In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

Risk management for resources and reserves includes examining the fundamental processes of data collection, interpretation, modelling and estimation. Newmont Australia has developed a procedures manual to assist mine sites to build Resource block models, estimate Ore Reserves, validate the outcome and report the results. An audit scheme has been developed to compliment the procedures manual by assessing the degree of site compliance with recommended practice. A score of between one and five stars is awarded to each site depending on its performance in the audit. Audits are undertaken by a team of three Newmont personnel over a three to five day period at each site. Scores are ultimately compared between sites and reviewed annually. The objective of the program is to encourage continuous improvement in the modelling, estimation, validation and reporting practices used at sites and in advanced projects. The scheme provides a method of risk management for the companyÆs biggest asset û its Ore Reserves. Newmont Mining Corporation is preparing to use the audit scheme internationally in part to conform with recent legislation requiring US companies to demonstrate that management systems and procedures are in place to monitor and verify the companyÆs assets.

A Presidential Commission of Enquiry into the conservation of South Africa's coal resources was appointed in 1970. This Commission, in co-operation with the Chamber of Mines of South Africa, established a national inventory of South Africa's in situ and extractable resources and reserves of coal of various types and grades by several mining methods. South Africa's future demand for coal by all market sectors and the specifications of coal required, were also established by means of econometric models. A comparison of potential supply and anticipated demand indicated serious defi- ciencies of certain types of coal and the need for the conservation of others. This paper describes recommendations for alternate strategies for the optimum utilization of available resources. Con- sideration was given to various policies relating to pricing, exports, taxation and incentives, and to the possibility of the substitution of higher grades of coal by lower grades. The steps so far taken to develop a national coal policy in South Africa are described.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. The Wambo Rail Spur located near Singleton, New South Wales, Australia, runs for 14 km linking the Mt Thorley rail loop and running north-west alongside Jerrys Plain Road to the Wambo Coal Mine at Warkworth. A portion of the project is a 260 m long tunnel located where the rail line passes under Jerrys Plain Road. The tunnel has a low cover and is mostly within highly weathered to fresh laminated siltstone interbedded with coal seams, sandstone and conglomerate. This paper presents the design basis and construction methods used to achieve the 100 year design life of the tunnel required by Wambo Coal while also satisfying settlement and vibration limits imposed on Jerrys Plain Road.

Glencore’s Mount Isa Mines Limited (MIM) operates the Mount Isa open cut and underground copper (Cu) and zinc-lead (Zn/Pb) mines near Mount Isa in Queensland, Australia. Tailings from processed Cu and Zn-Pb ore is contained in a 1,315 ha shallow (< 35 m deep) multi-cell valley fill tailings storage facility (TSF). Static geochemical testing conducted by MIM over the life of mine (LoM) verifies that the Cu, and Zn-Pb tailings has a wide range in sulfide content and diverse mineralogy with significant acid neutralising capacity (ANC) in some samples. The tailings are predominantly classified as potentially acid forming (PAF) using static analytical methods. Kinetic leach testing using free draining columns and humidity cell tests simulating tailings placed on the surface of the TSF suggest that the tailings samples are likely to remain non-acid forming (NAF) for 10 to 40 years under aerial exposure, and much longer than this under saturated conditions within the TSF. During this period of weathering, as ANC is depleted, the neutral pH drainage may contain elevated concentrations of some elements including sulfate, manganese and zinc. Rock bolts are important in underground mining as they provide support to the rock mass around the excavation. They are the most common reinforcement method in mining and civil engineering excavations. The length of the bolts, types and spacing between them can be varied, depending on the reinforcement requirements and the use case (Kolapo, Onifade and Praise, 2022). The rock bolt provides safety and stability for the rock mass in the excavation area and they can be mechanically anchored, grouted, or friction anchored. They normally don’t have a measurement option and there is a possibility that it failed without showing visible signs on the surface, especially in grouted rebar bolts where they can still have some residual strength. Therefore, support functionality can be lost without recognising it. To overcome that, sensors can be installed on all three previously mentioned bolt systems. Intelligent bolts with implemented measuring systems have a function of showing changes and indicating if there is some damage on the bolt. So, it can be said that intelligent rock bolts are regular bolts equipped with additional instruments which are helping us detect potential instabilities inside of the rock mass or malfunction of the bolt itself. Changes in rock mass can be tracked, by measuring rock bolt reaction concerning the excavation response. Rock mass damage and instabilities are therefore measured in terms of rock mass deformation. Moreover, other additional information depending on the type of the sensor device could be collected. Based on such measurements, information about rock mass state can be derived. Different rock bolt types work at different reaction principles. Therefore, limitations on sensor application and information that can be extracted must be considered.

Mining is essential for facilitating human development particularly as demand for critical minerals grows. However, over the mine life cycle, the environment is permanently changed. Once mining ceases, mine-affected land can leave significant legacy issues on the surrounding environment if not managed. Therefore, mine closure planning is critical. Mine closure occurs over large scales often with the aim of recreating resilient ecosystems over mined landscapes with mitigated negative impacts. The natural state of the landscape and the environmental risks over planning time-scales are largely driven by climate. Climate change is expected to impact different parts of the post-mining landscape, from stable landform design (soil erosion mitigation) to revegetation efforts and pit lake management. Consequently, mine closure plans may need to account for a non-stationary and uncertain future climate, that may be both different to the current climate and evolve during the mine life and post-closure. Here a new data-based approach is presented for incorporating climate change projections in mine closure planning, based on the recently released Coupled Model Intercomparison Project phase 6 (CMIP6) climate data used in the latest Intergovernmental Panel on Climate Change (IPCC) assessment report. The approach: (i) characterises closure-related attributes of the future climate, and (ii) identifies the amount (and direction) of change expected to occur, and its uncertainty, focusing on five metrics for demonstrative purposes and initially describing changes in erosive potential below. This provides information on the type of future environment (ie the changing baseline) that mine closure should plan towards, and identifies rehabilitation options that may be susceptible to increased risks from climate change.

In June 1996, Nord Resources Pacific (Nord) decided to work towards obtaining all necessary approvals from the government of PNG for a mine on Simberi Island in the Tabar Island Group, New Ireland Province. On the 9th of September 1996, Nord submitted a Proposal for Development and an application for a Mining Lease to mine the oxide gold deposits on Simberi Island. The Mining Lease was granted on the 3rd of December 1996 in a signing ceremony on Simberi Island. This was achieved in the extremely short time frame of less than 3 months and this paper attempts to explain the processes which made it possible.

Remote sensing has been used for many years but until recently its application has been limited by the resolution of the data available. High resolution airborne multi-spectral scanner data (MSS) has proven suitable for a number of applications including environmental management and monitoring. A shallow water mapping research. project completed on the Gold Coast has shown that- remote sensing can be used as a cost effective tool for environmental management and Monitoring.

In the time since the first trials in the mid-1980s, the Rare-Earth Magnetic Separators (REMS) are presently (year 2001) found in many heavy mineral sands plants around the world. Both the roll and the drum type are used from ilmenite concentration to cleaning high-purity zircon products. Chromium-bearing materials are removed from ilmenite more selectively than with electromagnetic separators. Greater flexibility and higher grades in ilmenite circuits are achieved. Cleaner rutile and zircon products, even with respect to levels of radioactive materials, are the result of superior magnetic force optimisation. Tailings from roaster plants can be reprocessed effectively, which is encouraging some operators to look at replacing old equipment in order to process roasted material plant feed or implement use of the new generation drum separators in new plants. Wet separation of ilmenite by using powerful wet REMS drum separators is now a possibility. This may be an alternative to at least a portion of the Wet High-Intensity Magnetic Separators (WHIMS) process for ilmenite preconcentration. A dry plant process flowsheet can often be modified by displacing a portion of high-tension separators with new high-temperature tolerant REMS.

There has been an unprecedented rise in the fatality rate in the Australian mining industry over the last few years. The factors behind this rise are not clear; however, it is noted that the increase in fatalities has occurred during a fall in commodity prices.This paper examines prevention methods and systems to deal with hazards that have the potential to result in either single or multiple fatalities. Managing the risks associated with mine ventilation is used to illustrate the principals behind the approach.The paper also touches on the broad science of human error and proposes a multifaceted approach to controlling and preventing fatal risks.A summary of the steps involved in developing an effective principal hazard management plan is provided.CITATION:Clough, A J, 2015. In terms of tunnelling the mining industry is generally thought of as the crude cousin of the civil construction industry. Mining has tended to concentrate on speed and flexibility rather than the high standards required in civil tunnelling. Historically this difference has been based on the belief that such high standards were not required by the mining industry, they would slow down the development of the project and as a result increase the costs and extend the time period between start up and a positive cashflow.For civil works the construction of a tunnel is the project, for mining the construction of declines, crosscuts and drives are merely the means of accessing the orebody so that the real work can begin û MINING. Extraction of ore is the core business of most mining companies û it is what pays the bills.Though most mining companies have the equipment, the people, the knowledge and the ability to excavate tunnels, in the past mining companies did not appear to put the same energy into their tunnelling operations as they put into improving their ore extraction operations. In the past decade this appears to have changed, many mining companies now realise how important the correct excavation of a decline is to the success of the overall mining operation. They began to recognise that there were cost benefits to be gained in using the correct development techniques without overly sacrificing the benefits of speed and flexibility.This recognition also coincided with the growth of underground contractors whose predominant work was primary development (declines and ore access crosscuts and drives). The contractors again had the same knowledge, the same people, and similar equipment but their focus was different from that of the mining company û the contractors were focused on the development of the mine, the excavation of declines, crosscuts and drives. These deliverables were the contractorsÆ core business û itÆs what paid the bills.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

In most States of Australia it is a legislative requirement for underground mines to have a separate means of egress from the normal means of ingress to permit the safe evacuation of workers to the surface in event of an emergency. Such egress may be in the form of a ladderway equipped shaft/underlie or trafficable incline/decline. Additionally, there is a general requirement to have one or more airways, separate to the main shaft or other principal entrance of an underground mine, extending to the lowest level to permit ventilation to all parts of the mine. Fulfilling these requirement is difficult in the development phase of a mine when access underground is achievable by only a shaft or decline in the process by being sunk. What is frequently practiced in Australia is for production to then commence, sometimes in association with continuing development, in the same configuration without the establishment of this separate method of egress to the surface nor additional airway/s with reliance on refuge chambers to cater for back up in any emergency. Not only, could this jeopardise the health and safety of workers in case of an underground emergency it could be construed as a statutory breach of legislation. While recognising that refuge chambers are often used throughout underground operations nowadays their equipping and the criteria for their location needs to be bought into focus. This presentation discusses how such legislative requirement can be met alongside the use and appropriateness of refuge chambers.

The mineralised members of the Brockman Iron Formation mined at Mt Whaleback are overlain and underlain by shale horizons. To maximise resource recovery, waste movement within the life of mine plan includes mining of the:unmineralised banded iron formation (BIF), Mt Whaleback Shale, Mt McRae Shale, Mt Sylvia Formation, and parts of the Wittenoom and Jeerinah Formation. With the exception of BIFs, all other units contain zones with varying amounts of sulphides and carbon û æreactive shaleÆ. Reactive shale has a propensity to self-heat and can react with some explosives, resulting in spontaneous explosion. Sulphide rich zones also have the potential to generate acid rock drainage (ARD). Mining reactive shale at the Mt Whaleback mine must be undertaken in a safe, efficient and environmentally responsible manner. Key tasks in the mining process include:100 per cent identification of blastholes that may contain reactive shale; 100 per cent correct loading of blastholes with specified blasting products; 100 per cent of reactive shale mined, hauled and dumped in designated overburden storage areas; 100 per cent containment and treatment of ARD water onsite; and ongoing research into ARD, self-heating and spontaneous combustion. Successful mining of reactive shale requires constant co-ordination between the geology, mine planning, mining and environment departments.

The three papers reviewed here consider different problems of mine management. Comparison of two of the papers demonstrates a marked contrast between the old and the new, in terms of mine management and impacts. The third paper discusses post-mining rehabilitation. The paper "The impact of a derelict base metal mine on the aquatic environment", by Brooks and Mclveen contrasts strongly with the paper "Narbarlek Uranium Mine design, construction, operation monitoring and decommissioning of the water management system" by McLoughlin, Grounds and Weatherhead. Brooks and Mclveen detail the contamination emanating today from the Conrad Mine in New South Wales which was mainly operated for 15 years at the turn of the century and later for 7 years in the 1950's. The mine was apparently developed over the years on an intermittent, ad hoc basis with no regard to contamination management, resulting Ti significant contamination persisting through time. This type of mining development is the antithesis to the type of planned mining and management operation which was carried out in Arnhem Land at Narbalek, and which apparently resulted in no uncontrolled contaminant release and successful decommissioning of the mine.

Rather than look at the problems associated with sampling, this paper deals with the issue of sampling and blending to optimise revenue û predominantly in the mining industry. An example of the use of this methodology in the agriculture industry is also presented. Mining companies, in particular, are experiencing a boom in commodity prices and many believe the industry is in the middle of a æsuper cycleÆ. Production levels are being escalated dramatically to meet the demand coming from China and India. This in turn has further stretched the capacity of our rail and port infrastructure û resulting in significant shipping queues around most Australian commercial ports and increased demurrage costs for the producers. Mining companies are now looking for effective scheduling, planning and blending to maximise production and reduce demurrage charges û given the current infrastructure constraints. Mining companies can no longer use spreadsheets to run their business. This paper further looks at how these outcomes can be met by optimised blending using an integrated supply chain management system such as MineTrak together with effective sampling and analysis.

In 1971 the first Grangcold Pelletizing Plant came into operation at Grangesberg, Sweden where from a rich magnetite low- phosphoric concentrate and a cement binder (Portland cement clinker and granulated blast furnace slag) self-fluxing blast furnace pellets are produced.
