The objectives of this study were to: (a) determine the state of the art for the control effectiveness of various chemical dust suppressants, (b) field test the effectiveness of the dust suppressants, and (c) develop technical guidelines for selecting and implementing cost effective tailings pond dust control programs. Chemical stabilizers evaluated under field conditions were: Coherax, Calcium Lignosulfonate, Nalco 656, 655, and Magnesium Chloride. Testing in the field utilized a portable field in-situ wind tunnel. The wind tunnel was placed on the tailings surface and simulated wind speeds of up to 80 mph were used to determine wind erosion threshold velocities. Emission rate testing was performed with the wind tunnel through the use of a real-time cascade impactor. A control cost effectiveness evaluation was performed to determine how efficient the chemical stabilizers were on a dollars expended per acre basis.

This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

Research workers from the Bureau of Mines and industry met with other government and industry representatives at the Mont Chateau Lodge, Morgantown, W. Va., on May 30-31, 1973, to discuss the current status of methane control in eastern U.S. coal mines. The opening remarks, the eight technical presentations, and the discussions of the members of a government-industry panel are published here for the benefit of those concerned with the control of methane in coal mines. In addition, an introduction has been added to present the background of work in this field.

The linear cutting system, developed by the U.S. Bureau of Mines, uses geometric principles developed by Cardan to produce a nearly constant cut depth. The new system has been extensively tested in a synthetic material under laboratory conditions to verify mechanical capability and to identify operational characteristics. Comparisons between 15-rpm linear cutting and 50-rpm rotary cutting systems show significant improvement in respirable dust entrainment, product size distribution, and energy usage. Respirable dust is reduced by as much as 90 pct. Recovered product showed a 67-pct reduction in -0.32-cm (-1/8-in) material and a 200-pct increase in +5.08 cm (+2 in) material. Average power was reduced by 66 pct for the linear cutting. Because the bit cutting paths differ between linear and rotary cutting, it was necessary to compare the two at the same cut depths and bit types. These comparisons show that low revolution per minute rotary cutting entrains about the same amount of respirable dust as the linear cutting system, but the average shaft torque may be 55 to 130 pct greater for the rotary system.

This report describes a project conducted by the Bureau of Mines in which the accurate directional drilling of a borehole was demonstrated with the objective of intercepting a designated target. The project was conducted at Navajo Dam in northern New Mexico at the request of the Bureau of Reclamation. Borehole survey and drill logs are provided in an appendix. The trajectory of the demonstration borehole was designed to intercept a 5-ft-radius target at the final or "punchout" distance of 885 ft. The elevation of the borehole at this distance was within the target; the borehole punchout coordinates were 8.81 ft southwest of the target. As a result of the demonstrated accuracy, the Bureau of Reclamation has contracted the accurate drilling of boreholes as long as 600 ft from the inside of a short tunnel, to control water seepage in the right abut- ment. This resulted in a substantial cost savings compared to the orig- inal plan of constructing a longer tunnel and drilling 150-ft boreholes.

The chromite deposits along the Stillwater complex in Stillwater and Sweetgrass Counties, Mont., have at various times been studied and reported on by the Federal Geological Survey, the Montana Bureau of Mines and Geology, other Government agencies, and private interests, Several of the deposits were explored to a mall extent by the owners during the World War of 1914-17, but no production resulted. The importance of these deposits and the urgent necessity of developing large domestic sources of chromite were realized shortly before the beginning of the recent World War. These deposits were therefore investigated and developed by Government agencies and., as a result, now afford the largest known reserves of chromium in the United States. In 1939, under the authority of the Strategic Minerals Act, the Bureau of Mines and the Geological Survey made preliminary investigations of these deposits. As a result, the Bureau of Mines conducted an extensive program of trenching, diamond core drilling, and sampling. This work was begun in August 1939 and continued to April 1943. The Bureau of Mines also performed numerous metallurgical tests on the beneficiation of the chromite ores and concentrates and for the production of chromium metal there from. Research continues as a means toward utilizing these ores.

Tables of 28 positions for all the transitions for nine common analyzing crystals for first, second, and third order reflections were compiled by the Bureau of Mines to facilitate elemental X-ray fluorescence analysis on multi-element systems. The tables are based on a compatible set of wavelengths for 2,346 observed X-ray transitions of the elements lithium to americium. The results are tabulated in order of increasing wavelength as well as by increasing wavelength for each element.

The U.S. Bureau of Mines has prepared this report on strategies for maintaining high job attendance among underground coal miners because high absenteeism is a threat to miners safety and seriously hampers productivity. A substantial number of research studies on the effectiveness of various strategies for reducing absenteeism among the employees of nonmining industries have been reported in the literature. These strategies have aimed at improving job attendance through one or more of the following: (1) improving employment procedures, (2) overcoming problems that adversely affect one's ability to attend work, and (3) increasing miners motivation to attend work. Many of these strategies appear applicable to the mining industry, and are reviewed in the first half of this report. The second half of this report describes how one could develop and implement a program for maintaining high attendance at underground coal mines. The steps include: measuring and evaluating attendance levels; formulating attendance goals and an absenteeism policy; developing and implementing an attendance promotion program; and periodically going through the preceding steps known as recycling.

The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage.ACKNOWLEDGMENTThe information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines wore studied. This report presents nearly all structural data available from explosion tests of 20-psi mine ventilation seals and concrete-block ventilation stoppings that were conducted by the National Institute for Occupational Safety and Health during 1997?2008. Although the seals tested were designed to meet the former federal 20-psi pressure design standard, the structural information contained herein on these seal tests will facilitate the analysis and design of coal mine seals that meet the new explosion pressure design criteria of 50 and 120 psi as set forth in the Mine Safety and Health Administration (MSHA)?s final rule on ?Sealing of Abandoned Areas.? The seal testing data are organized into six broad categories of seal structures based on the materials used and the construction method for those 20-psi seals: 1. Concretelike materials with steel reinforcement and reinforcement bar anchorage to rock 2. Pumpable cementitious materials of varying compressive strengths with no steel reinforcement and no hitching 3. Articulated structures such as solid-concrete-block seals and ventilation stoppings made of solid and hollow-core concrete blocks 4. Polymer and aggregate materials without hitching 5. Wood-crib-block seals with or without hitching 6. Articulated structures such as lightweight blocks with or without hitching This summary contains data on 52 different structures in the above categories?44 seals and 8 ventilation stoppings. The structural data sets include the applied loading on the tested seal represented by a pressure-time curve and, when available, the measured seal response represented by a displacement-time curve. The structural data sets enable the calibration and verification of numerical models of seal behavior at the 20-psi level, which may then facilitate future structural analyses of seal designs for the new 50- and 120-psi explosion pressure design criteria.

Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

The aerospace and automotive industries are facing a significant risk for cumulative trauma disorders from high-repetition, long-duration tasks. Additional risk factors such as shocks, vibrations and sustained uncomfortable postures oftentimes contribute to musculoskeletal, neurological injuries associated with the hand-arm system. The power tools used for the operation reduce the comfort and working efficiency of the operators, thus lowering their health and safety and the quality of operation. This paper investigates the fastening operation on the assembly line of a major aerospace company for quantifying hand-arm vibrations with the objective of developing a dynamic model of the hand-arm system. The model will be used to ascertain the effect of the various risk factors on the quality of the operation. Experiment Setup A system of three tri-axial accelerometers is used to collect vibrations entering the hand-arm system and their positioning follows the ISO-5349 standard. Reaction force during the operation is measured using a force sensor. The posture of the hand-arm system is measured using two goniometers and one torsiometer. The pilot study conducted has two subjects and one pistol-grip power tool. The experiment setup and positions of various sensors is depicted in Figure 1. [ ] Analysis Method The analysis consists of transmissibility of vibrations and frequency weighted acceleration based on the recommendations of the ISO-5349 standard [1,2]. The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

Automatic control of drum head continuous mining machines was investigated as a means of reducing respirable dust generated and operator variabitity. Literature survey, manufacturer interviews and mine visits were the major information sources. Technically feasible automation concepts were Identified to control sump and shear rates, cutter head elevation limits and sumping distance. These are the elements of a programmed cutting cycle which maintains peak penetrating force on the cutter, to maximize depth of cut and therefore reduce dust generation. Based on the industry surveys, successful underground hardware demonstrations must be completed in order to stimulate the market demand for these advanced control features.

Gas-liquid chromatography has been applied to separating basic nitrogen compounds, such as pyridines and amines. Close-boiling compounds have been separated by exploiting structural and polarity differences, using selective liquid substrates dispersed on specially prepared solid supports. Development of these special supports was necessary in order to obtain symmetric peaks for basic nitrogen compounds; solution of this problem was important in applying gas-liquid chromatography to the analysis of basic nitrogen compounds found in shale oil. Attempts to analyze shale-oil tar bases by conventional gas-liquid chromatographic techniques, using Chromosorb4/ or Celite 545 as the support for a nonpolar liquid substrate, resulted in asymmetric peaks. These asymmetries were caused by adsorption of sample vapors on the solid support. Symmetric peaks were obtained when strongly polar liquid substrates were used on either Chromosorb or Celite. However, a solid support giving symmetric peaks only with strong polar substrates restricts the choice of substrate, and frequently, desired separations cannot be achieved.

Searles Lake, CA, contains the largest known domestic tungsten resource. The brines in this near-dry lake bed, located in the Mojave Desert 130 mi northeast of Los Angeles, contain an estimated 135 MMlb of tungsten. However, the low concentration of tungsten (0.080 g/L W03) in the supersaturated brine makes selective tungsten extraction very difficult. Although many brine chemicals are extracted from the lake, tungsten recovery was an elusive goal prior to Bureau of Mines development of an ion-exchange technique. This publication describes the Bureau process. The following subjects are ad-dressed: ? The Searles Lake tungsten resource. ? General problems associated with tungsten recovery. ? Bureau research objectives. ? Synthesis of ion-exchange resins. ? Development of a two-stage ion-exchange tungsten extraction and concentration procedure. ? Product recovery and purification. ? Economic evaluation. Flowsheets for recovering three products (calcium tungstate, sodium tungstate, and tungstic oxide) are presented and evaluated, as well as a summary of the research effort and potential applications.

This report discusses current research by the U.S. Bureau of Mines on the effects of whole-body vibration (WBV) and shock on underground mobile equipment operators. The highlights of a comprehensive literature review of WBV, shock, and seating are presented. Factors discussed include health and physiological effects, comfort, performance, and fatigue. Vibration data were collected from shuttle cars and ramcars at several underground coal mines in Pennsylvania, Ohio, and Illinois. The data were formatted so that they could be used to drive the Bureau's motion platform, and to compare them with ANSI S3-1979, Guide for the Evaluation of Human Exposure to Whole-Body Vibration. Human subject testing in the Bureau's vibration research laboratory evaluated the effects of two different seat angles and of the presence or absence of vibration and of foam padding on heart rate, blood pressure, and subjective discomfort. Only vibration significantly increased heart rate and systolic and mean blood pressures. Vibration and a steel seat had a significant effect on subjective discomfort. The apparatus used for these tests and the experimental procedures are described in detail. Recommendations are made for additional research on the exposure of underground mining machine operators to WBV and shock.
