The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

In Finland fogging in mine ramps is a common problem. Fog forms when warm and humid exhaust air moves upwards the ramp, where the skin temperature of surrounding wallrock decreases to about 10¦C. Changes in fog thickness and lengths of fog-filled parts of the ramp depend at least on climatic conditions outside, diesel equipment usage in the mine, and the length of working sequence at a time. In this study fogging problems in three different mines, namely Orivesi mine, Louhi mine and PyhSsalmi mine, with different ore types, different layouts, and different depths are presented and compared. All these mines use diesel equipment and the ramp is used as an exhaust air route. In two of these mines the ramp is used as a haulage road and in the other for supply and repairing, checking, and surveying purposes. Measurements of humidity, temperature, air velocity, and dust content were performed in these mines. The measurement results, as well as field observations are presented, compared, and discussed. The results show that fog is observed in areas with high relative humidity values when air temperature and dew point temperature are less than 3¦C apart from each other. Air velocity values were high in many areas. In addition, measured particle concentration values were mainly high in areas, where fog was observed. A short literature review of recent fog formation studies is also presented. It demonstrates the complicacy of the fog formation process. Similarities and differences concerning fog problems in the ramps are found and presented. As already a lot of new information is gained, the continuation of research is considered plausible to find more economical ways of solving and preventing this problem in the future.

Open stoping dimensions are typically controlled by a number of factors including production drilling capacity, scheduling, fill constraints, orebody dimensions and host wall rock conditions. Frequently host wall rock conditions are the key control on stope dimensions. As a new mine is brought into production, there is a steep geotechnical learning curve for those associated with the development of the mine. Initially, the experience and observations gained at other mines is used to guide the stope design. As experience is gained at the new operation, site specific techniques can be validated for use. This has been the case at BHP Cannington, where a heavy emphasis has been placed on the validation of empirical stope stability techniques for site specific conditions and experience. A range of empirical and numerical techniques can be applied during the design of open stopes. The empirical techniques are an experience based application of known performance levels during the design of open stopes. The numerical modelling and structural tools can be used to compliment the empirical techniques so that an understanding can be gained of the likely stress and structurally controlled failure mechanisms.

Compact and field portable infrared spectrometers have been increasingly used over the past few years by an exploration industry constantly searching for a technological edge and the ability to more accurately and rapidly assess project areas. In particular, this technology allows large amounts of data to be rapidly collected on-site and sample mineralogy, mineral crystallinity and mineral composition to be quickly assessed. In recent years, short wave infrared (SWIR) reflectance spectroscopy has proved useful in a wide range of geological environments and at various stages of exploration programs, from grass roots reconnaissance through drilling programs and resource evaluation. Unfortunately these data have frequently been analysed and interpreted in isolation using time consuming data analysis techniques removed from the realities of a fast moving exploration industry. This paper presents new analysis techniques which allow these data to be efficiently integrated in the exploration program. Although SWIR data contain a wealth of mineral information it is impractical to use this information in its raw form. A more effective approach involves the extraction of key characteristics of these data (ie mineralogy, mineral composition and crystallinity) as numerical values, and the integration of this ædigital mineralogyÆ with more conventional exploration datasets (eg geochemistry, coordinate data, etc). This paper demonstrates that the integrated analysis of sound geological observations, geochemical, spatial and spectral data can quickly lead to a greater understanding of the nature and distribution of target mineralisation. As a first step, software driven pattern matching routines enable the identification of the major clay mineral species in a series of samples (eg kaolinite, montmorillonite and sericite). This allows the major alteration facies and their spatial distribution to be identified. Quantification of diagnostic absorption feature characteristics then allows more accurate determinations of mineralogy to be made (eg mineral composition and crystallinity). Examples of the application of SWIR analysis for alteration mapping from selected porphyry and epithermal systems from around the Pacific Rim are discussed. The data presented are derived from a variety of locations and sample types including drill core, ridge and spur rock chip samples, soil samples and geochemical pulps. In these large alteration systems, the spectral data can be used to describe and map the distribution of various alteration facies as many of these are characterised by clay and phyllosilicate mineral assemblages and are detected by SWIR analysis (eg smectite, chlorite, biotite, illite, muscovite, kaolinite, dickite, pyrophyllite, alunite, etc). In addition, the ability to evaluate even subtle trends in mineral crystallinity and composition is often vital in these systems when looking for vectors towards higher temperature parts of the system. In addition to detailed evaluation of mineralogy, the integration of digital mineralogy data with geochemical data leads to the ability to describe not only geochemically anomalous intersections or regions but also to recognise associations between subtle changes in mineralogy and target mineralisation. This is often important because understanding these mineralogical associations can lead to more accurate targeting and rapid assessment of the project.

The purpose of this paper is to provide some practical commercial advice in relation to issues of access and trespass during exploration. It is not my intention to provide a detailed analysis of the applicable law because this is not the appropriate forum for latin maxims and turgid case studies. Instead I will explain the issues in sufficient detail to enable those who are not familiar,with the legal concepts to understand their obligations and responsibilities in relation to exploration activities. Take as an example a situation where a company (for the sake of attempted light relief, called Rogue Mining) holds an exploration tenement adjacent to one held by Lamb Exploration. In conducting aerial exploration activities over its own tenement Rogue overflies the tenement held by Lamb, doesn't turn off its equipment and accidentally collects data in respect of the adjacent land. In analysing that data it becomes apparent to Rogue that there is a substantial anomaly on the adjacent land of which Lamb is apparently unaware. Rogue subsequently negotiates to purchase an interest in Lamb's tenement.

Exploration requires a lot of skill, technical knowhow, and money; the money is usually less painfully available when provided by a profitable cash flow of an existing organisation that has income against which exploration cost is deductible. Planning the financing for development of a proven resource should begin at the earliest stages even while the mining plan is being formed up. The character of the participants has a bearing on the nature of the financing "package" and the structure that is to be selected for the venture. The security for borrowers in a remote mining resource is no better than the capacity of the participants to bring that resource to profitability in line with the findings of a thorough feasibility study. Taxation considerations related to the structure selected and the timing of the cash flow are of vital importance. Sales contracts have generally been a basic requirement of institutions financing mineral mining projects. Clauses relating to price, price escalation, and currency var- iations, are key factors in those contracts. Initial contracts have generally been required to cover initial overall costs.

As a part of Solid Energy's progressive rehabilitation of the Stockton Mine, it was determined that significant rehabilitation of the existing Mt Frederick Sidecast would be required to ensure the long-term stability of the sidecast. The goal of this rehabilitation is to reshape the existing stockpile into a more stable slope configuration, and the construction of a comprehensive stormwater collection and discharge system. The reconfigured slopes will facilitate the final revegetation of the exposed surfaces and the management of surface and groundwater discharges from the area. This paper briefly describes the specific details of the project and the significance of seismic conditions on the long-term stability of the reconfigured stockpile.

This paper examines the longer-term predictive capacity of the GAMSPATH computer program (developed by the Alberta Research Council) for a waste rock (sample MS) obtained from the Kaltim Prima Coal (KPC) mine, Kalimantan that contained significant framboidal pyrite. The model was refined by comparison with the net acid generation (NAG) and column leach tests to provide a basis for calibration of the model for both short term and longer-term reaction trends. The oxidation of pyrite during the kinetic NAG test using H2O2 provides oxygen directly at the mineral surface, generating a measured oxidation rate for pyrite of 1.16 + 10-6 mol m-2 s-1, whereas the oxygen diffusion limited rate in the leach column air equilibrated reaction was of the order 10-8 mol m-2 s-1 as calculated from the GAMSPATH thermodynamic database. Results indicated that the oxygen derived from hydrogen peroxide had to be included as a reactant (eg a reacting mineral) in the simulation to account for the direct availability of oxygen at the sulfide mineral surfaces. Optical investigations identified the proportion, particle size, and surface area, of framboidal and euhedral pyrite in sample MS. The reactive surface areas of the two morphologies were very different (eg ratio: 5:1). To manage these two different pyrite morphologies the GAMSPATH thermodynamic database was updated to include framboidal pyrite, with similar thermodynamic properties and oxidation rate to euhedral pyrite but with a particle size based on the size of the individual internal framboid microcrysts. This modification, with framboidal pyrite reaction based on the size of its microcrysts produced results that correlated well with the kinetic NAG and column leach test results when the measured (kinetic NAG test rate) and calculated (column test rate) pyrite oxidation rates were employed. This provided some confidence that the model could be extrapolated to indicate longer-term geochemical reaction trends.

Sampling is an integral part of gold bullion analysis. Gold mining industries sell millions of dollars worth of gold on the basis of analyses. Biased sampling can cause a serious loss in terms of monetary value to a mining company; hence accurate sampling is of great importance. The sampling procedures for gold bullion will be described. Emphasis is given to the most reliable method of obtaining a representative sample from a gold bar. The problems associated with sample preparation will also be discussed.The sampling procedure at the Kalgoorlie Metallurgical Laboratory will be evaluated in the light of comparative results from the Australian Gold Refineries (Perth, Kalgoorlie). The most common sampling practices adopted by different gold mining companies in the Goldfields and Australian Gold Refineries, Western Australia will also be presented.

The Vanderbijl Park sinter plant in South Africa was investigated to determine the reason for the production of very fine sinter not acceptable as feedstock for the blast furnace. A procedure was designed to generate representative samples and to prepare the samples for chemical and mineralogical analyses. Results from a mineral analyser showed that the samples are extremely heterogeneous and therefore the sampling and sample preparation methods had to be tested in order to produce representative samples. The high production capacity at the sinter plant could also give rise to sampling errors. The method designed involved sampling of the conveyor belt at the sinter plant every four hours for the duration of three days. The samples were then milled and split into smaller sections appropriate for analysis. X-Ray diffraction (XRD) and X-Ray fluorescence (XRF) analyses were conducted on the samples. The results showed a standard deviation of less then one per cent, which indicates that the samples were representative and that the method used was therefore adequate. Systematic differences in the phase proportions between normal and fine sinter samples were detected, with the fine sinter containing more haematite than the normal sinter. The sampling method employed gives added confidence that the differences are real.

The Mount Morgan mine occupies a unique place in the mining history of Australia and although not as glamorous during the second phase of its existence, it made a significant contribution to the technical and financial history of the nation throughout its life. The stories of the intrigue surrounding its discovery and early operation, the enormous return received by its original investors in its first five years as a public company, its influence on the local, national and international scene to its final closure have been documented in many publications, the most recent and authoritative being by John Kerr (1982). Institute publications as far back as 1911 have documented details of the mining, metallurgical and engineering practices of the two companies which worked the 100 or so acres which were alleged to be `the richest single gold mine in the world'. Within the Institute records appear the names of Presidents, Institute Medal recipients and others connected with Mount Morgan who have played an important part in the Institute history.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty Ltd differ substantially in their characteristics. Knowledge of, performance not only enables comparison and promotes better control, but also provides the means for predicting results. Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep.) Results for Baum jigs, a Chance cone, heavy medium cyclones and water washing cyclones are examined. The efficiency factors derived from the probable error are applied to the float and sink analysis, mathematically simulating operating conditions. This method is applied to the Balgownie seam. The Balgownie seam lies between the Bulli and Wongawilli seams in the Coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits er difficult washability characteristics, due to a comparatively high middlings content. These properties and the tively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique. Applications of result forecasting are listed.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

The Australian mining industry has suffered from a decline in its public image during the past decade. This has occurred partly as a result of increased questioning of accepted social and economic values since the mid-1960s and the greater restrictions placed on industry since then, and partly ò from the industry's inability to effectively answer its critics. Public opinion surveys have shown the depth of the decline in the industry's community acceptability and highlighted those issues which people regard as disadvantages of mining. The industry's poor public image has contributed to the difficulties of attracting young people to take up professional careers in mining. All those involved in the industry have a responsibility to assist in activities designed to improve the industry community Acceptability.

The world-class Bulyanhulu gold deposit (375 t Au) is in the Sukumaland greenstone belt, Northwestern Tanzania. The main mineralised quartz vein structure, termed Reef one, occurs at the contact of felsic metavolcanic rocks on the hanging wall and mafic metavolcanic rocks on the footwall. Reef one is dominated by massive quartz together with pyrite, pyrrhotite and minor chalcopyrite. Alteration in the footwall basalt is characterised by extensive chloritisation, calcification and silicification, which is strongest near the vein. Sericitisation also locally occurs adjacent to the vein. Metamorphic hornblende and plagioclase (albite) increase in abundance at a distance of 120 m from the vein and reflect the gradation into less altered rocks. The increasing abundance of chlorite, calcite, quartz and local sericite near Reef one, coupled by replacement textures suggests that most of these footwall minerals are the product of hydrothermal alteration, rather than regional metamorphism. Geochemical data shows slight enrichment in Ca, Fe and As towards the vein, whereas Zn in several drill holes becomes enriched away from Reef one. The Bulyanhulu gold deposit is a quartz-pyrite-chalcopyrite shear controlled vein with an adjacent extensive chlorite-quartz-calcite hydrothermal alteration zone (and a limited local sericite alteration zone) that passes to a hornblende-albite metamorphic assemblage further into the footwall.

Interest in mineral sand mining in the south west corner of Western Australia began in the late 1940's and significant production commenced in 1956. Early land use conflicts arose because of conservation implications (Ludlow tuart forest), expanded to include post-mining rehabilitation requirements (the Wonnerup mine near Busselton) and today include some agricultural/mining disputes. These latter conflicts are largely caused by the need for mining companies to secure longer-term reserves. To date, deposits containing mineral valued at A$440 million have been sterilized and are unlikely to become available in the future. There is additional pressure being placed on presently available reserves and a pessimistic picture could be drawn, whereby the southwest mineral sands industry ceases to exist by the year 2010. However, sensible land use planning, the support of policticians and the community, and responsible attitudes towards compensation and rehabilitation could, in combination, see the industry maintain significant mineral output until the middle of the 21st century. Examples of deposits sterilized by adverse land use will be given.

Examination of Ihe calcination and carbonic acid leaching behaviour of a number of Australian magnesites shows that there are substantial differences between the massively crystalline and the cryptocrystalline forms of magnesites. Crude magnesias formed by calcination of the massive variety of magnesite have considerably smaller surface area and show lower rates of reaction with carbonic acid when compared With those derived from cryptocrystalline magnesites. In order lO producc a rcactivc magncsia from massive magnesite, the calcination conditions must be carefully controlled over a narrow temperature range (eg 680-720°C). For the cryptocrystalline calcines, the temperature of formation has little effect on reactivity.The results confirm the general applicability of the calcination/carbonic acid leach process for producing magnesia from magnesitc. If a mixed crystalline/cryplocrystalline feed is to be processed, then processing conditions must be optimized in terms of the behaviour of the crystalline component of the feed.

In a narrow vein mining scenario, employing preconcentration technology underground not only results in reduced transport and handling costs but may allow alternative mining methods to be implemented, improving overall productivity. Using processing technology underground is not a new concept with underground crushing and screening operations being quite widely utilised. With advances in processing technology over recent years, there are now a number of robust processing methodologies in existence that are capable of performing separation of ore and waste at a relatively coarse size. Many of these technologies are readily adaptable to the underground environment and if employed could result in a number of cost and productivity benefits.Assessment of the oreÆs suitability for preconcentration technology is the first step in harnessing these potential savings. Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

In underground mine planning, many potentially value-eroding decisions are made due to a lack of time and proper evaluation practices. The information required for mine planning decisions goes beyond external sources of uncertainty that are recognised by typical evaluation techniques used in the mining industry, to include technical factors (eg mine development layout) and the ability of a mineral extraction project to achieve its anticipated production levels. Due to the individual characteristics that define underground mining projects, each will exhibit a different risk profile, and thus advanced optimisation and evaluation techniques are required to capture this information.As underground mine planning tools become more sophisticated, mine planners have the capacity to investigate numerous mine sequencing options to identify the best strategy for a given project, creating higher value for shareholders. This paper describes a risk-based evaluation methodology (RbEM) that accounts for financial and technical risk in the evaluation of underground mining projects. While the use of the RbEM has been described in previous works, no benchmarking of the benefits that can be realised from a change in those decisions that are made early in the process has been undertaken. To show the benefits that can be achieved from using the RbEM, this paper updates a case study to which the RbEM was applied, and takes a retrospective look at whether additional value would have been gained by following the strategic recommendation of the RbEM versus a typical optimisation exercise that aims to maximise the net present value.CITATION:Maybee, B, 2012.
