To improve the efficiency and speed of under-ground post-disaster rescue operations. The Approach: Develop a battery-powered mine-rescue vehicle designed to carry rescue crews, rescued miners, and their support equipment. How It Works: The experimental vehicle, shown below, was designed and constructed by the Mine Safety Appliances Company under contract to the Bureau of Mines. ATV Manufacturing Company and Delco Electronics were subcontractors. A rechargeable, silver-zinc battery provides power to a 3-horsepower permissible motor, the speed of which is regulated by a solid-state controller. Three wheels on each side are independently driven by a chain and mechanical trans-mission.

Reliably measure stress chan¬ges in order to assess stability of mine openings. Approach: A durable, permissible, sensor and readout system have been developed and tested. How It Works: The stress sensing element is a taut steel wire which is, vibrated at its natural frequency, If the tension on the wire is changed because of deformation of the sensor housing, the natural frequency of the wire changes. This effect is similar to decreasing or increasing the pitch of a violin string by loosening or tightening it. Because the stress sensor electrical output is a frequency signal, rather than an amplitude signal, its accuracy is unaffected by the resistance of the signal wire, or other attenuation. Signal wires can be a mile or longer without affecting accuracy. When a button is pushed on the readout box, the sensor wire is electromagnetically excited and vibrates at its natural frequency. That signal causes a readout in illuminated digits. (By referring to calibration chart and the previous reading, the user knows the change in stress.) This system is permissible. To install the sensor, a slightly oversize hole is drilled into the mine pillar. Next, a special tool is used to both position the sensor and wedge it in place. Figure 1, shows the sensor and its integral wedge and hole-fitting piece.

The Bureau of Mines has collected field data and made laboratory investigations of trailing- cable performance in the hope of developing a better and safer cable for use with permissible mining machines . Because of their better insulation and performance , only rubber- sheathed cables were finally considered . The cables tested represented the product of six manufacturers . : After consideration of the results of the preliminary investigations , the conditions under which cables are used in mines , and the better performance of the later types of cables that were submitted as the investigation progressed , the bureau formulated a performance - test requirement and notified the cable manufacturers as follows : The hazards of the trailing cable are such that the bureau has been unable to extend beyond the machine its formal approval to cover the cable as at present developed . However , in the attempt to reduce the hazard as much as possible , cables passing certain tests will be recommended for this service and it is hoped that several cables will be developed to meet this requirement .

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). The law of June 5, 1911, suplements and amends the Laws of April 21, 1810 (the basic law) and May 2, 1837. The Royal Decree of September 15, 1919, coordinates the provisions of the Law of June 5, 1911, with those of the Laws of April 21, 1810, of May 2, 1837, and of July 8, 1865, that have remained in force, as well as with certain articles of the Law of September 1, 1913, which revisad the system of taxation. The revised code has been brought together in one volume.3 All citations in this abstract refer to the coordinating Royal Decree of September 15, 1919, unless it is otherwise specifically indicated.

Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. Gilsonite, a solidified hydrocarbon, found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), by Ziegler Chemical and Mineral Corp., and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT.

The National Institute for Occupational Safety and Health (NIOSH) recommends that occupational exposures to respirable coal mine dust and respirable crystalline silica* be controlled by complying with the provisions presented in this document. These recommendations are designed to protect the health and provide for the safety of workers exposed to respirable coal mine dust and respirable crystalline silica for up to 10 hr/day during a 40-hr workweek over a working lifetime. The information presented in this document demonstrates that underground and surface coal miners are at risk of developing simple coal workers' pneumoconiosis (CWP), progressive massive fibrosis (PMF), silicosis, and chronic obstructive pulmonary disease (COPD). Adherence to the recommendations in this document should prevent or greatly reduce the risk of adverse health effects in workers exposed to respirable coal mine dust and respirable crystalline silica. NIOSH recommends that preventive efforts be focused primarily on reducing worker exposures. Effective health and hazard surveillance and medical screening are also useful components of a comprehensive prevention effort.

The study of neutrinos?particles infinitesimally smaller than atoms?would be significantly advanced if a deep underground facility were available that would filter out unwanted cosmic radiation. Encouraging progress has been made in satisfying the criteria for such a facility with the selection of the Homestake Mine in Lead, SD, by the National Underground Laboratory Committee as the recommended site for a National Underground Science Laboratory (NUSL). The Homestake Mine is America?s oldest and deepest underground mine, and its well-maintained infrastructure to depths of 2438 m below the surface makes the mine an excellent site for such a laboratory. The investigation reported here is an initial study of the stability of the first of the proposed chambers. A cylindrical room with a dome-shaped roof and floor was analyzed in three dimensions using the finite-difference program FLAC3D. The results were compared to recommended support requirements based on Barton?s Tunneling Quality Index, Q. Based on model results and observations from previous mining studies, large rooms with 50-m roof spans can be constructed and will remain stable at 2141 m below the surface in the Poorman Formation when the rock is reinforced with cable bolts. Construction may be possible at lower levels in the Yates Formation if more extensive laboratory strength tests confirm initial results.

Develop a metal substitute which is more plentiful and less expensive than the metals currently being used in high performance, permanent magnets, while maintaining the quality of the magnet. The New Alloy The rare-earth metal used in most high performance magnets is samarium, an expensive metal of limited availability. Cobalt is also used in high performance magnets, but supplies of this metal also are limited because it is not domestically mined and must be imported. The Bureau of Mines embarked on research to find a less costly domestic: metal source for use in industrial magnets. The alloy found most promising consists of mischmetal, a relatively abundant, naturally occurring mixture of rare-earths, which can be used as a replacement for samarium. Additives of copper, magnesium and iron used in combination with mischmetal aid in replacing some of the cobalt needed for the magnets.

These mines use a wide variety of extraction methods, but they have many common dust sources and dust control needs. Ore passes, drills, blasting, conveyor belts, transfer points, crushers, and load-haul-dump operations can be major sources of dust. Roadheaders, which are sometimes used in hard-rock mines, produce dust in large quantities. For the most part, dust in hard-rock mines is controlled with ventilation air, water sprays, and dust collectors. It is also important to prevent dust from getting into the air in the first place. Good dust control practices will reduce overall mine ventilation requirements. [Lack of maintenance is the main source of dust problems in hard-rock mines according to Rodgers [1974], who conducted a dust survey of hard-rock mines several decades ago. Rodgers found that spray systems had clogged sprays, dust enclosures had improperly fitted skirts, and ductwork was plugged and had leaks. Today’s mines have better maintenance programs (we think), but when dust levels are high, maintenance is still the first topic to address.] The Mining Association of Canada [MAC 1980] and Knight [1980] provide good general information about hard-rock dust control. For conveyor belt dust control, Goldbeck and Marti [1996] and Swinderman et al. [1997] are valuable sources of information.

A training software package for new mine employees, called Miner Training Simulator (MTS), has been developed by researchers at the National Institute for Occupational Safety and Health. MTS is a computer-based tool that allows a trainee to enter a simulated mine and interact with his/her surroundings in order to learn basic mining concepts, safety procedures, mine layouts, and escape routes. The training simulator software and instructions for its use are described in this report. Also, each mine using the software will have different requirements with regard to safety training. To customize the simulator for these differences, an interpreted scripting language is used to define interactions between the trainee and the virtual mine and objects in it. The scripting language, called Tool Command Language, uses simple commands to control various actions in the simulation, such as sounds, safety messages, hazards, and movement of objects. The basics of the scripting language are described here, along with many examples and instructions for building a script for MTS.

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

The amplitude of the first peak of an ultrasonic pulse which has traversed the diameter of a sphere is obtained for many directions in the sphere. This amplitude is relative to an input which is held constant for all measurements on a given sphere. Since the boundary conditions, distance of travel, and the controllable experimental factors are constant for all measurements, variations in this amplitude reflect variations in the attenuation or absorption with direction. The data are plotted and contoured as an equal area projection. The attenuation symmetry is the symmetry expressed by the contour pattern. Analysis of the data from several rock types indicates that the amplitude expresses a higher percentage of anisotropy than the velocity. In most cases the attenuation symmetry appears to be of the same system as the elastic symmetry expressed by the velocity. Results are shown for three rock spheres.

"The oxidation of NADPH by vanadate(V) in the presence of glutathione reductase showed typical enzymatic kinetics. The oxidation was inhibited by N-ethylmaleimide, a glutathione reductase inhibitor. Superoxide dismutase had no significant effect on the oxidation, indicating non-involvment of the superoxide radical. The vanadate(V) reduction was found to be a one-electron transfer process. These results suggest a new pathway for vanadate(V) metabolism and a new function of glutathione reductase. Compounds of vanadium(V), such as NaV03 , exert potent toxic effects on a wide variety of biological systems (1-3). Despite intense current activity, however, the biochemical mechanism of vanadate(V) toxicity is still not well understood (1- 14). It is believed that one of the important pathways involves the oxidation (by vanadate(V)) of NAD(P)H (15, 16), but, to our knowledge, there has been no report of the identification of any vanadate(V) reductase. With a view to finding if there exists any vanadate(V) reductase, we have investigated the oxidation of NADPH by vanadate(V) in the presence of glutathione reductase. Glutathione reductase (GSSG-R)2 was selected because our previous studies have shown (17) that GSSG-R can act as a reductase for chromate(VI), which is isoelectronic with vanadate(V). We find that GSSG-R does indeed function as a NADPH-dependent vanadate(V) reductase, thus pointing to a new pathway for the metabolism of vanadate(V), as well as to this property for GSSG-R. MATERIALS AND METHODSSodium metavanadate (NaV03 ), henceforth vanadate, was purchased from Aldrich and its solution was always freshly prepared. The GSSG·R used was from bovine intestinal mucosa and was purchased from Sigma. The oxidation of NADPH was followed photometrically as the decrease in absorbance at 340 nm. The spin trap, 5,5-dimethyl- pyrroline-N-oxide (DMPO), was purchased from Aldrich and used without further purification, since very weak or no spin adduct signal was obtained from the purchased sample when used alone.ESR spectra were obtained at X-band (9.7 GHz) using a Bruker ER200 ESR spectrometer. The magnetic field was calibrated with a self-tracking NMR gaussmeter (Bruker, Model ER035A) and the microwave frequency was measured with a digital frequency counter (Hewlett-Packard, Model 5340A). An ASPECT 2000 computer was used for data storage and analysis. The concentrations given in the figure legends are the final concentrations. All experiments were carried out in the phosphate buffer solution (pH 7.2) and at room temperature."

The purpose of this work was to Investigate the rate at which coal is delivered from the underground working face by gathering arm type loaders as employed on continuous mining machines, to identify the factors - geometrical , geological, mechanical, or procedural - which affect the delivery rate, and to develop quantitative rate-descriptive equations for the loading function. The mathematical techniques employed were factor analysis and multiple linear regression. It was determined that the coal-cutting function of the continuous mining machine is the factor that primarily Influences the loading function The geometrical factors -the dimensions of the work area In relation to the dimensions of the mining machine -were the factors of secondary influence. Fifty-five percent of the experimental variation in the loading function was explained in terms of the six most prominent Independent variables. It is expected that this work will be useful In operations-research studies as applied to underground coal mining, and with refinement will enable mine planners to select equipment based on the operating characteristics of the equipment and the mining conditions.

Reaching movements are planned and subsequently executed [1] using visual and somatosensory feedbacks [2], where absence of visual feedback is known to increase endpoint variability [3]. Visual occlusion decreases the ability to make rapid online compensatory movements, which results in initial radial deviations that are highly correlated with radial dispersion at the target. Perturbations of rapid, visually-guided reaches are compensated on-line and result in endpoint dispersions poorly correlated with initial deviations, emphasizing the strong effect of visual feedback in temporally-constrained reaching tasks. In control conditions (no vibration), these uncompensated, rapid reaches serve as estimates of the individual’s intended trajectory. When ride motion is present, trajectories of rapid, visually-occluded reaches provide a measure of the natural biodynamic response of the cantilevered spine-arm-hand linkage. These intended movement trajectories and the biodynamic response (vibration feedthrough) are used to predict the effect of ride motion on the performance of rapid reaching tasks. Goals of this study are to investigate the influences of vehicle motion on human reaching and pointing, and to reveal movement strategies used in visually-occluded reaching tasks. Methods A six degree of freedom human-rated Ride Motion Simulator (RMS) was used to generate a dynamic vehicle environment. Participants performed discrete, rapid pointing tasks to targets presented on three touchpanel displays under stationary and random whole-body vibration. Reach instructions included successfully reaching identical circular targets (Ø = 0.25”) with the right index fingertip as fast as possible. Targets were presented on resistive-touch displays mounted approximately 60 cm from the participant’s nasion. The touchpanel displays were located in the forward and lateral directions at eye level, and forward at 45° of elevation. These displays measured the spatial error of the reach destination. A ten-camera VICON motion capture system recorded the upper body kinematics of the participant. Reflective markers were placed on the participant’s torso, head, and arms. Initial kinematics of the fingertip (i.e. time and magnitude peak tangential velocity) and tangential velocity at target were used to estimate the planned endpoint of the reach. Results and Discussion Ride motion resulted in increased endpoint variability compared to reaches performed in the stationary condition. Reaches to the elevated touchpanel consistently resulted in the largest variability across all motion conditions, suggesting that a vehicle occupant would not be capable of accurately activating a control in that location. Principal axes of endpoint ellipses were along and perpendicular to the direction of fingertip movements.
