The analysis of rare earth element (REE) samples is a necessary part of the metallurgical process for rare-earth bearing ores, providing invaluable information during testing procedures. This requires a fast, multi-element technique, capable of analyzing a variety of matrices for all rare earth elements. X-ray Fluorescence spectrometry and Instrumental Neutron Activation Analysis are typically used for high concentrations of REE, but they have limitations for some process work applications due to an inability to measure all elements, longer analysis times, significant interferences and elevated detection levels. The work reported here uses new approaches with Inductively Coupled Plasma Mass Spectrometry (ICP-MS) in order to achieve high precision and accuracy within acceptable timeframes. A combination of aerosol dilution and Kinetic Energy Discrimination (KED) produce a process solution assay method that is robust enough to deal with changing sample matrices and concentrations, whilst maintaining low reporting limits and precisions of less than 5% Relative Standard Deviation (RSD). For high concentration metallurgical and geological samples, a sodium peroxide fusion digestion procedure was used, followed by ICP-MS analysis using extended dynamic range (EDR) and KED. Using these technologies, it has been demonstrated that the necessary support can be given to metallurgical process work for REE extraction.

"The seismic hazard for civil engineering structures is generally defined in terms of deterministic or probabilistic acceleration response spectra at an equivalent rock outcropping. The design of tunnels, however, requires the definition of demands in terms of accelerations at ground surface (near the portals) and in terms of both accelerations and velocities at different depths within the alignment. The design near the portals is controlled by inertial effects and is often times impacted by the possibility of slope instability and rockfall, whereas the design at deep sections is controlled by kinematic effects. These effects are accounted for in practice by introducing deformation patterns in the structure that are related to an assumed wavefield, often times ignoring the effect of the structural stiffness in the response. This paper presents a study regarding the definition of seismic demands for different sections of 14-km long tunnel in the Andes (Argentina-Chile), with a maximum overburden of 1750 m in a seismically active region. The tunnel will pass through volcanic massifs mainly composed by andesites and rhyolites.The study includes the definition of spectrum-compatible seismograms, deconvolution, and definition of accelerations and peak particle velocities for different overburden conditions. A kinematic interaction study for a 500-m tall ventilation chimney shaft is also described, where a simple formulation for the interaction analysis is considered in order to more accurately evaluate shear and bending demands. INTRODUCTIONThe seismic design of linear underground structures, such as shafts and tunnels, generally considers the inertial forces near the shallow sectors (e.g., portals) and the kinematically imposed deformations for the deep sections (e.g., Hashash et al. 2001). The inertial forces are often times evaluated on the basis of design spectra recommended by seismic hazard studies. The kinematic demands for the deeper sections, however, needs to be defined in terms of additional information which is not always indicated by the seismic hazard studies, e.g.; peak particle velocities and accelerations, and their variation with depth. These parameters can be determined by means of a site response analysis, whereby outcrop motions can be deconvoluted in order to evaluate motions inside the ground mass (e.g., Schnabel et al., 1972). Hashash et al. (2001) defines factors that may be used in order to account for attenuation of motions inside the ground mass. However, these factors are provided for depths up to 30 m only, whereas depths of tunnels structures can range up to thousands of meters."

The integration and use of process control sets the stage for years of compounded returns. ? Has been used for years to optimizing recoveries and minimizing waste. ? However, the mining/ore extraction sector has been slow to adopt integrated process control. What is the problem? ? Most executives and engineers do not clearly understand process control when applied to mining/extraction activities. ? Common approach has been to apply generic process control strategies as a blanket cure all and wait for it to pay off. ? No central focus which results in multiple group involvement, overlap and inconsistent application of questionable technology. ? Considered a low priority until production activities commence. ? Comfort in using brute force mining methods. ? An off-the-shelf integrated under ground mining process control architecture has not until recently been available.

“O-SR process” in which the S-Furnace of the Mitsubishi process is followed by existing reverberatory furnaces (RFs) and Peirce Smith (PS) converters has been operated since December 2007. The S-Furnace smelts copper concentrates to produce molten matte containing 58-62%Cu which is then settled in the RFs and converted to blister copper in the PS converters. The SO2 gas generated from the S-Furnace and PS converters is converted to sulfuric acid in the acid plants. In addition to the smelting copper concentrates, the O-SR process has advantages in terms of recycling various waste/secondary materials. Automotive Shredder Residue (ASR) has been treated in the RF to reduce fossil-fuel consumption in RFs, and to recover various metals included in ASR as well, since 1993. Electronic circuit boards (E-scrap) has also been processed in order to recover not only copper but also rare resources such as gold, silver and PGMs since 2013. Strategic modifications have enabled expansion of the processing volume of E-scrap. Enhancing recycling of wastes and scraps from urban mines while reducing the consumption of natural resources in the “O-SR” process will be demonstrated and discussed in the present paper. INTRODUCTION Onahama smelter and refinery has been operating as a custom smelter since 1965. Smelting facilities were subsequently expanded to two green-charged RF furnaces and five PS converters in 1973. Since RF is a conventional old-fashioned smelting furnace that necessarily consumes a huge amount of fuel to smelt copper concentrates, saving fuel cost has been an important objective. In early 1980’s the fuel was changed from bunker oil to pulverized coal, while utilizing the combustion heat of waste tires. Furthermore, treatment of combustible waste such as shredder residue (SR) was initiated in order to save fossil fuel for smelting concentrates in the RFs. Since enhancing of the treatment of SR requires a reduction in concentrate smelted in the RFs, most concentrates were dried and injected through tuyeres into the PS.converters. These modifications enabled to reduce the amount of the pulverized coal combustion and to increase SR treatment in the RFs. SR treatment capacity has increased to 12,000mt/month because the SR market has grown after the enforcement of the Vehicles Recycling Law. Such business environment has been attributed to establish the thermal-materials recycling system of SR in which the RFs have changed their role from copper concentrates smelting furnaces to waste materials combustion furnaces.

A good understanding of the behavior of broken rock helps to make more informed decisions regarding slope stability and waste dump issues in mines. The cohesion coefficient of rock has little influence on the strength of broken rock; therefore, a criterion based on friction and cohesion of intact materials does not provide an accurate analysis for the strength of broken rock. This paper illustrates the effective strength of broken rock through a brief literature review about failure of intact rock and rock masses. The complete stress- strain curve and some important points of residual strength of rock are summarized in this paper.

"Equity Silver Mines Ltd. a member of the Placer Development group of companies operates Canada's largest silver mine near Houston in north-central British Columbia. Initially, the silver-gold-copper flotation concentrate contained excessive levels of antimony and arsenic, so a leach process was installed to remove undesirable metals and provide improved smelter terms for the leached concentrate. The leach plant which has been fully described elsewhere (1, 2, 3), was forced by deteriorating process economics to shut down in April 1984. Equipment was mothballed and alternate uses sought.The Endako Mines Division of Placer Development Limited, located some 150 kilometres east of the Equity mine site, shut down its molybdenite mining and milling facilities in the spring of 1982. Endako has continued to produce molybdic oxide (molybdenum trioxide or MTO) via intermittent roaster runs, and also a high purity, lubricant grade molybdenum disulfide in the Ultrapure Plant. With the steel industry in the doldrums, molybdenum chemicals present an alternate and growing potential for molybdenum sales. In 1982 Placer Development began testing this market. Molybdenum chemicals were produced in the United States on a toll basis using Endako MTO as process feed. The transfer of this production to Canada was being considered when Equity's leach plant shut down, and it was noted that most of the equipment and skills necessary could be provided by the leach plant. See Figure 1.A careful investigation of process requirements was completed by engineering and production staff at Equity and Endako. A provisional capital and operating cost estimate was made, and it was decided to perform a test run during July 1984. There were strong reasons to proceed with this project. A positive cash flow was expected for both Endako and Equity. Endako would have product to continue to expand in the molybdenum chemicals market with the added selling point that now the complete production process would be under direct control of Placer Development companies. Equity would further benefit since a portion of the leach plant would continue in operation thus maintaining and exercising our hydrometallurgical engineering and operating skills. Finally, Equity would have a base from which to search out other processes adaptable to the idled leach plant equipment."

Synopsis The colour changes effected in a solution of dithizone by trace amounts of copper, lead, and zinc mineralization provide a sensitive field test for these metals. The method has been used with success by the United States Geological Survey to trace zinc orebodies under residual soils. The dithizone test is used here on samples of non-residual soil overlying a gold-bearing zone in which the gold is associated with disseminated sphalerite, galena, and chalco-pyrite. A gold-bearing zone was successfully traced under overburden ranging from a few inches to five feet in depth by means of this method. The method may prove useful in guiding preliminary trenching through light overburden, by outlining the extent of copper, lead, and zinc mineralization. Introduction The dithizone test affords a rapid, simple, and delicate test for the presence of zinc in soil and water and is suitable for use under field conditions. It has recently been used with success by the United States Geological Survey to outline a zinc-rich area in the residual soil over a primary zinc deposit in Tennessee. The purpose of the present study was to ascertain whether the method could be used to trace a gold-bearing zone, containing associated zinc mineralization, under shallow, non-residual, glacial overburden. The results obtained indicate that the method can be used to guide preliminary trenching in overburden up to six feet in depth. Tests made of the water near lake-shore outcrops also indicate that favourable prospecting zones may be located from the water, within five feet of the shore. It is felt that this simple field test should find a wider use in prospecting, because, under certain conditions, it can outline favourable zones and thereby reduce the amount of blind trenching necessary. The following pages describe the type of deposit tested, the method used, the .results obtained, and the difficulties encountered by a novice in the use of this chemical procedure. Processing material at a consistent rate through the continuous countercurrent decantation (CCD) thickeners presented a major bottle neck to unlocking additional value from one of the post-flotation streams at the Kansanshi processing plant. The manual operation of the thickeners making up the CCD train resulted in frequent imbalances and process upsets across units. The automation of CCD trains is notoriously tricky as the available manipulated variables are outnumbered by the parameters requiring regulation. The implementation of an advanced, auction-based, control philosophy to manage the movement of both slurry and solution inventory through the train addressed this parameter imbalance and lead to the stabilisation of the circuit. Since the commissioning of this control strategy: an additional 7 200 dmt/day (+36% throughput) of material can reliably be processed through the train, the number of monthly downtime events has reduced, and a saving of $354 000/month in reagent cost has been achieved. INTRODUCTION CCD operation Agitated leaching is a common method used in hydrometallurgy to extract a metal from its host ore. The host ore is initially finely ground to liberate the surfaces of the valued minerals and improve the kinetics of the leaching process. The ore is then contacted in an agitated tank with a lixiviant to dissolve the desired metal into the aqueous phase. The resultant slurry from the leaching process comprises of a solution pregnant in the metal salt and a barren ore. The first purification step taken after leaching is to wash the pregnant liquor solution (PLS) from the depleted ore. On the industrial scale, a set of between two to ten thickeners arranged in a countercurrent configuration is often used to carry out this separation (Perry & Chilton, 1973). The slurry is introduced at the head of the train and a wash solution at the tail. The two streams are pumped through each thickener countercurrent to one other. At each stage the residual PLS in the slurry is mixed and diluted down with the countercurrent overflow solution from the downstream thickener. The diluted slurry is fed into the thickener where the solids separate out through gravity sedimentation. The settled solids are channelled towards the underflow of the thickener by a rake mechanism and pumped downstream to the next thickener in the train. The outcome is the recovery of a PLS from the overflow of the lead thickener and a slurry of washed solids from the underflow of the tails thickener.

Abstract - The Bermuda Zn-Pb showing is hosted by dolomitized Blue Fiord Formation of Devonian age, located east of the Ensorcellement dome on the Grinnell Peninsula of Devon Island. Fluid inclusions in hydrothermal calcite indicate that the mineralization precipitated from low-temperature, highly saline brines. The ?34S compositions of sphalerite, galena, and marcasite range from 16.1‰ to 35.2‰. Consequently, the Bermuda showing is interpreted to be Mississippi Valley-type (MVT) mineralization. The apparent age of mineralization has been determined by the Rb-Sr method from sphalerite separates, and a Late Devonian age of 357 ± 50 Ma (MSWD=65), with an initial 87Sr/86Sr ratio of 0.7083 ± 0.0020 is indicated. This date, within error, is the same as the Polaris deposit. This suggests that the mineralization formed during the Ellesmerian Orogen, although it is also possible that mineralization is associated with extension, related to the opening of the Sverdrup basin. The strontium and sulfur isotopes and fluid inclusion analyses indicate the involvement of a brine that acquired its salinity from interaction with evaporites, lower in the stratigraphic succession. The Polaris mine is the type deposit in the Cornwallis Zn-Pb district and is hosted by the Thumb Mountain Formation. The results of this study are significant because they demonstrate that regional brine movement is more widespread than previously recognized, and that MVT mineralization in the Cornwallis Zn-Pb district is not restricted to the Thumb Mountain Formation.

"One of the most concerns of room and pillar mining system is subsidence of the ground surface due to coal mining particularly in room and pillar mines. Subsidence of ground surface is a result of floor, pillar, or roof failure of the mine. At the same, due to many difficulties associated with surface disposal facilities of coal refuse, some mining companies are trying to use underground space as a disposal storage place. In this study, stability and subsidence analyses of an underground coal mine located in the Illinois Basin are conducted. This room and pillar mine was abandoned and later on was used as a storage place to accommodate the coal fine refuse with slurry backfilling method. The geological stratigrophy and geomechanical properties of the mine floor and roof were collected. Floor and pillar stability analyses were conducted for areas with various extraction ratios. The stability of the mine was evaluated both prior and after slurry backfilling. The floor and pillar stability analyses results of the mine due to moisture exposure after slurry backfilling are discussed. The subsidence potential due to mine failure is also evaluated.INTRODUCTIONA typical lithology of coal seams in the Illinois Basin consists of weak underclay stratum. The immediate weak underclay causes frequent floor instability problems in Illinois underground coal mines. There are two different stages in assessing floor stability of the mines where slurry backfilling is planned. The first stage is during the mining operation when weak underclay layer squeezes under pillar stress and results in punching or bearing capacity failure. The second stage is after slurry backfilling. During this stage, the slurry material soaks non-durable floor layers and causes strength reduction in floor material. Pillar stability conditions should also be taken into account during both the operational period and after the slurry backfilling."

Introduction During the economic investigation of Pacific Great Eastern Railway subsidy lands, the P.G.E. Survey of Resources made a geological and mineral survey of a large part of the valley of the Peace river as included in the Province of British Columbia. The immediate valley of the Peace river was surveyed from the mountains to the Alberta boundary; the valley of the Pine river was surveyed throughout; and the Dominion block, 70 miles square and lying astride the Peace river, westward from the Alberta boundary, was very carefully surveyed. The writer was in general charge of the field work, and spent half the field season of 1929 and the field season of 1930 in the region . J. B. Bocock, however, did the major part of the work, spending two seasons, 1929 and 1930, in the area. General Conclusions The rock formations within the area discussed are all sedimentary and range in age from pre-Cambrian to recent. As might be expected, the minerals are in the main non-metallic, coal being by far the most important. Favourable conditions exist for natural gas occurrence, and suitable structures for petroleum concentration occur, although the high carbon ratio of the coals sheds considerable doubt upon the actual occurrence of oil in the area. Materials of minor interest are ochre, calcareous tufa, marl, limonite, gravel, and building stone.

"Due to the European Directive 2000/53/EC on end-of-life-vehicles, from 2015 on more than 95% of car materials have to be recycled. In order to recycle the materials back into the economic cycle, it is necessary to produce products with high quality and purity.Plastic components in cars, which are coated with metals by vapour deposition or electroplating, have a wide circulation (e.g., as cladding panel or trim strip for interiors and exteriors). In the end-of-lifevehicle recycling process, these plastic-metal composites are not considered in usual technologies (car shredder) and are not separated from Automotive Shredder Residue. These parts can be separated by optical or HF-detection sorting and then introduced to a specific treatment.Experiments with a specially developed bioleaching configuration showed that the thin coatings, which consist mainly of copper, nickel and chromium, can be removed efficiently from the polymer base materials by a bioleaching solution with Acidothiobacillus ferrooxidans as a leaching agent. The solution used was produced in special fermenters with a 9K-nutrient salt media. During the bioleaching process at 35°C maximum temperature, most of the copper is dissolved and the other metals accumulate as metal sludge. The bacterial cultures based on A. ferrooxidans are robust and resilient.After a 48-hour bioleaching period while the composites were stirred regularly with ventilation, the plastic particles were completely free from metallic coatings. The metal components are separated for further use: undissolved components (mainly Ni and Cr) are separated by decantation of the solution; dissolved copper recovey is carried out by cementation of copper. The cementated solid contains ~98% Cu, along with small amounts of other metals.With the bioleaching process, good separation and re-utilization of the metallic coatings is possible. The cleaned plastic parts were prepared by compounding for new applications with injectionmoulding."

"In September 1993, the flash furnace at Kalgoorlie Nickel Smelter, KNS, was brought off line after almost 12 years of operation. This is a record campaign life for a flash furnace. The furnace was' totally rebuilt and the capacity of the plant increased from 540 000 tpo to 750 000 tpa of concentrate throughput. The throughput increase was' achieved through the construction of a 525 t/day oxygen plant and upgrading of various plant ancillaries. A number of significant design modifications were also built into the flash furnace and oxygen enrichment was implemented in the operation of the Peirce-Smith converters.This paper discusses the rebuilding of the flash furnace and design modifications made to furnace equipment and ancillary plant. Some preliminary post-startup operating data are presented.IntroductionIn September 1993, Campaign 6 of the flash furnace was concluded and the furnace brought off line for rebuilding. The campaign length was almost 12 years and set a new record for campaign length. Planning for the rebuild took place over the last five years of the campaign. A number of modifications to the design of the furnace and the ancillary plant were planned to coincide with the furnace rebuild. The furnace was rebuilt and recommissioned in 70 days. The increased plant capacity of 750000 tpa has been achieved by the construction of a 525 t/day oxygen plant and modifications made to ancillary plant which centred around increased p~ control, efficiency and hygiene. This paper examines the development and implementation of the modifications made to the furnace and ancillary plant. Preliminary post-shutdown performance data are presented."

The paper describes the current density increase within the last 150 years. From the beginning in 1885 at 30 A/m² up to the highest used current densities nowadays at 420 A/m² towards future pathways were even 1000 A/m² can be achievable. A short tour through history will highlight the milestones of the process of electrolytic refining of copper. Besides the improvement of the existing technology, the biggest changes leading to higher possible current densities are linked to the introduction of the ISA stainless steel plates and the introduction of the parallel flow principle. Furthermore, the parameters influencing the limitations regarding current density and therefore the practical used current density as well as the influence from the chemical composition of the electrolyte is discussed. Finally, the possibility of further increasing the current densities by enhancing the relative movement between electrolyte and electrode will give an outlook about the future of the copper electrolysis process. INTRODUCTION The current density is the most important characteristic to describe the productivity of a copper refining electrolysis besides the characteristic number for the electrical efficiency. Over the last 150 years, current density has risen from a few amperes per square meter to over 400 A/m² without any significant change in the principle of electrolytic refining. This increase in current density is documented exemplary by the electrolysis of Montanwerke Brixlegg in Austria (Brixlegg, 1963, 2013). The very beginning of the technology of electrolytic refining of copper was first patented in England by James Elkington in 1865 and the first electrolytic copper refinery was built in Newark, New Jersey, in 1883 (Armstrong, 1999). The secondary smelter Montanwerke Brixlegg, Austria, has been operating an electrolysis plant since 1884. In 1988, the third "Mount Isa" electrolysis plant worldwide and the first in Europe was put into operation in Brixlegg. Since 2010, the so-called high-current electrolysis (parallel flow METTOP-BRX Technology) with a current density of approx. 400 A/m² has been operated in half of the electrolysis process.

Introduction ?This technique detects 100% of all gear tooth surface indications, providing comprehensive data, and has the ability to size indications accurately. ?The remarkable advantages of ECA technology, is improved inspection capabilities and significant time-savings. ?The advantage of using EMCD is its ability to size indications accurately. ?This technique does not require the gear teeth to be wiped down by hand after cleaning as in MT, LT or UT inspections. (Figure 1) ?This technique will inspect one gear tooth in 30 seconds. ?All of the data can be archived for future comparisons in an electronic report. Methodology ?This technique utilizes Eddy Current Array (ECA) as the principle inspection technique. ?What has been added are specialty scanner probes with multiple coils, a multiplexer and a software package. ?With 2 and 3D dimensional isometric displays, the defect can be seen electronically as it is on the gear tooth surface, thus, reducing the reliance on human interpretation.

Workplace safety, health, climatic conditions and rising oil prices are aspects that are important to the mining industry. The need for cleaner energy for underground mine vehicles is requiring serious consideration. A number of alternate energy systems offer clean solutions to diesel emissions while maintaining the current liberty of vehicle movement. This watershed article provides a broad comparison of cleaner diesel and alternative energies for underground production vehicles. Most alternate energies and clean diesel have already been tested in underground production vehicles. There are no technology gaps that would prevent the development of commercial alternative energy power plants, but in the case of alternate energies, second and third generation versions will be required to fully test for safety and operation viability. Full regulatory development is also required and could be done in parallel to power plant testing. Vehicle operation and maintenance manpower would be the same for alternate energy application as for clean diesel. Capital cost for alternate energy power plants will remain higher until the medium term. Owing to significant ventilation savings possible with alternate technologies, operating costs would be reduced.

This paper will discuss several of the systems and processes that have been developed over the past few years, and are now being utilized by major mining companies on draglines in North America, Australia and South Africa. These technologies include production monitors and reporting systems, GPS navigation systems, structural integrity monitoring systems, structural analysis studies to increase the dragline RSLs, and inspection and response strategies. The use of these technologies provides significant increases in dragline production, and reduces maintenance costs and downtime. The question that needs to be asked is what value is there in monitoring? Increasing dragline productivity is dependent upon to two items with the overall goal being to maximize the number of bank cubic meters moved and to uncover more coal: 1) maximizing payload and 2) maximizing the number of cycles. If you do not measure and try to optimize the parameters that impact payload and number of cycles, there is very little chance that you can improve overall dragline productivity. These parameters are: Maximizing payload is dependent upon the following: ? Geology ? Blasting ? Monitor weighing accuracy ? Engage location ? Disengage Location ? Rigging ? Suspended load ? Bucket characteristics ? Operator skills ? Minimizing rehandle Maximizing the number of cycles depends upon maximizing digging time, and minimizing cycle and delay/down times by: ? Minimizing Operational Delays ? Minimizing Mechanical Delays ? Minimizing Idle time ? Minimizing Walking time ? Minimizing Fill Time ? Minimizing Swing Angle ? Maximizing Swing & Return Rates ? Minimizing Spot Time A third reason to monitor, conduct structural analysis studies, and have inspection strategies is to prevent catastrophic failures such as shown in the following photographs (figures 1 & 2).

It is necessary to understand the characteristics, phase changes and chemical reactions of flue dusts introduced from a furnace to an off-gas line in order to achieve the stable operation and the improvement. This study is to develop the dust reaction model for chemical reactions of dusts in an uptake shaft of smelting furnace and a waste heat boiler. Phase equilibria and reaction paths in this system were determined by thermodynamic calculation with experimental and industrial data. The oxidation reaction rate of dusts was determined by the gas film mass transfer controlling. And the sulfation reaction rate was evaluated by the unreacted shrinking core model. Kinetic parameters were estimated by reference data including industrial ones. The present study with the developed model shows various effects of temperatures, dust particle sizes, and O2 gas partial pressures on dust reactions. INTRODUCTION The flue dusts from a copper smelting furnace move along a furnace off-gas stream into an uptake shaft and a waste heat boiler (WHB) and electrostatic precipitator(s). It is necessary to control the dust quality in order to stabilize the operation because the sticking behaviors differ depending on the phase of dusts. Phase changes of dusts are caused by chemical reactions at given conditions such as temperature and partial pressure of gases. Therefore, it is required to understand the phase changes and chemical reactions of dusts in order to perform the improvement and stable operation. The present study carried out the investigation to understand their fundamental knowledge. Especially, this study was focused on the kinetics of chemical reactions of flue dusts, developed the model. In particular, the scope of development and utilization of the model was defined as the uptake shaft of the Mitsubishi S furnace and the S-WHB radiation section in the Onsan smelter. In the case of this particular expedition, the industry evidentally has a strong ally - the country's mines ministers. It appears that an initiative is under way to assess the impact of non-profit taxes on mining in Canada as compared to other mining nations.IntroductionSeventy-five years ago, Canadians were unceremoniously introduced to something called income tax. Since then, income tax has been identified as the source of countless evils ranging from the common cold (attributed to stress) to the demise of the economy. Some years later, the provinces jumped on the bandwagon with their own income taxes, and later on with mining taxes. These profit-based taxes had some appeal to elected officials and to a segment of the populace. The onus of the taxes varied directly with the ability to pay (in theory, at least). Previously, the principal sources of government revenues had been property taxes and customs duties, which were viewed as possibly being somewhat regressive in nature.The mining industry has always had concerns about different aspects of income and mining taxes - the tax rate is too high or the depreciation rate is too low, and so on. Recently, though, the industry has turned its sights on the expanding array of taxes which are not based on profit, including payroll taxes, capital taxes, water taxes, sales taxes, fuel taxes, property taxes, environmental levies and user fees. The industry is seriously concerned that the rising level of non-pro fit-based taxes is not only hampering the industry 's ability to reinvest in Canada, but is also placing Canada at a disadvantage in terms of trying to attract new investment capital."

"During the fall of 1993, a new Pill-based control strategy was installed in the B grinding circuit at the Kidd Creek Division of Falconbridge Ltd. The control strategy was first evaluated on a grinding circuit dynamic simulator (DYNAFRAG), which permitted the discrimination between more than a dozen possible control alternatives. Once the final choice was made the necessary instruments were purchased and installed. The control strategy was configured on the plant computer and is planned to be commissioned shortly.This paper summarizes the control strategy, the design procedure, the installation and the controller tuning. Some preliminary problems posed by the process prior to implementation are also presented.IntroductionIn 1990 the GRAIIM (french acronym for Research Group on Computer Applications to the Mineral Industry) of Laval University started a research project on Knowledge Based Automatic Control (KBAC).
