While, in the past, a great deal of attention has been focussed on technical issues and the performance of explosives in rock, the explosive user, an essential link in the chain, has often been neglected. In the mining industry, too often, the benefits of excellent technical work have been degraded over time due to the lack of definitive and documented control. Using the principles of quality management a quality training system was developed and implemented for management of explosives use at Gunpowder Copper Ltd (GCL). This paper describes the structure of the system, its development and implementation, and contains practical advice and information for managers responsible for blasting and charge crews. The paper is in four parts: I Quality systems. A brief overview of the relevant aspects of total quality management that apply to explosives use. The requirements for documentation, management and auditing are explored. 2. Training for competency. The five essential elements of Competency Board Training (CBT) are examined, including auditing. 3. The Gunpowder Copper system. Implementation of the complete training system. Documentation and its control, auditing, instructions for operators, management responsibility and means of obtaining operator ownership are amongst the issues raised. Reporting requirements are the means to effectively manage change are described. 4. Summary. The paper concludes with the tangible benefits seen by Gunpowder Copper through the adoption of a quality training System.

The Northside Storage Tunnel is a TBM driven rock tunnel system designed to collect and store sewage from four major storm overflow points along the existing Northern Suburbs Ocean Outfall Sewer. At present, sewage overflows during wet weather are the main source of pollution for Sydney Harbour. The tunnel system comprises a 16 km long by 3.8 m to 6.5 m diameter tunnel from Lane Cove to the North Head Sewage Treatment Plant and a 4 km long by 6.3 m diameter branch tunnel from West Chatswood. The tunnel will have a typical rock cover of about 50 m to 150 m. Most of the tunnel alignment is contained within the Hawkesbury Sandstone Formation which is generally an excellent tunnelling stratum, and offers few geotechnical constraints. However, the tunnel is required to pass beneath incised palaeochannels at Middle Harbour and Manly with each palaeochannel containing about 70 m of sediment.Innovative geotechnical and geophysical investigations were undertaken to examine the tunnel route and characterise the rock beneath the palaeochannels. These investigations have located zones of poor quality rock beneath one palaeochannel in particular, suggesting significant stress relief had taken place in the rock at times of lower sealevel producing structural features indicative of valley bulging. This paper presents the geotechnical model developed for the tunnel, and the models and constraints for tunnelling beneath the palaeochannels.

Mt Todd lies towards the south end of the Pine Creek Geosyncline, sandwiched between the Cullen Batholith and the Edith Falls Basin, in an area of regionally metamorphosed sandstones, siltstones and shales. The Batman deposit, some 3 km west of Mt Todd is a sheeted quartz vein system hosted within greywackes of the Palaeoproterozoic Burrell Creek Formation (Finniss River Group). The gold-bearing quartz veins, trending 010¦-020¦ and dipping 60¦-70¦E, are commonly 0.5 to 5 cm wide and occur at intervals which are from 10 cm to 1 m apart. Gold tends to be restricted to the quartz veinlets and immediately adjacent country rock. Grade Control utilises two 4 m 'collar' samples which are collected from each 8 m production blasthole. The irregular distribution of the quartz veins and erratic gold mineralisation has resulted in a disseminated 'salt and pepper' type of gold occurrence, with only a poorly defined footwall. Delineation of ore and waste blocks for mining uses an approach which combines the smoothing effect of kriging with a pragmatic view of the raw data. Large ore blocks with simple geometry help to minimise mining dilution, reduce block variance and give good reconciliations to interpreted ore tonnes and grade. Daily mine face advance is reported against truck counts and provides continual comparison with budgeted production. All data processing uses Gemcom software, together with Lotus spreadsheets.

The terms measured resources and proven reserves denote the highest level of estimation confidence in all of the major classification schemes. But what do they really bring to today’s project or mine with respect to production planning and expectations? Initial reserve declaration does not need measured resources, just indicated resources. Economic viability of a project is assessed on total reserves with nary a bonus for the amount of proven reserves. Production plans are based on grade and tonnage goals that may only coincidently correspond to proven reserves. So are the measured and proven categories still relevant? Historically, and almost exclusively in underground mines, companies only allowed mining in areas of proven reserves. Some companies still follow that philosophy. But many others will mine a mixture of probable and proven reserves without hesitation. Also what of the undeveloped project in a new district – what is to be made of their declared measured resources and proven reserves? Measured resources are commonly set either by some type of proximity to data scheme or a matter of ‘feel’ based on the qualified person’s experience. The parameters for reserve conversion focus on the project as a whole and then a portion becomes classified as proven reserves almost solely based on whether the resource category is measured. So should the mining industry continue to use these categories of resource and reserve classification? This paper will present arguments about making these categories once again more relevant. A more disciplined usage of these categories may re-introduce their relevancy in public disclosures of resources and reserves. As well a more consistent usage in operations may lead to increased confidence in managing production targets and costs.

The effects of pH, temperature and the form of zinc used on the kinetics of cementation of cadmium from process liquors were investigated. Batch tests were conducted in stirred beakers, and the cementation reaction was found to be first order controlled. The rate controlling step was thought to be the diffusion of zinc ions from the zinc surface to the bulk solution. The pH was found to have a significant effect when using Prime Western zinc or zinc dust. High reaction rates were favoured at low pH levels and a minimum rate was observed at a pH level of approximately 5 to 5.5. The pH was found to have little effect when using high grade and cathode zinc. The reaction rates increased significantly with increasing temperature; a reaction temperature of 55¦C resulted in almost complete removal of zinc from solution. Effective cementation rates were only acheived with cathode zinc after pickling in acid. The nature and specification of zinc used determined the cementation rate of cadmium, resulting in the following order: 1. Zinc dust 2. Prime Western zinc at pH 3 3. High Grade zinc at pH 3 4. Pickled cathode zinc 5. Prime Western zinc at pH 3 6. High Grade zinc at pH 3 7. Cathode zinc "as received".

The Northern Sewerage Project (NSP) is an upgrade to one of MelbourneÆs ageing, under-capacity trunk sewers. It will reduce the volume and frequency of wet-weather overflows to the Merri and Moonee Ponds Creeks and facilitate new housing developments in the northern suburbs of the city. A total of 12.4 km of tunnel and eight vertical access shafts will be excavated as part of the two project stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water (MW) and Stage 2 (NSP2) will be owned and operated by Yarra Valley Water (YVW). The owners require the project to have a service life of 100 years, a requirement significantly beyond many of the current Australian Standards, which aim to achieve service lives greater than 60 years but are typically assumed to achieve 40 to 60 years. Because of the potentially corrosive natures of the external environment along the tunnels and the internal sewer environment, durability was a key concern for NSP1 and NSP2. Stringent specifications were applicable to the tunnel lining systems. This paper describes the corrosive environments impacting NSP1 and NSP2, explains the key design differences between the two stages and details the lining systems considered and selected to achieve the clientsÆ desired 100-year service life. The project design is complete and construction began in 2007.

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. The co-mixing of tailings and waste rock involves the intimate blending of tailings and waste rock to create a new material (Co-Mix) with superior physical and hydraulic properties. The new material has a low hydraulic conductivity, low compressibility, high water retaining capacity and high shear strength. Co-mixed tailings and waste rock restrict oxygen entry and water seepage to minimise acid generation and metal leaching. When compacted, Co-Mix materials have low volume change characteristics with respect to total stress and matric suction together with high shear strength. Co-mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures or a full depth waste repository. The theoretical properties of Co-Mix blends are investigated. The results of a laboratory program to characterise the physical and hydraulic properties of co-mixed tailings and waste rock are presented. Various ratios of tailings were blended with different waste rock materials. Hydraulic conductivity tests were conducted at confining pressures ranging between 0 and 400 kPa. The saturated hydraulic conductivity for the Co-Mix materials was found to vary between 4 + 10-5 m/s and 5 + 10-9 m/s depending on blend ratio, waste rock type and confining pressure. These results together with other physical properties show excellent hydraulic and strength characteristics can be achieved for Co-Mix materials.

The effects of detonation of downlines and downline-booster systems on lodse-poured charges of 94% porous prilled ammonium nitrate/6% fuel oil (AN/FO) were determined. Detonation stability was indicated by the initiation-failure pattern of detonating fuse witness lines located at intervals along the charge. Steel tubing was used as the confining medium. Charge diameters (d) varied between 2-21/32 and 8.1/8 in. and specific charge weights (w) of downlines between 4.0 and 93.2gr/ft. The axes of charge and downline were colinear. The minimum value of w required to cause initiation of AN/FO increased with d. When initiated by a downline only, the charge'underwentlowòorder detonation. When downline-booster systems are used, the detonation wave in the downline cuts all equatorial planes in the charge before the detonation wave in the surrounding AN/FO. If the downline itself does not cause initiation, therefore, the explosive ahead of the main detonation wave is crushed, and hence desensitised, by the radially-expanding compression wave and gases generated by the downline. In a given equatorial plane, the fraction gftharge undergoing detonation decreases with an increase in the booster-plane distance. Carbonatites - igneous carbonate-silicate rocks - host the world's major resources for niobium, phosphorous and REE (rare earth elements).Carbonatites represent the least common products of mantle and igneous processes and their emplacement is principally controlled by lithospheric domes and rift structures. Intrusive carbonatites frequently comprise carbonate-amphibole-apatite-pyrocWore assemblages, occur as plugs, cores, dykes, sills sheets, veins, pipes and irregular bodies, are gecichemically anomalous (Ba, Ca, Cl, F, Hf, Mg, Nb, P, REE, S, Sc, SO4, Sri Tb, Ti, D, V, Zr), are associated with alkaline silica-undersaturated igneous rocks forming carbonatite complexes, and display large, intensive alteration haloes. Also carbonatites are similar to limestones, prone to weathering, and may form thick laterite profiles.Magmatic ores (pyrocWore, apatite, bastnaesite, monazite, magnetite, baddeleyite, phlogopite, fluorite, calcite) and weathering related residual and supergene ores (pyrochlore, apatite, magnetite, anatase, vermiculite) are currently being mined on all continents except Australia. Australia is underexplored for carbonatite associated primary magmatic and especially residual-supergene ore deposits. Chances are very high for the finding of new carbonatite, occurrences and associated ores.

Enterprise Mine at Mount Isa is to expand ore production from the current 1.4 to 3.5 mtpa by mining the 3500 Orebody, from which production is scheduled to start in February 1998 making this the deepest underground mine in Australia with its lowest mining horizon at nearly 1.6 km below surface. The following fill requirements were defined for the 3500 Orebody during the feasibility study: a minimum filling rate of 250 m3/h, a curing time of 28 days, and minimum free fill water. This paper mainly describes the investigation of high density and paste fills for the 3500 Orebody. The investigation covered all the key issues relating to fill option selection, including design criteria, material supply and demand assessment, drainage modelling, tailing dewatering method, mix design and a pump loop test. Results of the investigation indicate that both high density fill and paste fill are technically feasible. The investigation has led to the selection of a blended tailing paste for the 3500 Orebody as the paste option has significant advantages over high density fill in stope filling rates and fill reticulation. The blended tailing for paste fill is finer than Isa deslimed tailing but coarser than full plant tailing. The paste fill selected has minimum binder and tailing dewatering requirements while a relatively high filling rate is achieved.

The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. "There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. EIA is a test of a development proposalÆs legitimacy and asks two questions: not only æis the proposal competent?Æ but also ædoes the proposal have moral authority?Æ For reasons of miningÆs historic importance and of a scientific and technological industry culture, traditional EIA has focussed on the first on these, an increasingly misplaced priority in a changing world.This paper explains why competence alone is not enough and examines the second of the two questions: what is meant by a projectÆs moral authority, why does it matter, why has it taken so long to become an issue and what, in practical terms, can project proponents do about it.

For too long we, as an industry, have borne the brunt of irrational claims, poor science and even worse, journalism with regards to our affect on the environment. To some of us, the overwhelming media attention on greenhouse warming, the polluting outputs of mineral processing or unthinkable depletion of natural resources has left us embarrassed and more unfortunately has turned bright young people away from a career in the minerals industry.This paper shows the hypocrisy associated with an element of the green movement and dispels some general myths on mining disseminated by radical environmentalists.The fallacy of the greenhouse warming effect will be scrutinised by common sense and the mining industryÆs use of land will be discussed and put in proper perspective.Problems associated with safety and emissions and the means to overcome such are discussed briefly.

Attempt has been made to determine the nature of charge on activated carbon surface by studying the electro-kinetic properties of the carbon in the presence of cations, anions and aurocyanide solutions. The zeta-potential measurements were made in the presence of individual ions and also in combinations. The cations and anions chosen were those commonly associated with gold bearing ores in Kalgoorlie area. It was found that the iso-electric point of Norit Carbon was at pH 4.45; below this pH the charge was positive, while above, it was negative. In the absence of gold cyanide solutions and in the presence of individual cations the i.e.p. shifted to the alkaline range (pH 7.2-8.5) while in the presence of anions the i.e.p. was shifted to less than pH 3.5. In the presence of aurocyanide solutions, the iso-electric point was still in the acid region irrespective of whether anions or cations were present. The probable mechanism for such a behaviour has been attempted after measuring the specific conductivities of solutions before and after gold adsorption, by studies using the electron- probe-mirco-analyser, and S.E.M. on the carbon surface.

Examination of the geology and support performance at two site leads to development of an under tanding of the influence of caving on powered support rating. The two site represent the current extremes in support rating, i.e. 6/260 tonne supports operating in the Hirst seam at Solsgirth Colliery, Scotland, and 4/900 tonne supports operating in the Bulli seam, West Cliff Colliery, Australia.A conceptual model considers the coal ahead of the face, the powered support, and the caved waste to be three yielding foundations which interact to control the subsidence of the roof strata.The caving mechanisms identified for the strata of the Hirst and Bulli seams, are different. These mechanisms being related to rock properties - the palaegeography and depositional conditions at each site-produce caved wastes with different yield characteristics.An analysis of the results obtained for convergence and support reaction during production cycles at both sites shows the manner in which support reaction is developed, indicating the importance of higher setting load densities in the Bulli seam.Evaluation of the work done on the subsiding roof strata during typical production cycles by two of the yielding foundations the powered support and the caved waste immediately behind the powered support - further demonstrates the influence of caving mechanisms on support rating.

Garnierite mineralogy in saprolitic ore of the Goro lateritic nickel deposit, New Caledonia , was investigated using X-ray diffraction (XRD), optical and scanning electron microscopy (SEM) and electron microprobe (EMP) analyses. These conspicuously, green-coloured phases occur either as submillimetre to centimetresized veins or as æbookletsÆ arranged in, macroscopic (subcentimetre sized), accordionlike structures supported in an undifferentiated matrix of mixed ÿ7+ and ÿ10+ phases. Within the veins, nickel for Mg solid solution increased from ten wt per cent NiO at the edge to 34 wt per cent NiO at the core, with vein edges comprising Ni-kerolite with <1.5 Ni per formula unit (pfu) grading to pimelite containing >1.5 Ni pfu at vein cores. The æbookletsÆ comprised nTpouite of formula, (Mg0.67Ni1.59Fe3+0.05)(Si2.17Al0.22)O5(OH)4 and averaged 30 per cent NiO. SEM element mapping highlighted the distribution and mineralogical association of Ni and Mg and emphasised the inverse relationship between Ni and Mg at the macroscopic (thin-section) scale. The Charters Towers goldfield is located in the centre of a Lower to Mid-Palaeozoic igneous complex where schistose, amphibolite-grade metamorphic rocks were intruded by multiple phases of medium grained granodioritic rocks. Several generations of mafic and felsic dykes also occur. Two distinct mylonites cut all but the youngest granitoids. Gold mineralisation occurs in quartz veins located in brittley reactivated mylonite and in sympathetic fissures in the undeformed granitoids. The gold-quartz veins occur in complex, gouge-filled, 2.5m thick zones, with minor sulfides, surrounded by zoned phyllic and propylitic alteration assemblages. Four main vein systems are each restricted to separate granitoids or contain oreshoots near granitoid contacts. No genetic relationship between the granitoids and the vein systems can be documented. The early mylonitic fabrics and the granitoid contacts played an important role in ground preparation and in the localization of oreshoots. Non mylonitized granitoids also served as favourable hosts for many of the lodes. Whole rock values of 180 of the granitoids range between 6.5 and 7.9 per mil. Hydrothermal vein quartzes have 180 values between 12.2 and 15.7 per mil. Mylonite quartzes have values of 8.4 per mil. Variation in 180 values of quartzes is in part related to granitoid host rock type.

The zeta potential on the surface of activated orit carbon were estimated in lhe presence of selected cations and anions that are normally associated with gold bearing ores in Kalgoorlie area of Western Australia. Additions of such ions to solution of varying pH shifted the isoelectric point of carbon from pH 4.45 to pH 7-8.3, while the anions moved Lhc isoelectric point 10 less than pH 3.2. In the presence of gold cyanide SoluLion additions of spectator ions indicated the isoelecLric poilll to be aL pH less than 3.2; the only exception was for Fe" ion where the isoelecLric point was at pH 5.9. The decrease in zeta potential appeared to be related to the counter-ions present. The decrease may also be related to the adsorption of hydroxyl ion complexes that are likely to be formed when cations are present in the solutions.Gold adsorpLion by activated orit carbon from gold cyanide solution seem to be indicated by the magnitude of zeta potential on the carbon surface. An attempt is made to relate gold adsorption and zeta potential on carbon surface with the pH of the medium.
