The mining law now in force in Finland is the Imperial Russian Ukase of 1883, promulgated November 12, 1883, by Czar Alexander III, with the sanc- tion and permission of the Finnish Estates. This law repealed prior legisla- tion, as follows: Crdinance of liay 25, 1857, concerning the appropriation of ores and minerals; as wall as the right to remove and utilize them; proclama- tion of January 20, 1868, amending, the ordinance of May 25, 1857; proclama- tion of October 3, 1621, concerning the appropriation of precious metals; and the proclamation of October 30, 1878, concerning prospecting for gold, etc., in Finnish Lapland. A proposal for a new mining lar is still being considered by the Finnish Diet. This new law, if and when promulgated, will differ only slightly from the law of 1683 but will be drafted in more modern language."

"Although known since 1902, the Capitan iron deposits have not been mined, mainly because of the low grade of the ore. Only a small amount of exploratory work has been done since the discovery. C. H. Johnson, district engineer of the Bureau of Mines in New Mexico in 1942-45, visited the property; as a result, preliminary sampling of the property was done in 1943.3/ Owing to the results of this preliminary work, an extensive development program by wagon drilling was planned and executed early in 1944.4/ Equipment available at that time was limited in the depths that could be reached; and, as geologic studies indicated the possibility that other limestone beds below the surface might have been replaced by iron minerals, a supplementary development program by churn drilling to reach greater depths was prosecuted in late 1947 and early 1948, with the author as project engineer.The following sections note the location and accessibility of the deposits and mention the physical features, climate, labor and living conditions. Property and ownership are outlined, the history and production of the property stated briefly, and the ore deposits are described. The work done by the Bureau of Mines is explained and supported with maps, sections, and assay logs.From March 1, 1944, to June 1, 1944, 179 wagon-drill holes totaling 3,490 feet and 4 test pits totaling 75 feet were completed, and from November 1947 to February 1948 seven churn-drill holes totaling 2,488 feet were drilled and sampled. Metallurgical tests are summarized and referenced.With respect to this report, special acknowledgment is due to J. H. Hedges, chief, Tuscon, Ariz., Branch, Mining Division, and to W. R. Storms, engineer in-charge of the Silver City, N. Mex., field office. Acknowledgment also is due to J. Bruce Clemmer, chief, Tuscon Branch, Metallurgical Division, for analyses done in the last phase of this project, and to Dr. Vincent Kelley of the Federal Geological Survey for his cooperation during this work.The Capitan iron deposits are in secs. 10, 11, 13, 14, and 15, T. 8 S., R. 14 E., central Lincoln County, N. Mex., as shown on figures 1 and 2. The only known large deposit upon which the Bureau did development work lies around the common corner of secs. 10, 11, 14, and 15, as shown in figures 2 and 3, and just southwest of and in the foothills of the Capitan Mountains. This range of mountains trends east and west. The elevation of the highest peak is 10,205 feet.The deposits are reached by traveling on State Highway 48 from Capitan north for 4 miles, to a point just inside the Lincoln National Forest fence and thence due east over a poor dirt road for 1.2 miles. Just over a small wooden bridge, the left-fork is taken, and the poor road is followed to the deposits, a further distance of 1.1 miles (see fig. 1). This road follows the fence to and through the Davis ranch. All the roads from Capitan to the deposits are dirt roads but are impassable only for short periods during and after heavy rain or snow."

Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

The Alaska Station of the Bureau of Mines has recently conducted tests on two tailings from black sand which had been treated previously at the Station. The results of this previous treatment have be on given in a paper entitled "Recovery of Gold from Black Sand by Classifier Concentration." The gold in these tailings was intimately united with quartz, and was so finely divided that it could not be detected with the naked eye, nor even by P&nn ing unless the material was ground. Its fineness is further shown by the assºy result, which reported only lz per cent of the gold content as "metallics", Wºorea's the assay of the original sand reported 36 per cent of the gold as "metallics." The fact that the gold was in such fine particles, closely united with quartz, precluded further recovery by amalgamation without grinding. On the other hand, the small content present, as well as the lack of grinding appliances at the placer mines of Alasia, made it necessary that the material be cheaply handled if at all. With these facts in mind the experiments described below were undertake.n.

[As part of the Bureau of Mines effort to provide thermodynamic data for advancement of mineral resources technology, the standard Gibbs energies of formation (?G°f) of MnS (manganese sulfide) and Fe0.9 S (pyrrhotite) were investigated with a high-temperature galvanic cell employing stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnS, MnO, S02 (g, 1 atm)//Zr02//02(g, 0.0114 atm), Pt with the overall cell reaction MnS (s) + 1.5 02 (g, 0.0114 atm) = MnO (s) + S02 (g) . (1) These results give the standard Gibbs energy of formation of MnS for the reaction Mn (s) + 0.552 (g) = MnS (s) (2) ?G°f = -66.487 + 15.19 x 10-3T±0.207 kcal/mole (896.4 - 1,208.1 K) (3) where temperature (T) is expressed in kelvins. Similar measurements were obtained for the cell Pt, FeO .9S, Fe304 , S02 (g, 1 atm) //Zr02//02 (g, 0.0114 atm) , Pt with the overall cell reaction 10/3 FeO .9 S (s) + 16/3 02 (g, 0.0114 atm) = Fe.,04 (s) +10/3 S02 (g). (4) These results yield the standard Gibbs energy of formation for the reaction 0.9 Fe (s) + 0.5 S2 (g) = Fe0.9 S (s) (5) ?G°f = -35.229 + 12.67 x 1073T+-0.104 kcal/mole (839.5 - 1,086.6 K). (6) A third-law analysis of MnS data yields a standard enthalpy of formation (AH°f) for the reaction Mn (s) + S (rh) = MnS (s) (7) ?H°f298 = -51.16±0.21 kcal/mole (8) A similar third-law analysis for Fe0.9S data yields a ?29°f298 for the reaction 0.9 Fe(s) + S(rh) = FeO .9S(s) (9) ?HO\°f298 = -24.01±_0.15 kcal/mole. It is now widely accepted that horizontal stress is present nearly everywhere underground. Often it is more severe than the vertical stress. It is a major cause of roof control problems in underground mines. The AHSEM computer program contains two modules to improve mine layouts for control of horizontal stress. For development, the user specifies the orientations of the maximum horizontal stress, the entries, and the crosscuts. Angled crosscuts may be used, and the angles may be different for the right- and left-hand crosscuts. AHSEM then shows the user how the stress condition would vary as the entry and crosscut orientations are changed. The second module is for longwall mining. Severe stress concentrations can make headgate conditions hazardous when the entries are improperly oriented. AHSEM shows whether a particular longwall orientation and extraction sequence places the headgate corner in a stress concentration or in stress relief. It also estimates the magnitude of the stress concentration.

In recent years the use of visual aids has expanded the? field of safety education. This is a modern adaptation of a method employed in ancient times, when simple paintings and drawings were the only means of recording current events. In its present application, visual aid employs sound and silent motion pictures, stripfilms, lantern slides, descriptive posters, and color. According to Roberts,3/ "Visual education is a method of imparting information which is based on the psychological principle that one has a better conception of the thing he sees than of the thing he reads about or hears discussed." Dent4/ further defines visual aid as "all the materials used to facilitate the understanding of' the written or spoken word."

The heats of formation of oxalic acid and sodium, potassium oxalates, and lithium oxalates were related by solution calorimetry to the heat of formation of (COOH)2.2H20, a value believed to be reliable as reported in the literature. The following heats of formation were determined: (COOH)2(a), -198.1±0.1; (COOH)2(ß), -197.8±0.1; UAW,, -328.7±0.4; Na2C204 -316.2±0.1; K2C204, -321.9±0.2; and K2C204-H20, -393.5±0.2 kcal/mole. The heat of the crystalline transformation (COOH)2(a) ? (COOH)2(ß) was determined to be 0.30±0.02 kcal/mole at 298.15° K.

Concentration profiles of low-pressure, slightly lean CH4-02-Ar flames have been measured in situ for the following unstable species: oxygen atom, hydrogen atom, hydroxyl radical, methyl radical, and formyl radical. The observed maximum mole fractions were 2.0X10-2 for H, 1.1X10-2 for OH, and 0.8X10-2 for 0; the maxima occurred in the recombination zone. Methyl and formyl radicals have maximum mole fractions in the reaction zone of 2.2x10-3 and 6x10-5, respectively.

The heats of formation of goethite, ferrous vanadate, and manganese molybdate at 298.15° K were determined by solution calorimetry. For formation from the elements, the heat values were -133.7 ±0.3 kcal/mole for goethite, -453.8 ±0.5 kcal/mole for ferrous vanadate, and -284.8 ±0.2 kcal/mole for manganese molybdate. For formation from the oxides, the heat values were -0.9 ±0.1 kca1/mole for goethite, -19.4 ±0.3 kca1/mole for ferrous vanadate, and -14.6 ±O.l kcal/mole for manganese molybdate.

The heats of the glass-crystal transformation of nepheline (Na0.7794K0.2206AlSiO4) and wollastonite (CaSiO3) and the heat of formation of nepheline at 298.15° K were determined by solution calorimetry. For the glass-crystal transformations, the heat values were -9.0 ± 0.3 kcal/mole for nepheline and -8.1 ± 0.2 kcal/mole for wollastonite. The heat of formation of nepheline was -34.8 ± 0.6 kcal/mole from the oxides and -501.0 ± 0.5 kcal/mole from the elements.

This Bureau of Mines report describes the washability characteristics of 14 coalbed samples collected in Wyoming. Such data is needed to evaluate the quality of the coals of the West where most of our low-sulfur-content coal reserves are found. Of the 14 samples included in this report 13 had a total sulfur content of 1.1 percent or less. All of the samples contained low per¬centages of ash or could be readily washed to a desirable ash level with minimal loss of yield. The coals ranged in rank from high-volatile B bituminous to subbituminous C, although 10 of the samples were high-volatile C bituminous. The coalbeds varied in thickness from 4.5 to an unknown thickness greater than 67.5 feet.

Bureau of Mines assumes no responsibility for accidents that may result from following the suggestions offered. Explosives to be destroyed may be fresh material from damaged packages, usable material for which there is no further need, or material that has deteriorated either from natural aging or from improper storage to the point where it is unfit for use.

"ABSTRACTThe wetting behavior of coal has been determined in the presence of nonyl and octyl series of nonionic surfactants containing polyethoxy groups of different sizes. The wetting behavior was determined by a modified Walker technique and contact angle measurements. The results show that the wetting rate of coal varies with coal rank, structure of the hydrocarbon chain and number of ethoxy groups in the hydrophilic group of the surfactant. A close relationship has been observed between the wetting rates and the short-time advancing contact angles.INTRODUCTIONNonionic surfactants are used in many applications to improve wettability of solids. They can be used as dispersing agents [ 1 ] or dust suppressants [ 2-5 ] and to control the flotation, flocculation, filtration and flowability of particulates. This study was undertaken to study the effect of a series of nonionic surfactants on the wetting behavior of coal. Two series of surfactants, namely, ethoxylated nonyl and octyl phenols were used. The nonyl phenol series contains a linear hydrocarbon chain containing nine carbon atoms ( CH3( CH2 )8-C6H4,- ( OC2H, ) n, where n is the number of ethoxy groups) . The octyl phenol series contains a branched hydrocarbon chain containing eight carbon atoms ( ( CH3 ) 3CCH2C ( CH3)2-C6H4- ( OC2H4) n ).Initial wetting rates — modified Walker techniqueWalker et al. [ 6 ] developed a sink test to determine the wettability of coal particles. In this technique, coal particles are dropped individually onto the surface of surfactant solutions of different concentrations, and the most dilute concentration in which coal would sink ""instantaneously"" is determined. This technique is a variation of a procedure initially developed by Draves and Clarkson [ 7 to determine the effect of surfactants on wettability of cotton fibers. In this procedure commonly known as the Draves test, the concentration of a surfactant required to give a 'sink time' of 25 s is determined.Other investigators have used slight variations of the Walker method to study the wetting of fine particles [ 8-12 ] , by measuring the time for wetting a given amount of powder. There are differences in the manner in which the time of wetting is measured, however. Some investigators measure the time for the last trace of coal to disappear [ 8,11 ] whereas others determine the time for the vast majority of particles to sink [ 10 ] . Some investigators report a wetting rate [ 11 ] which is a value calculated on the basis of the time for the 'last traces of particles to sink'. The differences in choice of criterion for wetting can result in different values for wetting rates as illustrated in Fig. 1 which is based upon our measurements of the amount of powder wetted as a function of time. The procedure for wetting rate measurements is described in the next section. The technique in which time for disappearance of the 'last traces of particles' is determined gives the smallest value for the wetting rate, while the technique in which the time for wetting of the 'vast majority' of particles is determined will give intermediate rates. The terms 'last traces of particles' and 'vast majority of particles' are usually not defined explicitly and can lead to large differences in wetting rates measured by different investigators. Since our measurements show that the wetting rates for an assembly of powder decreases with time, we have used the initial wetting rates to compare the wetting behavior of coal in solutions of different surfactants."

Roasting research involving small , batch experiments was conducted to explore the use of solid reductants for converting nonmagnetic iron ore to a magnetic type . Three typical Minnesota ores were tested with one or more of the following reductants : Lignite , lignite chars , anthracite , bituminous coal , petroleum coke , peat , and pyrite . Reductive roasting was accomplished in a 3- by 4- inch externally heated rotating drum . Ore and reductant were placed in the drum and heated to a desired temperature , which was maintained for a predetermined period . Recoveries of over 90 percent of the iron in magnetic concentrates were achieved at 650 ° C , using lignite , some lignite chars , a high- volatile bituminous coal , peat , and pyrite . Pyrite is a novel reductant , which is superior to carbonaceous materials other than lignite and some chars .

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The recent introduction of small coal jigs in Alabama to meet the needs of truck - mine operators for cheap and economical cleaning equipment marks another step in Alabama's pioneering record in the mechanical cleaning and preparation of coal . During the past 4 or 5 years a number of these small jigs , with capacity of 5 to 10 tons per hour , have been installed at Alabama truck mines and at a few truck mines in Illinois , Tennessee , and Pennsylvania . Most of the installations have been at mines that specialize in the production of domestic , stoker coal . This report describes three models of small jigs and includes performance data obtained recently on one of the models by the Bureau of Mines, United States Department of the Interior , in cooperation with the University of Alabama, Tuscaloosa , Ala . , for the purpose of comparing it with fullsize jigs on a performance basis . With literally hundreds of truck mines now in operation throughout the country , it has been assumed in preparing this report that there is widespread interest in the availability of small - scale inexpensive preparation equipment for use at such mines in the production of steam and domestic coal and in some instances coal for manufacture of coke . Practically none of the coal from Alabama truck mines is scld to coke - oven plants ; but in some sections of the country truck mines supply a considerable amount of coking coal, and the use of small, inexpensive washers at some of them might be very advantageous during the present war emergency from the standpoint of increasing pig - iron production through improvements in coke quality .

The Bureau of Mines made laboratory batch and small-scale continuous flotation tests of a sample of pegmatite rock from a deposit of the Lithium Corporation of America, Inc., near Kings Mountain, N.C., to determine the feasibility of producing commercial-grade spodumene concentrates. Various reagents and flotation procedures were tested to determine the optimum conditions for floating the spodumene and retarding the gangue minerals. The best results were obtained when sodium fluoride and lignin sulfonate were used as the pulp conditioner and oleic acid was used as the spodumene collector. The continuous flotation tests indicated that commercial-grade. spodumene concentrates analyzing 6.4 pct. Li2O could be produced with recovery of 77 pct. of the lithia in the ore.
