In February 1995, Falconbridge Limited approved the construction of a nickel mining and milling facility on its Raglan property situated in the Nunavik region of northern Quebec, Canada. The construction period successfully terminated with the commissioning and start-up of the plant and concentrator in early-December 1997. The estimated life of the project is 20 years with an annual mining rate of 800 000 tonnes of ore, producing 21 000 tonnes of nickel per year. This paper discusses the subject of æRemote Mining in the Canadian ArcticÆ as it applies to the Raglan mine process and people. During the feasibility stage of the project, many assumptions were made which influenced the design and operating parameters of the facilities and the equipment. Transportation, communication, remote logistics techniques and standard industry practices required to support a æfly-in/fly-outÆ operation were reviewed and either adopted or rejected for use at Raglan. These assumptions were æmade to fitÆ the uniqueness of our planned operation. It was also acknowledged that many of them would ultimately impact on the people required to staff the operation following construction. Therefore, their suitability and applicability were examined from an economic, operational and human perspective. In a continuing effort to improve the quality of life for Raglan employees, as well as the economics of our mine operations, these assumptions are under constant review and scrutiny. There is no doubt that experiences gained, and willingly shared by other North American arctic mining operations, proved invaluable and are a big reason for RaglanÆs overall success thus far. The mining industry is being challenged technically to develop lower grade orebodies at the lowest possible cost. In addition to environmental constraints, serious social, political and moral questions are being asked and added to this list of challenges. Miners throughout the world must improve their operating standards and public image if we want to attract the best possible employees. Remote mining operations provide a unique opportunity to experiment with various human resource concepts as well as demonstrate the industryÆs commitment to environmental and community concerns.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas.In the region's developing and newly industrialised nations, it has not been possible to make the very large investements in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-sustitutable products such as lubricants have also benefitted by the region's GDP growth.The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. If, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East. The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

Mine planning typically involves designing an operation to uncover coal with the minimum initial costs with reclamation planning and earthworks being done as an "add on" task. The landform is too steep to remain stable, has no drainage and frequently has areas of excessive acidity or alkalinity. Extensive earthworks are required to reduce grades to an acceptable level and create a drainage system. The flexibility available to the mining engineer to alter the post mining landscape clearly depends on the mining methods. Straight dragline stripping provides virtually no flexibility. However most mining operations over the term of current ten year plans have a substantial pre-strip component. It is this pre-strip material which has the potential to reduce the final reshaping earthworks. The reshaping operation itself is subject to some flexibility with various options being available to re-grade and provide drainage. The full utilisation of this flexibility to minimise earthworks cost should be the aim of reclamation design. ACIRL's current thrust in reclamation is aimed at the integration of mine planning and reclamation earthworks. This involves gathering all environment and agricultural criteria and designing the earth works necessary to produce an acceptable final landform. A key component of our work is the use of computer aided design (CADD) for the design of spoil piles, pre-strip dumps and spoil re-shaping. This approach has been applied to a number of mine sites with earthworks operations covering hundreds of hectares and hundreds of millions of cubic metres volume. We are continuing to provide that consultancy service and at the same time are involved in the development of more sophisticated software tools to apply to reclamation design.

Burwood Beach Sewage Ocean Outfall is being constructed by the Hunter District Water Board as part of an amplification scheme to eliminate pollution from adjacent bathing beaches. The outfall consists of a 93m vertical shaft, 1950m of 2.7m diameter tunnel with a series of diffuser outlets connecting the seaward end of the tunnel to the sea floor on a rock outcrop. The site of the work is in the Newcastle Coal Measures and the project is complicated by the proximity of colliery workings to tunnel alignment, although the colliery records provided valuable information on geological features. The location of the tunnel was determined to be in the Waratah Sandstone Formation immediately below the colliery workings after three different alternatives were considered. The shaft, which will be sized to suit contractor's construction methods and equipment, will be sunk through about 24.5m of alluvial material and 68.5m of rock. The tender documents were developed to allow the contractor considerable flexibility in construction method to suit available equipment. The specification also allowed great flexibility in tunnel construction method with minimum cross sectional area of 5.7m2 being the basis for a number of allowable alternative profiles ranging from circular to horseshoe.

Coeur d'Alene Mines is a precious metals producer which is dedi- cated to growth through it's exploration and acquisitions efforts. We foster and support these activities by providing our staff with long-term financial support, the encouragement to proceed with their projects and ideas, and a firm belief that we will be successful. Coeur's corporate headquarters are located in beautiful, historic Coeur d'Alene, Idaho. Our main mining operations are Rochester, locate near Lovelock, Nevada, Coeur Mine,located near Wallace, Idaho, and Thunder Mountain, located in central Idaho. Our Ken- sington Gold project is located about 45 miles north of Juneau in southeast Alaska. We have exploration offices located in Reno, Nevada, and Santiago, Chile. At this time, Coeurd'Alene Mines produces precious metals from mines located in the United States. Our Rochester open-pit opera- tion, which is 100 per cent owned and operated, is located in Nevada. Presently, this operation produces 5.5 to 6 million ounces of silver per year and 60-70,000 ounces of gold. We move 65,000 to 70,000 tons of rock per day of which about 23,000 tons is ore. The ore is crushed, stacked on permanent heaps and leached. The recovery is by Merrill-Crowe. Although the average grade is rela- tively low, 1.4 ounces per ton silver and 0.012 ounces per ton Au, the operation is very low cost. Our cost of production is less than $4.00 per silver equivalent ounce. Rochester is anunusual operation in that the crushed rock stacks without much compaction and the ores are easily leached. The final height on our heaps will be about 220', and overall recovery will be about 55 per cent of the silver and about 85 per cent of the gold. Reserves at Rochester are expanding and are now adequate for at least fifteen years of opera- Tion.

A glasshouse experiment was set up to investigate arsenic uptake in rye corn grown in different arsenic rich substrates. Sods of material were taken from various locations and planted with rye corn seeds. The plants grew for 13 weeks after which time the above ground biomass was harvested. Analysis of the rye corn plants showed a narrow range of arsenic concentrations, which did not reflect the arsenic contents of the soil. Comparison of the results from this study with previous work showed the glasshouse rye corn to have lower arsenic concentrations in above ground biomass than rye corn grown in field conditions. The environmental conditions present on the tailings and water-rock interactions were considered the main factors involved with the difference in arsenic uptake between field studies and the glasshouse study. This suggests that bioavailability processes are influenced by a variety of factors and cannot necessarily be predicted by the use of soil factors or glasshouse trials alone as is often done when planning phytoremediation work and mine shut down.

One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

Autogenous and Semi-Autogenous grinding has become an accepted method of reducing primary crusher product to micron sizes in a single or a two-stage grinding circuit. The elimination of secondary and tertiary crusher circuits and sometimes rod mills helps to lower overall operating costs and, in many instances, can make uneconomical projects viable. Selecting AG/SAG Mills have been rather a "hit and miss" affair over the years, but now with the many different types of tests available, accurate mill size predictions can be made, provided the test data is evaluated correctly. This paper endeavours to simplify the process of evaluating test data and sets down some guidelines for designers to follow when selecting AG/SAG Mills.

The paper presents a new integrated system for control of concentration processes. The system is based on cluster-based modelling taking the ore quality into account and a new on-line particle size analyser capable also for reliable measuring of particle size distribution of concentrate. A metallurgical precontrol audit was performed at the Hitura concentrator in order to design the control strategy of the integrated grinding and flotation control. A new analyser PSI-200, was used to the measurement and control of the distribution of nickel in the total particle size range. An expert control system using the cluster model together with a new control strategy for decision of necessary control actions is outlined. The method has been tested to real data from mineral processes. The results are in good correspondence with empirical process knowledge. This paper discusses why Argyle Diamonds adopted thickened tailings disposal in 1985 and how the system was developed over the next seven years. A wide ranging review of the thickened tailings disposal system and the tailings deposit it was producing was carried out during 1992 and 1993. The results of that review led to the abandonment of thickened tailings disposal at Argyle because of serious concerns about the stability of the resultant tailings deposit. The exposure to the risk of liquefaction and an assessment of the consequences if this happened to the thickened tailings deposit are shown. The criteria for selecting the new tailings disposal strategy are then described. The final section of the paper discusses the management strategies that have been put in place. These are designed to: ò reduce the risk posed by the thickened tailings deposit to an acceptable level; ò safely store tailings to the end of mine life; ò produce a land form that can be decommissioned to the satisfaction of Government regulatory bodies.

Over the last 15 years working in the mining, construction and extractive industries, one of the areas that has always concerned and at the same time drawn the author to it is the application of drilling and blasting in the underground development mining and civil construction tunnelling fields. In that time, the author has come across many drives and tunnels that are larger than design or badly damaged in the perimeter or both. When the question is asked as to why this is the case, the reply is generally æthatÆs the way it is and always has beenÆ. Sometimes it is blamed on bad ground, bad drilling, bad explosives, bad initiation or just plain bad. Most operators build a dilution factor into development and tunneling costs as an acceptance of overbreak and similarly pattern bolt everything to overcome excessive perimeter damage. This paper will attempt to unravel some of the mysteries behind perimeter drilling and blasting in underground drives and tunnels and discuss methods to reduce overbreak and therefore reduce costly dilution and to minimise perimeter damage which in turn will allow more cost-effective ground support. It should not be assumed that better drilling and blasting alone would automatically allow an operation to reduce ground support. The operator must still æreadÆ the ground and its characteristics in order to ensure sufficient ground support is placed to allow the operation to progress safely. This paper will not go into the intricacies of bolting, meshing, shotcreting, concreting and other ground support, but it will use indicative costs for the primary areas of drilling, explosives, excavation and labor to show the magnitude of cost-efficiencies which can be obtained through improved drilling and blasting applications. Drill and blast remains the most flexible and cost-effective method of underground excavation as long as it is applied safely and effectively.

On the first of July, 2012, the Australian GovernmentÆs Clean Energy Act commenced. From this point, a price of $23/t of CO2-e will apply to facilities that trip the liability threshold. This first part of this paper concentrates on the mechanics of the Clean Energy Future legislation and how it will be applied to the mining and mineral processing industry.The second part of this paper contains analysis of the data presented for typical mine operations. Methodologies for constructing a carbon strategy are also presented. This will entail determining what the objectives of the carbon strategy are, and defining what the strategic priorities for a business should be. An action plan to address the risks identified from the Clean Energy Act is also developed as part of the strategy.Details such as the advantages and disadvantages of opting into the carbon price scheme for liquid fuels are shown. "The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co., Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralization, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

This paper provides an overview of methods for measuring tunnel deflection and construction’s effects on the surrounding environment during and post construction. It will also review illustrative case studies from within Australia and overseas that are most relevant to local construction conditions. Systems illustrated include; vibrating wire and fibre optic strain gauges, extensometers, load cells and piezometers. A novel system using radar interferometry which requires no contact to the structure will also be investigated.In Australia, the majority of tunnelling activity occurs in urban areas (or in the case of mining in rural area) with limited seismic risk. However, the unexpected movement of tunnels is an important factor for structural engineers to monitor. During construction, monitoring is focused on the performance of the tunnelling lining, the supports under real conditions and the effects on surrounding infrastructure. After construction, monitoring will determine the effect of live traffic loads and can also evaluate the durability and any degradation of the tunnel. The aging of some tunnels or the forces subjected by nearby major construction can directly lead to a decrease in structural stability and deformation.The conventional way of inspecting and monitoring those tunnel movements is to have engineers physically enter the tunnel and carry out the measurement work. Manual techniques include tunnel wall convergence checks or total station measurement. However the associated costs are high and measurement process is difficult as some tunnel areas are inaccessible and the data collection interval is limited by the speed of the operator.Automated sensor networks utilising extensometers, fibre optics sensors or strain gauges can be used on tunnel segments or surrounding buildings. The Peko copper orebody is associated with a body of magnetite rock which it has partly replaced. The primary ore averages about 9 per cent. copper and 4 dwt. gold per ton and locally IS much richer. It consists essentially of chalcopyrite and unreplaced magnetite, with lesser amounts of pyrite, marcasite, pyrrhotite, cobaltite, bismuthinite, native bismuth and native gold. The earliest formed mineral is wolfram, and the latest formed is goethite, so that the temperature of deposition ranged from about 5000 C. to 1650 C. or lower.Oxidation extends to 270 ft., which is 100 ft. below the present water level. The oxidized ore consists of cuprite and native copper, and has replaced more or less massive chalcocite of a former zone of secondary sulphide enrichment. The present zone of secondary sulphide enrichment extends from about 270 ft. to 310 ft. depth.INTRODUCTIONThe Peko mine is about 6 miles south-west of Tennant Creek township in the Northern Territory, adjacent to a small outcrop of hematite rock that projects above an otherwise featureless "bull-dust" fiat.The copper-gold orebody being developed in this mine did not outcrop. It was first detected in 1950 by a surface diamond-drill hole (DDH.1), which intersected primary copper ore at a depth of 400 to 425 ft. This ore contained from 4 to 11 per cent. copper and 1 to 25 dwt. gold per ton. Since then a shaft has been sunk, and crosscuts and development drives have been opened on the 210..ft., 300-ft. and 400-ft. levels, which are also connected by winzes. Two diamond drill holes sunk from the 400-ft. level have intersected theorebody at about 450 to 460 ft., and a winze from the 400-ft. level intersected the lode from 445 to 500 ft. At this point it is 54 ft. wide, and averages 9 per cent. copper. More recently an inclined surface drill hole (Peko No. 1) has cut the lode at 856 ft. to 921 ft., equivalent to a vertical depth...

When developing a new underground mine, the geological interpretation that guides the mineral resource is crucial to the preparation of a reliable ore reserve. In preparing a robust geological model to underpin a resource estimate, practitioners must weigh the comparative risk of accepting a relatively wide-spaced drill hole pattern, versus a more close-spaced pattern that ensures a high local geological confidence for mine planning but may have an exponentially increased time and monetary cost. This paper details the authors’ investigations into the geological uncertainty of IGO’s Odysseus Deposit, which is approximately 645 km north-east of Perth, Western Australia. At Odysseus, the komatiitic nickel sulfide mineralisation is irregularly cross-cut by nickel-barren pegmatites that have intruded and offset its thick ultramafic orebodies. These pegmatites generate significant uncertainty in the precision of Odysseus’ resource volume and tonnage estimates, as well as the subsequent quantification of pegmatite mining dilution in its ore reserve. To quantify the geological uncertainty in the pegmatite interpretations, IGO’s mineral resource practitioners prepared several geological risk studies over the Odysseus North lode, which is the lode most affected by the pegmatites. These studies included categorical conditional simulation of the pegmatites, preparing implicit geological models with alternative algorithms, trialling a machine learning application to prepare a maximum likelihood geological model, and finally assessing the early results of the pre-production close-spaced drilling to these different models. To assess the precision of the different single-outcome models, the authors’ compared the estimated pegmatite content of each model to the range of possibilities modelled by categorical conditional simulation within the planned stopes at Odysseus North. An estimation confidence score for each modelling method was then prepared for each alternative single-outcome modelling method. From these studies IGO concluded that a close-spaced drill pattern is essential at Odysseus, supporting the view of the Competent Person in 2017 who proposed a 25 m drill spacing in areas affected by pegmatite which had been partially classified as Inferred.

A major breakthrough in extending the life of the wear material of high pressure roll crushers when treating moist, highly abrasive material has removed the last impediment to the widespread acceptance of high pressure comminution in the minerals industry. The system is very energy efficient. It has been demonstrated that in the cement industry energy savings of up to 50 per cent have been achieved compared to conventional hall milling. Besides being energy efficient, the process provides some remarkable and useful effects; ò better liberation of mineral constituents (as proven for diamond liberation). ò preferential comminution where induced micro fissures follow grain boundaries. ò higher reactivity of the product due to micro fissures. All these points will be described here together with a review of current flowsheet design and incentives for the use of this method of Comminution.
