In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

In mine site revegetation, exotic grasses are more commonly used than native grasses. This is due to unavailability of native grass seed on a commerical scale and lack of information on agronomical aspects of native grasses. This paper lists a number of native grass species that have the potential to grow well on mine sites, and provides some information on their seed collection, processing and germination. Further, it demonstrates via results of a field trial conducted at Ranger Mine spoil the relative performance of ten native grasses and Rhodes grass. It is concluded that (i) some native grasses have similar ability to grow on mine spoils compared to Rhodes grass and (ii) the use of native grasses have added advantages in ecosystem restoration.

Pyrite Bioleaching and Slag Neutralisation - Two Treatments in a Single Process for Recovering Valuable Metals from Both Materials Very often the production of copper sulfide concentrate yields pyrite concentrate as a by-product. This is the case at the Knre mine in northern Turkey. This kind of concentrate may contain low grades of valuable non-ferrous metals. Bioleaching of such pyrite concentrates is a processing technique to solubilise metals like copper, zinc or cobalt in a sulfuric acid pregnant solution. The pyrometallurgical processing of copper sulfide concentrate produces slag that still contains valuable metals in varying concentrations. Slag is used in many ways: as aggregates, ballast, pavement material, in cement production and glass making. Due to its relatively alkaline nature, it can also be used to neutralise acidic solutions. A preliminary study of the bioleaching of the pyrite concentrate (Co 0.28 per cent, Cu 0.56 per cent and sulfur as sulfide 42.6 per cent) produced at Knre has been undertaken with the assessment of the neutralisation of the acidic bioleach solution by using old slag (Co 0.29 per cent, Cu 1.70 per cent and sulfur as sulfide 0.89 per cent) stockpiled on the site. The main conclusions of the study were as follows: Knre pyrite was amenable to bioleaching at 40¦C. Cobalt solubilisation directly related to pyrite degradation reached a maximum yield above 90 per cent. Final copper recovery was limited to approximately 66 per cent not directly related to bacterial growth and pyrite oxidation. Slag could be used as a substitute for limestone as a neutralising agent in the bioleaching tanks. Cobalt and copper could be recovered from pyrite concentrate and slag simultaneously from both materials. A pre-feasibility study is underway to carry out a preliminary cost estimate of an installation for cobalt and copper production from these two materials processed in a single operation.

Ore from the Browns deposit near Batchelor, in the Northern Territory of Australia, is a fine-grained polymetallic sulfide ore hosted in graphitic black shale. Minerals of economic significance are seigenite (Co,Ni)4S3, Galena (PbS) and Chalcopyrite (CuFeS2) with minor Sphalerite (ZnS). Gangue minerals include quartz, carbon and K-feldspar. The grain size is fine, with a significant amount of the seigenite present as Early flotation work determined that a grind size of around 20 microns was required to achieve clean sulfide concentrates. This work recommended oil agglomeration flotation, in which small sulfide minerals were collected, then loosely agglomerated with oil ahead of flotation into a heavily mineralised froth. In the 400 kg/hr prototype plant this froth proved unmanageable. A conventional flotation circuit after grinding to a P80 of 24 microns and using very low flotation pulp densities resulted in an 86 per cent cobalt recovery.The paper analyses further laboratory work which has increased cobalt recovery to 91 per cent by grinding to û250 microns ahead of flash flotation. The real cobalt recovery breakthrough comes from flash flotation of the whole mill discharge rather than the more usual flash flotation of cyclone underflow. Flash flotation tailings are ground to û38 microns and are floated under normal flotation conditions with only the scavenger concentrates being reground to 20 microns.A one tonne per hour prototyping campaign is scheduled to demonstrate the robustness of this circuit.

Creative mine-designs are constantly being applied in the deep platinum mining industry in South Africa. Recently, this has resulted in deep hot mine-designs including room and pillar, bord and pillar or stall and pillar layouts and the use of in-stope trackless mechanisation. In these mines, the ventilation systems use refrigerated air and high fan pressures and as a result ventilation leakage can have a huge impact. Leakage is a serious impediment to cost-effective operation and potential leakage in future projects is a major factor in judging project viability. This paper describes certain mine layouts and quantifies the extent of the leakage. Based on typical field data, a range of seals from ævery poorÆ to ævery goodÆ was defined and used to estimate overall leakage. Within these mine networks the ventilation pressure, temperature and density all vary significantly and with the multiplicity of leakage paths it was necessary to make use of the VUMA-network simulation package. For the examples examined, the leakage was found to be up to 85 per cent for æpoorÆ category seals and up to 50 per cent for ægoodÆ category seals. The total air flow (and refrigeration) requirements grow exponentially with strike distance due to the compounding effects of higher pressure and more leakage paths. It is shown that beyond certain depths and strike distances the leakage will become so great that it will be impossible to operate cost-effectively û even with ægoodÆ seals. Indeed, in these examples the projects were not considered viable in their original format because of the high ventilation-cooling costs and the mine-designs were modified to include footwall drive systems û the cost of which was justified by the reduced strategic risk to operating ineffectiveness due to leakage.

Subduction zone magmatism is a direct response to tectonic and chemical processes operating at convergent margins. Changes in the tectonic configuration of plate boundaries in SE Asia during the Cenozoic had consequences for the nature and volume of magma produced. Retreat or advance of the trench hinge has probably been an important process in controlling the presence or absence of magmatism in SE Asian subduction zones. This process also provides a means of replenishing the mantle wedge and counteracting the effects of melt extraction in depleting the wedge. Changes in the nature of recycled material and lithologies of the over-riding plate also have the potential to influence the lavas that are erupted in arcs. Several locations in SE Asia have experienced magmatism bearing the geochemical signature of subduction but are remote from coeval subduction zones. Such magmatism requires an earlier period of mantle enrichment by subduction but may result from localised extension. The distribution of such magmatism may provide information of tectonic value. Some adakitic magmatism occurred in tectonic settings where there is no evidence for subduction of young oceanic crust at the time of magma genesis. Slab melting in such settings is not possible and alternative mechanisms are required to explain the occurrence of, at least some, adakitic lavas.

Fragmentation in sublevel caving (SLC) is vitally important. Both gravity flow and any downstream processes are affected. Reasonably coarse fragmentation may lead to larger draw bodies (isolated extraction zones) and hence potentially higher primary ore recovery and depressed/delayed waste rock inflow from above. Fewer flow disturbances are expected by mitigating oversize. In addition, it requires less boulder handling and reduces wear and possible hang-up problems in orepasses. To assess the present-day functionality of large-scale SLC, a multiyear, comprehensive measurement program was initiated. It covers the main elements for SLC, namely blast function, fragmentation and gravity flow. The present paper focuses on fragmentation measurements. An image acquisition system was used to document the drawpoint and the load-haul-dump (LHD) bucket for each mucking cycle. At the beginning, four buckets (about 70 t total) were sieved to validate the results of both 2D and 3D image analysis techniques. The fundamental and specific problems are discussed herein. At the moment, fragmentation of the SLC rings is evaluated using a quick rating system and a 2D fragment delineation software. The results enable a description of fragmentation and its variation during mucking but also – combined with the gravity flow measurements – conclusions on the fragmentation for different parts of the SLC ring. Possible influences on flow disturbances and ore recovery/dilution are investigated. The steeply dipping silver/lead/zinc orebodies at Mount Isa mine have been extracted most recently by a combination of cut-and-fill and open stoping methods. Bench stoping was first used at Mount Isa Mine seven years ago to allow safe extraction of a highly stressed cut-and-fill stope. Subsequent benches have shown that the method offers significant cost and safety benefits through increased productivity and reduction in man exposure. The success of benching has lead to cut-and-fill mining being replaced at Mount Isa.Significant resources have been focussed to optimise benching. This paper describes the operational, planning, and research and development aspects which have contributed to the method to date. A brief look is also taken at the future direction of benching at Mount Isa.

A pressurisation method with multiparallel fans has been adopted at HongLiuLin Coalmine to control the significant external air leakage through the goaf area of coalface 15207. Potential damaging effects of large external air leakage on a coalmine’s ventilation system are analysed according to the current air leakage status caused by the exploitation of shallow-covered coal seams. The use of pressure balanced ventilation to prevent external air leakage through goaf areas is introduced. The calculation of ventilation network of HongLiuLin Coalmine shows that the air resistance of an external air leakage branch through a goaf area and the air pressure drops from the intake slope to the working face can be adopted to determine the values of pressure to be increased by regulating fans and airflow controlling parameters of regulators. By investigating airflow requirements of the pressure-balanced area as well as the performances of the auxiliary fans currently used in the coalmine, the number of pressurisation fans needed is fixed. The expected result is achieved after the pressurisation method has been carried out, which can be helpful for other coalmines to handle similar problems.CITATION:Wu, F, Chen, W and Wang, H, 2015. Brief summary of results obtained by a French-Japanese cooperative study on the bottom of trenches around Japan. The geophysical prospection, multi beam echo sounding and direct observation with submersible dives of the trench bottom clarified the details of the subduction of oceanic plates. It may be noted, among many new facts found: 1. The subduction and geologic structure resulted from the process is different according to the nature of subducting oceanic plate, and the geology of the land behind the trench. Thus the Nankai trough characterized by the developpement of accretionary prisms is contrasted to that of the Japan Trench where the basement rocks are exposed on the land side cliff of the trench wall. 2. The compressional tectonic situation prevailing in the trench bottom provokes the venting, along the fissures on the bottom, of water contained in sediments. Hydrocarbons contained in the sediments are comming out with water and give nutrients for bacteria. Clams, tube warms, sea slugs and shrimps are taking these bacteria as their food and biological communities with exceptionally dense population for the deep sea of more than 3000 meters in depth are formed on the field of accretionary prism and wall of the land side cliff. 3. An intense compressional tectonic field resulted from the subduction is inducing the transition from the subduction of oceanic plate to the collision of a part of the plate to the continental plate.

The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

The Johnny Mercer lyrics 'You've got to accentuate the positive, Eliminate the negative, Latch on to the affirmative à' would best sum up the traditional approach to community relations in the mining industry. This '90s 'Public Relations spin' approach, usually backed up by scientific data, technical reports and graphs outlining risk probability and the impact potential on people and communities, is being challenged. Challenged by communities who have greater access to information, demand greater levels of transparency and corporate responsibility of large corporate operations and possess greater awareness of the communities they live in.   The growth of the environmental movement, of anti-globalisation, anti corporatism, apprehension of a large corporate's ability to deal with community issues, and a lack of faith in the abilities of regulators to regulate corporate activities, means our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities.   One of the keys to this is linking the internal activities and responsibilities to the externals concerns and demands for higher levels of operation and care.   This presentation draws on Corporate Public Affairs trends, functions and approaches and the application to External Affairs activities within Newmont Waihi Gold's operations in Waihi and regional exploration activities throughout the Hauraki Goldfields.   The approach presented works on the philosophy that communities don't necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

Coupling between deformation processes and rock permeability is a major factor influencing the architecture of fluid migration and the localisation of ore deposition in several types of hydrothermal ore systems in middle to upper crustal regimes. Permeability in many hydrothermal systems is controlled by a dynamic competition between deformation-induced porosity-creation processes and porosity-destruction processes. Localisation of deformation within faults, fractures and shear zones leads to flow localisation, with large-scale flow systems forming when active faults and shear zones link to create percolation networks. Numerical modelling techniques are used to explore the growth of fracture networks and evolution of network connectivity during progressive deformation. Initial results indicate that networks reach a percolation threshold at very low strains. Near the percolation threshold, flow is localised along a small proportion of the total fracture population and favours localised ore deposition. At higher strains, flow is distributed more widely throughout the fracture population and may provide reduced potential for production of high-grade deposits. The distribution of mesothermal gold deposits along a small subset of the total population of co-active faults and shear zones in the Archaean Yilgarn Craton in Western Australia indicates that some hydrothermal systems maintain themselves near the percolation threshold for a substantial part of the lifetime of the system. Fluid-driven growth of fault/fracture/shear networks may lead them to self-organise near the percolation threshold.

The 115-year history of the Hall-Heroult process for production of aluminium has been characterised by a sustained technology-driven improvement in costs and productivity. In the past decade the industry has effectively transferred best practice into older technology with improvements through computer control of the process, and redesign of cell linings using computer modelling . Incremental development is now at the point where diminishing returns will apply for further technical improvement effort however, until the gap between technical limits and current best practice is addressed through major process redesign. The process remains a long way short of its technical limits in energy consumption, carbon anode consumption, cell life and product purity. Investment cost in new capacity is very high, supporting the retention of older and less efficient technology and hence limiting the application of best practice in environmental performance and occupational health exposure. The industry is a major emitter of greenhouse gases yet the process has the potential to release oxygen as the primary waste. All of the above issues will be addressed in the new century, but only through commitment to the necessary long-term research and development that is required to achieve a redesign of the process.

With the depleting iron reserves and difficult market conditions, precision in separation efficiency is of utmost importance. Classical local control options are predominant in the industry, but their inability to adjust to resolve application problems of interest has furthered the need of developing and implementing continuous control methodologies.This paper highlights the recent development in control of Outotec SLon® vertically pulsating high gradient magnetic separator (VPHGMS) including programmable logic controllers (PLC) coupled with distributed control system (DCS), on-site human–machine interface (HMI) control panel, advanced process control, continuous online sampling using Courier® 8 and additional modernisation packages including level control and cooling monitoring. The resource estimation of lateritic deposits, such as Aurukun, presents specific issues related to the lateral changes in thickness and elevation of the various horizontal layers (or zones) within the deposit where the x and y dimensions are orders of magnitude greater than the z dimension. The objective was to develop a three-dimensional (3D) block model that retained the vertical and lateral variation inherent in deposits of this type to allow full optimisation of the production plan without prior selection of an economic portion (enriched bauxite layers) of the profile at the resource estimation stage. The Aurukun bauxite deposit is held by Chalco Australia Pty Ltd (Chalco) and forms part of the world-class Weipa bauxite province, Cape York Peninsula, Queensland, Australia. The bauxite is predominantly pisolitic with an upper boehmite-rich zone and lower gibbsite-rich zone. The bauxite consists of both in situ and reworked domains, is overlain by a thin soil horizon and has kaolinite clay as a transitional base. A portable infrared mineral analyser (PIMA) was utilised on site, in addition to elemental assay, on each drill sample to determine the mineralogy, in particular levels of boehmite, gibbsite, kaolinite and reactive silica. As part of the scope of work, a field program was undertaken using large diameter Boart Longyear sonic drilling to acquire detailed density measurements across the deposit to allow compliance with Joint Ore Reserves Committee (JORC) reporting requirements. Interpretation of the stratigraphy was conducted on a hole by hole basis with definition of the zone layering based on stratigraphy, geochemistry and mineralogy. The zone boundaries were then modelled as 3D surfaces and used to constrain a block model. The block model estimation used the ordinary kriging method, with the estimation done in unfolded space and then refolded, therefore maintaining the zones irrespective of thickness or orientation. The unfolding process converts the real-world positions for both blocks and informing samples to a scaled position relative to the roof and floor of each zone. Analysis of the data and variography were also undertaken in unfolded space. The x and y dimensions are unchanged, but the z dimension is a relative position. The effect of the unfolding and limits on number of samples per hole is to æpushÆ the informing sample search sideways but within the stratification, rather than vertically. This honours the strong vertical zonation within the bauxite profile. The JORC Code requires that the stated resource must have æreasonable prospects for economic extractionÆ. This is a qualitative rather than quantitative definition. A number of selection criteria to define a resource roof and floor were developed in consultation with the project engineers and owners to meet these criteria. The vertical selection of material to include in the resource highlights the variation in the development (and destruction) of the bauxite profile from area to area within the deposit.
