Blind areas around construction equipment are a major contributing factor in incidents involving a piece of equipment striking a worker. In highway construction, these types of incidents result in an average of 22 deaths a year in the United States. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these incidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers or other objects. Several camera and sensor systems are available for this application. These systems were evaluated on various trucks used in road construction and maintenance. Tests were conducted on sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted on dump trucks and utility vehicles during the warmer months to study the effectiveness of the systems in highway work zones. Results showed that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in congested work areas.

The U.S. Bureau of Mines investigated a hydrothermal sulfidation (HTS) and chloride leaching procedure to recover lead and silver from plumbojarosite. The plumbojarosite, generated during pressure-oxidative leaching of zinc concentrate in a commercial operation, contained, in percent, 25.4 Pb, 18.8 Fe, 1.4 Zn, 29.5 sulfate (S042.), 3.2 elemental sulfur (SO), 13.4 total S, and 7.4 tr oz/st Ag. The HTS was conducted in an autoclave and converted the plumbojarosite into amorphous iron oxide and liberated the Pb and Ag as sulfides (S2) The best operating conditions were 50 g of plumbojarosite and 7 pct So (2.04 g So added) in 500 mL of 2.0-mol/L NH3 at 150° C for 1 h. The sulfidation product contained, in percent, 37 Pb, 28 Fe, 2 S042., 7 total S, and 11.2 tr oz/st Ag. Flotation of the sulfidation product was conducted at pH 3 with 15-pct pulp density and 2.4lb/st of isopropyl xanthate as collector. The flotation concentrate contained 43 pct Pb, 25 pct Fe, and 13 tr oz/st Ag. FeCl3 leaching of the sulfidation product in a resin kettle extracted 98 pct Pb and 97 pct Ag from the sulfidation product, and HCI-Oz leaching in a shaker glass bottle extracted 99 pct Pb and 98 pct Ag. Both leach residues met the Environmental Protection Agency's Toxicity Characteristic Leaching Procedure (EPA-TCLP) standards for nonhazardous wastes. The HTS and chloride leaching procedure is a potentially effective method for detoxification of plumbojarosite-bearing residue from the zinc pressure-leaching circuit.

The West Pioneer RARE II study area, No. 1-006 (fig. 1), has Figure 1.--NEAR HERE a high molybdenum resource potential. Two molybdenum-bearing areas are being explored by Utah International and by Cyprus-Moly Corp, Inc. using geophysical exploration and diamond core drilling. The study area also contains potential resources of gold and silver at six prospects: the Bear Paw (Ibex), Black Bear, Coeur d'Alene, Franklin No. 1, Martin, and Maynard. In addition, the Black Rear and the Martin contain possible copper, lead, and molybdenum resources. Most of the workings are caved.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa's coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa's coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.

Continuously monitor and record respirable dust levels underground by a reliable, sensitive, and fast-response device. Approach A light-scattering photometer, having a LED (Light Emitting Diode) light source and other significant improvements, has been designed and incorporated into a portable continuous monitor. How It Works The monitor continuously draws air into the sampling inlet through a cyclone that removes dust particles larger than respirable size. The dusty air enters the photometer vertically downward through a cylinder which is intersected by the optical system. (This cylinder appears as a circle in the drawing of the photometer.) The center of he column of dusty air intersects a beam of pulsing light from the LED, causing some of the light to be reflected, scattered, and refracted. Only the light that is scattered at an angle of about 700 from the light beam passes through a lens to the photodetector which generates an output voltage Signal proportional to the dust content in the air. This report presents a discussion of the spectra of 39 condensed thiophenes in which the structure includes at least 1 benzene ring. The vibrational bands present in three regions of the infrared spectra of these thiophenes were interpreted by comparing the similarities of the spectra of condensed thiophenes with the spectra of substituted benzenes. In the overtone-combination region 23 of the 39 condensed thiophenes had spectra which contained sufficient detail to be usable for correlating this region of the spectrum with the appropriate benzene spectrum. In the in-plane deformation region it was possible to make correlations for the vibrations of 18 of the 39 condensed thiophenes whose infrared spectra were studied. In the out-of-plane deformation region the C-H out-of-plane vibrations for hydrogen on benzene rings in the condensed thiophenes can be correlated using known data from substituted benzenes.

A 1981 U.S. Bureau of Mines investigation indicates the Panamint Dunes Wilderness Study Area (WSA) has one active (intermittent) mine,--borrow pit MS 242 owned by the California Department of Transportation (Cal Trans). This mine produces cinders for road base and traction grit. It contains about 900,000 tons of inferred reserves. Examination and sample analyses indicate the Panamint Dunes deposit, covering about 480 acres of the WSA, may have silica resources and the Green Quartz Claim may have copper resources. Carbonate rocks occur in the WSA, but stone resources have not been identified. Adjacent to the WSA, the Big Four Mine contains 35,000 tons of inferred subeconomic zinc-lead-silver resources, and may have additional resources. Sample analyses indicate the Apple 1 Claim, also adjacent to the WSA, may have silver-lead-zinc resources.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag compositions. The present report deals with the CaF2-Y203 system for which solidus and liquidus temperatures and solid solubilities were determined. The information is presented as the phase diagram. All specimen compositions were blended from high-purity materials and encapsulated in Mo or Pt20Rh prior toheat treatment. Liquidus temperatures were determined by ceramographic examination of heat-treated and quenched specimens. Solidus temperatures were determined by differential thermal analysis and by electron microprobe analysis of quenched specimens. Terminal solid solubilities were derived by parametric methods. The peritectic system was found to be pseudobinary due to the formation of yttrium oxyfluoride at temperatures near the liquidus. The peritectic point occurs at 7 mole pct Y203 and 1,438° ± 5°C. The terminal solid solubility of Y203 in CaF2 decreases from 7 mole pct at 1,438° C to 1 mole pct at 1,100° C, and the solubility of CaF2 in Y203 decreases from 9.5 to 7 mole pct over the same temperature interval.

The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

Specific credit , however , is due to the individual unit leader and his assistants .

Current state-of-the-art microweighing technology represented by the Tapered Element Oscillating Microbalance (TEOM) is utilized as the basis for a new generation of Personal Dust Exposure Monitors (PDEM's). Two design configurations are presented. The first is an end-of-shift analysis system which uses small TEOM-PDEM cannisters that replace the filter cartridges in the current PDEM system. All other components carried by the miner (cyclone preseparator and pump) are the same. After the shift the TEOM cannister is plugged into an interface box which enables a minicomputer to automatically identify the unit, determine the dust mass increase during the shift, compute the shift average dust mass concentration, and print out and/or store the data. The second design is a real-time TEOM-PDEM system which is capable of operation over a 10-hour shift and on demand display real-time dust concentration level, time weighted average, and shift average concentration. As a result of the design study, a prototype end-of-shift analysis system was fabricated and delivered to the Bureau of Mines. A description of this system which consists of six TEOM cannisters, interface electronics and minicomputer is given. The system represents a significant advance in the dust monitoring program in terms or accuracy and automation.

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels'. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m (26.5 ft) above the miner's head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roof beam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

Bahrain's oil revenue increased from $337 million2 in 1916 to $378 million in 1977. Despite the increase in value, petroleum receipts made up only 584 of all Government income in 1877, compared with 74% in 1976 and 83% in 1975. Bahrain became an oil producer in 1932 with the discovery of the Awali oilfield, and since that time, the Awali oilfield has produced over 600 million barrels of crude oil. Awali production in 1977 was 21.2 million barrels. Bahrain shares the revenue from the Abu Safah oilfield, located in the Persian Gulf north of Bahrain, equally with Saudi Arabia. Revenue from the Abu Safah oilfield was approximately $179 million or 47% of oil revenues in 1977. Output from the Abu Safah oilfield was 48 million barrels, an increase of nearly 30% over 1976 output. The Bahrain Petroleum Company (BAPCO). the nation's only oil-producing company, was owned 40% by California Texas Oil Corp. (CALTEX and 60% by the Govern¬ment. The Government established Bahrain National Oil Co. (BANOCO) in 1976 to administer the Government's share of BAPCO, oversee exploration concessions, and manage domestic marketing of petroleum products. The Government announced its intention to acquire 100% control of crude oil and natural gas production. CALTEX was to retain complete control of the 250,000-barrel-per-day oil refinery near Sitrah.

The importance of "good voltage,? especially for direct-current systems in coal mines, is not always fully appreciated. From the practical 4 aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.

Maintaining an adequate supply of minerals and metals to meet national economic and strategic needs is the overall goal of the Bureau of Mines, U.S. Department of the Interior. One method of achieving this goal is to conserve scarce metals by cladding a plentiful base metal, such as iron, with a scarcer metal. To investigate cladding, a vacuum-rolling mill capable of rolling bimetal specimens at temperatures to 1,300° C in a residual gas pressure of 2 x 10-5 torr was established. Metals that were successfully bonded to iron included stainless steels, chromium, nickel, nickel alloys, copper, and several refractory metals including molybdenum and titanium. The effects of the rolling temperature, reduction in thickness, rolling speed, and residual air pressure on bonding strength and bend ductility of the bimetals were determined. Optimum rolling conditions produced bimetals with bond shear strength essentially equal to that of the iron base metal.

World investment 10 all mineral and mining industry sectors is not available. However, partial information available provides some information useful for analysis. Information available in this section covers limited geographic information on investment in the steel industry, limited information for petroleum industry capital spending, and total U.S. foreign investment in comparison to the mineral-related sectors (tables 13, 14, and 15). Annual steel industry investment is available for the European Community, almost all countries within the European Free Trade Association (EFTA), Latin America, and other countries with significant mineral industries, such as Canada, Japan, and the United States. Although information was not available for 1992, data for 1991 indicate that for those countries aforementioned, total investment increased by 8 %. However, investment patterns were very different within the different groups of countries. While the European Community had a net increase of 12 %, dominated by an almost °40 % increase in Germany, EFTA member countries had a 26 % decrease in investment for the same period. Investment in EC countries was almost seven times that of EFT A countries. Japan's investment in the iron and steel industry, by far the largest of those available, almost twice that of the EC and almost four times that of the United States, increased by more than 20 %. In North America, investment in Canada and the United States decreased. Almost all of Latin America decreased investment in the sector. The notable exception was Mexico, with a 60 % increase. Changes in Mexico's investment policies of the recent past, its economic growth, and privatization of its iron and steel industry are some of the reasons for such an increase. The other country covered individually in Latin America, where investment in the iron and steel industry increased, although slightly, was Argentina. This limited information does not allow a comprehensive analysis of global industry trend, which in turn impacts many other mineral commodities, and with the transition in many countries within Europe and Central Eurasia that are now effecting the steel industries of the countries that were members of the U.S.S.R. and its CMEA partners, it is most regrettable that comprehensive and comparable data, both current and historic, on investment in this area are not available.

This report describes an investigation in which we used iron-doped diesel fuel to generate metal-bearing diesel particles and a subsequent analysis of the particles using transmission electron microscopy (TEM) and energy-dispersive spectroscopy (EDS). For this study, DPM was generated by a 1.5-L diesel engine and the fuel was doped with ferrocene to enhance the level of iron in the system. The exhaust particles were collected on TEM grids and analyzed using the Philips CM12 TEM/EDS instrument. Results show that when the iron-to-carbon (soot) ratio (Fe/C) in the engine is low, the exhaust particles have morphologies similar to those for the undoped case, but at a threshold Fe/C value of 0.013 (for this engine), homogeneously nucleated metallic nanoparticles are formed and begin agglomerating. The number and size of these nanoparticles increase with level of doping. Metal-bearing particles that span a wider size range are also formed. Agglomeration of metallic and carbon particles is observed in two distinct modes: attachment of iron primary particles (5–10 nm in diameter) to carbon agglomerates, and coagulation of iron agglomerates (20–200 nm in diameter) with carbon agglomerates. Results of this work imply that as new engine technologies reduce soot levels in the engine and/or levels of trace metals in the fuel are increased, the generation of metallic nanoparticles may ensue, creating a potential health concern. In gasifying pulverized coal with steam and oxygen, the particle size of the coal fed to a gasifier should be as small as economically possible. A potential way to achieve this advantage is to reduce the particle size of the coal by passing the coal-steam mixture at high velocity through a heated tube coil before the mixture enters the gasifier. To evaluate this method the Federal Bureau of Mines flashed coal-water slurries in externally heated metallic tube coils to determine the extent of size reduction. The first of two different laboratory-scale apparatus reduced the average particle diameter of subbituminous C coal from 190 to 110 microns at an outlet velocity of 330 feet per second (f.p.s.). At the same outlet velocity, a second apparatus reduced the average particle diameter from 250 to 140 microns. An increase in velocity produced more finely divided coal, but variation in temperature and pressure had no effect except as they affected velocity. Virtually the same size reduction was noted for five ranks of coal at equal velocities. The rate of increase in particle-size reduction with increase in velocity decreased with a decrease in particle size. The pulverizing mechanism was concluded to be abrasion of the particles with each other and with the tube wall.

A thermal imaging borehole probe was designed and fabricated for the purpose of obtaining thermal images, through smoke, of objects and people in underground mines. The effort was basically unsuccessful; electrical noise, and possibly thermal noise, interferred with the desired signals to the extent that spatial resolution in the images was unacceptable.

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network. and 2)development at a set pit digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the models and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated fur their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.
