Since the hypothesis of coal and methane outburst mechanisms based on elastic mechanics gives no consideration to time, it cannot give satisfactory explanation of the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under a condition of triaxial compression. Such a model can explain the phenomenon of coal and methane outbursts successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst potential.

Following a detailed assessment of concen trator performance at Broken Hill South Limited which was reported in a previous paper, the fine grinding section was changed from a parallel arrangement of the two grinding circuits to a series arrangement, and the concentrator per- formance re-assessed. The change to series grinding had virtually no effect on the actual or potential capacity of the circuit to make a final product with 80% passing 100 mesh. However, the fresh flotation feed contained significantly less +150 mesh lead and +65 mesh zinc (material which was shown to float poorly), without an increase in the quantity of poor-floating ultra-fine lead and zinc. From the size-by-size flotation recovery data, it was shown that overall recoveries of both lead and zinc were approximately 1% higher than they would have been without this change in size distribution and it was concluded that this was a direct result of the change in grind- ing procedure.

The Ravensworth-Liddell area is part of the Muswellbrook- Singleton Coal District of the Northern Coalfield. It lies in the Parishes of Liddell, Ravensworth, Vane and Howick, in the County of Durham, midway between Singleton and Muswellbrook, and is traversed by the Great Northern Railway, and the New England Highway.Ravensworth and Liddell railway stations are 57 miles arid 61 miles, respectively, north from Newcastle (Fig. 1).The area has been the centre of an intensive search for open cut coal during the past few years. More than 1,200 bores, of which about 10% were cored diamond drill holes, were drilled to depths of about 200ft. Portions with thicker cover have been explored by 10 diamond drill holes to depths of over 400ft. but core recovery from these deeper holes was poor, and the lack of detail in the recorded logs limits geological interpretation. The drilling has proved about 34,000,000 tons of open cut coal, and about 246,000,000 tons under deeper cover.GEOLOGYThe Ravensworth-Liddell area lies on the eastern flank and southern extremity of the Muswellbrook Dome, extending from Hebden in the north, to Jerry's Plains in the south, and the rocks under consideration belong to the Tomago Stage of the Upper Coal Measures. As a result of the rapid economic growth in Japan, environmental problems have become a national concern in the latter half of the In 1967, the Basic Lair for Environmental Pollution Control was enacted as a fundamental ::olicy in this field. This lair provided compre- hensive guidelines for the action to be taken pollution prevention. The biggest problem n air pollution of those days was that of the sulphur dioxide content of the atmosphere. Based upon the law, the smelters in Japan have struggled hard to solve this difficult problem. Consequently, the ambient SO2 level has been lowered gradually year by year. At present, the ambient SO2 level is nearly equal to that in the atmospheric background. Furthermore, the fixation ratio of sulphur in Japanese copper smelters has attained up to 99.5 per cent.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. The 5.6 km Canning Tunnel was constructed to improve water supply from Canning Dam to the Perth metropolitan area. The site area is in the Darling Range which is essentially a laterite-capped plateau-remnant underlain by Archaean granitic rocks, intruded by dolerite. Two arrangements were available. After geotechnical investigations which included geological mapping, seismic refraction geo- physics, diamond drilling and mechanical rock testing, a single tunnel was selected in pre- ference to two short tunnels and a connecting pipeline. The tunnel is hydraulically equivalent to a fully lined tunnel 1.83 m in diameter and 5 580 m long. The alignment diverged from a straight line so that the initial upstream section was almost normal to the contours which allowed for minimal support requirements in a weathered zone. Although steel and con- crete lining was needed at both ends, the main section of the tunnel was unlined except for a concrete floor. A sand and rock trap with a capacity of 46 m3 was constructed near the outlet portal to collect debris and sand down to a size of about 2 mm. Portal excavations were in highly to completely weathered rock which extended 56 m into the tunnel at the upstream end, and 18 m at the downstream end. Initial coal production at Ulan was solely from underground mines. A significant increase in demand for steaming coal in the late 1970's emphasised the need to further expand production and led to the development of the open cut mine which commenced commercial production in June, 1982.During the initial stages of mine planning, feasibility and cost studies were undertaken to determine the most suitable method for coal haulage from the pit. The comparison between a conventional truck haulage system and an in-pit crushing system using a mobile crusher and moveable belt conveyor haulage confirmed that the mobile crusher and conveyor system was superior in every respect for the Ulan mining operations.Technical features and design parameters for the major items of equipment are outlined as well as operating, manning and performance assessments. Minor equipment problems were encountered during initial operation but these have since beenrectified and the plant is now capable of exceeding the design production. Maintenance and energy costs are considerably lower than originally estimated and production efficiencies are continually improving as operators develop new techniques and procedures in the handling of the equipment.

P.IISTRACTThe Pacific Rim is advantaged by the uniqueness and diversity of its geological features. Why then is geology given so little regard in the education systems of the countries of this region? Not that these countries differ greatly from those in other parts of the world. Papers presented during the Precollege Geoscience Education session at the 28th International Geological Congress (28th IGC) held in Washington, July, 1989, indicated strongly that the problem is universal. There is a marked decline in interest in the Earth sciences and many nations are looking towards methods that might change this trend. Problems affecting geological education include the lack of purpose and direction, its obsolete curricula and the difficulty in attracting gifted students.The world-wide plight of geology comes at the very time when it should be fundamental to a public understanding of the global effect of human population pressure. There is a universal awareness of "the environment" but very little awareness of the science that has supplied most of the data. Geology, as the science of the Earth, is of paramount importance to an understanding of our life on this planet, particularly in its role as the source of our every need.

This paper describes the oil engihe plant owned and operated by Gold Mines .of Kalgoorlie Limited, and gives some details of installation, operational, and maintenance experiences which have arisen during the years of service, the last 5 years of which have been under the writer's control. Nos. 1, 2, 3 and 4 alternator units have run 50,276, 48,006, 49,677 and 25,930 hours respectively, and much knowledge has been obtained of their performances and faults. During the war years, it has not been easy to obtain spare parts; this, coupled with the loss of No. 4: alternator unit to the Commonwealth Government, made operation and maintenance a very difficult problem.All engines are of the enclosed vertical, single acting, 4-stroke cycle, airless injection type.The electrical power plant originally consisted of four 6-cylinder Belliss & Morcom heavy oil engines, direct coupled to Bruce Peebles alternators, running at 375 r.p.m., and generating 3-phase electric power at 3,300 volts, 50 cycles.No. 1 unit, installed in 1936, is a 6-cylinder 450 b.h.p. standard 12A Belliss & Morcom heavy oil engine, direct coupled to 280 kw. 0.8 p.f. alternator. The remaining three units are 6-cylinder, 660 b.h.p., lSA oil cooled piston type Belliss & Morcom heavy oil engines, direct coupled to 410 kw. 0.8 p.f. alternators, making a total capacity of 1,510 kw.No. 4"alternator. unit, an 18A Bellis.& Morcom set, was taken over by the Commonwealth Government in June 1943.

Mine management has a responsibility under the various acts of state parliaments for the adequate ventilation of existing workings. It also has a need to plan adequately for the ventilation of proposed workings. Future workings alternatives have become progressively more complex and ventilation planning of the various possibilities must be undertaken within an atmosphere of rapidly changing market circumstances, etc. Any non-optimal solution will prove more expensive than necessary on both capital and cost bases. Clearly these increasing and alternative ventilation demands of coal mines in Australia have multiplied the work load of ventilation engineers. Management in general has for some time been aware of the advantages of using computers for commercial applications such as payroll and stores inventory. However, while the hand held calculator has replaced the traditional log tables and slide rules for smaller engineering calculations, the larger digital computer has not made the same

High solids brown coal slurries have been prepared with concentrations approaching those achieved with bituminous black coals. The high inherent water content and macroporosity of Victorian brown coals have been reduced in a controlled manner by chemical and mechanical means. The hydrophobicity of the coal surface has been increased sufficiently to reduce the tendency for swelling and water uptake. This together with densification has allowed the solids content to be progressively improved from 25% solids with raw coal to 65% solids with modified coals. Both raw brown coal and modified brown coal suspensions show shear thinning behaviour resulting in lower viscosities at higher flow rates. All coal suspensions displayed a yield stress once sufficient solids concentration was achieved. This yield stress can be used in the prevention of solids settling. Under simple shear mixing the network structure that provides the yield stress quickly breaks down to a low viscosity fluid with reduced yield stress and a pumpable consistency. The time necessary for structural recovery is in the order of days permitting shut-down and start-up of fuel delivery systems.

Tunnel boring machines (TBMs) excavation is nowadays more and more considered a valuable alternative to conventional tunnelling. As a matter of fact, thanks to its advantages such as greater rate of advance and safer working conditions, the application of TBMs has increased significantly in recent years. Despite the possible excellent performance of TBMs in favourable ground conditions, the advance rates could be significantly slowed down or even obstructed in limiting geological situations. This obviously traduces in potentially longer tunnel construction times and higher costs and, therefore, in a preference for conventional method. One of the major geological hazards encountered during tunnel construction, is related to the presence of fault zones or heavily jointed and fractured rocks. The most common geotechnical problems resulting from tunnelling in these difficult conditions include the instability of the excavation face, instabilities of side-walls producing large overbreaks on the tunnel profile, excessive deformations in case of squeezing grounds, frequently changing stresses in terms of magnitude and direction, high water inflows, etc. The decisions aids for tunnelling (DAT) is a model and a computer code that can be used to evaluate the influence of the uncertainties related to both the geological/geotechnical conditions and the construction process on final tunnel construction time and costs. In this framework, the DAT is used for assessing the effects that challenging ground conditions may have on tunnelling operations in terms of costs and delays. This is done by simulating the tunnel construction considering several geological profiles. The aim of the study is comparing different excavation methods (ie drill and blast versus TBM) in changing ground conditions along the tunnel alignment ranging from good rock, to very poor and fractured formations. The modern workplace has changed dramatically in recent years with an increased emphasis on the psychological well-being of employees. While adhering to a certain standard of psychosocial safety at work is now not only a moral, but legal obligation in Australia, it begs the question: how can organisations begin to ensure psychosocial safety? A positive psychosocial safety climate is one where employees feel they are psychologically safe, feel supported in their work and are not exposed to work-related stressors that can negatively affect their mental health. Such a climate can help boost productivity and create a more positive working environment. This presentation will provide a twopronged approach to understanding and managing psychosocial safety: pairing a traditional risk assessment with climate measurement. Risk assessments can provide several benefits, including identifying and characterising work-related hazards, identifying the nature and severity of the risks to employees and prioritising necessary interventions for reducing or preventing psychosocial harm in the workplace. However, these assessments can have certain limitations, especially when it comes to capturing some of the less obvious causes of psychosocial harm. Climate measurement can provide valuable insights into employees’ perceptions of the work environment, identify areas of concern that may not have been identified in the risk assessment and help to guide organisational changes that will enhance employees’ psychosocial well-being over time. It will also be argued that climate should be assessed from a broad perspective exploring general, physical, social and psychological aspects of safety climate. This presentation will explore why conducting risk assessments in conjunction with detailed climate measurements is integral to protecting the psychosocial safety of employees in the workplace and demonstrate why employers should view the two approaches as complementary and interconnected. Best practice recommendations will be provided for the risk assessment, climate measurement and psychosocial interventions

The mining. operations of Bougainville Copper Pty Limited are located at Panguna on the Island of Bougainville which is part of the Territory of Papua and New Guinea. Mineralisation in the Panguna area was first established by C.R.A. Exploration Pty Ltd in 1964. Exploration work since then has established ore reserves estimated to be 760,000,000 tons of.0.47% copper and 0.4 dwt./ton gold. An economic feasibility study completed in July of this year has enabled a decision to be made to proceed with a major mining operation. The ore will be mined by open cut methods and will be treated in a conventional concentrator with a nominal capacity of 90,000 short tons per day. The concentrate will be pumped as a slurry through a 15 mile long pipeline to a port established on the east coast where it will be filtered and dried ready for export. Other supporting facilities for the mine include two towns, a 135 megawatt steam power station, and access roads.

Australia has a large resource of manganese at BHP's Groote Eylandt mine which has been progressively developed over the last two decades. While much of the product is marketed internationally to the iron and steel industry, substantial quantities are processed in Australia at the Company's ferro alloy works in Tasmania. In addition, small but increasing quantities of ore are being consumed by the non-metallurgical industry. Fluctuating fortunes in the steel industry produce similar trends in the marketing of manganese. The increasing cost of freight and power together with strict environmental control is further affecting the market balance. Mine operators are expanding into the alloy making field. Reduction in usage in less developed countries is occurring.

The concept of an in stream analysis probe was developed at The Zinc Corporation (now Z.C. Mines) in the late 1960's and commercialised quite rapidly, by Phillips and then AMDEL, as an alternative to the established centralised systems (Courier, etc.). The developments which have taken place since that time are reviewed and current procedures and performance are described. An audit of the system, recently undertaken by AMDEL, has highlighted areas where improvements can be made. In 1988 the ISA system will become an integral part of a substantially upgraded process control system.

After eighteen months of discussions with employees and their trade unions, multiskilling was introduced at the Hellyer concentrator in early 1989, coinciding with the plant commissioning. Multiskilling was introduced with the Hellyer Skills Acquisition Program together with intensive training and performance assessment. Design innovations have helped to improve productivity. There have been some difficult times with personnel tending to return to the old and traditional ways of operating. In general, these have been overcome to ensure the success of multiskilling at Hellyer. The main factors making multiskilling effective have been continual training and assessment, and a competent team of shift supervisors. This has improved work standards towards the high level expected from a multiskilled approach without compromising safety standards.

The Pilbara region, located in the north-west of Western Australia, is significant as the second-largest source of iron ore on the planet. Iron ore mines owned and operated by Pilbara Iron are located within the Hamersley Basin. This paper refers to the Greater Paraburdoo mines, the 4WEST and 4EAST pits, located on the southern margin of the Hamersley Basin. The groundwater model refers to ephemeral watercourses: Seven Mile and Pirraburdoo creeks, which are adjacent to the two pits, and Ratty Springs, located upstream from 4WEST and within Pirraburdoo creek. The spring and creeks hold cultural heritage significance for local Aboriginal communities. Two of these, the Gobawarrah Minduarra Yinhawanga (GMY) and Innawonga native title claim groups, initiated hydrological work on the two creeks and Ratty Springs, with the aim of determining the affects of dewatering on the natural water flows of these systems. The numerical model used to simulate drawdown in the Pirraburdoo and Seven Mile Creeks was derived from PMWIN Pro software and covered an area of 77 km2. The modelling period was from January 1998 to December 2004, and the prediction period was from January 2005 to December 2015. The model has four layers and incorporated effects caused by mining voids, 4WEST and 4EAST pits, creek bed material, weathered bedrock below creeks and surrounding banded iron formations (BIF). The model has been calibrated using the trial-and-error method set down by Middelmis et al (2001). The current dewatering schedule (12 ML/day) in the 4WEST and 4EAST mining areas does not affect the water table levels in the adjacent creeks significantly or for any considerable periods of time. However, changes to mine plans may occur, for example, in response to changed commodity price and may lead to significant increase in rates of vertical advancement. This, in turn, affects dewatering schedules, as greater vertical advancement requires increased dewatering effort. When an accelerated mine plan is applied to the model and dewatering rates increased to 18 ML/day, drawdowns in the creeks are more noticeable. The model has therefore helped to indicate the extent to which increased dewatering rates may be acceptable, especially in terms of immediate and longer-term damage to riparian species, ie Melaleuca and Eucalypt. Predictions from the model may also allow mine planners to schedule decreased rates of vertical advancement, where these are required to meet environmental constraints.

Sintering is the most economic and widely used agglomeration process to prepare iron ore fines for blast furnace use. Due to the depleting reserves of traditional high-grade iron ore, there have been considerable changes in iron ore resources available throughout the world, especially in steel mills in East Asia. Corresponding to the changes in the availability of iron ore resources, the amount of impurities in iron ore has been slowly increasing. Some of these impurities have been found to have deleterious impacts on sinter quality and sintering performance. In the meantime, an increasing number of large blast furnaces with inner volumes of more than 5000 m3 have been built that require more sinter and are often more demanding in terms of the quality requirements of the ferrous materials. Finally, sinter plants are facing increasing pressure due to more stringent regulations regarding their environmental impact.
