This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

The U. S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 15 to 30 ampere fault to ground, would represent such a fault or illegitimate load and a substantial fire risk.

The Bureau of Mines is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nev., hot springs ores. The deposit contains disseminated tungsten that cannot be beneficiated by conventional techniques and must be treated by hydro-metallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hours, quenching in a solution containing 1.5 parts of Na2C03 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution-to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hours, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 wt-pct W03. The pregnant solution contained 11 g/l W03.

This is one of a series of papers written for the consideration of operators of small gold and silver mines in the West. The paper discusses smelting schedules, general smelting practices that have a bearing on rates, and the reasons for penalties or credits for certain constituents of ores. Crude gold and silver ores generally are shipped to smelters only when milling facilities are not available; however, high tailing losses in milling a high-grade or refractory ore or low smelting rates because of the fluxing value of an are may make direct smelting more economical.

A major goal of the Bureau of Mines is to conserve the Nation's mineral resources by developing improved performance materials. In support of this mission, a survey of the state of the art of chemically bonded refractories has been made, covering the scientific literature, government reports, and patents. This review includes research and development results for phosphate, silicate, oxychloride, oxysulfate, and other bonding agents used in refractories manufacture. A significant finding of the review was that references on bonding mechanisms, bond formation kinetics, and other important process parameters and conditions were few and universally vague. As a result, recommendations are made to expand research efforts to investigate the kinetics and mechanisms of reactions in chemically bonded refractories.

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression. A literature review concerning dredging hazards and dredge safety practices and an examination of MSHA accident and injury statistics on dredge mining in the United States provided the background for an analysis which was completed by visiting 31 dredge operations, dredge manufacturers, and dredging experts. The principal hazards are discussed and countermeasures are suggested in several areas. Drowning is the single largest fatal injury category. Special emphasis is given to the design, care and use requirements of personal flotation devices.

The Bureau of Mines, between 1956 and 1963, examined 18 major pegmatite districts in Arizona, Colorado, New Mexico, South Dakota, Utah, and Wyoming to evaluate their content of beryllium, a material in short domestic supply that has become increasingly important to modern industry. This examination report includes the salient statistics on the production of pegmatite minerals other than quartz and feldspar; and brief descriptions of 170 specific pegmatite deposits.

Five different types of drilling systems were developed under the flexible drill program that was initiated by the Federal Bureau of Mines to protect roof bolter operators. The systems were designed for underground coal mines with seams as low as 30 inches, and with roof bolts longer than the height of the seam opening. Four of the developed systems were true flexible drills; the fifth was a remote-controlled, automatic rod changer concept. Only two of the five firms successfully completed testing requirements under the original contracts: BendixCorp.,4 with a true-flex drill; and Ingersoll-Rand Research, Inc., with the rod changer concept. The Bendix drill was rated best, and the Ingersoll-Rand drill was rated second. Because of the closeness of the ratings and the vast differences in the two development concepts, both systems had sufficient potential to justify further development funding for design updating and testing. Also, both systems warranted consideration for inclusion into other ongoing development projects under both safety and energy directed programs.

The amenability of titaniferous slags and domestic mineral concentrates to chlorination was determined in a 6 - inch diameter fluidized bed chlorinator . Ilmenites from Valley County , Idaho ; Aiken , S.C ,; Trail Ridge , Fla .; and MacIntyre , N.Y .; and a titaniferous magnetite from Iron Mountain , Wyo . , were used in preparing the slags . The domestic minerals tested were an ilmenite concentrate from Valley County , Idaho , and a rutile concentrate from Magnet Cove , Ark . A high - grade Australian rutile was used as a standard for comparison . The impurity content of the slags and minerals tested , which was the most critical factor affecting their performance , was dependent on the geographical source of the material . All of the materials tested were amenable to chlorination in a fluidized bed although some required special operating conditions . Titanium extractions and chlorine utilization were over 90 percent for most of the slags and the Australian rutile . The Valley County , Idaho , ilmenite performed well in the reactor despite its 34 percent iron content .

This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

The Bureau of Mines investigated the factors that cause agglomeration of lignite by freezing during winter shipment and sought methods to avoid it. Tests showed that lignite may be freezeproofed by removal of the relatively small quantity of moisture involved in forming the frost crystals which cement particles together, or by controlling the crystal characteristics. Adding dried lignite fines proved to be an effective and superior freezeproofing method. Commercial adoption of this method has been successful.

An improved visibility system was developed for use on the large (100 ton+) haulage trucks typically operated in open pit and surface mines. The improved visibility system provides the truck driver' with a means of viewing hazardous situations that occur in the extensive blind areas adjacent to his true. The cost effective, reliable, visibility system consists of a closed-circuit television three unique fresnel viewers, and two improved mirrors. This report describes the visibility problems of Large trucks in the surface mining environment, shows the performance of existing mirrors, substantiates concept selection, and describes the prototype improved visibility system.

Water availability is essential for mining and minerals processing. To provide government and industry with recent data for water use planning and management, the Bureau of Mines canvassed a number of U.S. producers of nonfuel minerals to determine their water use in 1984. Data were analyzed and compared with previously published data in order to examine historical trends in water utilization in the nonfuel minerals industry and to estimate water requirements in the year 2000. Total water use in the domestic nonfuel minerals industry during 1984 was estimated at 2,267 billion gal, of which 571 billion gal was new water and 1,696 billion gal recirculated water. The largest users of water were the phosphate rock, iron ore, copper, sand and gravel, and crushed stone industries, together accounting for almost 90% of total used. More than one-half of all water was used in Florida, Michigan, and Minnesota. In the year 2000, total water use will amount to an estimated 2,679 billion gal, of which 810 billion gal will be new water and 1,869 billion gal recirculated water. The rapid determination of uranium in ores by radiometric means was investigated by the Bureau of Mines. Among the various procedures and schemes tested, two showed most promise. They were the ratio scheme developed in the Bureau's Tucson, Ariz., laboratory and the equilibrium method developed by the Canadian Department of Mines and Technical Surveys. The ratio method is a simple, empirical procedure for classifying the state of equilibrium in ores by measuring their radioactivity by means of a Geiger-Muller counter under three different conditions, using filters. The principal merit of the method is in providing a clue as to the reliability of equivalent uranium determinations.

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume II of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.
