In cooperation with Cyprus Twentymile Coal Co., researchers from the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, conducted a study at the Foidel Creek Mine, an underground coal mine near Oak Creek, CO, to evaluate the stability of underground working conditions as a longwall advanced through a series of backfilled cross-panel entries. Instruments installed in the cross-panel entry pillars, backfill, longwall panel, and adjacent headgate entry were continuously monitored by a computerized data acquisition system as the longwall approached and advanced through the backfilled section of the panel. Data collected from these instruments were analyzed to determine the magnitude and direction of the secondary principal stress changes ahead of the longwall face, deformation and closure of the headgate entry, and stability of the cross-panel entry pillars and backfill. A three-dimensional, boundary element model was calibrated to accurately predict mining-induced stress changes and the distance they occurred ahead of the longwall face. As the longwall advanced through the backfilled entries, most of the mining-induced load was supported by the cross-panel entry pillars. The backfill provided stability for the roof and floor of the in-panel entries and also confined the entry pillars significantly improving their load-carrying capacity. Comprehensive information derived from backfill material property tests, instrument data, underground observations, and numeric modeling results document the safety and stability of the 8-Right mine through and should provide beneficial case study information for other longwall backfilling applications in the future.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." The usual run time errors occur when illegal mathematical operations are attempted by MFIRE For exam¬ple, if the user enters a negative value for the input variable HEAT to model a heat sink or cooling station, a run tame error will occur because an exponential function is employed to better model the changing temperature dis¬tribution in the airways. DATA FILE ERRORS Two types of data file errors can occur. 1 An error may occur because the input data file itself is invalid This may be caused by: The data file cannot be found due to incorrect spelling, drive, or path specification Check the spelling and path at the prompt for location of the data file. The data file contains non-ASCII symbols Check op¬eration of the text processor to insure that only ASCII characters are produced Delete all non-ASCII and/or all out of place characters. 2 Data are accepted by the program, but are incorrect for the data types or ranges or the combination causes a data inconsistency This may be due to. An invalid character is located where a numerical value is required The input data value is outside the reasonable range The input data is insufficient to build the model for simulation. The input data exceeds the capacity of the program. PROGRAM ERROR DETECTION When the program is running, tracing messages are given on the screen indicating the group and lines of data that have been read and the section of the program that is executing Program termination indicates that problems are caused by the subsequent (not read) data file section. For each detected error, descriptive message starting with * ERROR * is issued and the program terminates. When a possibly wrong value and/or its calculated intermediate result is detected, a descriptive message starting with * WARNING * is issued and the program continues. If a modification of input value or calculated intermediate result is automatically made by the program, descrip¬tive message starting with * ATTENTION * is issued and the program continues. LOCATING ERRORS If a message indicates that the error condition occurred due to the data input file, locate and correct the data item. If no error message is issued, but the simulation results are not as expected, carefully check the list of input data shown in the output file WARNING messages and ATTENTION messages may reveal an error in the input data even though the program continues to operate Insure that the default values or modifications adopted by the program run are acceptable. Anomalistic data, though not incorrect or impossible, may lead to an unusual simulation For example, making a fan unusually powerful may prevent a normal strength fire from affecting the airflow distribution in the system Much care must be employed before considering an ex¬treme case. If a message indicates that the accuracy criterion in the temperature section of the program was not satisfied, a table detailing the current parameters of airways which have large fluctuation in the average air temperature from iteration to iteration is produced If the pattern of the parameters is clearly cyclical, while the variation of natural ventilation pressure is stable or cyclical from iteration to iteration, then, most likely there is no single equilibrium stage for the event If the variation of natural ventilation pressure decreases steadily though slowly, increasing the value of data item variables MADJ or ITN (on control line number 1) may allow convergence.

Optical technologies have progressed rapidly in the past 15 years. One application of laser technology in underground coal mines currently under evaluation is the remote measurement of explosive methane gas. Federal regulations require that atmospheric monitoring systems used in gassy underground mines where permissible equipment is required shall be intrinsically safe. Mine Safety and Health Administration criteria for the evaluation and testing of intrinsically safe apparatus and associated apparatus contain no specific guidance for optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting a study to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in under- ground coal mines. Results of experiments involving ignition of methane-air mixtures by collections of small heated particles of Pittsburgh seam coal and black iron oxide are reported. The inert but more strongly absorbing iron oxide targets consistently ignited methane-air mixtures at lower powers than the coal targets. Minimum observed igniting powers for laser energy delivered by 200, 400 and 800 pm core fiber optic cables and directed onto iron oxide targets in methane-air atmospheres were 0.6, 1.1, and 2.2 W, respectively. Comparisons with the results of other researchers are made. A thermal layer theoretical approach to describing the process is included as an appendix.

Detailed mapping and examination of the site of a large rock burst at the Lucky Friday Mine, Mullan, ID, demonstrated conclusively that damage was caused by a splitting and buckling failure mechanism initiated by separation of rock into layers along steeply dipping metamorphic shear foliation subparallel to the affected crosscut. The thin tablular layers then buckled into the crosscut from both sides. Rigorous control of the burst by these layers suggests practical measures for avoiding bursts in crosscuts in the future by repositioning and reorienting openings so that splitting and buckling are reduced or precluded.

In the treatment of any illness the early diagnosis is of very great importance . This is especially true in cases of carbon monoxide poisoning , whether acute or sub-acute in character. A diagnosis of CO poisoning is usually made from a correlation of the history , the possible place of exposure , and the symptoms produced . This , however, is not positive evidence because CO often is present in unsuspected places and can be absent in suspected places . Also , the symptoms of this type of poisoning are common to other causes . In many such cases the correct diagnosis may be very difficult , if not impossible by this method and as a result little or no treatment is given . Sub- acute cases , those in which the subject is exposed to concentration sufficient to cause only headaches , malaise , feeling of weakness and dizziness , may be incorrectly diagnosed and as a result , improperly treated . Probably the best method of diagnosis is by examination of the subject's blood . Many methods for the detection of CO in the blood have been developed , but owing to their various individual disadvantages have never come into common usage . Some of the quantitative methods are satisfactory with regard to accuracy but require elaborate and expensive apparatus , special technique and training, or are too delicate and cumbersome for field use . It is of vital importance in all industrial and domestic accidents occuring at places where CO might be suspected or where the symptoms are typical of CO poisoning that a qualitative and preferably a quantitative determination be made the extent of poisoning being of importance in deciding whether CO was the direct or contributary cause) to show the presence or absence of 0. This is indeed essential from a medical standpoint as it aids in prescribing treatment and from a legal standpoint to insure justice in the claims that are often unjustly decided for want of positive evidence.

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. Open pits of The Kaylorite Corp. (Calvert County, Md.), National Soil Conservation, Inc. (Burlington County, N.J.), and Inversand Co." (Gloucester County, N.J.) accounted for the entire production. Soil conditioning used about 72 percent of the greensand sold. The remainder was used as a water-softening agent. Prices for greensand, f.o.b. mine, ranged from $13 to $70 per short ton.

During the last week in March and the first week in April, 1973, the Naval Underwater Systems Center measured the 76 Hz magnetic field strength (in Wisconsin and Texas) produced by both the elevated and (newly installed) buried Wisconsin Test Facility (WTF) north-south (NS) antennas. The principle result obtained from these measurements is that there is no measurable difference in performance between the WTF buried and elevated NS antennas.

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

Coal mines comprised 14.2% of all mining operations. • Bituminous mines comprised 92.5% (n = 1,910) and anthracite mines 7.5% (n = 155) of coal mining operations. • More than 70% of all coal mines were located in three states: Kentucky (28.7%), West Virginia (21.7%), and Pennsylvania (20.1%).

Operating engineers and mining executives are interested in the science of applied geophysics, but are looking for a simple and understandable exposition of its problems, instead of dissertations which are becoming more and more involved and increasingly difficult to comprehend. It may be well to discuss the goal, the attempted methods of reaching it and the psychological motive, if any, tack of the science. Where does the subject of applied geophysics stand from the viewpoint of (1) the physicist, (2) the mathematician, and (3) the geologist? Fundamentally, the science aims at a differentiation of subterranean geology with the object of finding useful mineral products by the study of gravitational, magnetic, seismic, electric, and other fields which may be associated with the materials naturally or which may be applied to them. The more skillfully these fields are recognized, applied, and analyzed the greater will be the possibility of interpreting results in a way that will be remunerative both economically and scientifically.

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

The computer program has been developed in conjunction with the rest of the project to evaluate evacuation capabilities of the mines and develop guidelines for the escape systems. There are several problems associated with predicting evacuation performance of a mine. First, the mine has many interconnected passages, shafts, hoists and a number of miners in varying positions. To be able to predict evacuation time requires processing a hugh amount of data. A simplistic approach of determining the miner farthest from the exit and calculating evacuation time for him knowing his walking speeds and hoisting times is not realistic, since the waiting time for the hoist is neglected. The second problem is being able to repeat the calculations for a number of configurations. It may be possible to spend enough time to hand calculate the evacuation parameters for a single mine for a single configuration, but to evaluate capabilities of the evacuation

This report is intended to help mine safety trainers better prepare to teach the influx of new underground coal miners who are entering the industry. This is done by identifying two different approaches to instruction and discussing the ways they may affect how well prepared new hires are to deal with a dynamic and hazardous workplace. One approach is based on the use of a syllabus. Those using a syllabus are more likely to rely on lecturing or direct instruction. This is a good way to get across factual information, but does not provide a context within which miners can fit the discrete facts so that they form an integrated whole set of concepts, principles, and skills. The other approach is based on the use of a curriculum. Those using a curriculum may be more likely to help miners integrate concepts and skills that give them an overall picture of the complex mining environment and how they fit into the workplace. This will better prepare them for the decision-making and problem-solving activities that will help them work safely and productively

NIOSH researchers have been examining underground coal mining activities in order to evaluate work crew hazards. In 1994 a continuous mining machine operator was killed by falling roof during extended cut mining. Many aspects of the incident were used by NIOSH researchers to develop a scenario interview. The goal was to provide a realistic framework for acquiring frank and detailed insights. The interview consists of two sections. The first describes the underground mining conditions. The second recounts the fatal incident. Each section is supplemented by a diagram and a set of questions addressing relevant safety issues. The interview was administered at three mines that actively take extended cuts. Researchers found the scenario approach to be an effective interview tool as well as an effective hazard awareness and safe work practices training platform.
