THIS CHAPTER of the Minerals Yearbook contains injury experience and related employment information for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1963. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III of the Minerals Yearbook. COAL Injury experience of the coal-mining industry was improved slightly in 1963, as measured by the 2-percent decline in the Injury-frequency rate. Although the total number of fatal and nonfatal injuries increased 1 percent, the greater proportional increase of 3 percent in man-hours worked accounted for the improved frequency rate. Employment and injury data for 1963 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines.

Mineral production was confined to out-put of cement and gravel. However, exploration was being conducted by the U.S.S.R. and the United Nations Development Program. Development of a domestic limestone deposit and crude oil from an offshore oilfield was underway. Benin's currency remained fixed to the French franc. The gross domestic product (GDP) was $977 million in 1981, the latest year for which information was available. 2 COMMODITY REVIEW Cement.-Construction of a cement plant with 500,000 tons per year capacity neared completion at Pobé. The operator of the plant, using locally produced limestone, was the Societe des Ciments d'Onigbolo, a joint venture between Benin and Nigeria. Nigeria was expected to utilize most of the cement produced. Equipment for the plant included a 1,600-ton-per-day, oil-fired pre-heater.

In the commercial evaluation of coal tars, a distillation analysis properly carried out is of considerable importance. Close attention must be given to this operation in order to obtain consistent results and to secure the minimum decomposition of the tar compounds, which in many cases are sensitive to undue heat effects. Low-temperature tars in particular contain compounds of this nature, while in the case of tars produced at high temperatures the large proportion of pitch present has an adverse influence during a distillation. If excessive cracking takes place, the composition of the distillate will naturally vary from the normal, with the result that all the analytical criteria subsequently obtained are affected. Where tars, produced over vide ranges of carbonization temperatures are investigated as in the survey of gas, coke, and by-product making properties of American coals nor being conducted at the United States Bureau of Mines Pittsburgh Experiment Station, the method of distillation must necessarily be the sane for all of the tars studied. Also, it must function equally well for both low and high temperature tar, permit accurate fractionation, and reduce adventitious decomposition to a minimum.

"INTRODUCTION On February 23, 1944, Solid Fuels Administrator Harold L. Ickes stated that the existing fuel shortage made it necessary to utilize a great surplus of freshly mined anthracite ranging in size from Barley (No. 3 Buckwheat) downward through the smaller sizes. As a part of the program to increase the use of such coal, field trials of mixtures of bituminous slack coal and anthracite Barley were made on industrial-size stokers at many fuel-burning plants. The following covers the test information it was possible to accu-mulate during the work of initiating the use of these mixtures at the plants.SUMMARY AND CONCLUSIONSField tests of various mixtures of bituminous slack coal and anthracite Barley on industrial-type stokers show that the use of such mixtures is very practicable and that it is possible to change and usually to adjust to an improved condition the characteristics of a fuel bed of eastern bituminous slack coal by the addition of proper amounts of anthracite. The improved uniformity of the fuel bed of single-retort stokers makes possible less manual attention to the bed. Air flow through the fuel bed is affected.Smoke is decreased. In general, the fly ash and also the unburned combustible in the fly ash and refuse are increased. Clinkering in the fuel bed is generally lessened. The peak-load carrying capacity of the stoker is definitely affected, usually adversely for the higher percentages of anthracite."

Prompted by forecasts of a sulfur oversupply, the Bureau of Mines, U.S. Department of the Interior, is conducting research on potentially large-scale uses of this commodity to extend or replace such construction materials as asphalt, cement, and mineral aggregates. Through these efforts, paving materials have been developed in which sulfur replaces up to 50 pct of the asphalt normally present and which can be prepared and placed with existing mixing and paving equipment. Laboratory properties and design methods for this direct mixing process are described along with properties obtained on small-and large-scale field demonstration projects. These properties are compared with those obtained from control materials prepared without sulfur additions. Monitoring for toxic gases during laboratory and commercial mixing and paving operations is discussed also.

"Engineering design involves, in addition to numerical calculations, considerable amount of expertise and judgement. The expertise and judgement is required to conceptualize and idealize the problem, select a suitable mathematical model for the problem and to interpret the model results in terms of stipulated design constraints. In recent years, knowledge based systems (KBS) have provided the capability to integrate the qualitative experiential and expert knowledge with ~he quantitative knowledge for improved analysis and design of systems. A possible KBS architecture for mine ventilation system design was discussed by Ramani and Prasad · (1987). The expert system (ES) component of the KBS supports the analysis and interpretation phases of the ventilation design process with an algorithmic program used for the solution of alternate designs. The purpose of this paper is to discuss the data and knowledge needs for developing such a system and a formal means of their representation on the computer. A number of ES shells were evaluated to explore possible development and delivery environments for the system. A brief summary of this evaluation is also provided.INTRODUCTIONLuxbacher and Ramani (1979) have discussed the design process of mine ventilation systems and have provided the interrelationships that exist between ventilation, strata control, drainage and material handling systems and mining methods. They have also outlined the importance of correct analysis of the problem, choice of the right solution method and a rigorous interpretation of the solutions. The expertise required for analysis and interpretation phases was identified as the key element in developing effective and efficient ventilation system designs. Such expertise is embedded in the right choice of questions to be asked of the user as well as in directing the user to a wide array of alternative methods that may satisfy the design requirements. With advances in artificial intelligence applications in recent years, particularly expert systems, the integration of expertise into traditional mine planning and design algorithms has been facilitated. These planning and design aids, employing the integration of numeric and symbolic logic and called coupled systems, are powerful tools for engineers to tap the benefits of experts (Kitzmiller and Kowalik, 1985; Fenves, 1985). The purpose of this paper is to discuss the means of representing knowledge for the design of mine ventilation systems through the use of a coupled system. Investigations were conducted by the U.S. Bureau of Mines to develop flowsheets for the recovery of tungsten and gold from four Alaskan scheelite-bearing ores. Basic gravity concentration and cyanide leach tests were performed on all samples. About 46 pct of the tungsten and 30 pct of the gold from one sample were recovered in a gravity concentrate containing 24 pet W03 (tungstic oxide) and 119 troy ounces per short ton (tr oz/st) Au. Froth flotation of the gravity concentrate resulted in separate tungsten and gold products with grades of 38 pct W03 and 2,720 tr oz/st Au and recoveries of 60 and 97 pet, respectively. Additional gold was recovered from the gravity and flotation tailings by cyanidation. Overall recoveries of tungsten and gold from this sample were 28 and 94 pet, respeetively. A flowsheet with mill design parameters was developed that consisted of (1) free gold and scheelite recovery by gravity methods and froth flotation and (2) fme-grained gold recovery by cyanide leaching of reground gravity and flotation tailings, followed by a carbon-in-pulp (CIP) circuit. Data were developed from the Bond mill work index, gold and tungsten flotation, conventional and high-rate thickening, cyanide leaching, and CIP adsorption tests.

In recent years many mining companies have recognized that their chance for continued economic survival depends on the adaptation of technological advances in their operations. Increased productivity through new developments in mining methods and improvements in equipment has made mining and processing of lower grade ores possible. Cost analysis has produced accurate data on the costs for development, production, and processing of ore. All of these changes and cost studies have shown the necessity for increased accuracy in determining the grade of ore. Methods of estimating grade in a mineral deposit have not kept pace with the technological advances in the other areas. The same methods are in use today as in the past. Experience and judgment are major criteria of accuracy and the results are highly subjective. In 1953, as part of its research program to develop a better understanding of fundamentals of mining technology, the Federal Bureau of Mines began a sampling method research project at its Denver Mining Research Center. The basic objective of the project is to investigate sampling methods and to study the adaptation of the techniques of statistical analysis to mine sampling.

"In the second paper 4 of this series, data were presented concerning the decomposi¬tion of polyhalite by saturated salt solutions. It was found that uncalcined polyhalite upon leaching with boiling saturated sodium chloride solutions yielded a brine in which the (K2 Mg) /304 ratio was considerably higher than that obtained from the calcined material, and for this reason appeared more suitable for the production of potassium chloride. It was found, in fact, that the leach liquors from uncalcined polyhalite deposited a mixture of KC1 and NaC1 upon evaporation and subsequent cooling, whereas those from calcined polyhalite yielded mixtures which contained not only potassium and sodium chlorides but also large quantities of glaserite, K3Na (S04)2. Hence it was decided to study the evaporation of the uncalcined poly—halite leach liquor and postpone experiments on the calcined polyhalite liquors until such time as a process for further removal of sulphate was developed.A considerable body of equilibrium data is available in the literature on thesystem K+ Mg++ — Na+ Cl—S04 =,— H20 for temperatures up to 83º C. Owing, however, tothe lack of data other than that corresponding to the invariant points and the complete absence of data for temperatures of 100 to 115°C., and owing to the fact that supersaturation phenomena render unsafe the prediction of the behavior of such a system upon evaporation, it was considered essential to obtain the necessary data by actual evaporation and analysis of the brines thus obtained."

Among petroleum refinery employees and officials throughout the United States there has been marked effort to reduce accident frequency and severity. For the interest and benefit of refineries both in Louisiana and in other petroleum-refining States it has been possible to obtain from five refineries, representing 70 per cent of the production of Louisiana, tae accident experience for the past 3 to 6 years. The companies concerned have requested that their names be not used. For tide reason the four plants listed and discussed are designated as refineries A, E, C, and D. The size of the plant as regards largest to smallest number of employees is indicated by the alphabetical order.

The characteristics of leaders under the duress of an emergency are important in the development of emergency planning, training, and in the management of an actual emergency. Knowledge of human behavior is an important component in the formation of emergency strategies. The U.S. Bureau of Mines analyzed the leadership behavior in three underground mine fire escapes. The subjects described their escapes during open-ended interviews. Data were coded according to: (1) evidence of leadership behavior, (2) evidence of lack of leadership behavior, and (3) characteristics of the individual in each group who led the subjects out of the mines. This paper discusses the profile of six individual leadership characteristics which emerged from the data.

At coal mine working faces, simultaneous application of three basic elements reduces the methane explosion hazard: (1) adequate ventilation, (2) regular monitoring of gas concentrations, and (3) the elimination of ignition sources. This paper reviews the application of these elements in a manner relevant to Chinese coal mines. Adequate ventilation is provided by using the mine entries to convey air for the long distances between the mine portal and the working sections (main ventilation systems) and then using line brattice or ventilation duct (face ventilation systems) to convey air the last hundred meters to the working face where coal is broken and removed. The air quantity provided is enough to safely dilute methane and the air velocity is enough to prevent layering. Gas concentrations are regularly monitored in accordance with regulations using knowledge of the circumstances under which the highest concentrations are likely to be found. Ignition sources are eliminated by ensuring that electrical equipment does not ignite methane, that sparking from cutter picks is minimized, and that smoking by workers is strictly forbidden. Risk-reduction studies using fault-tree analysis have shown that large reductions in explosion risk only result from multiple preventive actions. For example, a ventilation upgrade or a methane monitor upgrade by itself offers risk reductions under 50 pct. A risk reduction of 90 pct. or more would typically require much more. Other studies have shown that the everyday vigilance of those working underground is as important as engineering design.

The widespread use of toluene in industry and the importance of air analysis in industrial-hygiene surveys have created a need for a simple and accurate method for determining toluene vapor in air. Most of the methods used to determine small quantities of toluene in liquid or vapor form are based on the measurement of its physical properties. Methods based on fractional distillation, determination of specific gravity, use of the interferometer, use of the spectrograph, and sorption on solid sorbents with subsequent determination of gain in weight have been employed. Distillation and specific-gravity methods are not applicable to the small quantities of toluene found in the air, and use of the interferometer, spectrograph, and sorption methods either are not specific for toluene in the presence of other volatile substances or require expensive equipment.

"Occurrences of fluorite on the Packard property were first examined by an engineer3/ of the Bureau of Mines in July 1943 as the result of receipt of an application for an access road. In August of the same year the showings were examined by a geologist4/ of the Federal Geological Survey. The property was again examined by an engineer5/ of the Bureau of Mines in March 1944. This last examination resulted in a proposal that access be gained by construction of a truck trail and that the Bureau of Mines undertake to explore the fluorite showings.The truck trail was constructed by the Public Roads Administration, which began the work on February 17, 1945, and completed it 8 days later.The Bureau of Mines exploratory program was completed on May 16, 1945. It consisted of stripping overburden, trenching, test pitting, tunneling, sampling, and topographic mapping.In addition to being described in some detail, the extent of the work as well as results are shown in accompanying tables and figures.Mrs. Rhoda A. Packard, Mrs. Nora 1. Cline, and C. B. Pettingill, all of Tonto Basin, Ariz., own the property, which comprises four contiguous, unpatented lode mining claims recorded at Globe, Ariz., as the Walnut and the Bluebird 2, 3, and 4. The claims are situated in T. 6 N., R. 11 E., Gila County. David L. Roscoe of Tombstone, Ariz., holds a lease and option to purchase.Access to the property is by Highway 88 from Globe, 34 miles to Roosevelt, thence 24 miles by a graded county road along the west side of Roosevelt Lake to Tonto Basin. Here the Greenback Ranch road, constructed by the Forest Service and maintained by the county, crosses Tonto Creek and continues easterly to the foothills. The truck trail leaves the road 8.5 miles east of Tonto Basin and runs 2.5 miles in a southerly direction to the property. (Fig. 1.)The fluorite deposits lie in and along a small canyon in a rough, rocky area at an altitude of about 3,400 feet, Vegetation is scant and of the usual desert variety. The summer climate is dry and hot and the winter climate moderate. Rainfall at the Forest Service Station in Tonto Basin was 11.4 inches from May 1944 through March 1945."

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the items is confidential. It presents analytical data for 3,924 samples, representing the products of 116 companies. The samples were collected during June, July, and August, 1954. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers, The data were obtain& by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation, A list of the National Motor-Gasoline Survey reports published during the past 10 years is given on page 5.
