicate that the GAs are efficient, versatile, quite capable of improving the grinding process, and easily incorporated into the toolbox of today's process engineer.

In a world dependent in part on the consumption of depletable natural resources, development of new areas of mineralization is a necessity for replacing those reserves. Exploration, which is the initial task of replacement, is an information-gathering process which supplies input for management decisions on mine development. If the demand for resources is the driving force of exploration, then the scientific basis for its pursuance is the hypothesis of anomalous mineralization in a metallogenic province, which is tested by measuring physical characteristics of natural phenomenon. The resulting data are reduced, analyzed, and interpreted to locate expressions or responses associated with possible ore bodies. The process is, in fact, repeated in ever increasing measurement detail to increase the accuracy and precision of information for decision making. Exploration ceases when management makes the decision to develop a mineralized area, to hold a property for more favorable market conditions, or to drop a property because it is not economically viable.
