At the second Empire Mining and Metallurgical Congress held in 1927, the Empire Council of Mining and Metallurgical Institutions was formed and it was proposed that the Council take steps to prepare a "Review of the Mineral Resources and Industries of the Empire." At the third congress in 1930, it was resolved that the proposal to institute the review should be submitted to the Imperial Conference held in 1930. This was done, and the Minerals Committee, of the Imperial Economic Committee compiled, an interimreport which was based on statistics of imports and exports, and did not consider resources and consumption.In 1942 the Institution of Mining and Metallurgy, London, wrote to the Empire Council and stated that it was desirable that the Council should be in a position to take part in decisions affecting the future of the mining and metallurgical industries. The Council communicated with the constituent Institutions regarding the nominations of two members then in England. Subsequently the Mining, Geological and Metallurgical ,Institute of India prepared a review of the mineral resources and industries of India and their post-war development, and the Empire Council forwarded a copy to the Australasian Institute of Mining and Metallurgy and asked if that Institute would submit a review on simjIar lines for Australia. All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. A survey of leaching systems for the dissolution of gold has been undertaken and their advantages and disadvantages evaluated both from their effectiveness at leaching and their compatibility with carbon- in-pulp (CIP) and resin-in-pulp recovery. In the near future it is almost certain that cyanidation in some form will remain the leaching system of.choice although economic and environmental pressures could see the introduction of other leaching systems particularly for treating refractory gold ores. The most likely alternative leaching systems appear to be acid chlorine, acid thiourea and ammoniacal thiosulphate. INTRODUCTION High grade reserves of readily recoverable gold ores are gradually being depleted which, inevitably, must create a greater awareness amongst gold producers, of the efficiency and, in some cases, the suitability of present day metallurgical processes for treating low grade, complex and refractory deposits. One of the key steps in the extraction of gold is the dissolution of the metal using chemical reagents which, ideally, should be cheap or recyclable, selective, non-toxic and compatible with down-stream recovery processes. In practice, meeting all these critera is difficult - if not impossible - particularly in view of the stringent environmental impact requirements which must be met Nowadays.

Detailed cash flow forecasts have always been almost essential as a basis for judging the viability of proposed new mining projects. In recent years attempts have been made explicitly to take account, in such forecasts, of the uncertainties surrounding the assumptions upon which they are based. With the risk analysis approach, Monte Carlo simulation of the cash flows indicates in probability terms the combined effect of these uncertain basic assumptions. While the use of risk analysis has been widely discussed, few specific applications to real projects have been reported. The application of such an analysis in the feasibility study of the large new Deelkraal gold mine presently being established on the Far West Witwatersrand gold fields by the Gold Fields Group in South Africa is described in the paper. The paper also indicates how one of the major sources of uncertainty, namely the gold content of the ore, can be`quantified in objective probability terms. This feature distinguishes the application fran other published accounts in which only subjective probability assessments have been utilised.

The Mobile Miner MM130 was delivered to Broken Hill in February 1992. During March the machine was extensively trialled on the surface to test manoeuvrability, climbing ability and muck handling prior to being trammed underground in April. The first cutting test on 30 April 1992 provided promising results. The machine has undergone continual development since it arrived in Broken Hill with aims of ensuring reliability and achieving performance goals. The paper gives a detailed account of recent performance comparing this with the predicted Performance.

In the mineral processing industry solid-liquid separation within a thickener usually requires the addition of a synthetic flocculant to enhance the settling rate of fine particles. The characteristics of the resulting flocculated suspensions may vary considerably depending upon the physical and chemical conditions which prevail during the flocculation process. For example, parameters such as flocculant type, dosage and solution concentration, surface chemical characteristics of particles and the suspension agitation conditions can influence the degree to which the particles aggregate. Aggregated suspensions exhibit various structures, and range from those composed of small, dense aggregates to those containing large, voluminous aggregates. The size distribution and structural type of the aggregates which form within the feed-well of a thickener can have a dramatic effect upon overall thickener performance. Thickener performance cannot be optimized without optimization of the aggregate structure produced in the feed by synthetic flocculant addition. This has required the development of new techniques to quantify the nature of aggregated suspensions, details of which are presented in this paper.

Samples have been taken from a two-stage industrial gold roaster treating a pyrite/pyrthotite/arsenopyrite concentrate, in order to describe the mineral- ogy, composition and surface area of the calcines. Sulfides oxidised to produce a porous magnetite in the first stage and a porous hematite in the second, pyrite predominantly roasted via a pyrrhotite intermediate. Sulfur was eliminated in both the first and second stages whereas arsenic was eliminated in the first but retained in the second, partly as rims on hematite particles. The finer sized particles from the cyclones and electrostatic precipitator, whilst having the greatest surface area, were the most refractory with respect to gold solubilization, probably as a result of incomplete decomposition (through short-circuiting) in the first stage, and through a combination of factors such as overheating and entrapment of sub-micro- scopic gold in the second stage.

Two solutions to the problem, vacuum drying the superphosphate and calcination of the ore before reaction with acid, are discussed.

Today there is a vast amount of information available relative to the performance of tunnel boring machines, and associated systems. The data referred to here consists of project reports, manufacturer's equipment literature and papers concerning almost every aspect of the excavation process. Why is it then, that many projects that employ full face tunnel boring machines (TBMs), on average perform significantly less than the peak performances reported in this industry?

Cable bolts have been used extensively in the development of the footwall of the Mt Whaleback Mine as a part of the ground improvement program since 1986. High tensile seven wire stress relieved steel strand similar to that used in pre-stressed concrete and grouted in place with sulphate resistant cement have been employed for rock-mass reinforcement.Most of the footwall is developed in Mt McRae Shale which contains a 20 m thick pyritic shale layer 14 m below the ore/waste contact. Due to extensive folding of the footwall rocks, the pyritic shale layer regularly occurs on, or close to the pit slope. Rain water run-off seeping through pyritic shale becomes acidic to the extent where its pH value can be as low as 1.5.

Although blasthole deviation is a problem which can seriously affect blasting operations, there is little practical emphasis on controlling this deviation and no practical emphasis on understanding its practical behaviour. The most common way of dealing with it involves tight control over drill set up and surveying hole paths. The surveying might involve simple collar location and inclination measurement to estimate the hole's actual path. At best, some operations routinely survey hole paths after all holes in a stope have been drilled. In addition, although there is an expectation that holes will deviate, there is no planning for this behaviour in order to reduce its impact on the blast. Design decisions are invariably made with the assumption that holes are straight. If and when surveys reveal problems it is possible only to adjust charging and initiation to 'work around them'. In extreme cases the drill might be recalled to fill in gaps. The lack of planning and the lack of understanding are doubtlessly linked.A model is presented that will predict the expected path of a drill hole. By knowing how a selected few holes deviated it is possible to make a good estimate of the deviation of other holes in the same rock mass. After minimal calibration the model can be used to increase the amount of information for a given amount of surveying or the amount of surveying can be reduced while maintaining the same level of knowledge of blasthole deviation. Equally important is the ability to plan for the deviation in future drilling through altering the initial collar angles or drilling from different locations. It is the authors' hope that planning for hole deviation becomes as much a part of the design process as planning for detonator delay scatter and explosive performance variation.

The gas bubble energy generated by an explosive plays a major part. in the fragmentation, muckpile movement and damage produced. Previously, the interaction between gas pressure and the rock has been interpreted from a theoretical basis or a qualitative study of breakage mechanisms. A method to measure the fluctuations in gas pressure in rock adjacent to the blast has been developed. This peak pressure will vary with structure, as well as with distance and explosive type. The technique is simple to apply and can be used to observe the flow rate of gas at. varying distances. The apparent velocity of penetration is an indication of whether gas has travelled through pre-existing or blast induced cracks. The technique provides a ?n:eans of determining the suitability of an explosive for a given rock type, depending on the amount of displacement desired. The technique has application in optimir.irig throw blasting and predicting and controlling damage, particularly in highly structured rock masses.

During the past 18 months several import- ant hydrocarbon discoveries have been made in the Dampier Sub-basin, which is a sedimentary area lying entirely offshore from the Precambrian Pilbara Block in the southern part of 'he Northwest Shelf of Western Australia. This sub-basin is a major sedimentary downwarp forming a northern extension to the Carnarvon Basin. This extension is bounded to the north by the De Grey Nose, separating it from the Beagle Sub-basin. To the south the Dampier Sub-basin merges with the Barrow Sub- basin. Extensive seismic data combined with results from exploration drilling show that the Dampier Sub-basin is a complex depositional basin containing over 20,000 feet of sediments which are mainly Triassic to Recent in age. Tectonically the sub-basin can be divided into seven main structural elements. In a northwest to southeast direction these are the Rankin Platform, the Kendrew Trough, the Madeleine- Dampier Trend, the Lewis Trough, the Legendre- Rosemary Trend, the Enderby Fault Zone and the broad Pilbara Shelf. Permian sediments were encountered in only one well drilled to date in the sub-basin, but Triassic and younger sediments are extensive. Three cross sections, 200 m apart, display the distribution of indicator hydrothermal minerals across the Empire zone of the Golden Cross epithermal Au-Ag deposit, Waihi, New Zealand. These minerals are used to interpret the temperature and composition of hydrothermal fluids. The distribution of interstratified illite-montmorillonite and illite indicate that temperatures ranged from 140 to >220¦C, with temperatures above 220¦C predominating. The mineral assemblage of quartz-adularia-chlorite-illite-calcite-pyrite envelops the Empire vein system and stockwork, and reflects formation from an alkali chloride water, whereas the mineral assemblage of replacement calcite-interstratified illite - montmorillonite- kaolinite forms a carapace and reflects formation from a C02-rich steam-heated water. Alkali chloride waters appear responsible for the epithermal Au-Ag mineralisation.

The firing of mass blasts at Isa Mine is a normal operating practice. Both electric and non-electric initiating systems are being used for this purpose. The advantages gained by large firings relate to the Planning, Scheduling, Services and Production functions of Isa Mine. More efficient us"e is made of manpower due to the concentrated charging effort and con- tinuity of the charging operation. In addition, the requirement for ring firing personnel to work at the edge of large stope voids is reduced. Better fragmentation results from the interaction of adjacent detonating rings of blastholes and in flight collisions. With mass blasts there is also less chance of large blocks of ore, created by faults or joints, falling into the stope and creating problems at the drawpoints. The formation of a large tonnage of broken ore facilitates production at scheduled rates from that stope source. The weight of explosive detonating during a mass blast can be considerable. Isa Mine has achieved satisfactory blasting results without excessive ground vibration levels and present knowledge indicates that pillar ground stab- ility has been maintained.

The manufacture of steel from raw materials which have to be mined, transported and processed must affect the environment. Steelmaking, like almost every other stage of manufacture involves the unwanted production of dust and fume; thus a major part of the steel industry's effort to minimize changes to the environment is the collection, treatment and recycling of dust and fume to avoid pollution of the atmosphere and waterways. The paper describes how this achieved in the various steelmaking processes and shows the diversity of problems-and their solutions in this context. Particular emphasis is, given to basic oxygen steelmaking.

The satisfactory testing and characterisation of mineralisation amenable to heap leaching, is of prime importance to successful operation of a project. This paper outlines a methodology for assessing material suitability. A general model is used for classing material types for suitability for treatment and for economic analysis. The four levels of these are overburden, oxide, transitional and unoxidised materials. During exploration, reverse circulation (RC) drilling can be used effectively to define these zones by a combination of logging, analysis and provision of cuttings for column leach and bottle roll trials. RC cuttings can he used effectively for column leach trials, when calibrated against conventional processing-sized samples, obtained from surface. Tbis allows metallurgical testing to depth and definition of transitional ore types and the base of oxidation, accurately and economically with an acceptable density of samples. The accurate prediction of base of oxidation and variations in recovery with depth and ore types can be used to develop 'economic' pit designs with zones of variable recovery. Petrological studies of leaching results and examination of mineralisation types carried out on concentrates, provide information on gold distribution and physical and chemical constraints. The examination of concentrates can be particularly useful for types of mineralisation when overall gold content is frequently at or below one pan per million. Explanation of anomalous recovery of gold grains in dense goethite and solution-robbing by carbonaceous material can be identified by use of petrological and scanning electron microscope. An understanding of the role of the host rock in leaching characteristics can also he provided by petrology where siliceous or clayey materials can require significantly different treatment.

The DOZ underground mine at PT Freeport Indonesia is a copper and gold mine in Indonesia with current ore production of 42 000 tpd. Because of the mine expansion into the West DOZ more ventilation raises are needed to create a safe and healthy work place. All ventilation raises that connect the extraction levels to the underlying gallery exhaust drifts at DOZ are now developed using drop raise techniques. This paper describes the improvements undertaken to increase blasting efficiency, to decrease cost and reduce safety risks. This was achieved by using deck loading and presplitting, changing of stemming materials and prevention of excessive raise collar cratering (blow up).

When driving mine roadways in the vicinity of tectonic disturbances and fault zones, sudden outbursts of gas, along with ejections of fine coal, occur. Substantial dynamic changes occur around the roadways in the coal and around the support. The problem has several aspects. Studies have been carried out on the technical analyses of the phenomena which occurred in the Velenje Lignite Mine from 1957 to 1988. The second part of the investigation involves systematic laboratory studies of strength and deformability characteristics of lignite samples and "in-situ" measurements of stress changes during the driving of some roadways. Analyses of events (using the model of limit convergence and the finite element method) showed the possibility of gas outbursts, taking into account the deformability conditions when crossing over from compact lignite to the disturbed region. The rate of advance of roadways and the method of support strongly influence the occurrence of the phenomenon. The preventative measures used in driving roadways under such conditions include trial drilling and the use of blasting instead of machine cutting.

In areas where land suitable for development is a scarce resource, an upgraded post-mining land use can result in economic benefits to both the mining company and to the community.A study undertaken at Aberdare Colliery near Ipswich during 198611987 assessed the costs and benefits of developing the site following mining for grazing, forestry and residential uses. The proposed fmal land use plan comprised a combination of these uses that can be upgraded to higher valued uses once subsidence monitoring of backfilled open-cut areas and dumps indicates that total settlement has reached acceptable levels for development to proceed.The study involved the documentation of existing site environmental parameters and the delineation of site opportunities and constraints. The unpredictable nature of settlement over backfilled open-cuts and overburden dumps represents the major constraint to urban development on mined areas.
