Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Only in very exceptional circumstances should a paper exceed 15 pages of the Journal (15 000 words, if there are no tables or diagrams). Six to ten pages is more normal. NOTE: Papers in the Journal are printed in 10 point type, which is larger than the 8 point type used on this page. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be used only when they are indispensable. In the typescript they should appear immediately below the line to which they refer and not at the foot of the page. References should be indicated by super-script, thus. . .1 . . .2. INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute's experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute's two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor's ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors' opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor's type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation's coke ovens, thus enabling parallel coking tests to be carried out in the Institute's experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor's ovens and results obtained on similar coal charges in the Institute's ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute's experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M'40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor's ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M'40 value, even if this is comparatively high. For this reason, therefore, much more weight should normally be assigned to Ml0m indices in the quality evaluation of cokes made from South African coking coals and blends, as the coals

The utilization of computer assisted tomography (CT or CAT-scan)as general non-destructive examination (NDE) technique and as research tool for scientists in South Africa, is limited due to the relative unavailability or nonexistence of such specialized analytical equipment. Many medical hospitals are equipped with X-ray CT scanners for the diagnostic examination of patients but do not easily allow paleontologist or other scientist to utilize their very expensive equipment. As from 2003, Necsa hosts the South African Neutron Radiography (SANRAD) and tomography facility where neutrons from the SAFARI-1 nuclear research reactor and their penetrating power as well as X-rays as a complementing tool, are utilized in many R&D applications. This facility is being made available to HEI and specifically utilized by postgraduate students as part of their studies and/or by industry on an ad hoc commercial basis. The capability of these radiation imaging facilities at Necsa will be demonstrated in areas such as paleontology, geosciences and specifically the physical properties of rock and the distribution of minerals in borehole cores, petrophysics to predict the percentage tar/oil/water content within sandstone samples and others. The penetration capability of neutrons through specimens with a matrix of high atomic number (dense materials) and their ability to be attenuated by low atomic number material (light density) makes neutron imaging complementary to X-ray imaging. The capability of X-ray and gamma radiation for relatively easy penetration through specimens of low atomic number allows for viewing of imbedded high atomic number materials and density variation. X-ray micro focus radiography is capable of resolving objects of micro scale size that are micro distances apart whereas X-ray phase contrast radiography utilizes the wave properties of the electromagnetic spectrum of X-rays to clearly define edges of the specimen under investigation. Many applications with neutrons as imaging probe are successfully applied at several facilities across the globe such as at NIST in USA, Neutra at PSI in Switzerland, and ANTARES at FRM2 in Germany, etc, are documented 4?9, through world conferences on neutron radiography, for example. This is achieved through very well thought through and implemented instrumentation from the production of neutrons to their detection and interpretation of the images. The need arose at Necsa to upgrade the current facility from 42-year-old technology, which was successfully applied in neutron imaging over the past 10 years, to state-of-the-art technology found at European facilities. This initiative started under the auspices of an IAEA-TC programme for the period 2007?2010.

A wide range of drill holes and process streams are sampled for resource estimation, grade control and contractual purposes in the minerals industry. However, despite the availability of training courses, conferences and both national and international standards on correct sampling practices, it is still surprising how often little attention is given to ensuring that representative samples are collected for analysis. The reason for this is that the responsibility for sampling is often entrusted to personnel who do not appreciate the significance and importance of sampling, with cost being the main driving force rather than whether the sample is representative of the material from which it was extracted. This seriously undermines the precision and accuracy of the analyses subsequently generated and can render the analysis process a total waste of time and money and expose mining companies to serious, potential, financial losses. Company management needs to reverse this situation and ensure that sampling is given the attention it deserves to generate representative samples for analysis.

With the removal of the majority of the shallow mineral reserves there has been an increase in the mining depths in the South African mining industry. This has, in turn, changed the industry?s and stakeholders? perceptions of risk associated with mining-induced instability. In recent years the increased mining depth, particularly in open pits, has led to an increase in pit slope failures, which has highlighted the need for appropriate and effective pit slope management programmes. Such a programme comprises many facets, including mine hazard plans, regular slope inspections, cleaning of interim and final pit faces, blasting practices, histories of failures, pit depressurization, stormwater control and evacuation procedures. However, it is arguably in the field of slope monitoring that the most significant strides have been made in terms of new technologies and best practice in open pit mining geotechnics, with the introduction of technologies such as laser scanners and slope stability radar. This paper seeks to illustrate the operational benefits associated with the implementation of new technologies into open pit mining, using AngloGold Ashanti?s Geita Gold Mine in Tanzania as an example.

"The smelter at Sudbury Integrated Nickel Operations, located in Sudbury, Ontario, operates a single electric AC furnace. This furnace treats nickel sulphide concentrates produced by Glencore and third-party feeds and as such its performance is key to the company’s nickel supply chain. Currently the plant has two shutdowns per year in order to carry out significant repairs on matte tap-holes.Improved monitoring systems that enable better prediction of tap-hole wear have been a continued focus. The electric furnace is an essential piece of the smelter flow sheet requiring the need for planned tap-hole maintenance along with robust systems for management according to to this plan.The ability to meet our goal of zero harm is ensuring that safe practices are in place. Detailed procedures and cool-down practices have been implemented to ensure that required matte chemistry and temperature criteria can be met during the period leading into a shutdown for tapblock maintenance.A significant repair of the electric furnace will take place in 2015. During this rebuild, the sidewalls and matte endwall will be replaced. There is work underway to improve wall and matte end performance in an attempt to extend the time between rebuilds. This paper will review the approach taken towards this end."

Optimization of current control systems, proper maintenance and efficient training of personnel are recommendations made to control the amount of dust that underground employees are exposed to on a daily basis in the coal mining industry. This dissertation forms as part of Sasol Mining?s commitment to protect the health and safety of their employees by suppressing and controlling dust at their mines. This study aims to understand the relationship among mining processes, exposure to dust and dust suppression control measures. The research phase of the project was done at the Sasol Mining Secunda complex where underground visits were undertaken to investigate current control systems and also new systems that are being implemented by Sasol Mining. This work was important because it helped determine the sources of dust underground and also to identify the shortcomings of current control systems and to test the efficiencies of the new systems implemented at Sasol Mining. The most important result of the research work was the identification of which underground operators were exposed the most to dust as this assisted in designing a dust suppression system for the areas where these operators worked. The main conclusions of this study are that the current control systems are sufficient for controlling dust and ensuring dust compliance if they are used efficiently and maintained properly.

Prediction of pothole characteristics is a challenging task, confronting production geologists at the platinum mines of the Bushveld Complex. The frequency, distribution, size, shape, severity and relationship (FDS3R) of potholes has a huge impact on mine planning and scheduling, and consequently cost. It is with this in mind that this study was initiated. Quantitative analysis of potholes indicates that pothole size (area covered) can be described by two partly overlapping lognormal distributions. These are referred to as Populations A (smaller) and B (larger). The range of observed pothole sizes conforms to a simple double exponential growth model based on Newton's Cooling Curve. A third size range of very large potholes (Population C) that could not be modelled properly within the proposed growth model is interpreted as to represent a very early phase of aggressive regional thermo-chemical erosion and potholing. In general, potholes are dominantly quasi circular with only a subordinate tendency of elongation. In the UG2, potholes with elongated forms are more prevalent in the size range between 20 and 500 m diameter. In the Merensky Reef elongated potholes are more common in the size range above 50 m in diameter. Although not distinctly visible, elongation of potholes in both the UG2 and the Merensky Reef show a net north/south orientation. Using shapes of pothole rims and floor areas, documented for the UG2 in the Waterval Shaft area, it is demonstrated that the northern, down-dip edges of potholes have steeper dips than the southern, up-dip edges. Spatial distribution studies using a uniform quadrant method suggest that in both the UG2 and the Merensky Reef, the potholes are randomly distributed, with a tendency towards clustering. Clustering appears to be more prevalent in the smaller Population A potholes. Bearing all findings in mind, it is found that the model of thermo-chemical erosion of the cumulus floor by new influxes of superheated magma best explains the observed data. Partial to complete melting of the cumulate floor occurred in three phases. The first represents the emplacement of hot magma. This magma, due to turbulent flow and high chemical and physical potential, aggressively attacks the existing floor (crystal mush on the magma/floor interface). Regional erosion is manifested by large, often coalescing potholes. During the second phase, when the magma emplacement process ceased and cooling in situ started, two distinct periods of pothole formation ensued. The first is related to rapid cooling along the relatively steep part of the Newton Cooling Curve, when Population B potholes nucleated randomly and grew rapidly with concurrent convective overturn and largely laminar flow condition. The second period of cooling occurred on the shallow-dipping part of the Newton Cooling Curve. Population A pothole growth became more subdued and nucleation appears to have been, at least locally, clustered. The final phase of this proposed 'super magma cycle' was introduced when chromitite crystallization and precipitation terminated pothole formation. This was followed sequentially by pyroxene and plagioclase crystallization to form the typical cyclic units of the Critical Zone. No suitable proxy could be found for the prediction of pothole density of potholes associated with the UG2 (likely due to limited spatial data coverage), and these are best predicted by extrapolation. The Merensky Reef slope index, in contrast, provides a proxy for pothole density, enabling prediction with reasonable confidence. This predictive model has been verified using underground information. The findings made during the course of this investigation have, when implemented, significant impact. Successful implementation will not only allow enhanced resource and reserve definition, but also better mine planning and scheduling.

Even though smelter gas is available at high SO2 concentrations, in a conventional acid plant one would add large amounts of air to dilute the gas down to a suitable concentration of 12?13 (14) %-vol. SO2. Dealing with higher SO2 concentrations in smelter acid plants is not feasible, as the gas exit temperature of the catalytic oxidation step would exceed the allowable limit for the catalyst. Hence those conventional acid plants are characterised by the use of large equipment, i.e. high capital cost, high energy consumption and limited flexibility. The newly developed LUREC® process can handle off-gas with significantly higher gas concentrations, even in excess of 25 %-vol. SO2. It is entirely based on well-proven equipment and unit operations. The first industrial application, operating with 16?18 %-vol. SO2 will be presented in this paper, along with the fundamentals of the process. It will be demonstrated that the process requires inherently lower capital cost, fewer operating cost, offers better energy recovery and lower emissions as compared to conventional design. While most existing smelter acid plants would have some built-in spare capacity, any significant increase of smelter capacity, say of 30%, can basically not be accommodated without installing an additional parallel new acid plant unit. An add-on LUREC® module can remove any such restriction, while simultaneously de-bottlenecking the existing acid plant. The paper also discusses the present status of the add-on technology for smelter acid plant expansions with respect to technical boundary conditions of different process alternatives as well as economic and environmental aspects. Application of the LUREC® process to modern smelter acid plants operating with high SO2 gas concentration, will lead to a substantial reduction of the specific size of the gas processing equipment and equivalent savings in capital and operating cost. The LUREC® process is patented worldwide by OUTOTEC.

Medium suspensions play an integral part in the successful application of dense medium separation for both static and dynamic separators. Although models exist to predict particle movement as a function of medium density and viscosity, these models have been derived on the assumption of Newtonian rheology. Viscosity measurements of medium suspensions have shown that they are non-Newtonian, with a yield stress, and as such cannot be used in the existing models. As a result, medium selection remains an art based upon practical experience and indirect measurements of viscosity such as stability and cyclone differentials.

The effect of high solids concentration and coarse particle sizes (d50 ranges 90?300 µm) on the viscosity of a suspension of water and silica sand was investigated. The experiments were designed to include conditions that have been tested by other authors and those encountered in the operation of tumbling mills. The rheological data was measured using a tube rheometer with operating pseudo shear rates of up to 1500 s-1. The rheograms obtained depicted dilatant behaviour. The Otswald-de Waele, Bingham, Herschel-Buckley and Casson models were fitted to the experimental data. The Herschel-Buckely model, which approximates the yield point and gives an indication of the shear thinning or shear thickening behaviour of the suspension, was found to provide the best description of the flow curves for all slurries. The Herschel-Buckely model was then used to determine the apparent viscosity of all the tests. The apparent viscosity and yield stress increased with solids concentration and particle size at the different pseudo shear rates. The increase in slurry viscosity with solids concentration was attributed to increased frequency of particle-particle interactions. The increase in slurry viscosity with particle size was attributed to increased inertial effects. At low shear rates the sand slurry exhibited shear thinning behaviour for all solids concentrations. At higher shear rates above 1000 s-1the high solids concentration suspensions exhibited a transition from shear thinning to a shear thickening behaviour.

The advancement in Information Technology has resulted in a change in workflow practice in our Mineral Resource Management (MRM) offices on the mines and at our corporate office. This paper discusses the AngloGold approach in defining an IT strategy for MRM, a brief overview of systems usage and benefits. AngloGold has gone through a transformation phase and has positioned itself as a world-class, low cost producer. To support this objective, an initiative has been launched to provide the MRM division with an integrated MRM technical suite of systems with support of a Management Information System. Technical systems for a tabular orebody are not freely available and hence it took AngloGold almost seven years and a significant amount of capital to develop an integrated suite of technical systems. AngloGold MRM IT adopted the typical Zachman framework (value chain) approach in the analysis process and formulated the final deliverable in terms of AngloGold’s strategy. Major benefits have been realized through the ability to change planning scenarios in a short period of time and hence be able to increase reserves and NPV. The development of MRIS, which will become the flagship in AngloGold’s portfolio of systems is in phase two and this system will allow AngloGold to publish Resources and Reserves as per SAMREC and the JORC Code at will. The availability of information at all levels of the operations has made making decisions easier and hence some specialized reports such as the Basic Mining Equation were developed from the Corporate Data warehouse and from the MRM reporting database. Decision Support Systems(DSS) such as Business Objects and Oracle Express are now being used to assist in the process. The decision to use Business Objects to replace SAS reporting as the core reporting tool has resulted in the empowerment of the user and major cost saving as far as the use of consultants to set up standard reports.
