Mining fatality rates in many countries have not changed substantially over the past ten years. This demonstrates not only that there is an inherent risk in mining, but also that current approaches to improving safety need to be rethought. An analysis of productivity and fatality data in the United States, United Kingdom, and South 4frican coalmining industries shows that the impact of legislation on safety is overlain by other significant factors. Although improvements in safety and productivity usually occur together, the data warn that safety legislation can sometimes cause a significant reduction in productivity. Based on the data and experience considered, it is concluded that legislation should be aimed at creating a framework within which a positive attitude towards the implementation of more productive and safer mining methods, work practices, and technology can flourish, rather than attempting to enforce excessively prescriptive provisions. This later approach is even more problematic when safety standards and legislation are transferee from well developed to less developed countries. A legislative framework in which the mine manager is required to take al reasonably practicable measures to procure safe working conditions in accordance with mine-specific codes of practice is outlined. Within that framework, the value of adopting widely accepted standards is recognized. A performance-based external audit arrangement is outlined as a basis for ensuring that detailed attention is focused on those areas most needing improvement.

"I have been involved in the refractory industry for many years and at some time or another I have designed materials, tested materials, manufactured materials, installed materials, in fact I have done everything except actually chemically analyzed a refractory material.So I would not even begin to tell you how to analyse a refractory material. I'm sure everyone here knows more about chemical analysis than I do.However you could regard me as a customer with and perhaps the insights I have developed may help in putting the role of chemical analysis in the Refractories into perspective.For a start, let's take a step back and ask why we test refractories. The refractories handbook of the American Foundry Association gives four reasons:1. To determine appropriate specification.2. For quality control, to ensure conformance to specifications.3. To provide special property information not available elsewhere.4. For postmortem analysis to determine property changes in service and provideinformation that can point the way to better service.I want to discuss these points with regard to the role of chemical analysis and in particular the abuse of in house chemical analysis facilities. This research study includes studies carried out on the recovery of unburned carbon in the ashes of Tuncbilek Thermal Power Plant. Bottom ashes have been identified by X-ray diffraction and X-ray fluorescence. These samples are potentially of class F type and have significant amounts of unburned coal. According to the ash amount that units in the thermal power plant produce, and the analyses of the samples mixed, which used certain amounts in flotation tests, it was found that the bottom ash includes 91.47% ash in dry form and 8.53% combustible matter, and the lower calorific value is 491 kcal/kg. Optimum flotation conditions to get the unburned carbon were subsequently determined by examination of the optimum flotation grain size, pulp density, collector type and amount, depressant type and amount, frother type and amount, agitation speed, and froth-taking time. While the lower calorific value of the thermal power plant bottom ashes of the 3rd , 4th and 5th units and the mixed bottom ash sample was, respectively, 959, 469, 279 and 491 kcal/kg in dry form, it increased to 2490, 1312, 786 and 1348 kcal/kg in the product obtained as a result of flotation in optimum conditions. A major mud push occurred on the 870 m production level, scraper drift block cave at Dutoitspan diamond mine in November 2011, during which it is estimated that more than 4 400 m3 of mud engulfed the west cave. The production level was successfully evacuated during the mud push with no loss of life or injury to personnel, thanks largely to mine employees being well trained in and adhering to on-mine mud rush evacuation procedures. All access to the west cave was lost as a result of the mud push. Clean-up operations are currently under way to regain access to the production level, to establish the extent of damage to scraper drifts and equipment, and to evaluate what remedial works may be required to resume production. The magnitude of the Dutoitspan mud push necessitated a detailed investigation into the key contributing factors leading up to the incident, which are discussed in this paper. Mud rush mitigation measures in place on scraper drift block caving operations at Dutoitspan, Bultfontein, and Wesselton diamond mines in the Kimberley area are critically reviewed. Recommendations are furthermore made for enhanced mitigation based on mud rush risk profiles derived for different production areas in these old scraper drift block caves. It should be possible to use an oxygen probe to follow iron removal during converting, if local equilibrium is established between iron in the matte and the iron oxides in the fayalitic slag. The oxygen activity is expected to increase strongly as the iron content of the matte decreases (and the iron activity in the matte drops) while the iron oxide activity in the slag remains constant. To test this idea, oxygen activities were measured in synthetic mattes (made up of mixture of Cu2S, FeS and Ni3S2) when in contact with silica saturated SiO2-FeO slags, and silica and (initially) magnetite saturated SiO2-FeO-Fe3O4slags. The measurements were performed on laboratory scale at 1250°C, using an oxygen probe consisting of a stabilized zirconia electrolyte and Fe/FeO reference, and containing the sample in a silica crucible. Electrical contact to the matte was by means of a platinum wire. The measured oxygen activity was sensitive to the iron content of the matte, and insensitive to the composition of the gas atmosphere over the melt. The measured oxygen activity was generally close to that predicted by Fact Sage calculations. This indicates that such oxygen activity measurements could be useful to monitor iron removal during converting of nickel-copper-iron mattes.

Centrifugal pumps are the workhorse of hydraulic conveying systems but their performance is derated when viscous non-Newtonian fluids, such as pastes and/or coarse solids are present. The reduced performance for purely viscous Newtonian fluids may be calculated using techniques such as the Hydraulic Institute method, but similar deration for non-Newtonian fluids is not so easy to apply. As part of the AMIRA P599 project investigating high concentration suspension pumping, centrifugal pump tests were systematically conducted on a wide range of non-Newtonian coarse particle suspensions. Suspension sup to 38% v/v of coarse particles with mean diameters in the range of 1.1 < d50< 3.4 mm suspended in carrier fluids with dynamic yield stresses of 0 < t?< 17.2 Pa and shear thinning indices in the range 0.35 < n< 0.79 were examined. Techniques such as the Hydraulic Institute de-ration method require a characteristic shear rate to be assigned before application with a non-Newtonian fluid, and a method based on pump geometry, fluid rheology and flow rate is proposed. This method predicts the dramatic characteristic reduction in head at low flow rates that is often observed and explains why larger pumps are relatively insensitive to this form of head deration. Head deration due to the presence of coarse particles in non-Newtonian carrier fluids is seen to follow similar trends to that of Newtonian suspensions and often dominates the total deration procedure.

J. van Rensburg. Ten Council meetings were held during the year with an average attendance of eighteen. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J. Tata Steel Limited which is Asia?s first and India?s largest integrated private sector steel company, as part of its vision to grow in related industries is also undertaking the Titania project. The project will involve mining, separation of ilmenite and other valuable minerals from the inland heavy mineral sands deposit in the Indian state of Tamil Nadu. The raw material will be beneficiated to synthetic rutile, titanium dioxide pigment and ultimately to titanium metal. The recently concluded feasibility study revealed that the deposit under consideration has 10.4%of total heavy mineral content and 15.2% slimes of the size below 63 µm, over an average sand thickness of 6.9 metres. The presence of about 15% slimes in ROM sand coupled with scarcity of water at the project site complicates the slimes handling/disposal system, requiring the development of an innovative, efficient and effective system for disposal of slimes. Mineral characteristics of slimes revealed the presence of kaolinite clay, which poses its own challenges in thickening/dewatering of slimes. This paper outlines the detailed studies conducted, including slime characterization, settling and thickening characteristics, and ge-technical studies to arrive at an efficient and effective slime handling/disposal system, with a view to plant saplings on the mined-out reclaimed land with species typically suitable to that environment.

The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry. The organising committee is looking forward to your participation at the conference in July 2007.

An International Ferro-alloys Congress, arranged by the Ferro Alloy Producers&apos; Association of South Africa, the South African Institute of Mining and Metallurgy, and the National Institute for Metallurgy, will be held in Johannesburg, South Africa, in April 1974. The technical programme, occupying five days, will cover the following topics in relation to all ferro-alloys: 1. Burden preparation, blending, pelletization, handling, reducing agents. 2. Electric smelting furnaces-design, operation, management,- smelting optimization, shop practice, refractories. 3. Mineralogy, reduction behaviour, smelting reactions, slags. 4. Automation, Pollution control. 5. Applications, trends in comsumption, trends in composition specifications. There will be no parallel sessions. Papers in the above topics are invited; review papers will also be welcome. Proposed titles and abstracts in not more than 200 words should be submitted before the 30th of November, 1972, to The Chairman, Programme Committee, INFACON 74, Private Bag 7, AUCKLAND PARK, South Africa. The abstracts will be considered during January 1973, and papers accepted for the Congress must be submitted in final form before the 31st of July, 1973. The proceedings of the Congress will be published as a special volume. There will be a series of post-Congress tours to ferroalloy plants and other places of both technical and scenic interest. A full ladies&apos; programme will be arranged. Bracken Gold Mine ceased mining operations during February 1993. The clean-up of the gold plant, which had already commenced in September 1992, was completed in January 1994. The mine had been in production since early in 1962 but, because of a decreasing ore reserve, increasing working costs, and a relatively low gold price, closure had become inevitable. The closure had been under consideration since August 1983, when the first estimate was made regarding the amount of gold that could be recovered from the clean-up operations. Until that stage, it had been accepted that Bracken would conform to the commonly accepted idea that 0.25% of the total gold produced by the plant would be recovered during the clean-up operation. This idea was dispelled when the initial estimates indicated that the gold recovery would vary between 0.049 and 0.095%. The actual figure realized was 0.036%, showing that there is no generalforl1ula for the calculation of the amount of gold to be recovered from such clean-up operations. During the clean-up operation, Bracken became an unexpected contributor to the State&apos;s Reconstruction and Development Programme by having al the mine and plant buildings purchased and converted into a community development centre. This shortene4 the time available for the clean-up, and several of the buildings remained intact. However, the foundations and sub-soils had been sampled extensively, and it is considered that no recoverable gold was left behind.

The development of a pilot gold geostatistical ore reserve system proved that geostatistical methods worked well for the routine production of annual ore reserves on gold mines of the Gold Fields of South Africa (GFSA) group, and that the techniques could also be practically implemented, understood and accepted by Survey Department personnel. Many side benefits of the pilot system became apparent, and a variety of useful management information was provided by manipulating the data values that were already captured. It was decided that it was a priority computing project to develop a standard production system (GORS) for routine use by all the GFSA gold mines. Experience with the pilot system enabled detailed functional specifications for GORS to be laid down. These, together with group computing policy determined the terms of reference and constraints for the GORS development. System design could not be finalized until new and appropriate mainframe database software and graphics workstation equipment and software had been found. With these in place the basic system was structured to take best ad- vantage of the interactive features of the workstation, the number-crunching power of the mainframe and the flexibility offered by a relational database and associated 4GL tools. Application sub-systems were developed for data capture, statistical applications, geostatistical calculations, contour plotting and graphical queries. GORS is being introduced to the mines in a phased manner with suitable documentation, training and support structures to enable it to be routinely and effectively used on a day-to-day basis by all group gold mines.

It is common practice in the mineral processing industry to use hydrocyclones for particle classification. However, classification in the UG2 platinum circuits using the hydrocyclone poses major challenges due to the differences in density between silica and chromite, the two major components of this ore. Silica,-the PGM carrying component, has an average density of 2.7 and the barren chromite component has an average density of 4.5. When conventional and flat bottom cyclone are used there is a misplacement of particles due to differences in density leading to inefficiencies in the classification by size. As a result of the density effect, coarse silica reports to the overflow, resulting in loss of recovery, and fine chromite reports to the underflow, resulting in loss of milling capacity and unnecessary production of fine chromite. A classifier based on a different concept was required in the classification of UG2platinum ore. The three-product cyclone, which is a hydrocyclone with two concentric vortex finders to produce three distinct products, has been tested in the UG2 ore application and indications are that misplacement of particles due to differences in the component densities can be minimized through the use of this unit. Industrial and pilot plant trials were conducted and indications are that the three-product cyclone can be installed to selectively produce a middlings stream that can be screened using Pansep screens to provide a screen oversize, which is predominantly coarse silica that can be preferentially reground to recover the PGM values contained in the coarse silica.

A failed and stable Upper Group 2 chromitite pillar database was collected in 2007 as part of the PlatMine 1.2 pillar strength project. The database consisted of 177 pillars, of which 33 had failed. Most of the data were collected from various intermediate-depth mines near the town of Thabazimbi. Spans between rows of chain pillars were about 30 m. Pillar loads were estimated using pseudo-3D, elastic, boundary element modelling software. The pillar-load data were evaluated using a maximum likelihood regression analysis to determine strength parameters, following a similar approach to historically acceptable practice. The original formula was named the PlatMine Formula. This paper describes re-evaluations of the database, using a linear formula and several variations of the power formula. The formula providing the lowest standard deviation to the data in the database was considered the best representation of the pillars in the database. Through this rigorous process, a new formula for peak pillar strength was developed for Upper Group 2 chromitite pillars, which is unaffected by volume. The small standard deviation provided by this formula suggests a reliable relationship between strength and w/h ratio, in the w/h ratio range between 1.5 and 4.7. Accuracy, precision, and recall analysis confirmed the efficacy of this equation to the data in the database. Importantly, the new formula provided in the paper does not predict a significantly different strength to the current PlatMine formula, within the confines of the database.

The elution of gold from activated carbon using deionized water by R. J. DAVIDSON, M.Sc., Ph.D. (Rhodes) (Visitor) and D. DUNCANSON, H.N.C., B.Sc. Hons. (Strathclyde) (Visitor) The pretreatment of gold-loaded activated carbon with a relatively strong sodium cyanide solution prior to elution with deionized water at 90 to 125°Chas been shown to have a most beneficial effect on the elution of gold. The findings emphasize the important role played by the calcium cation and the hydroxyl anion in effecting efficient elution of gold. The elution of the relatively unstable complexes of silver and base metals with cyanide was also significantly affected by the ratio of the sodium cyanide to sodium hydroxide in the reagents used in the pretreatment stage. It was demonstrated that the use of 0,5 bed volume of a pretreatment reagent comprising 10 per cent sodium cyanide stabilized with I per cent sodium hydroxide for safety reasons resulted in a virtually 100 per cent recovery of adsorbed gold, silver, and base metals on subsequent elution with deionized water. The elution procedure takes a relatively short time, about 14 hours at 90°C (7 bed volumes) or 3 hours if pressure elution at 125°C (4 to 5 bed volumes) is used. Because the mechanism of elution after pretreatment entails the shifting of a physical rather than a chemical equilibrium, the higher the gold loading on the activated carbon, the more efficient is the elution procedure. When compared with other elution procedures, the proposed method appears to have several economic advantages.
