This Bureau of Mines report describes the rock burst problem and measures being taken for its alleviation in the deep underground mines of the Coeur d?Alene Mining District in northern Idaho. The geologic features that contribute to rock bursting in that area are discussed and briefly compared with similar features in other burst-prone mining districts throughout the world. Early investigations to understand and control rock bursting are reviewed, and the mechanics of bursting are discussed in terms of the seismic events that produce them. Sources of strain energy, rock failure mechanisms, and the conditions necessary for the release of seismic energy are covered in detail. Rock burst research in the Coeur d'Alene District is described. Included are discussions of the microseismic method as both a research tool and as a rock burst monitoring system, rock destress blasting and preconditioning methods for rock burst control, and stoping methods currently being developed to reduce rock burst hazards.

The ignition source of fires and explosions in coal mines is sometimes difficult to explain because resulting widespread destruction often erases valuable evidence that might reveal the cause. However, through years of experience, investigators have been able to piece together enough evidence to establish the reasons and, thereby, have been equipped to recommend corrective or preventative measures. The pattern of hazards is not constant. It changes with the development of new practices and new equipment. Important among the new hazards to coal mining are those introduced by electricity. In addition to the dangers of electric shock, fires and explosions from heat and arcs, and premature blasts, certain others have developed as a result of stray electric currents from direct-current traction systems. The conventional direct-current power-distribution system in coal mines is conducive to electrolysis damage to mine tracks, metallic pipelines, grounded power conductors, and structures in a position to become conductors of stray currents. The voltage drop resulting from power demand on intentionally grounded power conductors and accidental grounds on insulated conductors are common sources of stray currents in coal mines. Uncontrolled electric cur-rents flowing through the earth and metallic structures can be a menace, and these contribute to the estimated $6,000,000,000 annual loss caused by corrosion. The purpose of this publication is to discuss some of the electrolysis hazards in the coal-mining industry and to outline corrective measures to alleviate them.

The Bureau of Mines investigated the silver production potential of the Leadville (California) mining district, Lake County, Colo., in 1966-67. The mining history of the district, the ground conditions encountered in mining, and the mine-support methods used are reviewed. The drainage problem is discussed in detail. An initial objective was to establish the existence of potential silver resources minable by low-cost open-pit methods, particularly in the silver-bearing manganese halos surrounding the major deposits. The report concludes that under present conditions, development of the deposits in the area is not economically feasible; however, a pioneer rotary noncore drilling program demonstrated that this type of exploration is technically feasible. Potential reserves of silver and associated metals are estimated. Possible mining methods for recovery of the reserves are discussed. Future production possibilities from the various subareas of the district are analysed, considering optimum operating size. Consolidation of small individual holdings for unit operation is recommended. Type of operation, amount of rehabilitation, size and type of concentrating plants required, drainage and other mining problems, and metal price trends are discussed as they bear on economic feasibility of development.

This report analyzes the availability of chromium in the form of ferroalloy products (high-carbon and low-carbon ferrochromium and ferrochromium-silicon) and chromite products (metallurgical, chemical, refractory, and foundry sands) in market economy countries (MEC's). A total of 873.5 Mmt of in situ material, containing 202.5 Mmt of chromium, in 10 MEC countries was analyzed for availability as of the January 1989 study date. Extraction and beneficiation of this in situ material would result in 475.4 Mmt of marketable chromite products. As analyzed, 288.5 Mmt of these chromite products would be available for export or for internal chemical and refractory use and 186.9 Mmt would be smelted in-country to produce 74.3 Mmt of high-carbon ferrochromium, 3.9 Mmt of low-carbon ferrochromium, and 2.0 Mmt of ferrochromium-silicon, all available for export. A network flow model, which includes centrally planned economy countries (CPEC's), was also constructed to analyze world chromium supply and demand interactions for the period 1986 through 1994 and to address a hypothetical North American embargo on direct imports of all South African chromium products beginning in mid-1990. The model shows capacity constraints developing in the MEC high-carbon ferro chromium industry in 1987 and a possible subsequent overreaction by the industry in terms of new capacity additions. The results suggest that sufficient chromium is available to North America should an embargo on direct imports from South Africa be imposed by its governments. However, the effect on export revenues in South Africa is relatively small, and timely increases to world ferrochromium, chemical chromite, and foundry sand chromite capacities would be required.

It is not uncommon to find large quantities of combustible materials in underground metal and non-metal mines. Support timber is the predominant combustible material. Spontaneous combustion, welding and cutting, shorted or overloaded electrical cables and careless smoking are common ignition sources. More recently, there is increased use of diesel mobile equipment that requires fuel storage and transfer areas. Diesel fuel spillage on hot engine manifolds and motors can result in rapid flame growth and heavy smoke accumulation in a matter of seconds. In-expensive, reliable fire detection and suppression systems are available to provide early warning of fire conditions and to isolate and extinguish fires that originate in fuel storage and transfer areas. This report presents an example of how technology developed and demonstrated under Bureau of Mines Contract H0242016, Mine Shaft Fire and Smoke Protection System, may be applied to protect underground diesel fuel storage and transfer areas. ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

A study was made of the coal resources of an area in Jackson County, Ala., forming a part of the Flat Rock, Henegar, and Stevenson quadrangles. The area studied is a portion of the Plateau coalfield on Sand Mountain and is near the Tennessee Valley Authority's Widows Creek steamplant. Since no detailed geological study of this area had been published, some reconnaissance work was done. The coalbeds and adjacent strata such as sandstones, conglomeratic sandstones, and conglomerates were studied. Available drill logs, together with the areal geology, provided sufficient information to permit correlation of the coalbeds and an estimation of coal reserves. For all categories of reserves, computed on a regional basis, a total of 72,920,000 tons of coal more than 14 inches thick is estimated for the areas studied in Stevenson. Flat Rock, and Henegar quadrangles. Of this tonnage, 40,001.000 tons is estimated to have less than 60 feet of overburden. The total measured coal reserves for the above three quadrangles are 16,359,000 tons, with 12,471,000 tons under less than 60 feet of cover.

The locomotives in service on the railroads of this country consume more than one-fifth of the total coal production of the United States. The amount is so large that any small saving that can be made effective in locomotive practice at once becomes an important factor in conserving the fuel supply of the nation. For this reason the United States Geological Survey gave attEmtion to the special problems of combustion in locomotive boilers. It approached this task from several different directions. The facts presented herewith constitute one series of results. In the fall of 1906 the locomotive-testing laboratory of Purdue University, at Lafayette, Ind., entered on a series of tests, one purpose of which was to determine in precise terms the degree of efficiency with which a modern high-class American locomotive utilizes the heat energy of the fuel supplied to it. The general interest in the subject, the elaborate plans which had been formulated for conducting the work, and the substantial character of the support which had been pledged to maintain it justified the Geological Survey in aiding the investigation. a The cooperation of the Survey consisted in detailing experts to assist the regular staff of the laboratory in the chemical and calorific work of the tests. These experts, working under the general supervision of the director of the Purdue laboratory, became responsible for the sampling of smoke-box gases, of the fuel used, of the cinders caught in the front end, of the sparks discharged by the stack, and of the refuse caught in the ash pan. The gas analyses were made by them at the university laboratory. The analyses of all solid samples and the calorific tests of the fuels were made at the government fuel-testing plant at St. Louis. The representatives of the Survey were not concerned with other phases of the work.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. The U.S. Bureau of Mines has evaluated the potential availability of nickel from 36 deposits or districts in 16 market-economy countries (MECs), analyzing more than 95 percent of production in those countries. This study indicates the quantity of nickel available on the basis of net production costs and total costs with a 0-pct and a 10-pct discounted cash flow rate of return (DCFROR). Costs of production are expressed in dollars per pound of recovered nickel. The study also indicates sensitivities of the cost of production to energy, labor, and other factors. The studied deposits and properties contain approximately 33 Mmt of recoverable nickel. About 26 Mmt of nickel is potentially recoverable from laterite deposits, of which 4.5 Mmt can be produced at $2.50/lb or less with a 0-pct DCFROR. Approximately 7 Mmt of nickel is potentially recoverable from sulfide deposits, of which about 6.3 Mint could be produced at $2.50/lb or less at a 0-pct DCFROR. The price of nickel averaged above $6.00/lb in 1988. Sensitivity studies performed for both laterite and sulfide deposits indicate that the total cost of producing nickel from laterites is most sensitive to increases in energy costs and that the total cost of producing nickel from sulfide deposits is most sensitive to increases in labor costs; sulfides are also affected by changes in revenues from byproducts.

Researchers have developed a model to describe airborne respirable dust (ARD) generation on surface coal mine drills. By measuring a few basic parameters and using a graph, a drill operator or engi­neer can estimate the relative severity of drill dust emissions as well as how much of a reduction in ARD can be obtained by changing any given parameter. Geometric parameters include: drill deck cross-sectional area, shroud leakage associated with the deck shroud as well as the operational parameters of bailing air­flow, and dust collector airflow. The rela­tionships yield predictive ARD values which fall in the range measured on oper­ating drills for collector/bailing air flow ratios greater than 2. Overexposure to airborne respirable crystalline silica dust can cause serious or fatal respiratory disease. Exposures of sur­face coal mine rock drillers to respirable crystalline silica are of particular concern. In a 1992 alert on silicosis in rock drillers, the National Institute for Occupational Safety and Health (NIOSH) reported on 23 cases of advanced silicosis (acute, acceler­ated, and chronic) ranging in ages from 25 to 60 with drilling tenures ranging between three and 20 years.1 Most of the cases involved drill operators in their 30?s and 40?s, indicating high silica exposure levels are associated with their occupation. A more recent lung x-ray surveillance study of a 664 volunteer population of surface coal miners showed that the prevalence of silicosis-like abnormalities was 9%.2 The two most significant factors associated with these abnormalities were increasing age and years of drilling experience.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2 ) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs' estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

Bull Lake is one of several saline lakes situated a few miles north of Rawlins, Carbon County, Wyo. (figs. and 2).. The Bureau of Mines conducted preliminary investigations of sodium sulfate deposits in many of the lakes and performed detailed work on Bull Lake. This investigation consisted of drilling 11 vertical holes through salt beds using diamond core bits and Iwan-type auger bits. Bull Lake lies in a shallow, closed depression in loosely consolidated sand. The salt beds, ranging in thickness from 2.5 to 26 feet, occur above a thick bed of shale of upper Cretaceous age. The salts appear to have been deposited in the lake from surface and subsurface drainage. The source of salt is undoubtedly the enclosing sedimentary rock's exposed to the west of the basin. Sodium sulfate in the deposits probably is present as mirabilite or Glauber salt (Na2SO4-10H2O). Chief impurities in the deposits arc mud and sand. Other soluble salts present average approximately 1 percent combined. Cores from the 11 holes were analyzed in the Bureau of Mines laboratories at Salt Lake City. Drilling totaled 512 feet. Results of analyses are given in the appendix.

'This report presents a U.S. Bureau of Mines study to identify the causes of self-heating events beneath the floor of a deep underground coal mine. Mine samples from both heated and unheated areas were examined by various techniques, including visual, microscopic, thermal, chemical, and instrumental tests. The combined results led to the conclusion that pyrite (FeS2) oxidation was the prime cause of the beatings. However, adiabatic oven tests of selected samples did not indicate the effect of the pyrite on the self-heating process, probably because of the experimental conditions. A fast, simple procedure to assess the concentration of pyrite in the mine samples was developed, g the reactivity of the sample with an aqueous solution of hydrogen peroxide (H2O2).

Groundfall accidents have been the leading cause of fatalities in the underground coal mining industry for many years. Statistics from the Mine Safety and Health Administration (MSHA) indicate that approximately half of the victims of these fatal accidents were in an area where no devices had been installed to support the mine roof. This report was prepared by the U.S. Bureau of Mines to provide guidance to operators of underground mines concerning the use of techniques that may help to keep miners from going under unsupported mine roof. The report is divided into two major sections. The first section reviews the findings from several areas of empirical research pertaining to strategies for convincing employees to avoid unsafe acts and/or adopt self-protective behaviors. The strategies are (1) incentives and feedback, (2) disciplinary actions, (3) training (primarily fear communications and behavioral modeling), and (4) nondirective techniques. This literature review has a broad focus and should be helpful in making decisions about how to encourage a wide variety of types of self-protective behaviors. The second major section of the report presents an analysis of each strategy's potential for keeping miners away from unsupported roof.

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown's modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers' Z2 measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

This Bureau of Mines study identifies and examines the costs of Federal, State, and local environmental protection controls on domestic phosphate rock mining, The costs include the expenditures needed to comply with government regulations and the effects that these expenditures and regulations have on supply. The study analyzes costs of environmental impact assessments, air and water quality standards, reclamation laws, potential solid waste controls, and local government restrictions. In addition, an industry survey and the Bureau's Minerals Availability System (MAS) are used to evaluate land management policies that restrict access to phosphate resources, Conclusions drawn from these analyses confirm that (1) domestic phosphate mining has incurred substantial control costs and may be subject to significant new regulatory costs in the next several years, (2) certain environmental controls can discourage mining investment, (3) environmental policies governing land-use controls affect the disposition of sizable phosphate resources, and are key determinants in the development of those resources on the Federal do- main, and (4) environmental costs could diminish the competitiveness of domestic producers.

This paper describes the methods and costs, in units of labor end materials, of sinking a 7 compartment vertical shaft 1,261 feet through a fractured, water-saturated formation. The shaft, designed for hoisting 2,500 tons a day, is at Friedensville, Lehigh County, Pa., approximately 6 miles south of Allentown and Bethlehem. It was sunk by the E. J. Longyear Co. under contract to the New Jersey Zinc Co. Preparation for shaft sinking W8A begun July 1, 1947, and sinking was completed August 18, 1952. A total of 604,858 man hours was required to sink the shaft.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was done through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will be useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetime.
