A room and pillar coal operation in central Pennsylvania was experiencing roof cutters and long running roof falls caused by high horizontal stresses. The roof conditions created hazards for the miners, and caused several production panels to be abandoned prematurely. The mine requested assistance from the National Institute for Occupational Safety and Health (NIOSH) in applying the "advance and relieve" mining to reduce the affects of the horizontal stress during panel development. The "advance and relieve" plan that was developed called for removing a pillar on one side of the panel as it was being advanced, thus creating a cave. The caving then relieved a portion of the horizontal stress across the panel. Because the horizontal stress direction is key to the success of this method, stress mapping as well as mining experience was used to establish the direction of the horizontal stress. Subsequent field measurements provided an estimate of the stress magnitude. Three panels were mined using this technique, and good roof conditions were achieved in all these panels. Instrumentation was used to monitor the stress changes in the roof created by the cave. Stress relief of over 1,000 psi was measured 120 ft from the cave and to depths of 20 ft into the roof. The lateral extent of the stress relief zone across the panels appears to be about 400 to 500 ft. This case history has provided much insight into the practical application of the "advance and relieve" method discussed in this paper.

The first steps in combating a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. If the ventilation system and dust collector are operating properly, then other dust controls such as water sprays and conveyor belt scrapers must be upgraded. For tunnels in the design stage, recommended air quantities are provided. In tunnels with high levels of airborne dust, the first task is to pinpoint where the dust enters the airstream. Most dust originates from rock breakage at the tunnel face, but the location where this dust enters the airstream can vary. Dust can leak from behind the TBM face shield, from gaps in the ventilation duct, or from a mal-functioning dust collector. It can be entrained into the air from the muck on a moving conveyor belt. It can even be shaken loose from the underside of the belt as it passes over the idlers. To aid the U.S. Army Corps of Engineers In their Resource Development Navigation Study, the U.S. Bureau of Mines (Bureau) examined the potential for mineral development near ten Alaska port sites. This report presents the results for the first three sites: Bethel, Kivalina (Red Dog), and Omalik Lagoon. The mineral deposits near Bethel are primarily gold and mercury; the nearest deposit being 55 mites away. Because of the expense of constructing and maintaining a road over the poorly drained lowlands, the potential of Bethel as a port site in the near-term is considered to be low. The Kivalina site currently serves the Red Dog mine and has the potential to handle material for similar deposits in the area. Results from a lead-zinc mine model indicate that potential for additional mine development exists in the area. Coal is the major deposit type found near the Omalik Lagoon site. Due to environmental constraints, development of a large-scale mine producing coal for export is considered unlikely. A small-scale coal mine model was used to examine the feasibility of producing coal for regional use. This alternative may be feasible but would require conversion of heating/generating equipment in the area.

As part of a program to investigate technology for the extraction of studied HNO3 alumina from abundant domestic ores , the Bureau of Mines leaching of calcined Georgia kaolinitic clay . In this investigation , iron impurities were removed from the aluminum nitrate pregnant leach liquor by solvent extraction , and the purified liquor was evaporated to prepare a suitably concentrated crystallizer feed liquor . Aluminum nitrate nonahydrate was crystallized from the liquor to separate the aluminum from undesirable trace elements and excess water . Continuous crystallization at 40 ° C in a pilot plant vacuum evaporative unit was performed for 5 days to observe the effects of impurity buildup under minimum bleed- stream conditions . Liquor feed rate was 26 lb/h and AAll (( NNOO33 )) 33..99HH22O0 ((AANNNN)) crystal production rate was 17 lb/h . Fe 203 and Cr203 were not effectively separated from the crystals , and P205 , MgO , and K20 impurities must be removed by recrystallization . Other impurities did not excessively contaminate the crystals . Washing the crystals with water or aqueous HNO3 gave an equivalent increase in crystal purity levels by displacing mother liquor . Theoretical equations , applicable to any continuous evaporative crystallization of developed to produce material balances for engineering ANN , were applications .

In cooperation with the Edison Electric Illuminating Co. of Boston, Mass., and the Boston Consolidated Gas Co., a survey has been conducted continuously since 1929 by the Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes of the Edison Electric Illuminating Co. The New England Telephone & Telegraph Co. also has cooperated in the investigation, and tests have been made in its manholes since May 1, 1933. Yearly reports6/ on the results obtained since the beginning of the survey have been published. The method and procedure of conducting the survey in 1936 were the same as heretofore.

Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

Dewatering of typical Florida phosphate rock slime by electro - osmotic techniques was investigated to determine if a compacted , plastic solid product could be obtained with simultaneous recovery of the water for re - use . Tests with porous cathodes and rod - type anodes imbedded in dilute slime charges of up to 4 tons in weight showed that the slime could be dewatered to about 35 percent solids . The dewatered products had the consistency of modeling clay . In the large - scale tests using 2.5 - foot electrode spacings , about 21 kilowatthours of power were consumed per ton of water removed in thickening the slime from 17 to 25 percent solids , but the rate of water removal was so slow that the process was not considered commercially feasible . Other tests made with electrode spacings of from 2.5 to 8 feet showed that more rapid dewatering could be obtained but that the power required was excessive . However , for special uses such as stabilizing slime pond dikes where the cost of dewatering might not be a prime requisite , high voltages could be used to rapidly remove the water . Tests of 400 - pound slime charges using a combination of electroosmosis and vacuum filtration showed that the rate of dewatering could be expedited . The average power required to thicken a ton of slime from 15 to 35 percent solids was 5 and 50 kilowatt - hours when operating the electroosmotic filtration cell at potentials of 20 and 100 volts , respectively . calculated filtration area of about 10 square feet per ton of slime treated per day was required to thicken the slime from 15 to 35 percent solids .

Mineral resource studies by the Bureau of Mines indicate three areas within the Selway Bitterroot Wilderness have mineral resource potential. Regional studies suggest that a granitic stock on the south side of the Wilderness has high potential for a Climax-type stockwork molybdenum deposit (pl. 1, no. 8); but detailed surface investigations failed to recognize a deposit. The Elk Summit area on the north side of the Wilderness contains subeconomic resources of columbium (niobium)-bearing ilmenite in placers (p1. 1, no. 19). Subeconomic silver-copper-lead resources occur in a vein on the northeast side of the Wilderness at the Clift Mine (pl. 1, no. 2-5). The study area has no known deposits of oil and Haas, coal, geothermal resources, or other energy-related commodities.

For a theoretical description of power plants that derive their energy from the combustion of a fuel, it is necessary to solve, to an appropriate degree of precision, a hydrodynamic problem that requires for its solution a knowledge of the thermodynamic properties of the working fluid com-posed of the products of the combustion reaction. It is usually a good approximation to assume that the properties of the combustion gas are determined by the conditions of thermal equilibrium, and it is thus possible to employ the methods of Classical thermodynamics for their computation. The thermodynamic properties of fuel gases also are of considerable importance, as they form the basis for the design of appropriate means for their effective utilization. The specification of the operating conditions to produce a gas for use as an intermediate in a chemical process, such as the synthesis of liquid fuels, may be based upon a study of the variation of the composition of the synthesis gas with changes in the various process variables. Although there exists a large number of important scientific and technical applications of the data that can be obtained from the systematic determination of the thermodynamic properties of combustion gases, such application has been greatly handicapped by the extremely tedious and time-consuming computational methods required. The development of large-scale automatic computational equipment makes feasible the initiation of a systematic program for the determination of the thermodynamic properties of combustion gases and for the application of such data to specific problems of scientific and technical importance. As a part of its program of basic research in flame and combustion phenomena, the Explosives and Physical Sciences Division of the Bureau of Mines is engaged in such a program. The present communication is designed to introduce a series of reports presenting the results of this program.

The Bureau of Mines investigated the resources, costs, capacities, market relationships, and short- and long-run supply of phosphate rock and phosphoric acid. The 206 mines and deposits evaluated in 30 market economy countries contain an estimated 35.1 billion mt of recoverable phosphate rock (demonstrated resource level). U.S. resources are sufficient to satisfy the domestic and export markets for phosphate products well beyond the year 2000. Because of resource depletion at current producers, however, new properties (with higher cost levels) need to be developed if U.S. production levels are to be maintained. Existing worldwide capacity can satisfy expected demand through the early 1990's. Expansion at existing mines or low demand growth could mean that no new property development will be needed before the late 1990's. Worldwide, almost $8 billion could be required for development of new phosphate rock properties between now and the year 2000, given 3-pct annual growth in demand. Most properties that could develop in the 1990's would require price increases of 20 to 50 pct to break even. To earn a 15-pct rate of return on investment, prices must rise to nearly double the present level of $24 to $29 per metric ton.

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

Investigations over several years have disclosed that the principal manners of occurrence of shuttle-car injuries are in order: 1. Victims in contact with roof or crossbars. 2. Victims in contact with ribs or timber legs. 3. Victims falling from, or jerked from, shuttle cars. 4. Victims in contact with overhanging brows or protruding pine for pin timbers, or water lines. 5. Contact with persons or collisions with parked equipment. 6. Victims injured by roof falls or falling timbers caused by knocking out roof supports with shuttle cars. 7. Victims injured by runaway shuttle cars. 8. Victims injured while loading or unloading timbers or other materials from shuttle cars. These recurring types of shuttle-car accidents reflect the physical conditions of the working sections, certain safety deficiencies in shuttle-car maintenance and design, and unsafe practices by operators.

"INTRODUCTION This report embodies the results of a detailed statistical microscopic examination of the ore and the mill products of the Silver King Coalition Mines Co., Park City, Utah.The study was conducted under the joint auspices of the United States Bureau of mines is cooperation with the University of Utah at Salt Lake City, Utah. The work was done in the cooperative Microscopic Service Laboratory, which was equipped by contributions from the following companies: Utah Copper Co., International Smelting & Refining Co., American Smelting & Refining Co., United States Smelting, Refining & Mining Co., Tintic Standard Mining Co., Silver King Coalition Mines Co., and Park Utah Consolidated Mines Co. The salaries and the other costs involved in operation of the laboratory were met by contributions from certain supporting companies. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the thirteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The description of the deposits developed is followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated and a table for each half township is given with the discussion covering that area.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

The increasing use of Diesel engines for operating equipment on trunk-line railroads and for power-plant units has stimulated interest in the use of Diesel engines for other lines of work, among which is the possibility of substituting Diesel locomotives for trolley locomotives for mines. The possibility of developing Diesel locomotives for duty in American mines is not as remote as it might seem, particularly in view of the fact that locomotives of this type are already used in considerable numbers in European mines. A study of Diesel locomotives in Europe is contained in Report of Investigations 3320, Diesel Mine Locomotives - Development and Use in European Coal Mines, by George S. Rice and F. E. Harris.

This report describes the preparation characteristics of significant coalbeds in Kanawha County , W. Va . It is one in a series of Federal Bureau of Mines reports planned to determine coals suitable for producing metallurgical coke , either as mined or after beneficiation . Almost 9.4 million tons of coal was produced in Kanawha County , W. Va . , in 1959 , of which about 67 percent was cleaned mechanically in 10 cleaning plants . It has been estimated that more than 5,505 million tons remain in the county . Samples were collected from Pittsburgh , Stockton - Lewiston , Winifrede , Cedar Grove , Peerless , Upper Kittanning , Coalburg , Powellton , Eagle A , No. 2 Gas , and the Lower Kittanning beds . These beds were selected by the Bureau based on current production rates and estimated minable reserves . Float - and - sink tests of the samples collected from Eagle A , Peerless , Cedar Grove , Winifrede , and No. 2 Gas beds show that these coals at one location each are suitable for metallurgical use without washing . Lower Kittanning bed at four locations ; Pittsburgh , Stockton - Lewiston , and No. 2 Gas beds at two locations each ; and Coalburg , Powellton , Winifrede , Peerless , Upper Kittanning , and Cedar Grove beds at one location each can be upgraded to metallurgical quality by mechanical cleaning . Crushing the samples to 3/ 8- inch top size increased yields substantially at 1.30 specific gravity of Pittsburgh ( 17.5 percentage points ) and Upper Kittanning ( 13.0 percentage points ) beds and increased yield for the other beds sampled to a lesser amount . At this specific gravity , finer crushing caused In the 1.58 specific gravity float a general decrease in ash and sulfur . fractions of the other samples tested , most of the yields , and ash and sulfur contents , were lowered slightly by finer crushing .

The Tennessee Copper Co. operated two mines in the Ducktown district during 1928. The Burra Burra mine is much the larger operation and is the chief source of the ore smelted and treated in the, company's smelter and acid plant rat Copperhill, 4.5 miles from Ducktown. This mine operates steadily and furnishes a regular output of about 40,000 tons per month. The Eureka mine is operated irregularly and produces a much smaller tonnage of high-sulphur ore the rate of output depending upon the demand for sulphur. During 1928 about 60 per cent of the combined output of these mines was shipped directly to the smelter, and the balance was concentrated before shipment in the flotation plant located near the mines.
