Conflict over mineral development and its impacts on indigenous peoples occurs in many countries around the world. Canada, Bolivia and Peru have experienced mine development for centuries in areas where indigenous communities have been and continue to be affected by the mining industry. On a global basis the mining industry continues to face the challenge of implementing meaningful consultation programs with indigenous peoples. Many governments around the world have adopted sustainable development as a policy and one important element of sustainable development is minimizing social conflict. John Moffet and Francois Bregha (Moffet & Bregha, 1996), in their analysis of the role of law reform in promoting sustainable development, noted that stakeholder participation can reduce this type of conflict. Social conflict can result in expensive litigation and costly project delays for mine developers. Meaningful consultation with indigenous peoples in areas where mine development is proposed can be a critical factor in securing a social licence to operate. A report released by the United Nations in 2005, outlined the elements of a concept called ?free, prior informed consent? (FPIC) that promotes more sustainable development. FPIC provides that mineral exploration and mining should not proceed unless the mining company has secured the consent of the relevant indigenous group(s). This paper employs a comparative approach to evaluate the extent to which three active mining nations, Canada, Bolivia and Peru, require consultation with indigenous residents and adhere to the principle of FPIC. The comparative approach assists in the identification of those consultation elements in the legal regimes of each country that can minimize social conflict in mineral exploration and mine development and therefore contribute to more sustainable development. First, we examine the legal requirements to consult with and accommodate indigenous communities in Canada, a country with a long history of mineral development over a large geographic area that has entrenched in its Constitution the protection of indigenous peoples? rights. We then turn to an analysis of Bolivia, one of the most indigenously conscious mining jurisdictions that has followed the Canadian lead in entrenching constitutional protection for indigenous peoples. Third, the approach to consultation with indigenous peoples in Peru, a nation that has not adopted the Canadian and Bolivian approaches to constitutional protection of indigenous peoples rights, is considered.

The year 1987 marked the centennial of the beginning of modern hydrometallurgy. On October 19, 1887 British Patent No. 14174 entitled Process of Obtaining Gold and Silver from Ores was issued*. The discovery was made by John Steward MacArthur (Fig. 1), a chemist-metallurgist, supported and assisted by Robert and William Forrest, two brothers practicing medicine in Glasgow. The discovery was made in the basement of their clinic. The process, which became known as the cyanidation process in reference to the alkali cyanide reagent used, immediately received industrial success in New Zealand in 1889 and in South Africa in 1890t. It displaced the chlorination method which had been in use. In 1903 MacArthur was awarded the first Medal of the Institution of Mining and Metallurgy in London1131 - The cyanidation process was responsible for the doubling of gold production in the world in the two decades which followed its first application (Fig. 2). To the modern metallurgist, it may be surprising to think of MacArthur coming across an obscure reagent such as an alkali cyanide as a leaching agent for gold ores. It is the purpose of this paper to discuss the background and the factors that led to this invention, the development of the understanding of the process, and the application of modern technology.

"Abstract - The early Paleozoic accretionary tectonic regime that was established along the Laurentian margin of the Newfoundland Appalachians provided a favorable setting for shear-hosted gold mineralization along a major terrane suture, the Baie Verte-Brompton Line. The Stog’er Tight prospect is one of several mesothermal-style gold occurrences hosted by shear zones within accreted ophiolites and oceanic arc terranes on the Baie Verte Peninsula. It is an epigenetic, stratabound deposit that is confined to shallow-level gabbro sills within the volcanic cover sequence of the allochthonous Point Rousse ophiolite complex. Gold mineralization at Stog’er Tight is associated with hydrothermal mineral assemblages represented by chlorite-calcite, sericite-ankerite, red albitepyrite (±Au) and chlorite-magnetite alteration zones. Gold occurs with pyrite within the intensely altered gabbro, along the margins of syn- to late-shear, quartz-rich, replacement veins.The Stog’er Tight gabbro served as a rigid body conducive to shear deformation and fluid penetration, whereas, its high Fe-Ti oxide content induced fluid oxidation and gold-pyrite precipitation. Hydrothermal alteration involved progressive CO2, S, Na, and LILE metasomatism, along with significant enrichments in the REE, HFSE, and Th in the high-grade ore zone. Temperatures of vein formation and alteration are constrained by oxygen isotope thermometry to be between 250°C and 480°C. Isotopic compositions of vein quartz from the Stog’er Tight prospect are uniform (??O = +12.5 ± 1‰) and fall within the range cited for many shear-hosted, auriferous quartz veins.A U-Pb zircon igneous age of 483 +3/-2 Ma for the Stog’er Tight gabbro is consistent with its stratigraphic correlation with other Ordovician ophiolitic and volcanic arc/back-arc assemblages in Newfoundland. The U-Pb age of a rare variety of hydrothermal zircon recovered from the high-grade ore zone directly constrains the timing of gold mineralization to 420 ±5 Ma, in accord with a major orogenic episode of Silurian age that produced many of the magmatic and metamorphic rock suites in north-central Newfoundland. Our results are consistent with a post-peak metamorphic, late-magmatic model for gold mineralization that occurred during the waning stages of Silurian orogenesis, driven by emplacement of I-type granitoid intrusions into the crust."

The Royal Canadian Mint has implemented significant process additions since 2005. Installation of a whole new highly automated silver refining circuit has allowed recovery of physical silver from gold and silver dorés . To complement this change, a small Top Blown Rotary Converter has been in operation. On the gold refining side, a new hydrometallurgical process to recover precious metals from Miller Chlorination slag has been developed. Finally, new systems have been put in place to improve treatment of waste water, wet and dry fume and dust.

The SEED process, Swirled Enthalpy Equilibration Device, the new process for semi solid metals slurry production route, consists of two steps: The initial step involves extracting specified amount of heat from the molten metal to generate liquid-solid slurry, i.e, mushy structure, followed by drainage of remaining liquid to produce a compact free standing feedstock for rheocasting operation. Abstract-Most large skarn deposits are zoned in both space and time relative to associated intrusions. Zonation occurs on scales from kilometers to micrometers, and reflects infiltrative fluid flow, wallrock reaction, temperature variations, and fluid mixing. The most spectacular examples of skarn zonation usually occur at the skarn-marble contact, where transitions between monomineralic bands can be knife sharp. Other small-scale examples occur in zoned veins and individual mineral crystals. Although, visually striking and scientifically interesting, in mineral exploration these small-scale variations are less useful than deposit- or district-scale zonation. In most skarn systems there is a general zonation pattern of proximal garnet, distal pyroxene, and vesuvianite (or a pyroxenoid such as wollastonite, bustamite, or rhodonite) at the marble front. As well, individual skarn minerals may display systematic color or compositional variations within the larger zonation pattern. Such patterns are reviewed for 14 well-studied examples of Cu, W, Sn, Au, and Zn-Pb skarns. In addition, many deposits have endoskarn or other alteration of the associated intrusion, and recrystallization or other subtle changes have occurred in the surrounding wallrocks. Copper skarns, such as Mines Gaspé in Quebec and Big Gossan in Irian Jaya, have high ratios of garnet:pyroxene and are zoned outward from the intrusion, to garnet, to pyroxene, to massive-sulfide replacement and vein deposits. Garnets in Cu skarn are Fe-rich and change from dark red-brown near the intrusive contact to paler brown, green, or yellow in distal locations. Pyroxenes in Cu skarns are pale and diopsidic near the intrusion, and become darker and more Fe- and Mn-rich away from the intrusion. Tungsten skarns, such as Salau and Costabonne in France and Pine Creek and Garnet Dike in California, have intermediate ratios of garnet:pyroxene, are more extensive vertically and along strike than perpendicular to the intrusive contact, and have zonation patterns commonly complicated by overprinting of metamorphic lithologies. In W skarns, garnet is commonly subcalcic and the pyroxene is Fe-rich, reflecting particularly reducing wallrocks or great depth of formation. Tin skarns, such as Dachang in China and Moina in Australia, also can have subcalcic garnet and Fe-rich pyroxene, but this reduced mineral assemblage typically is due to an association with reduced S-type granites. Tin skarns differ from most other skarn types in having a late greisen stage that may replace earlier Sn-bearing calc-silicate minerals, thus liberating Sn to form cassiterite. Many high-grade Au skarns, such as Hedley in British Columbia and Fortitude in Nevada, have low ratios of garnet:pyroxene and are associated both with reduced plutons and reduced wallrocks. Goldrich zones occur in Fe-rich, pyroxene-dominant, distal skarn. Zn-Pb skarns, such as the Yeonhwa- Ulchin district in Korea and Groundhog in New Mexico, have low ratios of garnet:pyroxene and generally form distal to associated intrusions. These skarns also are zoned from proximal garnet to distal pyroxene and pyroxenoid (bustamite-rhodonite), with significant zones of massive sulfides within and beyond skarn. Manganese enrichment of most mineral phases, particularly pyroxene, is characteristic of distal zones. Fundamental controls on skarn zonation include temperature, depth of formation, composition and oxidation state of associated plutons and wallrocks, and tectonic setting. Most W skarns form at relatively great depth, 5 km to 20 km, with extensive high-temperature metamorphic and metasomatic mineral assemblages. In contrast, most other skarn types are relatively shallow, <10 km and mostly <5 km, with limited, lower temperature metamorphic aureoles. It has the shape of a flat-lying lens 5 m to 30 m thick and shows a remarkable longitudinal and latera continuity from the information obtained to date. A well-defined bulge of the unconformity underlies the mineralized zone over its entire length.The deposit appears to be controlled by an east-west-trending structure within which a particular rock facies (""augen gneiss"") has developed in the graphitic metapelites of the Wollaston Group. It is surrounded by a strong alteration halo affecting both sandstone and basement, characterized by extensive development of Mg-A I rich clay minerals (illite-chlorite).The mineralization is hosted principally by the Athabasca sandstone, and consists mainly of uraninite and sulfo-arsenides of nickel and cobalt.Numerous geochemical and geophysical surveys have been carried out in the Cigar Lake area, and no specific geochemical or geophysical anomaly can be directly associated with the mineralized body, although there may be locally a good coincidence. Introduction Research concerning all phases of hoisting practice, but more particularly the causes and prevention of hoisting rope deterioration and the improvement of safety dogs 158 for shaft conveyances, has been carried on intensively for the past three years in the Province of Ontario. Prior to the hoisting accident at the Paymaster mine on February 2nd, 1945, there had been no fatalities in the Province due to a hoisting rope failure. It was probably on this account that little original research on hoisting problems had been undertaken here and that the mining industry had been content to look to British, South African, and United States investigators for new developments in this field. Except for the Paymaster accident this might still be the case since, in any industry, it is apparently necessary for a serious accident to occur before any extensive programme of preventive research is launched. When this accident occurred, the Government of Ontario, with the close co-operation of the Paymaster officials and the mining industry as a whole, took immediate steps to determine the cause. A five-man, non-industry committee, selected from the Faculty of the University of Toronto with Dean C. R. Young as Chairman, was appointed by the Government, and a three-man Committee consisting of R. D. Parker, General Superintendent of the International Nickel Company of Canada, Limited, R. L. Healy, General Manager of Wright Hargreaves Mines, Limited, and R. E. Dye, General Manager of Dome Mines, Limited, with the latter acting as Chairman, was appointed by the Ontario Mining Association.

"The iron ore of the Scully Mine is upgraded from 36 per cent Fe to 66 per cent Fe through single-stage crushing, wet autogenous milling, sizing by vibrating screens and two-stage spiral separation, followed by a process in which the concentrate is dried and then further improved by high-tension separators. The capacity of the concentrator is 17,000 long tons of concentrate per day. Discussion of the operation will recognize the special problems encountered in handling preponderantly fine ore, relate issues of interest regarding wear and review mechanical innovations found to be advantageous at Wabush. The modern trend toward big equipment, thoroughly instrumented, has been the theme of design. Effects on availability must be a consideration in this choice, and sectionalizing of circuits to minimize these consequences is as important as streamlined maintenance."

Lithium-ion batteries (LIBs) find wide range of applications from portable electronics to electric cars and stationary storage or renewable energy. LIB electrode fabrication is done through mixing the active material (Li-ion host) with carbon (conductive component) and polyvinylidene fluoride (PVDF), which acts as a binder. These components are dissolved in N-methyl-2-pyrrolidone (NMP) to form a paste which is then doctor bladed onto the aluminum current collector. NMP is a toxic chemical and the overall fabrication process remains costly. Efforts are made of eliminating NMP by (1) replacing the binder and (2) using a new fabrication method. Of particular interest among these new methods is electrophoretic deposition (EPD). Via the application of DC potential, particles in suspension can be electrophoretically deposited on different conductive substrates in a relatively fast rate rendering EPD feasible for industrial application. A key aspect for successful application of EPD is the formulation of a stable suspension. Within the McGill HydroMET group, we explore the potential of EPD in fabricating LIB electrodes having demonstrated its effectiveness in the case of P25 nanotitania/carbon anodes. The performance of EPD fabricated TiO2/C electrodes is compared to standard PVDF-based electrodes and shown to have comparable charge capacity. This method is now being extended to other electrode materials. In this paper an introduction to the EPD method will be made and subsequently its use in fabricating LIB electrodes will be described. The performance of the fabricated batteries is evaluated via galvanostatic charging/discharging and cycling tests.

"SUMMARYWaste management in general, and the water treatment of mine and mill effluents, has become an ever increasing burden for mining operations. A reduction in these expenditures would undoubtedly be desirable if this could in fact be achieved within effluent guidelines and monitoring requirements.A brief summary is presented of the research which has as its aim the development of methods which would reduce such costs and lead to solutions for environmentally acceptable close-out conditions for acid generating mine waters. The basic concepts of Ecological Engineering and Biological Polishing are presented, together with an indication of the present state of these research efforts. Details are provided of the progress of various experiments which aim to promote reducing conditions, organic matter production and the establishment of biological filters which remove metals from the water which are then retained within the waste management areas. These conditions should lead to a curtailment of acid drainage and an improvement in effluent quality.A description is provided of the first pilot demonstration using this approach to achieve a walk-away condition for the close-out of a massive sulphide tailings resulting from 10 years of operating a copper/zinc concentrator in Northern Ontario.1.0 INTRODUCTION1.1 Waste management and close-outIt is recognized that the achievement of a cost-effective and competitive mining operation, from the commencement of exploration for ore bodies through to the day-to-day efficient operation of the mine, requires a certain expertise and sophistication. "The Linatex Dewatering System is a compact, low capital and maintenance cost matched set of processing equipment suitable for solids recovery, dewatering and desliming sand-like materials in the range 3/8"" to 325 mesh ( 1). Since its introduction to North America in the early 1970s, various elements of the system have been successfully installed in a variety of applic11tions both in Canada and the U.S.A. Examples are chosen from the coal, fine aggregates, iron ore and industrial minerals industries.II. Elements of the Linatex Solids Recovery System(A) The Linatex Separator (See Fig.I)The Linatex Separator, which is the heart of the system, is a specialized type of hydrocyclone designed to give a self regulating rope discharge product. It has the familiar cyclone geometry of cylindrical and conical section, tangential inlet, apex and vortex finder. The apex is enclosed in a unique patented automatic underflow regulator consisting of a collapsible rubber sleeve, and the overflow line is a siphon-leg, with a controlled air bleed valve. The siphon leg is adjusted so as to balance the internal negative pressure acting as a closing force on the underflow regulator against the mass of slurry pressing down on it from the cone section of the Separator. With correct adjustment the underflow regulator will close drip-tight on a water only feed. As solids accumulate in the apex of the cone the weight of solids counterbalances the vacuum and cat1ses the underflow regulator to open and discharge classified material at a controlled density."

In this context, the resultsof a full-scale site investigation including classical pull out tests and creep tests are presented in this paper. These tests were performed on instrumented bars which were cement grouted in a competent rock mass. Results presented in this paper concern, among others, shear stress pro/ties along the grouted anchors which were determined from strain values obtained from the strain gauges. These results have been used to: (1) predict the load level corresponding to initial debonding of the grout; (2) study the effect of debonding on shearstress distribution along the anchor; and (3) characterize the creep behavior of the bar anchor/cement grout system."

"The “Jameson Cell” flotation cell was developed at Mount Isa Mines in the late 1980’s to address deficiencies in our flotation column installations. Early base metal installations had a variable record. The test work and trials showed they made an improvement metallurgically when operated correctly, but performance of the early installations was hindered by a range of operational and maintenance issues. The installations needed to be more robust, and we needed a better understanding of how to successfully integrate the cells into the plant flow sheet.During the 1990’s, Jameson Cells had great success in coal fines flotation and organic removal in SXEW applications, and became the standard in these applications in Australia. These installations improved the cell design and materials of construction and the cell flow sheet design, to make it low wear with self-regulating control, producing good performance with little operator input.These improvements have enabled a fresh look at the use of Jameson Cells in base metals. Recent new installations have shown significant benefits in “hybrid” circuits, that combine the best features of both Jameson Cells and conventional flotation cells, achieving better overall circuit performance in a smaller footprint than either technology could do by itself.Case studies of successful base metal applications are discussed, using size-by-size mineralogical performance to explain the improved circuit performance. The new methods of flow sheet test work design are also described."

"In the development of a new product as well as during its introduction on the market, it is very important to give due consideration to problems involving patents, licenses and trade marks. At the very beginning of the research and development program, it is obviously essential to ascertain, through a suitable patent search, that the product in question will not infringe any patents which are still in force. Then, a possibility of achieving one's own patent or proprietary position on the product or the process of its manufacture should be carefully explored. Licensing arrangements that one may reach with respect to patents and know-how covering such new product may, in the final analysis, determine its over-all success or failure. If one can count on licensing revenues or some favourable cross-licensing arrangements with respect to a newly developed product, this may go a long way to achieving profitability and success. The selection of a good trade mark is probably one of the most important acts that one has to perform once the product is developed, as customers will identify the new product by such a trade mark. In many instances, successful marketing and widespread acceptance of a product are largely due to its appealing name or trade mark, accompanied by proper promotion and advertising. Once the trade mark has been adopted, it should be registered in the Trade Marks Office to provide the protection afforded by federal statute. If the product is to be manufactured, sold or licensed in some other countries, similar considerations should be made with regard to each such country."

Flash Smelting Furnace (FSF) hot dust-laden is cooled in a waste heat boiler (WHB) and then dedusted in electrostatic precipitators (ESP’s) before being treated, together with the Peirce Smith Converters off-gases, in the sulfuric acid plants for SO2 removal. FSF dust is sulfated by SO2 and O2 in the WHB. Typically, 70% of the dust from the FSF drops in the WHB while the remainder is caught in the ESPs. The collected dust is recycled to the FSF for Cu recovery. Some smelters have developed hydrometallurgical treatments to recover Cu from the dust; impurities, such as As and Bi, are bled as leach plant residues. This paper presents a study (laboratory scale), of leaching the FSF dust, generated in Atlantic Copper Smelter using the weak acid bleed from the gas scrubbing/cooling section (GSCS) of sulfuric acid plants. Leaching was performed with 0.5 mol L-1 sulfuric acid concentration, 60ºC, and a solid/liquid ratio 1/3. After leaching, H2O2 was used for arsenic and iron oxidation. pH was adjusted for precipitation of arsenic and iron as scorodite or as scorodite and arsenical jarosite. The precipitation was carried out at 95ºC during 3-6 h. Liquids after precipitation are suitable for subsequent treatments of electrolysis. INTRODUCTION The copper smelter dusts are usually recirculated totally or partially to the flash furnace. This practice increases the amount of impurities feeding the furnace. Some authors have developed processes for treatment of these materials for copper and zinc recovery and for arsenic, antimony and bismuth inertization. The processes for the treatment of copper smelter dusts can be pyrometallurgical (Yu, 1987; Carter, Vance, Aldridge, Zaw, & Khoe, 1994; Fu, Jiang &Wang, 2000), hydrometallurgical, or mixed processes (Yin et al, 1992; Mulale, Mwema, & Mashala, 1999; Gorai, Jana, & Khan, 2002). Hydrometallurgical processes have been extensively studied and, in some cases, applied to an industrial scale. The most important chemical reagent proposed for leaching the dusts has been sulfuric acid (Roman-Moguel, Plascencia, Pérez, & Garcia, 1995; Gabb, & Evans, 1997; Larouche, 2001; Morales, Cruells, Roca, & Bergó, 2010; Cáceres, Cruells, Morales, & Roca, 2012; Ecometales, 2013; Yang, Fu, Liu, Chen, & Zhang, 2017). Processes developed in alkaline media, and in some cases with the presence of sulfide, have also been carried out (Gabler, & Jones, 1988; Morales, Hevia, & Cifuentes, 2009; Alguacil, Garcia-Diaz, Lopez, Rodriguez, & Alonso, 2013), as well as by using a bioleaching process (Massinaie, Oliazadeh, & Seyed Bagheri, 2006; Bakhtiari, Atashi, Zivdar, Seyedbagheri, & Fazaelipoor, 2011).
