The paper looks at those factors which led the Latrobe Valley Community Forum to .focus on shortcomings of the consultative process. that existed around the 1980 period, and the limitations on the ability of the community of the Latrobe Valley to have input to the factors affecting their quality of life. Through a review of the Yallourn East Field Extension project it seeks to demonstrate the changes that have occurred and some of the shortcomings still existant in the consultation process.

The intention of this paper is to give a review of the present status of lignite mining in the so-called Gulf States in the United States of America, namely Texas, Arkansas, Mis- sissippi and Louisiana. The situation in these states is similar to the situation in Australia in that "Strip Mining - 45 m and Beyond" repre- sents the main technical problem to be over- come in the near future. In order to realise seafloor massive sulfide (SMS) mining, the environmental baseline survey around targeted SMS mining areas and the creation of an environmental assessment technique suitable for quantifying the impacts of ocean floor mining are necessary. The targeted areas generally host large chemosynthetic communities in association with active hydrothermal venting. The ecosystem structure around the chemosynthetic communities has not been clarified yet in macro-scale or quantitatively. Following plant trials in 1972 Mount Lyell installed an AMDEL On Stream Analysis system for measuring copper and density on the flot- ation feed and final plant tailing streams, in August 1973. As a result of poor performance of the final tailing system these probes were changed over to the rougher tailing stream, back to the final tailing stream and finally to the final copper concentrate stream where the system is currently performing satisfact- orily. The history of the development of the system to its current operational status is Described.

The general theme of the paper is a resume of factors which induce management to explore for oil, gas, coal and uranium in Australia. It is non-technical in the sense that apart from brief references exploration techniques are not covered. The central theme is the interplay of such diverse factors as taxation, mining 'regu- lations, exploration costs, availability of competent personnel, potential markets within and outside Australia, projected prices of sources of energy and their distortion by governmental action including restrictions on international trade for economic or political reasons, the role of the so-called multi- national companies, extreme views by pressure groups on the preservation of the environment, the availability of funds for exploration and the possible returns to the providers of exploration monies.

The Project Financing Industry is currently being expanded en- compassing greater competition due to the improved worldwide economy. This has meant that money is in greater supply than demand for both loan and equity investment and is available for larger and higher risk ventures. The consequence of this is that the Project Financing Industry should be better able to provide more innovative forms of financing to meet the needs of mining and petroleum companies, regardless of size. Large mining and petroleum companies in Papua New Guinea should therefore be looking for ways to raise equity funds for exploration in greenfield areas, diversifying their risks through acquisition, and seeking to reduce their costs of borrowings. The small to medium sized mining sector should be looking to raise equity for increased ex- ploration on tenements and, where possible, to raise borrowings to fund expansion and further development of their projects. In summary, it is a period during which companies should take ad- vantage of available funding to augment their strategic plans and increase their long term returns to shareholders.

Iron-reducing bacteria are able to couple the oxidation of an electron donor to the reduction of Fe(III) to Fe(II) under anaerobic conditions in the generation of cellular energy. Recent evidence suggests that these bacteria are phylogenetically diverse and widely distributed in nature. Our laboratory has isolated thermophilic, thermotolerant and mesophilic iron-reducing bacteria from numerous petroleum reservoirs with varying conditions, groundwaters of the Great Artesian Basin (GAB), and petroleum-contaminated soils. Some of these isolates have been identified as novel species and from genera such as Deferribacter, Bacillus, Alkaliphilus, Clostridium and Thermoanaerobacter. Further investigations have shown that these bacteria are metabolically diverse, not only capable of reducing different metal species but also able to use a range of organic compounds, including polycyclic aromatic hydrocarbons, for growth. Due to their abundance and metabolic capabilities, it is possible that iron-reducing bacteria may be important in microbially-enhanced oil recovery processes and in the bioremediation of contaminated soils and aquifers, particularly in anaerobic zones.

More than ten seafloor massive sulfides (SMSs), which tend to be enriched in Au and Ag with varying amounts of Zn, Pb and Ba, have been reported in Japanese Exclusive Economic Zone (EEZ) including the Jade hydrothermal field in the Izena cauldron Okinawa, theSunrise deposit in Myojin knoll Izu-Ogasawara, and other active deposits found in the past 20 years. From the fiscal year 2008 some universities in Japan will begin development of sensing devices to delineate surface distributions of known SMSs and to find new ones. The devices would be deployed by an autonomous underwater vehicle (AUV) or remotely-operated underwater vehicle (ROV) later in active hydrothermal fields and potential areas in the EEZ. On the other hand, different laboratories are planning to research and evaluate SMSs with state-of-the-art methods such as the benthic multi-coring system and geophysical devices to collect information in deeper parts of the SMSs. In this session recent projects on exploration and evaluation of SMSs with some new trials including geophysical and geological surveys in Japan will be reported. Over 90 per cent of the explosives in Hong Kong are used in civil engineering works. The Hong Kong Government controls all explosives and delivers on a daily basis to each site which it has licensed. Such deliveries need to be arranged the day before actual delivery. With the vagaries of the traffic in Hong Kong, contractors do not necessarily know the time of arrival of explosives. Contractors in general would like to reduce their exposure to these potential delays and the high cost of explosives deliveries. The high population density and urbanisation means that rock blasting has to be carried out in close proximity to other property. In order to protect life, property and utilities, it is not only necessary to employ proper blasting techniques but also to adopt effective safety measures. The Route 3 Advance Earthworks project is located on the north-west corner of Tsing Yi Island, Hong Kong. It is one of the Airport Core Programme projects for the new Chek Lap Kok Airport. Secured by Leighton Contractors (Asia) Ltd in early-1992, the work commenced in May of the same year, with completion and handover to the Hong Kong Government in May 1995.

The past century has seen the development and commercialisation of many new pyrometallurgical processes based on gas injection. The driving force behind this trend in smelting and refining technology was the increased productivity and resulting increase in capital utilisation achievable. However, measurement of system variables is not easy and their effect on the rate of the reactions involved is not well characterised. One of the critical parameters is the gas-liquid interfacial area produced by gas injection. Related variables such as bubble size and velocity, and gas hold-up fractions in aqueous systems have been measured using combinations of physical (visual, audio and electrical) and chemical techniques. Models have been developed relating interfacial area to physical properties and operating variables and attempts made to extrapolate these to high temperature, liquid metal systems. The only attempts at validation of these models have used either low temperature liquid metals, such as mercury or WoodÆs Metal, or operating plant data. This paper reviews existing knowledge of the effects of system variables on total interfacial area in gas injection systems. Interfacial area is calculated from a range of published experimental aqueous and liquid metal systems and used to assess existing models. An operating region diagram was developed to assess dynamic similarity between experimental and industrial systems. It highlights areas where further research into both measurement techniques and experimental system variables is required in order to extend knowledge and guide further technical and design advances into the 21st century.

The paper deals with the effect of sodium polysulphides in chrysocolla flotation. Activity of elementary sulphur adsorption on the mineral surface is discussed. The mechanism of polysulphide action in the process of sulphidisation and formation of sulphur on the mineral surface is proposed. Sodium pentasulphide is shown to be the most effective modifier of chrysocolla flotation.

Management at all levels continually strive to optimise, or make the most of resources available to them. Daily, decisions are being made on how to most efficiently locate and exploit an ore body, then process and market the recovered metal. At one level this optimisation process in the Australian mining industry appears to be successful, for example, witness the improvement in productivity and reduction in operating costs through the 1980s. Yet, at another level the industry's performance has been appreciably below expectations as measured by rate of return criteria. Companies likely to exhibit superior performance are those that are able to co-ordinate, through good planning, the optimisation process at all levels of the organisation. An important role for general management is therefore to provide the context or boundary conditions in which optimisation can Proceed.

The aim of this paper is to broadly review the purposes of valuations and the methods used to calculate them. Examples are provided by coal and alluvial gold properties. Important factors are consistency, how to deal with uncertainty, and the selection of discount rates. The purposes of valuation are seen as: 1.  valuations for sale; within this category are sales to third parties, sales between partners, and vendor valuations for prospectuses; 2.  to provide bankable estimates for financing; and 3. to provide values for local body rating. The methods used depend on the purpose of the valuation and the amount of information to hand.

Bougainville Copper Limited (BCL) ships about 600,000 dry tonnes of copper concentrate per annum to Japan, Germany and Spain, with some spot sales to other countries. Concentrate sales value for 1984 was 335 million US$, representing almost half of PNG exports. Contained metal determination is based on physical and chemical measurements on representative samples. The entire procedure is subject to statistical uncertainties and possible systematic errors; losses as high as several percent of contained copper or gold are common and frequently are regarded as unavoidable. In this context, the function of the chemical laboratory is to identify and eliminate such errors and recommend correct technical procedures for possible inclusion in sales contracts. BCL's marketing management has encouraged this approach and the close buyer versus seller agreement is beneficial for all parties involved. BCL participates in the respective technical committees of the Standards Association of Australia (SAA) and the International Standards Organisation (ISO). Standard methods for sampling and analysis of copper, lead and zinc ores and concentrates are in course of preparation, some being due for publication shortly.

The issue of estimating evaporation in soils is central to the design of engineered soil caps for mine waste and landfill applications. In general, because evaporation from the soil is difficult to measure in the field, laboratory experiments and empirical methods have been used. Much of the earlier work has been conducted in soil science, although in recent years, geotechnical and geoenvironmental engineers have given great deal effort to this work. The result of this increased interest is the development of numerical models, such as UNSATH and SoilCover for estimating evaporation. In this study laboratory-measured evaporation from soil columns was compared with evaporation predicted using the computer program SoilCover, and the analytical method proposed by Gardner and Hillel. Good agreement among the results was observed. Also the sensitivity of the predicted evaporation to soil hydraulic and geotechnical properties, such as saturated hydraulic conductivity and coefficient of volume change was discussed and the practical implication of the sensitivity were highlighted. The work has application in the design and construction of soil covers over sulfide-bearing mine waste and landfills.

Natroalunite is one of colouring minerals in kaolin. In this investigation, natroalunite, on which Ca(II) was adsorbed, was flocculated by HPAM and kaolin was depressed in suspension. The adsorption of Ca(II) on the natroalunite surface was studied by zeta-potential measurement and Auger Electron Spectroscopy analysis. Ca(II) was adsorbed more on the natroalunite surface than on the kaolin surface. The mechanism of Ca(II) adsorption was considered to be chemical adsorption on natroalunite and to be physical adsorption on kaolin. It has been found that Na6P6O18 and Na2Si04 can strongly affect Ca(II) adsorption on the surface of kaolin, but weakly on the surface of natroalunite. The effects of degree of hydrolysis and the molecular weight of HPAM, the effect of pH and the effect of Ca(II) have been studied. The kaolin ore, containing SO3 1.05 per cent has been processed with this method. The products only containing S03 0.36 per cent and the weight ratio of concentrate 52.27 per cent were Obtained.

The primary objective of designing, constructing, commissioning and operating a technically and economically viable processing plant cannot be achieved without a rigorous scientific understanding of the chemical principles underlying every facet of the total flowsheet, from feed preparation through to a final product. Having developed a thorough understanding of the chemistry involved, the next challenge is to match the innovative advances with the necessary engineering skills. In simple terms, there is little point in proposing a new processing route if it is not possible or practical to design, construct, commission and operate it. Thus to achieve our objective, it is necessary that processing facilities that are both smarter and cheaper be developed. This presentation highlights a number of the more significant research and development activities that are designed to facilitate the conversion of a smart idea into a real process. Following a brief discussion of several examples, the presentation concludes with the observation that a pro-active team approach is almost mandatory in order to achieve an acceptable outcome.
