During recent years the designing of mine cars has become a very highly specialized art. Mechanical methods of mining, constantly increasing speeds of transportation and thin seams of coal have made it absolutely essential to develop low cars of maximum capacity. The producer of coal from thick seams, because of mechanical mining, which he is already employing or con- templating adopting, is now as much interested in low cars of high capacity, as is the thin seam operator. The mine car builder has been alert to this trend and is equipped with a specially trained corps of engineers and salesmen, who receive the necessary information from the producer and develop therefrom a suitable car design to fulfill the conditions.

We all deplore the high accident rate of our coal mines, but when brought to task we immediately attempt to appease our conscience by calling attention to the high tonnage rate per fatality in American coal mines as compared to European mines, losing sight of the fact that the accident rate per hours of exposure has shown no improvement during the past twenty years. Measuring our accidents in terms of hours of exposure, not in terms of production, is the only correct method. Certainly it can be of only scant satisfaction to the miner to know that his chances of getting killed this year are as great, or perhaps greater, than last year, but the tonnage rate per fatality will have gone up. We cannot help asking ourselves why it is the other major industries, almost without exception, have made wonderful strides toward reducing accidents, while coal mining stands alone as the one major industry in which no improvement has been made. It certainly cannot be charged entirely to the increased use of machinery and the increased productivity per man employed, as the other industries likewise, or to an even greater extent, have increased the use of machinery and the production per man.

President W. K. Dennison, Jr., called the final session of the Rocky Mountain Coal Mining Institute to order, and introduced H. A. Cornell, Portland Cement Association, Ft. Collins, Colorado. Mr. Cornell explained that the Portland Cement Association was not a sales organization, but is supported by the major manufacturers of portland cement. The research laboratories of the association are constantly endeavoring to improve the quality of cement, as well as promote new markets, new uses, and new ideas. The association works with engineers, contractors and universities, making available to them the results of their research. Mr. Cornell stated that numerous booklets and bulletins were available on request for any phase of construction with concrete. Mr. Cornell presented a film, "How to Make Quality Concrete," to the members of the Institute. D. W. Lyke, General Electric Apparatus Service Shop, Denver, Colorado, was introduced by President Dennison, who presented a film, "A-Hunting He Would Go." Following the film, Mr. Lyke stated that his firm was not confined to electrical equipment, but to all types of equipment, and asked the members to feel free to call for assistance at any time. These two films concluded the Manufacturer's Hour, and President Dennison opened the final business meeting of the session. Robert F. Bowie, of the Auditing Committee, read the Treasurer's Report, and complimented Mr. Whiteside on the commendable state in which the books were found. The Treasurer's Report is as follows:

Improved methods of mining have accompanied the introduction of mechanical loading, of which there are a great many varieties, but this multiplicity of mining brings new problems and greatly increases the importance of managing over a few years ago. Few mines operating today have been opened with the intention of mechanizing throughout. The problem of mechanization is to change over a mine heretofore operated by hand methods and to select machinery that will fit the old system with the least number of changes, the aim being not to disrupt or to completely change the original plan. The organization of mechanical and electrical forces is a problem in mechanical loading, and each individual mine presents its own problems. Plans which may succeed in one mine may fail in another and upon the management rests the responsibility of deciding the best method in each case.

The Morning Session of the Forty-Eighth Meeting of the Rocky Mountain Coal Mining Institute convened in the Little Theater of the Broadmoor Hotel, Colorado Springs, Colorado, at 10:00.a. m.; June 2, 1952, Howard B. Crandell, President, presiding. PRESIDENT CRANDELL: Gentlemen, the meeting will come to order. I presume most: of you have heard the decision of the Supreme Court in the steel case. The decision was six to three that the President had no legal authority to seize the steel industry, and it is reported that the strike is already under way. Gentlemen, it is both a pleasure and an honor to talk to you who come to the meeting of the Coal Mining Institute, many of you, from long distances. Our program committee has suggested that the president give a 30-minute talk, but you may be at case because I assure you I won't take anywhere near that long, when we will pass to more instructive and enlightening subjects. Another reason for the short talk that I am going to make is that many men in this audience know more about coal mining, specialized subjects, than I do.

The final session of the Rocky Mountain Coal Mining Institute was called to order by retiring President, A. Z. Dimitroff. The report of the Auditing Committee was given by E. C. Horne, Acting Chairman of that committee. Motion was made by Dock Schloss that the report he accepted; seconded and carried. Oren Bridwell, Chairman of the Resolutions Committee, gave the following report: Resolved: That the members of the Rocky Mountain Coal Mining Institute in convention assembled, hereby ratify and confirm all official actions of the officers, the Executive Committee and other committees of the Institute between June 29, 1960, and the present time.

CHAIRMAN EMRICK: We have a very interesting program this morning, of a mechanical nature, and I am sure you will all be very much interested in it. At the conclusion of each paper there will be time given for discussion, and we will be glad to have all of you enter into the discussion. Before we start the program, I want to ask the men who have been appointed chairmen of committees to come and get these folios, which contain papers concerning their particular committees. The Nominations Committee, of which David Brown is chairman, has a folio here. It has been customary every year to have a photograph of those in attendance taken, and I presume it is the will of those in attendance this morning to have their pictures taken. We plan to do that about a quarter of twelve, approximately, this morning in the room instead of going outside as we have heretofore. Frank Miller has an interesting an¬nouncement to make. Frank, if you will just take about five minutes to tell your story.

The 81 st Regular Meeting and convention was called to order by the President, Charles W. Margolf at 9:00 a.m. Monday, July l, 1985 in the Silverton Room of Tamarron, a resort hotel near Durango, Colorado. President Margolf welcomed the members and others in attendance to the convention and noted his theme of "Make It Happen!" He introduced those present of the 1985-86 Board of Directors and Officers who were elected by the Board of Directors at their Annual Meeting June 29. They were: Arthur K. Neill, President; Bernard Bernstrom, President-Elect; Loren V. Linville, Convention Liaison Officer; Vice Presidents Douglas J. Hammer of Colorado, C. Joe Presley of Montana, Alva L. Smith of New Mexico, Fred Wertz of North Dakota, Rex Berry of Utah and Thomas J. Lien of Wyoming; and Doris G. Finnie, Executive Secretary & Treasurer. He also introduced Ira. E. McKeever who was elected to serve as chairman of the Advisory Board by that group. Margolf mentioned that one three-year term as a Director would be voted upon at the annual business meeting which would be held Tuesday, July 2 at 1:30 p.m. in the Windom Peak Room and introduced James "Doug" Ingram, the nominee of the Nominating Committee. A Japanese mining engineer was given a year's leave of absence by his company and dispatched on a tour of inspection of all the principal coal mining regions of the world. He visited the New Castle region of England, Wales, Scotland, France, Germany and Alsatian mines, the underseas col¬lieries at Nova Scotia and Vancouver, and our own important fields of Illinois, Pennsylvania, West Virginia, Kentucky, Colorado, Utah and Wyoming. You are probably surprised to know that after seeing all these, he pronounced the Gebo mine of the Owl Creek Coal Company as the most interesting operation he had seen. The Gebo Mine is located about three miles west of Kirby on the Chicago, Burlington & Quincy Railroad in the Big Horn Basin region of Wyoming, 500 miles north of Denver and 200 miles south of Billings, Montana. The mine is working on a coal bed five or six to eleven or twelve feet' thick, dipping 22 to 23 degrees toward the northeast. The coal occurs in what is called the Eagle formation; and is found between two massive sandstones from 25 to 65 feet thick, which, weathering into bold', gray-colored cliffs, serves as a guide to the location of the coal bed. The deepest workings have an overburden of 800 feet. Cleavage planes of the coal extend at an angle of 45 degres to the pitch, and perpendicular to roof and floor. The coal itself is generally clean and not difficult to cut. It ignites readily from spontaneous combustion, however, which circumstance makes an ever-present fire hazard which must be carefully watched and guarded against. The coal is classed as sub-bituminous with analysis about as follows: Moisture 17% Volatile Matter 33% Fixed Carbon 46% Ash 4% Sulphur, about ½ % B. t. u. value a trifle under 11,000. It is known as Owl Creek coal, is one of the best domestic and steam fuels in the West, and is very popular in Montana, Idaho, Washington, Wyoming, South Dakota and Nebraska. While the coal slacks somewhat rapidly when exposed to the weather, it stores readily for months if placed under cover. On account of the somewhat isolated position of the mine as regards manufacturing establishments, there was a decided difficulty in disposing of slack, especially during the early years of the mine (1907 to 1914), and approximately 10 per cent of the entire product had to be wasted as slack during those years. This difficulty has been largely overcome since 1914, due partly to growth of manufacturing establishments in tributary territory, and also to enlarged transportation facilities. Also largely due to its isolated position, the mine has been compelled to use an extremely large proportion of box cars, much over 50 per cent of the product (in some years 75 per cent) being shipped in box cars, which, of course, entails extensive loading equipment and increases cost of loading. The output of the Gebo Mine for 1920 was 348,000 tons, for 1921, 273,000 tons; the rate of production during the year 1922 was over 1,700 tons daily, and 2,000 tons daily in January, 1923. The mine was developed by driving three openings straight down the pitch, the main slope being 12 to 14 feet wide and 3,000 feet long. A little distance from the surface a pair of level entries were turned right and left, known as the first East and first West. Thank you Clark, for that extraordinary introduction, but Paul Harvey would be disappointed if I didn't tell you ... the rest of the story. It's true that I began my career at the Boston Traveler newspaper, one of the last of the breed that started as an office boy and eventually advanced to staff reporter. However, what the biography doesn't tell you is that after that stellar rise to prominence in the Boston financial community, the afternoon Traveler was merged into the morning Boston Herald, and I was out of a job. Between the Traveler - which I closed - and the Brockton Enterprise - where I helped bring about the first labor strike in the newspaper's 100 year history - for a short period I worked double shifts at a bomb factory where we made beanbag mines for use in Vietnam. That is until the plant blew up one morning between my shifts - my last shift, as you can guess. Incidentally, my job was quality control. Before accepting my first public relations job with Boston Gas Company - and handling the media during that companies longest strike in history - I worked part time as a police officer in the small Massachusetts town of Halifax, during which time I wrecked the town's only patrol car - twice. Having contributed all I could to Boston Gas Company, I moved on to the parent company - Eastern Gas and Fuel Associates - where I was instrumental in closing down the last remaining coke plant in the Northeast in the Bridesburg section of Philadelphia - and got my first exposure to the coal industry - a visit to Eastern's last two coal mines in western Pennsylvania, Culver and Delmont - which were closed a month later. With the coal boom at its apex in the late '70s, the bosses thought it would be safe - and safer for the other subsidiary companies - for me to be given the opportunity to establish a formal public relations department at Eastern Associated Coal Corp. In my 10 years with Eastern Associated, I was able to help take the company from 17 operating mines down to 6, from 8 longwall sections down to 5, and eventually have the entire company sold to Peabody, While at the same time, bringing an end to the coal boom. It was at this point that journalism again beckoned, which coincided with COAL magazine purchasing Coal Age from McGraw Hill Publishing. In my l l years with the magazine, we've taken it from Coal Mining and Processing, to Coal Mining, to just COAL, and back to Coal Age - which is the best thing we ever did - and we've had the company sold ... twice.

Presiding was Robert E. Murray. The first speaker was Frank L. Natta, Administrative Manager-Trapper Mine, Utah International, Inc., Craig, Colorado. Subject - "Long Term Coal Contracts." Mr. Natta graduated in 1973 from Colorado School of Mines with a B.S. in Metalurgical Engineering and a M.S. in Mineral Economics. Since 1974, he has been employed by Utah International having spent 5 years in San Francisco as Senior Market Analyst. In this capacity he was responsible for market development efforts for Utah's U. S. coal reserves. Recently, he was transferred to Craig, Colorado, as Administrative Manager of Utah's Trapper Mine. In this position, he is responsible for purchasing, warehousing, accounting and sales contract administration. The second speaker was Brucks Mitchell, President, Human Resources Management, Inc. Richardson, Texas. Subject-"Making Unions Unnecessary in the Coal Industry." Mr. Mitchell has a B.A. degree in English-Oklahoma State University. M.B.A. degree in Organizational Behavior-Southern Methodist University. Ph.D Candidate - Organizational Behavior - North Texas State University. Mr. Mitchell formed an Association of Consultants to perform assignments in Industrial Psychology and Human Resources Management. Particular emphasis has been to establish policies and procedures to make labor unions unnecessary. He has been consultant to various industrial and municipal organizations.
