It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

Many coal mine operators have responded to economic pressures by massive investment in machinery to reduce unit costs. To sustain the increased production which must justify the expenditure it is essential to know the resource in great detail months or even years in advance of its extraction. The required detail includes variations in composition and any lateral disruptions to the seam which night affect production. As Wilson (1985) has pointed out, a day's production loss can mean half a million dollars income forgone, and an unexpected major fault can mean a shutdown of weeks. Traditionally, seams were probed by surface drilling on (typically) 250 or 500m centres, and by horizontal drilling from sithin'the seam. Core was analysed chemically. The new generation machinery cannot tolerate the risk attendant on such widely spaced sampling, but the costs of much closer sampling rapidly become prohibitive.

Welcome to the morning of the second day of Minval '89. There are some three hundred and fifty of us here today. That represents certainly the most influential gathering of the mining and investment community in Sydney for a very long time, and on behalf of the Institute I bid you all a very great welcome. Due to the pilots' strike some of you have arrived by very unusual methods and others have travelled long distances. So for those of you that have made a special effort, thank you very much. Inevitably some people have not been able to get to Sydney and this has led to some minor programme changes. I'd like to thank our sponsors. This paper focuses on the impact of high pulp temperature on sphalerite flotation after the zinc regrind circuit in the Zinc Plant of Somincor, owned and operated by Lundin Mining Corporation. In the zinc circuit, the zinc rougher concentrate is reground with forged steel media before flotation with one stage of roughing and scavenging, and three stages of cleaning to obtain a zinc final concentrate (zinc grade >50 per cent). After regrinding, sphalerite flotation has been found to be seriously affected by high pulp temperature which may occur during the summer months. Mineral recoveries were found to be seriously reduced at pulp temperatures above 60¦C. At this high pulp temperature, neither elevated copper sulfate concentration nor a decreased pH alone appreciably increased Zn recovery. However, a combination of these two (eg a decrease in pH from 11.5 to 10.8, and an increase in copper sulfate dosage from 400 g/t to 800 g/t) was found to reduce Zn depression at high pulp temperature. At pulp temperatures below 45¦C, the negative influence of pulp temperature on mineral recoveries was minimal. A systematic series of flotation tests and solution/surface analyses were performed to reveal causes for poor sphalerite flotation at high pulp temperature after regrinding. The decrease in mineral recovery was shown to be associated with variations in the surface species on mineral particles in response to the increased pulp temperature. These variations in the surface species include collector desorption and superficial oxidation to form lead/zinc oxide/hydroxides on mineral particles. The influence of the type of regrinding media on sphalerite flotation at high pulp temperature was also addressed in this work.

Acidic drainage has long been recognised as the largest environmental liability facing the mining industry, and to a lesser extent, the public, through abandoned mines. The Canadian Mine Environment Neutral Drainage (MEND) initiative was the first international multi-stakeholder program to develop scientifically based technologies to reduce the effect of acidic drainage. The original MEND Program extended over a nine-year time frame ending in 1997, with technology transfer activities continuing to the end of year 2000 under the MEND 2000 program. Both programs have contributed enormously to the understanding of acidic drainage and how to prevent it. MEND3, launched in 2001, intends to further this effort with a strong, research-driven program. The successes of the MEND initiative have come through the collaborative efforts of the partners, the sharing of experiences, the thorough evaluation of technologies and their incremental improvements. As a result, the knowledge base on acidic drainage has grown considerably. An international model of alliance between the various worldwide initiative involved in acidic drainage is being formalised at this conference. This global alliance will enhance technology transfer capabilities and will lead to improved environmental performance for the industry. It is through collaboration that we have achieved the most progress in environmental performance, and this formal relationship will further expand these benefits.

This paper outlines a range of strategies for steady state optimisation of most types of concentrators. Optimisation is considered in terms of comminution performance, energy efficiency, concentrator strategy and overall mine/concentrator operating philosophies. Application becomes more complex as the range of optimisation is expanded. However, the potential gains also increase. A step by step framework for data collection and analysis is provided. This process is facilitated by powerful simulation and mass balancing programs which are now in common use. Once a sound, steady state rationale for optimisation has been developed, it may be used to provide a fine foundation for process control system development.

The extension of theoretical and laboratory studies of the roasting of tantalite and cassiterite concentrates from Greenbushes Tin Limited to pilot and semi- commercial plant developments is detailed. A rotary pilot furnace was used to prove the feasibility of the process and a semi- commercial plant was constructed at Greenbushes to produce large quantities of roasted calcine. The additions and conditions of the laboratory study were employed to achieve marketable grades of calcine from the two materials. As well as producing calcines with less than 0.1% Sb, most of the tin in tantalite was recoverable to a separate fume product. Tin fumed during cassiterite roasting on a semi-commerical scale amounted to less than 1% of the tin in feed.

The theme i wish to develop in this talk is how we might make use of the scientific and technological knowledge we now have ofextraction metallurgy to meet the present-day needs of the production industry.Before doing so, I would like to say a few words in tribute to Dr. G.K. Williams since he was a past master at precisely what I wish to talk about. I knew G.K., as everybody called him, during the time he spent at Avonmouth in the late 40's and in the 50's. Later, when he was ostensibly retired, I had the pleasure several times of lunching with him when I was visiting Melbourne.When G.K. was at Avonmouth, the Imperial Smelting Process was in that capricious adolescent stage in between the pilot plant and the full-scale commercial unit. G.K. was a great collector of process plant data which hung in cascades from the walls of his office and-from his hand-operated desk calculator. What G.K. understood very well were the basic metallurgical and engineering principles of what was going on in the sinter machine, the shaft furnace and all their ancillaries.

The accurate estimation of ore reserves is the most crucial element in a financier's assessment of the risks associated with funding a mining project. It is crucial because any deficiencies in the estimation of a company's ore reserves will be later reflected in the cash flows derived from the production and sale of the commodity. Bankers must rely on the advice of members of your institute in assessing the quality and quantity of reserves. This information helps determine the cash flows which bankers use in their credit making decisions. It is against this background that this exposition has been prepared on "what bankers require in ore reserve statements" or put another way, "what does a bank require in ore reserve statements in order for it to provide the necessary credit Approvals".

The Greens are asking the question: what do our mining towns look like in 2050 and how can we be better prepared? The resources boom brought enormous profits to the main players and was partly responsible for insulating Australia through the worst of last year's global economic turmoil. However, with indicators of a resurgent mining boom, it is essential we learn from the recent past. The last boom saw housing stress at levels unseen in the big cities, health services strained to breaking point, and Aboriginal poverty side by side with some of the most lucrative industrial precincts in the country. Much of the wealth still flies right over the heads of regional communities as fly-in, fly-out operations proliferate.   Behind these local stresses, resources booms rely on the stripping of non-renewable resources which will eventually run out, and the unique environment of the north-west is taking a battering.    Communities of the north-west have a perilously narrow economic base which must be broadened if townships of the Pilbara and Goldfields are to avoid the fate of places such as Goldsworthy and Wittenoom. Unless this is informed by local communities, decisions will be made in capital cities thousands of kilometres away by people largely ignorant of the unique conditions prevailing in regional Western Australia.   Global climate change negotiations and oil depletion will heavily penalise emissions-intensive economies like Australia which fail to keep up as the world moves to a low-carbon environment. The basic model for the evaluation of any coal-bearing property is the cash flow projection, the major components of which are operating costs, capital charges, taxation and revenue. A range of cash flow projections can be produced by varying the assumptions which underlie the operating costs, by assuming various forms of capital funding, by making assumptions as to future taxation and by speculating upon the present and future market value of the product. As for any model, the informational inputs and assumptions are vital because, no matter how sophisticated the processing, the informational inputs and assumptions cannot be improved by it. That is to say, the validity of the output (the total evaluation itself) cannot be of greater certainty or significance than that of the inputs. The total evaluation can of course be expressed in a number of ways such as the Discounted Cash Flow (D.C.F.) Rate of Return, the Net Present Value or, the Payback Period. The foregoing statement may seem trite. However, it is necessary to be clear about it so as to avoid unnecessary complication and a preoccupation with techniques as opposed to the informational inputs and assumptions. So far as techniques are concerned, much has been written and said about them during the last decade. Most of us have heard, if not always understood, something about probabilistic models, Monte Carlo simulation, sensitivity and risk analysis to say nothing of inflationary costing and the relative merits of developing cash flows in terms of current or constant money. Those techniques have their value, particularly if they can serve to illuminate conclusions which could not be reached on a simple and even perhaps on an intuitive basis. I am, however, reminded of one major coal mining project in which 20 or more major variables were identified, many cash flow projections were run on the computer and a detailed sensitivity analysis was carried out. The major conclusion reached was that the D.C.F. Rate of Return was predominantly sensitive to variations in selling price and operating cost. Of course, the funding and fiscal elements of a cash flow projection have to be dealt with as rigorously as possible. However, in the development of any coal property, capital requirements and taxation are, in part at any rate, dependent upon the assumed operational parameters. If the latter are misjudged, the whole evaluation process is deeply affected. The same is true of revenue, in the sense that, the positive cash flow is a function of output as well as selling price and again, misjudgements about achievable and maintainable levels of production also deeply affect the final evaluation. I shall try to underline the fundamental influence of the technological factors upon lead times, capital costs, operating costs, taxation, funding and the achievable and maintainable levels of production. In turn, these affect the whole question of coal property evaluation and indeed, the likely success or failure of any coal mining venture. I make no apology therefore that this paper does not set out to discuss the more esoteric aspects of the evaluation process but rather, directs attention towards some of the informational inputs and assumptions which merit clarification and discussion.

Mere recognition of the need for technic- ally strong human resources in the'extractive metallurgical industries has not prevented the decline in the education base for broad spec- trum metallurgists. The ability of chemical engineers to perform very effectively in many extractive metallurgical positions does not remove from the need for a general metallurgic- al education system. The intrusion of chemical engineers into extractive metallurgy is only symptomatic of the problems facing the minerals industry and its educators. The prospect of a career in the minerals base industries is unattractive to potential students by virtue of perceived inadequacies in the professional basis of the industry and ignorance of its sig- nificance to Australia's future, as assisted by excessive secrecy and a low profile public Image.

Metal grades and contents of ore deposits should be measured in an unbiased manner, and with a degree of precision that reduces to an acceptable level the risk to put into production inviable prospects. The additive property of variances for metal grades and contents is used to assess the accuracy and precision characteristics of this measurement process. Each stage in the process of extracting different types of samples from ore deposits, preparing test samples from drill core sections, drill chips or crushed ore, and collecting and assaying test portions, contributes a variance component to the intrinsic variability of a metal's distribution in its matrix. Deducting such extrinsic variances results in more precise estimates for metal grades and contents of elementary units. The cumulative metal content for a set of elementary units of in-situ ore, and the sum of the variances for metal contents of all units in the set, can be used to calculate confidence intervals and confidence ranges at different probability levels as measures for risk.

Based on the author's research and plant practice experience of the last decade, several technological approaches have been developed to increase the recovery of gold and silver associated with sulphides. This paper gives a general discussion of some technological problems encountered in this area in five aspects and introduces the different approaches employed in three typical mineral processing plants to increase recovery of associated gold and silver. On the basis of studying occurrence characteristics of gold and silver minerals in sulphide ores and of determining loss locations of gold and silver on flotation process, a remarkable improvement on the recovery of gold and silver in all these three plants was made by choosing proper grinding fineness, using combined collectors of good selectivity, properly decreasing the grade of main metal concentrates, making reasonable arrangement of the products of main metals, or a combination thereof.

The most common reason for gold-bearing deposits being refractory is the presence of sulphides; in many cases these interfering minerals contain arsenic, antimony, or other environmentally-sensitive elements. A number of processes have been proposed or developed for pre-oxidation of interfering minerals. In most cases developers have focussed on gold recovery and capital costs, with relatively little data on the deportment or form of these potentially harmful elements. This paper surveys recent work connected with pressure pre-oxidation processes. Data from pilot plant treatment of refractory gold materials, using the nitric acid Redox process, is discussed along with the attendant flowsheet and engineering implications. Four refractory gold-bearing materials have also been tested at the University of South Australia for arsenic and antimony deportments.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

Obvious differences in mineral deposit types occurring in Outer Melanesia and Northern Chile can be related to the sub- marine-dominated nature of volcanism in the' former area and the subaerial-dominated nature in the latter area. Subtle variations in subvolcanic epithermal-porphyry ore systems between the two areas probably result from differing ore fluid compositions. Hydrother- mal convection cells in Outer Melanesia will be seawater-dominated, consequently rela- tively high salinities and chlorine contents will characterise the ore solutions. Trans- portation of metals as chloride complexes is likely and the ease of seawater sulphate reduction to sulphide in the ore systems will lead to widespread, sparse dissemination of sulphide minerals. Relatively low grade por- phyry copper deposits will typify these ore systems. In Northern Chile hydrothermal convection cells will usually be dominated by meteoric waters. Consequently ore fluid salinities are likely to be lower and chlorine will be less abundant. Under these circum- stances transport of ore metals as bisulphide complexes could be important. Boiling and loss of H2S gas from these fluids would lead to rapid precipitation of metals and higher grade deposits. Erosion rate is a very important factor in the preservation of ore deposits and this may be the major control on the richness of a metallogenic province. The abundance of mineral deposits in the El Salvador region of Northern Chile compared to Fiji is probably a function of the much lower rates of erosion in the former area.

R F Johnston 1 ABSTRACT The possibilities for bacterial leaching of refractory gold ores found in the Central Victorian region of Australia are examined. The behaviour of bacteria, especially 77iobacillus ferroaridans is outlined and the effects of these when they are exposed to pyrite, arsenopyrite and stibnite are examined. The factors which are particular to Central Victoria are outlined and the possibility of adapting a bacterial culture to suit the conditions is discussed. It is concluded that a bacterial leaching system is a feasible proposition and that it could enhance leaching rates and yields.
