A revolutionary development in blasting materials has occurred in recent years. Ammonium nitrate, sensitized by the addition of a small percentage of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2 in a wide variety of mining, quarrying, and heavy construction operations. Moreover, the ready availability of the component supplies throughout the Nation, together with the ease of formulating them into effective blasting agents, has made it possible for the blaster himself to prepare the mixes at the site of use. Recently, most established explosives manufacturers have begun supplying premixed AN-FO (ammonium nitrate-fuel oil) or a comparable product to various mining operations. However, many individuals and small business establishments are marketing premixed products prepared in facilities that are often poorly constructed and poorly located. Although these blasting agents have partly or wholly displaced explosives such as dynamites in many applications, there are some blasting operations in which the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. As long as the hazards they present are clearly understood and respected, ammonium nitrate-based blasting agents have important safety characteristics when prepared under competent factory control or field-mixed under equivalent close control. This publication attempts to summarize the knowledge of those hazards and to incorporate practical ways to cope with them.

The U. S. Bureau of Mines has investigated the domestic primary and secondary lead smelting and refining industries to determine the economic impacts of existing and proposed environmental, health, and safety regulations. The impacts are assessed in terms of capital and operating costs for existing and alternative smelting/ refining technologies. Industry response to regulatory implementation is estimated and quantified in terms of import value from lost lead production. For the primary lead industry, regulatory compliance may add up to 1.15 ¢/lb refined lead to operating cost for rehabilitated plants. Alternative smelting/refining methods could reduce net operating costs by as much as 4.36 ¢/lb refined lead. Capital expenditures would vary from $750 to $1,000 per annual mt of smelter capacity. Secondary lead smelter operating costs would increase about 3.8 ¢/lb refined lead to comply with existing regulations. Capital expenditures would average about $124 per annual mt of smelter capacity. Implementation and enforcement of proposed regulations would result in closure of the primary lead industry and additional expenditures for compliance by the secondary lead industry. Enforcement of the most extreme proposed regulations would force the secondary lead industry to close.

Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 334-acre Mountain Lakes Wilderness Study Area (OR-011-001) in order to evaluate its identified mineral resources. The study area is located in Klamath County about 15 miles northwest of Klamath Falls, Oregon, and is adjacent to the Mountain Lakes Wilderness. The area is underlain by Pliocene-age basaltic andesite. No mining districts are in the study area nor were any claims recorded or found. There are no oil and gas lease applications. There are no identified mineral resources in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Mountain Lakes WSA (Wilderness Study Area), at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the WSA for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at reasonable cost.

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

MFIRE is a computer simulation program that performs normal ventilation network planning calculations and dynamic transient-state simulation of ventilation networks under a variety of conditions. The program is useful for the analysis of ventilation networks under the influence of natural ventilation, fans, fires, or any combination of these. MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influences (varying outside temperatures), and internal influences (fires). Extensive output enables detailed, quantitative analysis of the effects that the alteration will cause to the ventilation system. The program was developed at Michigan Technological University (MTU), Houghton, MI, with support from the Bureau of Mines. A personal computer (PC) version of the program was completed under contract for the Bureau by MTU. The purpose of this report is to document the installation and use of the PC version of the program MFIRE.

General In the present state of knowledge, all duets liberated in mining, tunneling and quarrying operations should be considered potentially injurious to health if breathed in sufficient quantity; dusts containing free silica should be considered specially injurious to health, the injurious particles being below 7 microns in diameter.

The International Ground Control Conference in Mining has always provided an open forum for the publication, presentation, discussion, and often heated debate on roof bolting systems mostly with attention to how, when, and why they work. During the last 24 Conferences at least 170 papers have been presented by International Experts on these “simple” devices that range in length from 30-inches to 20 ft and from 5/8 to 2 inches in diameter. Roof bolts are primarily mechanically anchored, glued, cemented, or driven. Bolts are placed vertically, angled, or tied together with special fixtures (trusses and slings). They have been termed active, passive, stick-slip, and several other descriptive acronyms or mining slang expressions. This retrospective paper will present the changes in bolt types and usage, point out some of the biggest myths and hail the most significant advances (according to the authors’ opinions of course).

MULSIM/NL (multiple seams, nonlinear) is a new U.S. Bureau of Mines boundary-element-method (BEM) program for calculating stresses and displacements (is., convergence) in coal mines or thin, tabular rnetalliferous veins. This manual gives detailed operating instructions for MULSIM/NL and illustrates its use with several practical examples. While this manual concentrates on the practical aspects of actually running and using MULSIM/NL, another companion report titled "MULSIM/NL- Theoretical and Programmer's Manual" provides mathematical and programming details to those engineers and programmers who need to fully understand the FORTRAN program or desire to alter and enhance it. MULSIMINL analyzes one to four parallel seams that have any orientation with respect to the Earth's surface. Three main features distinguish MULSIM/NL from its predecessors: (1) nonlinear material models, (2) multiple mining steps, and (3) comprehensive energy release and strain energy computations. MULSIM/NL has six material models for the in-seam material including (1) linear elastic for coal, (2) strain softening, (3) elastic plastic, (4) bilinear hardening, (5) strain hardening, and (6) linear elastic for gob. The multiple mining step capability enables the user to simulate a changing mine geometry. Finally, MULSIM/NL performs comprehensive energy release rate calculations.

The Government of the United States annually expends approximately $8,000,000 for coal. Prior to 1906, this coal was purchased mainly on its reputation, or trade name, rather than under contracts specifying the heating value of the coal, its contents of ash and moisture, and other characteristics. In recent years the Government and other large consumers have appreciated more and more the desirability of definitely determining by chemical analyses and tests the character and quality of coal deliveries. Studies of engineroom and boiler-room efficiencies and economies point forcibly to the necessity of devoting more thought to the improvement of the boiler-room end. This calls for an intimate knowledge of the character and quality of the fuel used. The analyses and tests of delivered coal furnish such data, whereby the power-plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, 'Washington, D. C., where samples representing deliveries of coal purchased for Government use are analyzed and tested. The Bureau of Mines has been active in promoting the purchase of coal by the Government under specifications,a that is, by contracts that make definite requirements regarding the heating value of the coal expressed in British thermal units, and the composition as shown by proximate analysis. Under many of these specification contracts the bidders guarantee the quality of the coal offered, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled and analyzed to determine whether the coal is of the quality guaranteed by the contractor, and if it is not, the price to be paid is decreased in proportion; but if the coal is of higher quality, the price is proportionately increased. The analyses of coals or the guaranties offered by the bidders may in some cases be used for determining the award of a contract, but if the coals offered are of widely different characteristics, it may be difficult to determine which would prove the cheapest fuel, without having their relative evaporative efficiencies. Hence, it may be necessary to conduct evaporative tests under service conditions in order to determine which coal is particularly adapted for successful and economical use in the plant. But once a particular coal is selected, regardless of the procedure of determining the award of a contract, then the greatest advantage of the specification method is realized, in that it guarantees to the purchaser coal of uniform character and quality, thereby insuring the best results in the plant. The cost of purchases, under such specifications, of fueL for the use of the Government now aggregates approximately $4,100,000 per annum, and the cost of additional fuel for which samples are taken and submitted to the Bureau of Mines for analysis in order to determine the character and quality of the coal furnished aggregates some $3,000,000 per annum more. In fact, information is now obtained regarding the quality of fuel purchased on almost all contracts large enough to warrant sampling and analysis and heatingvalue tests. It may be said that the purchase of coal under specification is still in the stage of evolution and development, and that experience and time will be required to develop fully standard specifications and methods of sampling and analysis that may be used universally. The success of the specification method for the purchase of coal and the reliability of analysis now rests almost entirely on sampling.a Improper sampling leads to controversies, with resulting condemnation of the specification method in general and the value of laboratory analyses and tests in particular. A number of bulletins b have been published showing the results of the purchase of coal by the Government under specifications. This bulletin is a compilation of the results of coal analyses by the Government, including those made in the fiscal years 1908-1910, which have been previously published, and later analyses representing coals analyzed during the fiscal years 1911-1915. The preceding bulletins gave individual analyses or average monthly analyses, whereas this bulletin gives the average analyses only for the entire contract. It is hoped that this compilation of a series of comparable analyses of the coals purchased by the Government will be of value alike to coal dealers, to Government engineers, to purchasing agents, and to all users of coal.

During 1981, Ecuador's gross domestic product (GDP) increased by a reported 4.8% in real terms, a slight improvement over that of 1980. In current prices, the CDP in 1981 was estimated at $13.7 billion.2 The inflation rate increased to 15.6% according to official figures, above that of 1980. Ecuador's production of petroleum increased 3% in 1981 compared with that of 1980. The consortium of Corporación Estat al Petrolera Ecuatoriana (CEPE), the state oil company, and Texaco, Inc., produced almost 98% of the total from their Putumayo Basin operations in Oriente, the eastern jungle region. In sharp contrast, output from the Santa Elena Peninsula Fields, where oil was first produced commercially in 1921, continued to decline, producing only 510,000 barrels, a decrease of almost 8% compared with that of 1980.

In conjunction with the Geological Survey, the Bureau of Mines conducted a mineral investigation in 1981 and 1982 of the Santa Rosa Mountains Wilderness Study Area (WSA), Riverside County, California. The Bureau of Mines is responsible for the mineral survey of mines, prospects, and mineralized areas in and near the WSA. A literature search was completed to obtain information concerning mineral occurrences and mining activity that relate to the WSA. A field investigation inside, and up to 1 mi outside, the boundary of the WSA, disclosed one prospect. This prospect was surveyed by compass and tape, and five samples were taken to determine the representative mineral content. No attempt was made to expose concealed mineralization or to re-open caved workings. All five samples were analyzed by fire assay for gold and silver and by colorimetric methods for tungsten. Two of the samples were analyzed by semi quantitative spectrographic methods to determine if any unsuspected elements were present. All analyses are furnished in this report except for the semi-quantitative spectrograhic analyses. Complete sample analyses are available for public inspection at the Bureau of Mines, Intermountain Field Operations Center, Building 20, Denver Federal Center, Denver, CO 80225.

The Bureau of Mines, under a cooperative agreement with Hecla Mining Co., is conducting a rock mechanics study of the 6,200-ft-deep circu-lar, concrete-lined Silver Shaft in northern Idaho. The objective of the project was to instrument and evaluate lining behavior and rock de-formation when a deep shaft is constructed in a high in situ stress field and anisotropic rock mass. Rock mass displacements were moni-tored with multiple-position borehole extensometers. Liner stress and strain were measured with concrete pressure cells and embedment strain gauges. Field data from the 5,955-ft test level show that rock displacement is controlled by rock mass anisotropy. Liner stress and strain levels reflect the high in situ stress field as well as nearby station and raise construction. Maximum stresses measured in the lining, as a result of shaft excavation, are about one-third of its compressive strength. Subsequent loading pocket excavation resulted in signifi-cantly increased stress and strain levels in the liner. Continued monitoring and preliminary analysis of the data indicate that concrete-lined, circular shafts are stable for the high, unequal horizontal stress fields and rock anisotropy encountered in deep-level mining. Adjacent development work can be expected to significantly alter the initial stress and displacement conditions.

As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The inherent suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The MSHA preamble does allow that mine operators can also make audiometric monitoring a condition of employment. FRA requires employees to

The magnitude and rate of advance of an inmine coal squeeze was deter-mined by measuring roof-to-floor convergence on a regular basis. A dial-gage tube extensometer was used to collect data. Using these measurements) Bureau of Mines employees drew contour maps and graphs to show the direction and rate of squeezing. Information on the rate of squeeze advance was used to determine whether steps should be taken to prevent roof and/or floor movement from closing an entire section of the mine and if alteration of mining plans was necessary to prevent further squeeze development. Data analysis revealed that the squeeze was decelerating; thus there was no need to strengthen support in the areas of the mine that were studied. Mining plans were altered, however, as a result of the findings of this investigation.

"IntroductionThe behavior of dust clouds in mine atmospheres has been a subject of longstanding interest due to both health and safety reasons. Pioneering studies in Germany and SMRE focussed on ambient dust concentration, principally aimed at determining optimum velocities for effective dilution. A summary of studies related to this area is provided by Hall,(l) Efforts to understand dust deposition from the explosion hazard point of view led to experiments in return airways (2-4) followed by experiments in longwalls.(5) Concerted efforts, either experimental or theoretical, were not made until recently to relate ambient concentration with dust deposition in mines. In 1974 Hwang et a1 (6) developed a computer model to predict dust concentration which considered deposition-concentration relationships. Also, experimental studies involving concurrent dust deposition and ambient concentration were conducted in the U.S. by Courtney et al (7 ) in operating mines. Efforts to relate theory with experimental results have been made by Owen (8) and Hwang et al (6 ) for dust deposition. There has been limited work, however, to determine the application of the theories and assumptions from aerosol sciences for modeling dust flows in mine atmospheres. (9 ) This is the objective of the work currently underway in the Generic Technology Center on Respirable Dust since· 1983 under a project titled, ""Prediction of Ambient Dust Concentration in Mine Atmospheres."" The scope of the project activities include:1. Development of a mathematical model to predict dust deposition and concentration in mine atmospheres.2. Experimental studies on dust transport and deposition in mine airways.3. Comparison of the model results with the experimental data."

The Bureau of Mines investigated the effects of gamma radiation on materials and chemical reactions to obtain information that could be of value in modern metallurgical practices . Various combinations of metals and their ores and compounds were irradiated in attempts to effect reactions that might be applicable in the extraction and separation of metal values from minerals and The types of reactions studied included complexing of salts , decomposition of hydrated salts , metal chlorination reactions , leaching of ores and minerals , halogen exchange , and various reducing reactions . All irradiations were performed at the Materials Testing Reactor Gamma Facility of the U.S. Atomic Energy Commission at Idaho Falls , Idaho . Spent fuel elements were utilized as the source of the gamma radiation . Some irradiation - induced changes , ranging from mere color change to participation in chemical reactions , were noted . The greatest value of these investigations , however , was the experience acquired , which should be valuable in future explorations of similar nature .

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Behind all the changes in the mineral industry, the driving force has been the increasing demand of an expanding population for more metals and minerals with which to advance civilization. A study of copper cementation on iron was initiated to determine the effect that deposited copper has upon subsequent cementation. A microscopic investigation of cementation on an iron surface showed that cupric ion precipitates predominately on a growing copper deposit attached to the iron surface. A kinetic study of the cementation process in a revolving drum showed that the cementation rate is enhanced by the copper deposit attached to the iron surface and by the discrete copper particles of a cement copper slurry. The kinetic study also indicated that the character of the deposit is affected by the major anion in the solution. The cementation process is visualized to occur as a series of electrochemical cells in which cupric ion precipitates on copper dendrites attached to the iron surface.
