Exploration and mining title administration in the Northern Territory has changed dramatically over the last 20 years. These changes have occurred due to legislative amendments, technological developments, and the changing face of the mining industry. The first legislation to control mining in the Northern Territory was the Northern Territory Gold Mining Act (1873) of South Australia. In 1911, control of the Northern Territory was passed from South Australia to the Commonwealth. As a result of the mining boom which followed the discovery of gold in Tennant Creek in 1932, the Commonwealth passed the Mining Ordinance of 1939. This legislation was amended 39 times and stayed in force until July 1982, when the self-governing Northern Territory passed the Mining Act 1980. This Act is still in force and is continuously under review. The first computerised mining titles system, REGIS, was created in 1984/85 and was, to all intents and purposes, just a computerised index. Various modifications ensued, and in 1989 the Titles Database was unveiled. The database has developed to be one of the most sophisticated yet user-friendly mining titles databases in Australia. In excess of 50 companies have access to the database from their own offices. Work continues on its development and fine-tuning. The paper outlines the development of the database since inception.

The main iron ore deposits of Western Australia fall into three very different geological classes, which are, in order of importance: hematite enrichment ore, pisolitic limonite ore, and sedimentary ore. These are presently (1973) being mined in the approximate proportions 20 : 2 : 1, while the equivalent proportions for reserves are, very approximately, 200 : 70 : 1. Two minor categories which mar- ginally qualify as ore are detrital material variously referred to as scree ore or canga, and potentially beneficiable iron formation. These two latter types are dealt with very briefly, and the three main categories are dis- cussed in order of economic significance. Hematite enrichment ore results from the selective replacement of a pre-existing host rock by hematite. Almost without exception, this host is cherty banded iron formation (BIF); but certain exceptions have great genetic inter- est. Ore bodies of this kind occur both in the Archaean BIFs of the Pilbara and Yilgarn Blocks and in the Proterozoic BIFs of'the Hamersley Basin. It follows from their virtual restriction to a single kind of sedimentary host that there is strong stratigraphic control over the shape of ore bodies: these may be almost flat, of dyke-like form, or of complex configuration, according to the pre-enrichment structure of the host bed. ALTHOUGH the mineral Stannite (Cu2S, FeS, SnS2 , also known as "bell 'metal" ore, tin pyrites, etc.) is found in various parts of the world, in only three iocalities has development proved it to exist in sufficient quantity to warrant the erection of treatment plants. Two of those mines are in New South Wales and one is an Tasmania. The writer will deal with the latter-the Conah mine, Zeehan, Tasmania, it being the most important and extensive occurrence so far worked. The Conah mine was first worked by a Tasmanian company for silver-Iead, and was fairly remunerative until the zone of secondary enrichment was passed through, when the lodes became too poor for further exploitation. During the time that the line was thus operated the stannite lode was discovered. It occurs in a graphitic slate, which, in common with the slates and spilites of the Zeehan field, is probably underlain by the stanniferous granite which outcrops two miles to the west. The Conah stannite lode is older than the galena lodes of the district, being faulted by one of the latter. Near the surface the lode was very rich.Shipments were sent out assaying 150 oz. of silver per ton, 20% copper, and 18% tin. An .apparently homogeneous sample of stannite, analyzed by the writer for the Tasmanian Geological survey, gave the following results:

The economic valuation of mineral prospects usually involves DCF analysis of expected revenues and costs. Traditional approaches deal with price uncertainty by considering different price scenarios and may even consider cases where prices drop sufficiently for production to be suspended temporarily. This paper outlines recent extensions to the methodology derived from finance theory. We present a simple analytical model that focuses on the value of operational flexibility where future prices are uncertain.

Engineering of gold treatment facilities complete with infrastruc- ture in a remote location such as Papua NewòGuinea present unique problems to the design team. Site location, topography, ground conditions and infrastructure are some of the major hurdles to overcome when setting out on the design of such plants. Comb-layered textures preserve the cyclic accumulation and release of volatiles inside magmas that are temporally associated with large Cu-Au-Mo-rich porphyry ore deposits. Fluid inclusions in these textures sample pristine magmatic fluid. Microanalysis of this fluid helps constrain the physical models that operate at melt-fluid interface and in the broader magma system responsible for ore deposit formation. Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

Australia is well endowed with both tin and tungsten resources, and is currently a significant producer of both commodities for the international market. The intensity of exploration activity for both metals has been rather sporadic, reflecting the changing market situation. Thus tin has experienced three major boom periods around 1880, 1907 and 1983, while tungsten prices peaked around 1917, 1953, 1970 and 1977. During the earlier periods, the major discoveries were located utilising simple prospecting techniques involving creek travers- ing and stream sediment panning. The resulting location of tin alluvials quickly led to the discovery of adjacent primary deposits. The major tungsten deposits were composed of quartz- wolframite, which was readily visible as mineralised float both within the drainage systems and on scree slopes. Thus by the early 1900s most of the currently significant deposits had been located. More recent exploration approaches have combined these tradi- tional methods with the development of exploration models based on evolving genetic concepts. Within tin systems the emergence of province styles of clas- sification combined with enhanced perceptions of tonnage-grade characteristics and improved geological models has enabled more effective exploration strategies. Province classification at the inter- national scale demonstrated a clear relationship between deposit type and geological environment and thus considerable attention was given to the range of provinces present within Australia. Tonnage-grade diagrams enabled the refinement of economic per- spectives, while detailed models provided the basis for localised search parameters.

Safety First and zero accidents are the targets most mines in Australia are aiming for, but manual processes and procedures limit the capabilities and response time in emergency situations. Even with a high safety focus, accidents and incidents still happen, too often with tragic outcomes. Dangerous areas, narrow roads and winding curves are all daily obstacles that threaten workforce safety. Every unforeseen event, such as traffic collisions and other accidents, puts lives in danger and weakens production. Safety must be guaranteed.

The needs for improved technology for the mineral industry are widely recognised and a summary list is given. Ways in which technology has been introduced into the industry are discussed, as are the means by which the general process of technology transfer takes place. Some possible sources of improved and new technology are considered, together with the constraints to its introduction into the industry. Responses to recent external influences on the industry are discussed in relation to their effects on technology development.

Continuous Improvement The Council of the AusIMM should expedite the introduction of a continuous professional education policy along the lines of that to be proposed to you by David Pollard today. The Education and Accreditation Committee must continually review the training needs of the next generations of mining industry professionals. It should continue to demand and encourage the creation of the schools for the training of such people. The AusIMM could even put greater onus upon university researchers to accredit university post graduate degrees.

Porphyry Cu-Mo (Au) deposits of southern and western China are localised in ancient arc environments and continental-collision orogenic belts. Despite the contrasting tectonic setting, the known deposit geology and geochemistry appears identical in both. As such, the application of existing ore deposit models to atypical collisional settings suggests that significant potential exists for future discovery of significant porphyry deposits throughout the accreted cratonic blocks of Asia. The purpose of any feasibility study is to determine whether a particular investment or management program will enhance shareholder wealth by, for example, producing an economic return in excess of the cost of equity capital.The threshold rate of return conventionally used in gold feasibility studies is higher than the cost of equity capital, meaning that some viable projects are wrongly described as being sub-economic with their development deferred.Is the industry failing to fully realise its potential? Aside from important technical considerations that determine the cost of exploiting inground inventories, feasibility studies need to incorporate expectations about future gold prices, exchange rates, interest rates and tax rates.Rather than revert to speculation, insights from capital markets give a rigorous framework in which these parameters can be determined for feasibility purposes. Separate questions sometimes, and then inadequately, addressed by feasibility studies include: ò Is it optimum? Many projects are expanded soon after project commissioning - what does this say about the quality of the initial feasibility study? Moreover, does the rate of extraction really matter? ò What is it worth? Although feasibility studies are designed to address viability rather than valuation, such studies are never- theless used by the industry as further evidence that the equity markets have got it wrong again! More likely the problem is with the financial slide rule being used. ò Can it be debt financed? The bankable feasibility study has entered the vocabulary of the gold mining industry but what does it mean? Does it matter anyway how the project is to be Financed?

Significant improvements in the metallurgical performance at Pasminco Rosebery Mine have occurred over the last two years. Lead and silver recoveries have increased by more than ten per cent, lead concentrate grades are four per cent higher, zinc recoveries are up 1.5 per cent, and zinc concentrate grades have increased by two per cent. These impressive results have not occurred through the application of some new wonder reagent, but through the application of some fundamental metallurgical principals. The basic premise applied during this study was that to make an effective separation you must first achieve liberation. Therefore, the laboratory and plant studies examined the liberation characteristics within the lead circuit, and the impact of regrinding. The work demonstrated clearly that galena/sphalerite liberation was poor, and significantly impaired plant performance. Further, it was suggested that the application of lead regrinding of the lead scavenger concentrate and the lead first cleaner tailing would not only benefit lead metallurgy, but also improve sphalerite flotation. A similar approach was then applied to the zinc circuit. From these studies, solutions applying simple circuit changes utilising existing equipment were proposed and implemented. Further to the improvements in galena/sphalerite liberation, significant improvements in concentrate quality were achieved by reducing variation within the process. The implementation of changes in work practices negotiated in the Enterprise Agreement, employee contributions and specialist training also made a significant contribution to the unprecedented improvement in the lead and zinc flotation circuit performance. The results of these plant changes are discussed, along with the suggested scope for further improvement.

The present study shows a calculation of the amount of copper contained in the initial reserves that remains un-extracted. The study is based on data of 271 producing copper mines and includes geological parameters, mining methods used and the processing recovery. Estimations disclose that approximately 25 per cent of the metal contained in the original reserves is not extracted. One third of this value can be attributed to mining, whereas two thirds are related to processing. However, values differ for different ore deposit types and mining districts.

Considerable confusion is to be found in the methods of estimating mineral reserves. The solution appears to be more cooperation between industry and government to agree upon a classification system with guidelines to overcome the problem of the many variable factors affecting reserves. The classification system proposed by the United States Bureau of Mines and the United States Geological Survey (USBM/USGS) together with the guidelines similar to those suggested by the Australasian Institute of Mining and Metallurgy/Australian Mining Industry Council (AusIMM/AMIC) is recommended for reporting mineral reserves to government.

One does not need to travel too far back in time to find that the manpower requirements for new projects were focused mainly on: ò plentifulness of supply; ò cheapness of use; and ò fitness for use. These were primarily quantitative considerations and corresponded with the dominant view of labour as a commodity. Qualitative considerations were not very evident with the exception of judgements of industrial militancy. It was not unusual for areas of known militancy to be excluded from the recruitment net (eg Captain's Flat, Broken Hill, Pilbara).

The tragedy of the Moura No. 2 incident has lost much of its emotional mileage for those organisations that thrive on loss and suffering. However, for the families, workers, mine owners and operators in the Queensland underground coalfields, the challenge of delivering a positive outcome, though well underway, is in its infancy. The pressure created by interested parties is necessary for overcoming the inertia involved in change; but they cannot deliver the change. The responsibility ultimately resides at each individual minesite with the people who work there each day.

Recent works suggest that dehydration of subducting slab and consequent hydration and partial melting influences the dynamics of mantle wedge. Plums originating form the subducting slab due to Rayleigh-Taylor instability are responsible for heterogeneous composition of the mantle wedge. Also, occurrence of partial melt in the mantle wedge can trigger dynamic processes like exhumation of UHP rocks in intra-oceanic settings or can influence characteristics of the subduction tectonic regime.
