Green policies have gained momentum since the 1972 Stockholm Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a,consistent manner.New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past.The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined.

In cases where coarse gold is present in a deposit, it is usual to use the screen fire assay (SFA) method to analyse the samples. There is no doubt that this method is more accurate than the standard fire assay (FA) and reduces the risk to have a systematic bias. Nevertheless, the difference between the analytical errors of both methods can be glossed over when the overall sampling error is added to obtain the measurement error. In that case, the advantage of the SFA cannot justify its higher cost.The current paper attempts to address this question in the case of a gold ore deposit with visible coarse gold in various sampling situations (drill core sampling in exploration, blasthole or chip sampling in mining exploitation). The overall measurement error is estimated taking into account the analytical error and all the sampling error components following the Pierre GyÆs theory of sampling.Firstly, only the last sampling stage is considered when the pulverised sample is processed either to obtain one analysis sample for a FA or to be screened and subsampled for a SFA. The calculated measurement error clearly shows the advantage of the SFA specifically in presence of coarse gold. Secondly, the half core sampling is studied to explain the observed discrepancies when controlling the second half core. Finally, the blasthole sampling is treated using in situ heterogeneity models to show that the relative advantage of the SFA is hidden by the large overall sampling error.In conclusion, the choice of the assaying method is discussed at the light of the overall measurement error and in accordance to the analysis objective.CITATION:Brochot, S, 2012. This is the seventh major symposium organised by Illawarra Branch over the past five years and the fifth dealing with various aspects of coal. It is clear that all of you here need no convincing that black is beautiful! This symposium is on a broader canvas, covering the overall field of occurrence, preparation and utilization of black coal throughout Australia. It is thus the most comprehensive treatment of the subject by the Institute since the symposium organized in 1950 by the Sydney Branch with the co-operation of the then newly formed branches in Newcastle, Illawarra, Central Western N.S.W. and Southern Queensland, all of which shared coal as a major interest. The 1950 symposium was adopted as a volume in the series of seven published by the Fifth Empire Mining and Metallurgical Congress in 1953. This historical reminiscence brings to our minds the circumstances in which these new Institute branches were formed. This happened in the year of the presidency of the late Frank Hockey, and at the time the Australian black coal industry was in many ways at a very low ebb. It was the time of extreme shortage of coal following World War II, and the industry was beset by industrial unrest on such a scale that daily bulletins were posted listing the number of idle pits, of idle miners and of tons of lost production. There could not, of course, be any thought of export marketing. Some of the more picturesque bulletins recorded the number of pits at which the ceremonial emptying of billies took place, and the number of pits at which the aroma of the horses' breath was insupportable. At an Institute conference at the time it is on record that the late lamented Austin Edwards, that tireless mineral researcher, author and editor, in his gentle way chided the personnel of the industry and the members of the Institute for having allowed a situation to develop in which a whole generation of Australian children could grow up without ever having seen coal or knowing what it was. It is sad that most children and most Australians have still never seen coal, and think of it as something dirty and uninteresting. The desperate situation of the black coal industry inspired moves by people in industry and in governments, whose plans and efforts have been recorded elsewhere, to modernize coal mining methods, to introduce coal preparation, and generally to restore the mines and the mining communities and to re-cast the steel industry and electricity generation. Amelioration of the traditionally troubled industrial relations was an integral part of this overall programme, and whilst one would wish this aspect had progressed further the situation has, in fact, improved immensely. New investment in exploration, mining, preparation, transport and utilization both by the existing coal mining groups and by new entrants, Australian and overseas, have played a large part in bringing about the transformation of the industry to such a point that Australian needs are being fully met and a large export market is being supplied - a situation that few would have dared to hope for in those dark post-war days. Forecasts of exports from New South Wales and Queensland show coal becoming a dominant foreign exchange earner for an indefinite term. Old King Cole may have vanished from our children's nursery rhymes but King Coal is here to stay, providingthat costs in the industry can be kept within competitive limits. It is all too easy for an industry to price itself out of the export market by inflation, by increased costs for a variety of reasons, and through currency readjustments. A second proviso is that we must continue to encourage a balanced attitude to environmental matters.

The Nabarlek uranium treatment plant of Queensland Mines Limited (QML) is currently treating 600,000 tonnes of ore which was mined and stockpiled in a single four month period prior to commissioning of the plant. During the mining phase, material from the open pit was sorted into ore,'below ore grade uranium material (bogum) and waste using a truck discriminator (radiometric analyser) developed by Australian Mineral Development Laboratories (AMDEL). Ore was stockpiled in a single heap with the location and grade of each truck load being recorded. Bogum and waste were stored separately. From the information recorded, both computer and physical models of the stockpile were constructed. These models are currently used in the planning of day to day reclamation of ore from the stockpile.

By viewing a minesite in terms of key processes, rather then departments, and employing innovative technologies and better applying organisational resources, there exists enormous potential to achieve reductions in process cost and time.

Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. Deposits of manganese oxides and silicates in the Tamworth area were re-examined. The major deposit at Danglemah consists chiefly of rhodonite and the rare silicate tephroite. It is considered that the manganese was deposited with the original sediments, the silicates being formed later during the intense folding and low-grade metamorphism of the enclosing rocks.INTRODUCTIONMany small deposits of manganese oxides and silicates occur along a belt of eastern New South Wales and Queensland.Some fifty occurrences, most of which have been subject to mining activity, were described by Lloyd (1943) and some of this information was summarized by Knight (1947). The ores have been mined on a small scale since 1884. Small supplies of battery grade ore were won from a number of deposits, while larger quantities of metallurgical grade were sold to the steel industry. Maximum production was in 1918, when 6,500 tons were mined.The siliceous nature of many of the ores and their occurrence in the neighbourhood of granite batholiths led earlier investigators to consider the deposits to be of hydrothermal origin, associated with the granite intrusions. The present work questions this viewpoint.In this investigation, three of the chief deposits in the Tamworth area were seen. These were at Danglemah, which is being mined at present, and Mount Jasper and Manganese Mountain, which were mined in the past. British Coal has always been a big mining company and its management has been beset with many of the problems one would associate with such an undertaking. These include its accountability to Government, its market vulnerability to competing fuels and to imported coal and its relationship with its workforce but also with its own history and size. As a fragmented private industry up to and including the Second World War, it was starved of capital and its management developed an historic relationship with its workforce which was often counter productive to success. Once nationalised, it contributed greatly to post-war industrial regeneration, investment was forthcoming to reconstruct existing mines, sink new ones and to mechanise production operations. British manufacturing companies contributed to this mechanisation drive, the very success of which drove up production and productivity and against a declining market, contributed to the reduction in size of the industry. Production machinery design evolved in the 1960s with close collaboration between manufacturers and users such that an inevitable proliferation of machinery types and specifications developed to meet local needs. Longwall mining internationally outside Western Europe only became significant in the 1970s. It became apparent that international operators demanded higher levels of plant performance from British manufacturers than British Coal did. This was the birth of the "heavy duty" plant concept. As international performances outstripped our own then British Coal moved in to invest in itself, in this heavy duty. This re-investment commenced in the mid 1970s but only gained real momentum in the 1980s when it became a virtual re-equipping exercise for the whole industry.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (Pacrim) region.

Outokumpu Harjavalta Metals Oy has been producing nickel since 1962, based on conventional flash smelting technology followed by electrowinning of nickel. In the 1980s, a research project was initiated to develop a converterless direct smelting process to produce matte for further refining in the then existing refinery. The process was tested on a pilot plant scale at Outokumpu's research centre in Pori and was found to be viable. The process was named the Direct Outokumpu Nickel Smelting Process or the DON Process. At the turn of the 1990s, Outokumpu studied various options to develop its nickel business and the Harjavalta operations. As a result of this work, the DON Process was further developed to produce two mattes: low iron matte in the flash furnace to be leached in the existing leaching circuit and high iron matte in the electric furnace to be leached in the new leaching circuit. In Harjavalta's case, it was essential and important that the process could use the existing flash furnace and electric furnace without converters.

With ever-increasing energy costs and the modern focus on system efficiencies, the practice of æventilation-on-demandÆ is gaining momentum. Several examples, ranging from paper studies to practical examples have been recorded and another recent case study is presented here to encourage the practice. In comparison, æcooling-on-demandÆ has received far less attention. This paper explores the possible merits of this practice by investigating the theoretical response of cool intake airways and the thermal interaction between the air and the rock, in order to gain a better understanding of the system behaviour and to quantify the possible savings. A case study is presented that demonstrates the improvements that can be achieved. Recent developments that allow live interaction between ventilation network models and on-line monitoring systems, have the potential for intelligent active control and alarming of ventilation and cooling networks. This will facilitate and maximise the benefits to be derived from ventilation and cooling-on-demand.

Does coal mining get enough out of its people?. In a number of cases, Yes. Several companies have rethought their management systems and accordingly are improving their utilisation of people to improve productivity. For some, capital and technology are the panacea for improved productivity and lower costs. Computerised mine planning, improved beneficiation processes, heftier longwall equipment, bigger trucks and shovels and upgraded coal clearance systems are expected to provide the answers.Whilst these factors are important they only contribute to part of the productive potential of a mining operation. Production flexibility provided by recent Industry award changes has brought about increases in total output. However, these improvements have not been matched by corresponding decreases in the unit cost of production.

International codes of practice offer broad definitions with respect to the classification of resources in terms of risk. Specific guidelines and protocols, to analyse sample data, carry out geostatistical appraisals, develop geological models and finally estimate and classify resources, are not addressed. Neither are detailed requirements for engineering mineable reserves from estimated resources. In addition, international codes of practice fail to distinguish between types of deposit, other than in broad terms, as for example, The AusIMM JORC Code (JORC, 1999) which makes reference to diamond and coal deposits. The objective of this paper is therefore to set in motion the process of specifying detailed protocols, acceptable to the international community, for the assessment, reduction and management of risk associated with the development and extraction of mineral deposits. Ordinarily, the main risks and issues encountered during the process of estimating resources and subsequent conversion to reserves, encompass:failure to understand relevant geological controls of mineralisation; validation of grade interpolation; optimism in geotechnical appraisals of dilution and stability and the consequent selection of inappropriate mining methods; metallurgical modelling of minerals and contaminants reporting to concentrates; appraising the hydraulics of heap leaching and the numerous factors that can affect recovery; difficulty of managing metal price cycles and changes in regulations within the constraints of long-term mining plans; and development of better evaluation techniques for mining ventures. Uncertainty is inherent in estimation and engineering work, and its identification, reduction and management should be a fundamental goal of all involved in the mining industry (Figure 1). Variability may be reduced by:following internationally accepted practices for the collection, manipulation and analysis of geoscientific data; and verifying that the procedures actually performed meet the associated standards. Increasing amounts of data will also reduce uncertainty, but only if the procedures used to collect and appraise such data follow the relevant procedures. It is thus the aim of a series of papers in preparation, Beniscelli et al (in prep), to put forward detailed guidelines, for:project sponsors û to provide a global view of the work and documentation needed to support requests for funding various phases of project development and budget approvals; geologists û to indicate a checklist of the requirements and standards for the exploration and estimation of resources; and engineers and economic analysists û the protocols for characterising, modelling, engineering and evaluating the extraction of reserves. It is therefore hoped to encourage the development of consistent standards for declaring reserves within the mining industry. Data from projects and operations will be utilised to illustrate the benefits of adopting a rigorous approach to estimating resources and engineering reserves, Beniscelli et al (in prep).

For risk management to work, its various aspects need to operate interactively, not in isolation from insurance. This is the approach recommended in this paper. The grades of alluvial ore deposits are low compared with grades of hard rock mining. This factor, combined with other parameters of irregular distribution of particles, bedrock irregularities, size of particles, nugget effect, ore characteristics, and wet horizons, combine to place alluvial deposits among the most difficult to evaluate, and on which to establish an ore reserve with a high degree of confidence. With increased geological input, correct selection and implementation of sampling method, due regard to sample representativity and process design, these confidence levels can be achieved.

Research programs have established the correlation between the basic mill operating parameters such as: size of crushing products, number of mill rotation, ore flow and quantity of ore in the mill, diameter of grinding media, and specific consumption of grinding media. Flotation is affected by several factors, part of which depends on the mineralogical characteristics of the ore and part on process variables. Sulfide Ni-Cu ores occur typically in mafic and ultramafic igneous rocks. Serpentine minerals are also common. As a consequence of metamorphosis, sulfides and secondary minerals may be finely disseminated in an altered ore matrix. The floatability of minerals depends also on process variables. Oxidation of sulfide particles, process iron and dissolved ions in process water affect the behaviour of sulfides. The effects of some essential factors on flotation of Ni-Cu ores are considered.

A new two-metre column self-heating test procedure has been developed at the University of Queensland, which clearly shows the hot spot development phases that take place in bulk coal self-heating. The column results provide a more reliable indication of the self-heating propensity of coal than small-scale index tests. At the same time, off-gas evolution patterns associated with hot spot development are obtained, including the recognition of hydrogen evolution from oxidation at temperatures less than 80¦C. Subtle differences in off-gas evolution from self-heating between gassy and gas-drained coal are also apparent. This new approach to coal self-heating assessment offers an opportunity to further the understanding of the complexities of spontaneous combustion and will enable more accurate risk assessment for the coal industry.
