The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

Uranium minerals were found in Australia as early as 1869, but it was not until the 1940's that a search specifically for uranium was begun. Instrument types and techniques used in early exploration are still used today, but have been developed into more sophisticated and portable types. Recent improvements in exploration have been the introduction of the gamma ray spectrometer, radon sampling and geochemical surveys. The environments of presently defined uranium deposits are predominantly sedimentary. Known deposits in igneous environments are usually small. The size of targets which are likely to provide economic deposits is of the order of 10,000 tons U308, producible at a cost of less than $10 per pound. Such targets are most likely to be in Precambrian sediments or in granitic masses. Recent exploration in Australia has included investigation of Precambrian sediments, Precambrian and Palaeozoic granites, Mesozoic and Tertiary sediments, Precambrian volcanic rocks and brecciated masses of unknown age. The origin and method of emplacement of uranium in these environments is not well known but there are indications that syngenetic sedimentary processes are important, and volcanic rocks may make a major contribution to the supply of uranium.

Anoxic limestone drains (ALDs) have been widely used in the passive treatment of acid mine drainage (AMD), but their effectiveness has often been less than anticipated. Iron hydroxide often precipitates around limestone particles and inhibits neutralisation. To determine the conditions under which iron hydroxide precipitates, a small-scale laboratory ALD system was built to enable a detailed examination of the chemistry of iron within the drain. For one experiment, a mixture of limestone and quartz was introduced to the drain to assist in the determination of the key mechanism governing iron precipitation. Synthetic anaerobic acid mine drainage containing Fe2+ (~130 ppm), SO4 2- and H+ was pumped at a rate of 30 mL/min up a 90 cm tall, 15 cm diameter vertical column filled with limestone gravel of 98 per cent purity. Three sampling ports were fitted at equal intervals along the column; water was periodically extracted for analysis at the sampling ports over an 11-hour period. Experiments were run at influent pH levels of 2 and 4. Results show that acid neutralisation to pH greater than 6 occurred at the inflow end of the drain. The greatest amount of iron precipitation (19.5 per cent) also occurred in this area. The lack of iron precipitation on the quartz surfaces in the quartz/limestone mixture indicates that neutralisation is the key mechanism for the precipitation of iron hydroxide on limestone particles. A pe-pH stability diagram derived for the laboratory ALD system indicates that ALDs will not be effective for AMD with pH 2. Influent waters with pH 2 require a pe of -2 (Eh: -118.4 mV) to avoid Fe precipitation upon neutralisation. Influent waters of pH 4 require a pe between -2 and -4.

A full-scale statistically-based on/off plant trial of a new flotation conditioning technology designed to improve fine mineral recovery was undertaken to determine whether the recovery of selected fine sulfide minerals can be increased. The technology is selective for certain sulfide minerals only, including chalcopyrite and sphalerite. DeBeers Canada Mining Inc (DeBeers) recently submitted an Environmental Assessment (EA) for its proposed Snap Lake Diamond Mine located in Northwest Territories, Canada. As part of the EA process, a site water quality management plan must be developed. Plan development requires an integrated approach such that the key factors influencing water quality can be identified and managed to minimise potential impact. A system model was therefore developed to simulate the site-wide water quality conditions and mass loadings to the principal environmental receptor of concern, Snap Lake, during operations and post-closure. Requirements of the simulation included integrating hydrology, geochemistry, hydrogeology and site management practices in a dynamic way. A unique feature of the site was the need to accommodate a complex flow system that included a feedback loop between lake water and mine water. A system model was constructed using the GoldSim software package that integrated on-site water quality and flow measurements, as well as results from independent groundwater flow and geochemical modelling efforts. The GoldSim model simulated concurrently the movement of 39 solutes through the subsurface mine and surface facilities. Solute sources considered included four different waste rock and tailings types, explosives use in the mine, treatment plant discharge, and recycled process water for dust suppression. Separate solubility constraints were identified for different regions of the flow system (eg underground mine; treatment facility; surface water bodies). Kinetic test data were used to derive temperature-dependent rate constants for use in calculating mass inputs from surface sources such as waste rock piles. The model generated water quality estimates over time for a variety of management scenarios at several potential discharge locations. The integrated approach used by the model was effective in identifying the significance of key factors influencing overall water quality such as explosives use, mine water inflow rates, waste rock reaction rates, site/mine management options, and effectiveness of treatment. The model provides an example of an effective tool for comprehensive, integrated system evaluation and management.

The Hamersley Province in Western Australia hosts large iron ore deposits. Each deposit displays various iron ore types that were defined on their metallurgical properties, especially in terms of porosity and mineralogy. Conventional porosity and mineralogy information on iron ore types are provided on 2D thin sections using automated image analysis with scanning electron microscopy (SEM)-based techniques combined with chemical analyses. However these techniques cannot accurately quantify the 3D porosity. High-resolution X-ray computed tomography (HRXCT) is a non-destructive technique providing a 3D image of the sample with a resolution close to 0.5 - 0.7 ¦m for samples size of up to few centimetres in length. 3D image analysis using customised algorithms now provide accurate quantitative porosity and mineralogy of iron ore types.CITATION:Fonteneau, L C P J, Godel, B and Ramanaidou, E R, 2013. The Mabilo copper-gold-magnetite skarn deposit is located in southern Luzon in the Paracale mineral district, where iron has been produced historically from several skarn deposits. Mabilo occurs in the south-west of the district and is distinct and significant because of its high grades of copper and gold compared to historical mines.The Mabilo licence surrounds the Venida prospect, where past small-scale mining has exploited iron, copper and gold mineralisation in oxidised skarn. A ground magnetic survey in 2007 defined a number of strong anomalies under Quaternary volcanic cover south of Venida. The property was acquired by Sierra Mining Ltd in 2011, the magnetic data were remodelled and drilling commenced in September 2012. Diamond drill hole MDH001 targeted the strongest anomaly, which was 500 m south of Venida and under 20 m of volcanic cover. It intersected 94 m with an average grade of 2.2 per cent copper, 1.6 g/t gold and 36.6 per cent iron. Subsequent drilling was targeted by magnetic modelling, incorporating magnetic susceptibility data from drill core, which resulted in a high percentage of successful drill holes.The mineralised skarn preferentially replaces a dipping limestone unit within an Eocene sequence dominated by volcanic siltstone and sandstone, metamorphosed to marble and hornfels in the aureole of a Miocene quartz-diorite intrusion. Skarn occurs discontinuously along the eastern and southern diorite contact, controlled by primary sedimentary facies variation, structural geometry, fault offsets and intrusive contacts.Coarse magnetite skarn with garnet and minor wollastonite and clinopyroxene contains variably abundant chalcopyrite and minor molybdenite. Magnetite skarn occurs in sharp contact with unaltered marble or grades into garnet skarn with minor chalcopyrite. Structurally controlled retrograde skarn alteration is strong to intense and is characterised by bornite, clinozoisite, iron carbonate and chlorite. The retrograde skarn is weakly overprinted by late-stage pyrite veining and brecciation associated with clay-silica alteration with arsenopyrite and tetrahedrite-tennantite.The quartz-diorite stock is interpreted as the source of the prograde skarn-forming and mineralising fluids. Late-stage porphyritic intrusions in the contact zone indicate continuing magmatism during uplift, when telescoping led to a high-level, high-sulfidation overprint. In the last several years we have seen the demise of the Department of Mining and Metallurgy at the University of Melbourne, the removal of extraction metallurgy from the Department of Metallurgy and incorporation of it within a School of Mines at the University of New South Wales, and the joining of a small Department of Metallurgy with a Department of Chemical Engineering to form a Department of Chemical and Materials Engineering at the University of Newcastle. Most of these changes have been forced by the logical application of the principles of accounting, the currency for such accounting being the Whole Student Unit (WSU). It is not my intent to address the problem of attracting young people into courses in metallurgy (including extraction metallurgy) which, at present, is the only way to introduce black ink into the WSU accounting ledger. Rather, I wish to express my disquiet over the trends, illustrated by some of the above occurrences, of separating out extractive metallurgy from METALLURGY by suggesting in broad terms how a course in metallurgy should be structured. I firmly believe that the mechanical metallurgist and materials engineer need an exposure to chemical and extractive metallurgy; similarly, the extractive and process metallurgist should, in my view, have a good grounding in the interrelationships between composition, structure, and properties, this topic being the core of the basic subject physical metallurgy.

The LaModel program was initially developed in 1993, and it is used to model the stresses and displacements in thin tabular deposits such as coal seams. It uses the displacement-discontinuity variation of the boundary-element method with a simplified laminated overburden model and because of this formulation, it is able to quickly and effectively analyse large areas of single- or multiple-seam mines. Over the last couple of decades, LaModel has been used by many mine engineers and researchers for improving pillar designs and mine safety, and it has been continually updated to add functionality and improve its ease of use and accuracy. The present LaModel can calculate seam displacements and overburden, multiple-seam and total seam stresses, pillar safety factors, energy values, roof-bending stresses, fault effects and surface subsidence. It can automatically generate the mine and overburden grids from AutoCAD drawings, and it includes wizards for automatically generating Bieniawski strength coal pillars, easily calibrating the overburden properties to observed abutment stresses and calibrating the gob material to expected gob loading. Run-out analyses of tailings storage facilities are typically undertaken using methods based on rheological theory. These are reasonable techniques to model the behaviour of tailings that, through significant run-out and possibly mixing with supernatant water, are generally acting in a fluidised manner. Such modelling often follows on from two-dimensional continuum analysis models where, if failure is predicted, grid failure often occurs when deformations begin to increase. This results in a disconnect between the prediction of failure and the modelling of the potential extent of the failure.Recently, rezoning methods have been incorporated into commercially available two-dimensional soil mechanics deformation codes. Rezoning techniques enable large deformations to be modelled within a two-dimensional continuum analysis framework; however, while promising, the use of such tools is not yet widespread, and a consensus is yet to develop on how they should be applied to tailings dam run-out modelling.This paper uses FLAC rezoning techniques to model the flow behaviour of two historic tailings dam failures. The purpose of these analyses is to critically assess the performance of rezoning against some available historic failures. The required data to undertake such an analysis is outlined, along with the inherent limitations and assumptions required. Parametric analyses are outlined to address some of these issues. In general, the analyses undertaken underestimated the flow distance observed in the historic failures by varying degrees; however, in some instances, the analysis reasonably reproduced the qualitative shape of the initial failure zone. The failure of roof of thin bedrock working face under loose aquifer in a coalmine can lead to water-sand inrush disaster. Based on the accident of water-sand inrush in 30108 working face of a mine in Shaanxi province, China, the mechanism of water-sand inrush is theoretically analysed. The process and critical conditions of water-sand inrush in working face are reproduced by numerical simulation where the bedrock thickness is 20 m, the clay layer thickness is 40 m and the mining height is 6.5 m. The study found that under the condition of thin bedrock and thick clay layer, the characteristics of the clay layer have a significant inhibitory effect on the development of the fractured zone, and the development of the water-conducting fractured zone is incomplete and insufficient. However, in the process of continuous mining of multiple adjacent working faces, the strength of the clay is gradually reduced by the influence of mining and the erosion of water, and the height of the fractured zone is gradually increased. In the subsequent mining process of the working face, the roof is more likely to be cut-off and lead to water-sand inrush. From the initial failure of the clay to the final crack directly through the surface, the shear strength of the clay is reduced by about 52 per cent. Further simulation found that in addition to the characteristics of the clay layer itself, the main factors affecting the water-sand inrush in the working face caused by overburden failure also include the difference in bedrock thickness and strength, and the difference in coal seam mining height. With the increase of bedrock thickness, the development height of the fractured zone increases gradually with increases of bedrock thickness when the cutting failure of overburden rock no longer occurs. With the increase of mining height, the height of water flowing fractured zone also increases, but the cracking ratio gradually decreases. Therefore, it’s of great practical significance to systematically study the mechanism and critical conditions of water and sand inrush in mines and the main influencing factors for preventing similar accidents in mines with similar conditions.

Most metallic iron in the world is produced in blast furnaces from different feed stocks – sinter, lump ore and pellets. Sinter is the main iron-containing feed to the blast furnace and can constitute up to 70–85 per cent of the total ferrous burden. As sinter quality is a key element for stable blast furnace operation, the textural, chemical and physical characteristics of the sinter are very important. Two major factors that affect sinter strength are mineralogy and porosity. This study utilised optical image analysis (OIA) to characterise sinter mineralogy, and the results were compared to those obtained by manual point counting under the optical microscope.Two major mineral characteristics of iron ore sinter are the presence of primary (unreacted) and secondary (derived from melt) hematite. Standard OIA, which is based on RGB thresholding, is not able to distinguish them as they have the same reflectivity; however, primary and secondary hematite in iron ore sinter have a different morphology. The CSIRO-developed OIA software Mineral4/Recognition4 has a unique feature to identify various textures/morphologies of the same mineral. Together with other capabilities of the Mineral4/Recognition4 software, this feature was used to identify different types of hematite and silico-ferrite of calcium and aluminium and other common sinter phases, such as magnetite, larnite, glass and remnant aluminosilicates.A visual comparison of the sinter mineralogy present in optical photomicrographs and that present in the mineral maps created automatically by the Mineral4 module of the CSIRO software confirmed the accuracy of the automated mineral identification.CITATION:Donskoi, E, Hapugoda, S, Lu, L, Poliakov, A, Peterson, M and Haileslassie, A, 2015. The stratigraphy of the central Pine Creek Geosyncline has been simplified into a three-fold subdivision comprising the Batchelor, Frances Creek and Finniss River Groups. The Batchelor Group consists of a sequence of shallow water coarse clastics and crystalline carbonates and is conformably overlain by the marine carbonaceous shale dominated Frances Creek Group. Interbedded within the carbonaceous shale are turbidites, iron formation, tuffs, carbonate and non carbonaceous shale. The Finniss River Group is a flysch sequence of greywacke and mudstone. The stratigraphic and structural evolution and igneous history are all interrelated. Although the Batchelor Group may have formed in a tensional regime, it is likely that regional compression and accompanying thin skinned deformation began during deposition of the Frances Creek Group. Continued compression resulted in D2 folding d6collement deformation, wrench faulting in compressional zones and thrust faulting. Occasional relaxation of compression is marked by a number of periods of basic intrusion and perhaps distal volcanism. The style of deformation within sediments varies away from granitic basement highs and is similar to that observed around salt domes and found in experimental diapiric models. Sedimentary facies changes also indicate local emergence of basement highs during sedimentation. As compression continued, the deposition of thick sequences of the Finniss River and El Sherana Groups brought about regional metamorphism. Relaxation of compression and waning of associated subsidence resulted in a relative increase in the rate of uplift and partial melting of diapiric sialic basement. In places, granitic magma moved upwards and crystallised forming grossly concordant bodies. Other masses moved laterally and formed extensive granitic sills. Later compression periods caused mainly brittle deformation which may have been strongly influenced by underlying basement fabric.

This paper studies the grinding behaviour of vanadium-titanium magnetite concentrate in a ball mill. The grinding kinetics, surface morphology, lattice distortion, wettability and moisture capacity were analysed. Grinding kinetics equation was established based on population balances model with the size distribution data from a laser diffraction technique. The SEM photos of the ground concentrate showed that the surface gets rough with increasing grind time. Agglomeration of fine particles was enhanced when the grinding time reached 30 minutes. X-ray diffraction results showed that a loss in crystalline occurred with increasing the grinding time. The peaks of the X-ray diffraction patterns are significantly broadened with increasing grinding time. Wettability, characterised by contact angle between the material and water, improved due to the fact that the surface roughness increased with increasing grinding time. Moisture capacity of concentrate ascends abruptly in the first three minutes and then changed slowly with increasing grinding time. Lihir operations of Newcrest Mining Limited (NML) are on Lihir Island (PNG) which is located approximately 900 km north-north-east of the national capital Port Moresby. The mine is located within the Luise Caldera of the Luise Volcano which is located on the east coast of the island. The caldera is an extinct volcanic crater that is geothermally active. Volcanic activity on Lihir Island is limited to remnant hydrothermal venting in the Luise Caldera in the form of hot springs and fumaroles. Steam and gas (including H2S) naturally discharge within the pit area and along the Kapit beach and near shore region. The hydrothermal reservoir temperatures can reach 100°C at the water table and exceed 200°C at depth. Newcrest maintains a Geo-hazard Management Plan to identify and manage the various geotechnical and geothermal hazards on-site. The major geothermal hazard to mining at Lihir is the occurrence of geothermal outbursts, which have occurred in the past with varying intensities and caused two ‘near misses’, production delays and material losses.

Energetics has been in the business of climate change for more than twenty years. This experience has only served to cement the understanding that decisions taken during design define the environmental and economic performance of any project. The 80-20 rule definitely applies, with 80% of a project’s performance being set through the first 20% of design decisions. This in depth knowledge is used for determining energy price forecasts, future carbon markets and carbon costs, current and future energy technologies, as well as giving a thorough understanding of the processes and technologies in place in the mining industry to work out what the most carbon and energy sensitive decisions during design are. Project selection and design is a gated process where decisions are taken in line with the information available at that point in the evolution of the project. Design decisions are, by their nature, dominated by uncertainty. In order to ensure that robust decisions are taken, it is necessary to ensure that the correct information is brought to bear at the correct decision point. This then defines and supplies the necessary carbon and energy information for design decisions to be correctly made. One of the most significant risks facing design engineers and decision makers in the mining industry is the future cost of energy. Part of this risk is associated with a future cost of carbon, however, a significant part of this risk is the cost, and variability in this cost, of the energy itself. This paper investigates the information required to support good decision taking during the design process.Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations.Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

The hot-dip galvanising industry is the largest consumer of zinc, with over 40 per cent of the world’s total annual production of zinc used for galvanised steel. The dross generated in the hot-dip galvanising coating process is a valuable co-product, since it contains high quantities of recyclable metal. A new method to recover the metal from the industrial galvanising dross was proposed using supergravity separation. During the hot-dip galvanising process, the presence of zinc dross has a serious impact on the surface quality of the hot-dip galvanised sheet, forming zinc dross defects. To reduce the impact of zinc dross, the zinc dross on the surface of the zinc pool needs to be manually or mechanically removed at regular intervals. However, during the dross removal process, a large amount of metal zinc is inevitably carried out, resulting in low zinc utilisation rate and high zinc loss rate. This article proposes an efficient and low-cost technology for the recycling and utilisation of hotdip galvanised dross, which uses super-gravity technology to recover hot-dip galvanised dross online. The metal in the hot-dip galvanised dross returns to the zinc pot in situ, while a small part of the dross remains in the super-gravity equipment, which can reduce the amount of zinc dross by more than 60 per cent and achieve a reduction in zinc loss from 17 per cent to less than 7 per cent.

The BHP Billiton Cannington mine uses sequential flotation to treat a silver, lead and zinc ore supplied from an underground mine. The final products from the process plant are a silver rich lead concentrate and a zinc concentrate. Operational history of plant performance highlighted that the majority of valuable metal losses to final tailing occurred in the -5 ¦m fraction. Research completed on the flotation characteristics of this size fraction in plant feed resulted in the development of a split flotation process to improve the silver and lead mineral recoveries. Construction of a $A 9.5 million brownfield project to install the new split flotation circuit at Cannington was completed in July 2002. The circuit consists of three stages of cyclone classification to recover the ultra fine material to a final cyclone overflow stream, conditioning of this pulp to achieve optimal process conditions, and conventional rougher and three stage cleaner flotation to produce a silver rich lead concentrate. The rougher tail from the new circuit is recombined with the cyclone underflow streams and processed through the original lead-zinc flotation circuit. This paper discusses the circuit design, material properties, material selection for components of the circuit, operational practices and requirements to ensure the circuit succeeded in meeting production targets. The technology is subject of a number of patent applications including international application No PCT/AU02/00400.

Depending on the composition of salts (eg Li+, Na+, K+, Mg2+, Ca2+ // NO3-, F-, Cl-, CO32-, SO42-, etc), the temperature range for different applications can vary starting from room temperature and going up to 1500°C. For the proper design and modelling of heat exchangers and other equipment, it is necessary to have reliable and validated data sets of thermophysical properties. The 50 mol per cent NaNO3 – 50 mol per cent KNO3 salt mixture as a well-studied composition was selected for validation of relevant thermophysical properties (heat capacity, enthalpy of phase transitions, thermal expansion, viscosity and thermal conductivity). To study these properties of the liquid phase, special crucibles and approaches should be implemented. Verification of these crucibles for different methods (differential scanning calorimetry (DSC), thermomechanical analysis (TMA), laser flash analysis (LFA) and rheometers) has been performed. The low thermal conductivity of salts is one of the main problems in implementing latent heat storage. In this project, the authors intend to develop a fundamental solution to this problem using chemically bonded metals with salts. These are known as metal-salt solutions. To fit the main parameters of new phase change materials to the requirements of thermal energy storage, a wide variety of possible combinations should be considered. CALPHAD modelling is used together with thermal analysis for the development of a consistent thermodynamic database including chloride salts (Li, Na, K, Mg, Ca // Cl) and corresponding metals (Li, Na, K, Mg, Ca). The results of the study of quasibinary and multicomponent metal-salt (eg Mg-KCl and Ca-KCl) systems as well as the selection of suitable crucible materials and challenges by studying of these systems will be discussed.
