"How can the durability of asphalt pavement be doubled without increasing highway budgets? Asphalt containing asbestos can provide the desired performance with additional costs being made up by longer life. The addition of a low percentage of asbestos to an asphalt mix permits a higher asphalt content without any consequent loss in stability. It is mainly the higher asphalt content that provides improved performance and durability, although the fibrous reinforcement plays a key role in preventing the propagation of micro-fissures. "The relationship between froth bubble size as represented by intra-bubble impact distances (IID) and flotation performance is investigated. Experiments using an artificial ore comprising of limestone as the floatable component and silica as the gangue material were carried out in pseudo-steady-state circuit. A method to measure IIDs developed by Bhondayi and Moys (2014) was then used to measure froth bubble sizes as a function of froth height, superficial gas velocity and feed rate (pulp residence time). Samples for flotation performance evaluation were also taken. Results indicate that as froth height increases, the average IID values increase resulting in a decrease in limestone recovery while the grade increases. Increasing gas rate results in lower IID values that are accompanied by high recovery and low limestone grade. The effect of feed rate on both flotation performance and average IID values depended on froth depth and gas rate. Average IIDs largely remained the same at the two feed rates investigated.INTRODUCTIONIt is regarded as obvious that froth bubble size distribution (FBSD) will have an effect on plant grade and recovery. As the average FBSD decreases, the bubble surface area flux will increase making possible an increase in recovery and a decrease in grade. The opposite trend will be involved if average FBSD is increased. However: no method for measuring FBSD has been available, so these trends have not been studied in any detail. Bhondayi and Moys (2014) developed a novel technique to measure or estimate froth bubble sizes. Although they established a potential to use this method in understanding froth performance, no data have been presented to assess the correlation between the estimates of bubble sizes and actual flotation performance. In this work experiments are done to establish how the change in froth phase bubble sizes affect flotation performance. Flotation performance will be evaluated using recovery and grade. How water recovery to the concentrate changes with changes in bubble sizes will also be evaluated. It is known that water recovery is approximately inversely proportional to the square of the overflowing bubbles sizes. It will be interesting to establish how the rate of change of bubble sizes changes with water recovery."

During the period May 15 ? 17, 2006 four fatalities occurred at #1 Waste Dump, at Teck Cominco?s Sullivan mine located at the city boundary of Kimberley, British Columbia, Canada. The fatalities occurred in the sump of a water monitoring station. The Chief Inspector of Mines and his staff immediately responded to the incident. The team worked collaboratively with the Teck Ltd. Trail Hazmat team, a consultant group from Rescan Ltd. and other Teck operation and technical staff. Sampling in and around the water monitoring station in the days following the fatalities showed that exposure to a depleted oxygen environment was the immediate cause of the fatalities. The sump located at the base of the shed was hydraulically connected to a French (coarse rock) drain, located at the toe of the covered waste dump. This presentation will briefly review the immediate cause of the accident, the investigation, a brief introduction to the work of the Sullivan Technical panel and the British Columbia government?s response to the incident and the recommendations of the Coroner?s inquest.

"The Early YearsThe Grand Lake coal fields in New Brunswick undoubtedly can claim the distinction of being the first part of North America from which coal was mined and exported. The diaries of the Governor of Massachusetts during the first half of the 17th century clearly establish this fact. There is also a reference in the Massachusetts Colonial Records which indicate that coal exports to New England were carried on as early as 1639.It has generally been believed that Cape Breton mined and exported the first coal; but no account has yet been found to show that this took place earlier than 1676. Both at Grand Lake and Cape Breton the coal was near the surface and removed by hand.When the country passed entirely into British control, Joseph Garrison, a grantee of Maugerville in 1765 moved to Jemseg. While surveying the north side of Grand Lake he discovered outcroppings of coal on the shore of the lake and further inland along the banks of streams. It was he who named Newcastle Creek in reference to Newcastle in England, which was widely known for its coal mines. Joseph Garrison died in 1783, the same year that an influx of United Empire Loyalists increased settlement in Newcastle Creek in the area now known as Minto. Many Loyalists also settled on the shores on both sides of Grand Lake.At a number of points where streams cut channels through the overlying strata, the coal seams were exposed and it was at such outcroppings that the early operations were carried on. A tunnel was driven in the seam from the foot of the bank, affording both an outlet for the coal and natural drainage from the workings. The coal was loaded into boxes and wheeled over wooden tracks to a point on the surface where it could be dumped into wagons and hauled either direct to destination or to where it could be loaded into boats and conveyed via Grand Lake, Jemseg and Saint John river to points of distribution.In the latter part of the 18th century and first years of the 19th century, farmers were undisturbed by mining the coal found on their lands. This was soon to change and resulted in many years of contention between landowners and the Legislative Assembly.New Brunswick became a separate province from Nova Scotia in 1784 and the seat of government moved from Saint John to Fredericton in 1788. The new province had its first priorities; the establishment of counties, the building of roads, and the development of its natural resources. From 1805, records of coal and land development are fairly complete. These records show the increasing interest of the Province in developing the coal fields. This interest resulted in the granting of coal leases to many friends of the government, without any regard for the wishes of the farmers who owned and had occupied the land for many years. The farmers fought back with lawsuits and other forms of dissension but with little success. By the end of the 19th century there were very few farm operators left in the area."

Power transformers are known to be reliable pieces of equipment with expected usage of 25 to 30 years, but simple problems such as leaking radiators, or a bad contact on a tap changer, could shorten the life of a transformer. To ensure a longer life span, transformers should be checked on a regular basis.What is a Power Transformer?It can be a 90 MVA transformer for Hydro-Québec or a power transformer can be a 500 KVA unit in a small hospital. Generally a power transformer is an oil -filled type of 3 to 5 MVA. It can also be a dry type transformer, that should be treated in the same manner as oil-filled transformers, and some of the tests explained in this paper also apply."

An open-pit mining operation can be viewed as a process by which the open surface of a mine is continuously deformed. The planning of a mining program involves the design of the final shape of this open surface. The approach developed in this paper is based on the following assumptions: 1. the type of material its mine value and its extraction cost is given for each point; 2. restrictions on the geometry of the pit are specified (surface boundaries and maximum allowable wall slopes); 3. The objective is to maximize total profit-total mine value of material extracted minus total extraction cost. Two numeric methods are proposed: A simple dynamic programming algorithm for the two-dimensional pit (or a single vertical section of a mine), and. a more elaborate graph algorithm for the general three-dimensional pit. "This paper presents an overview of the state-of-the-art in industrial and utility power metering and control systems with particular emphasis on Digital Power Meters and Power Demand Controllers.IntroductionModern micro-processor technology, combined with very fast, high accuracy analog to digital converters, is rapidly allowing economical, digital power instrumentation systems to replace the traditional electro-mechanical meters and equipment previously used for instrumentation, control and protection in industrial power systems. Consequently, instrumentation and Supervisory, Control and Data Acquisition (SCADA) systems that were only practical for the very large utility or user are now available to smaller utilities and users. The information available includes sequence of event recording, trend logging, energy management cost allocation and automated load control, among others. The heart of any power monitoring system is the Digital Instrumentation Package (DIP) . These ""DIP's"" include Digital Power Meters (DPM's) and Power Demand Controllers (PDC's) as well as other specialized instrumentation packages such as Mini RTU's."

This month, Tax Notes examines tax legislation from a different angle, and sees some bright spots.The following article is based on a paper presented by the author at the International Gold Symposium in Rio de Janeiro in August 1989Introduction""No man's life, liberty, or property are safe while the Legislature is in session.”With one federal government, ten provincial governments, and two territorial governments all claiming to have constitutional rights to tax and otherwise regulate Canada's mining industry, and with each of these thirteen governments pursuing their respective rights with some vigor, government involvement in one way or another is an accepted way of life in the industry. While one's initial reaction to government involvement in an industry might be one of scepticism or fear, generally speaking the federal, provincial, and territorial governments in Canada tend to be pro-mining. They recognize the importance of the mining industry to Canada, especially in terms of job creation and exports. It is not surprising, then, to find that an array of valuable fiscal incentives are available to the industry through federal and provincial legislation.This paper summarizes the principal incentives that are inherent in Canada's tax legislation, as well as the Canadian Exploration Incentive Program. Although it is beyond the scope of this paper to deal with all of the incentives that are available, it is noted that various forms of federal or provincial assistance are also available outside of specific legislation, through negotiation with government departments. This latter type of assistance is generally directed toward helping with the cost of infrastructure such as roads or hydro lines, or Jess often toward loan guarantees or similar financing assistance."

"No Canadian or his family is likely to escape the effects of proposals for pension reform tabled on October 9, 1986 by Finance Minster Michael Wilson. New tax rules are proposed for Registered Retirement Savings Plans (RRSPs), company pensions, and other forms of retirement plans. Draft legislation is expected to be released in the first half of 1987.IntroductionOver two years ago on February, 15, 1984, Mark Lalonde, then Finance Minister, tabled two White Papers. The first, Action Plan for Pension Reform, proposed improvements to the public pension system and increases in the minimum pension benefits standards to be mandated by the federal government. Since then changes have been made to the Old Age Security, Guaranteed Income Supplement and Canada Pension Plan programs. Also, benefits provided under pension plans subject to the federal Pension Benefits Standards Act have been improved significantly.The companion paper, Building Better Pensions f or Canadians, proposed to standardize and, in many cases, improve retirement savings through private plans by revising the tax rule s. The tax proposals in the Notice of Ways and Means released by Finance Minister Wilson on October 9. 1986 implement, with modifications, the tax treatment of retirement savings originally proposed in the May 1985 budget in response to that second paper."

The world is consuming more and more electronic products every year. This has caused a dangerous explosion in electronic scrap (e-waste) containing toxic chemicals and heavy metals that cannot be disposed of or recycled safely. But this problem can be avoided. We are pressing leading electronic companies to change; to turn back the toxic tide of e-waste. Every year, hundreds of thousands of old computers and mobile phones are dumped in landfills or burned in smelters. Thousands more are exported, often illegally, from the Europe, US, Japan and other industrialized countries, to Asia. There, workers at scrap yards, some of whom are children, are exposed to a cocktail of toxic chemicals and poisons.

This paper demonstrates the effects of temperature, pressure, weather, design aspects and variances of physical properties within the scope of the generic designation of a corrosion-resistant material or materials. The base for the study is a rubber- and brick-lined steel vessel, with unchanged chemical conditions. This may be the direct purchase of a property or group of properties from a third party, but could also be the opportunity to develop a new operation or expand an existing one.A very simple objective in making any kind of investment is to make our shareholders richer than they would otherwise have been. That is, to make investments whose value to shareholders exceeds the consideration required to acquire them. Thus the investment decision focusses on the difference between an asset's value and its cost.This distinction between ""value"" and ""cost"" is an important one. Study of a company's balance sheet may tell a lot about the cost of this company's assets, but very little about their value. Then again, it is sometimes argued that a business should be bought because this will result in assets being acquired for less than their replacement cost. This merely compares one cost with another, it says nothing about value."

"Concentrate dewatering operations have a significant influence on the economics of base metal beneficiation. The expenditures f or energy and labour per tonne of product are high. The relatively low efficiencies of standard techniques present inducements for process modifications. Development efforts at several Noranda concentrators led to process changes which improved productivity, namely, agitated pulp storage in large vessels, process automation and pressure filtration.IntroductionA program was initiated in 1968 with the aim of improving utilization of manpower and equipment in dewatering operations. The following considerations motivated us in this effort: Firstly, filters and dryers had traditionally been operated continuously and in step with grinding and flotation circuits. The demand for labour and equipment operating time was fixed and was not determined by the rate of concentrate production.Secondly, dewatering equipment had usually been designed to handle the concentrate tonnages which were produced when mill feed grades were high; therefore the equipment operated at less than capacity when treating ores of average metal content. The first goal was the separation of the flotation process from concentrate dewatering by development of a practical storage system for concentrate pulps . A second objective was the gradual introduction of dependable automatic controls. The steep increase in energy costs after 1973 added urgency to the search for dewatering processes which were highly energy efficient."

The process modules available are:• crushing by jaw and cone crushers;• pre-concentration by the Dyna Whirl Pool dense media system;• grinding by wet rod or ball mills;• separation by gravity, magnetic, flotation or leaching-CVP adsorption methods;• dewatering by lamella or conventional thickeners and vacuum filters.To form complete plants, auxiliary equipment is also available, such as:• bins, feeders and conveying systems;• power generator units;• water tank and pump for process water;• interconnecting piping and cables;• erection and service tool kits;• set of spare and wear parts.For mine sites with rainy or winter conditions, a plastic tent with air heater can be supplied to cover the ore dressing equipment. Each module is workshop assembled complete with slurry pumps, internal pipe work, electric wiring with plug-in connections, hoses, etc., all arranged for quick and simple connection between the units. Maintenance needs information about assets to optimize availability and production needs information about performance and consumption to maximize output. In considering both these needs together as, ?Asset Optimization?, the information systems that support them are critical. The theory of Asset Optimization derives from the Lean Manufacturing concepts developed by Toyota, but some changes are required to apply this to mining operations. In particular, mining operations require automated systems due to their geographic spread and they need a strong emphasis on capturing under-performance losses as well as delays and stoppages in production. Leading metal miners and coal miners alike have applied these systems to good effect in the last 10 years. The concepts developed initially in minerals processing plants are now being applied to the mines themsleves as well as the mining logistics chain. Production increases of 5?10% are achievable with the right implementation and consideration of the some key lessons learnt in the last 10 years. Putting these lessons into action is one key step in the goal of optimizing asset performance and thus utilizing the resource at lowest cost.
