One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

Large scale open pit mining at Ok Tedi and Misima are described in this paper. The paper also presents the socio-political problems encountered in the construction, operation and waste disposal of high technology, high output gold and copper mines in very remote and rugged terrains. Despite these handicaps, mining companies from all over the world have established top class mining facilities including huge open pits, underground mines and mineral processing plants to extract rich mineral deposits of gold, silver and copper.Papua New Guinea is the sixth largest gold and copper producer in the world. New projects likely to come on stream before the end of this century would make it the world's third largest gold producer. The mining industry is the largest organised industry in the country employing over 10 000 persons and investing over US $1000 million on these mega projects per year.

Traditionally closure has been seen by the Resource sector solely as a green or an environmental issue, focused primarily on the requirement to rehabilitate the site following cessation of production activities. In addition to operational, maintenance and production aspects of processing plant design, future design teams will need to take a more holistic view and consider an increasing number of sustainability issues including safety in design and cleaner production as well as closure itself. Sustainability principles being adopted by industry such as the Minerals Council of AustraliaÆs Enduring Value Framework are now broadening our understanding of closure. While issues around the closure of tailings dams and associated infrastructure have been widely studied, few investigations have looked closely at the implications of closure on the design of minerals processing plants. It is likely that design teams may be able to make a significant contribution to meeting industry objectives by adopting innovative designs which, in addition to meeting production objectives, deliver sustainable and cost effective plant closure outcomes. This presentation explores the opportunity for innovative design of mineral processing plants through the assessment of alternative closure objectives. This assessment specifically looks at current industry standards and statutory requirements, as well as potential risks and opportunities associated with each objective. Alternative design strategies to meet these objectives are discussed.

The paper describes the development and analysis of an instability database to establish a new method of slope stability assessment for U.K. surface coal mines. The concept is based upon a Stability Index, which relates to the probability of failure of a slope. This forms the basis for a geotechnical planning software package to be incorporated into a computer aided mine design system , which is currently under development.

Partitioning behaviour studies for -particles in the 250 to 1,000 micron size range at. the Curragh coal preparation plant are presented. Plant surveys were conducted to compare the partitioning efficiencies of dense medium cyclones and froth flotation. The aim was to assess the potential for improving yield of coal by directing more of the top size of flotation feed material to dense medium cyclones. ovel mass balancing and model fitting NI procedures were used. While flotation offers high yield of low ash particles smaller than 500 microns, dense medium cyclone rejection .of high ash particles larger than 250 microns is superior. These strengths of the two processes are turned to good advantage by the use or desliming sieve bends which tend to perform some density separation on the'size fractions of interest, directing lower ash material to froth flotation than to the dense medium cyclones.

The effects of changes in sintering bed height, coke fuel, suction and basicity on sinter productivity, physical strength and mineralogy were determined. It was found that, for a given iron ore, there is a narrow -coke range which maximises sinter strength, irrespective of bed height (in the range 300 to 500 mm) or basicity (in the range 1.2 to 2.2). Increases in bed height, at a constant coke level, improved the physical strength of the sinter. Productivity increases were obtained by increasing the sintering suction but, at coke levels other than the optimum, these *ere somewhat offset by the decrease in sinter physical strength. At basicities higher than 1.2 (i.e. 1.6, 1.8 and 2.2) there was a narrowing of'the size range of product sinter, with a decrease in the percentage of top size material, and a decrease in the amount of fines produced. Changes in coke, bed height and basicity exert major effects on sinter mineralogy, while the Nagoya index was mainly influenced by cote and bed height Changes.

The operation of cyclones and cylinders is briefly described and com- pared, and a number of recent applications in mineral, gold and coal plants discussed. The capacity of an existing pump and cyclone in a circuit can be sig- nificantly increased by retrofitting a cylinder in series to predensify the cyclone feed. The cyclone overflow product size can also be adjusted and controlled using a variable aperture valve between the cylinder and the cyclone. This predensifier-cyclone system has been used at plant scale to con- trol the pulp density of the feed to cyanidation in gold plants, to size flotation feeds before split conditioning and to deslime and classify in gravity plants. Application in a typical regrind circuit is considered. Cylinders and cyclones also have numerous applications in water management systems, e.g., degritting mine and plant waters to protect pumps, sprays and other equipment. Screen undersize and flotation con- centrate dewatering circuits are described to illustrate how suitable stream recycles can reduce water consumption, optimize fresh water use and improve efficiency.

The Cambrian structure in the Mt Read Volcanics was produced by four deformational events: obduction of forearc-derived mafic/ultramalic complexes in the early Middle Cambrian, a middle Middle Cambrian extensional phase related to the post-collisional Mt Read volcanism and VHMS mineralisation, Middle Cambrian E-W folding, and Late Cambrian N-S folding and basin inversion. The major phase of VHMS mineralisation in western Tasmania is restricted to the very brief period of extensional tectonics within the middle Middle Cambrian. Within this period a N-S graben was produced with a complex series of transfer zones, largely striking E-W. Most VHMS mineralisation is restricted to the top of massive volcanic successions, with several mines close to Cambrian transfer structures. Many of the transfer structures continued to be active until the Devonian. The later compressional Cambrian events are not significant in localising orc formation. Within the Rosebery mine a complex pattern of minor Cambrian normal faults has a second order control on the distribution of the mineralisation.

The most critical variable in the successful establishment of the Murrin Murrin Heap Leach plant was the effective agglomeration of the Ni laterite ore. This paper describes the test work undertaken to establish the key agglomeration parameters including state of the art testing and analysis procedures. These parameters were then utilised to establish the key design and operational concepts for the world’s first commercial scale Ni laterite heap leach. Following the technical and economic success of the operation, the actual operational data is compared back to the original test work data.

An enhanced gravity concentrator was installed in conjunction with an intensive leach reactor at the Sadiola plant in Mali last year and commissioned in December 2007. There has been much debate over the years as to the effect of gravity concentration on overall plant performance. The late Dr Laplante suggested that for every ten per cent of gold recovered by gravity, there was a corresponding 0.1 per cent to one per cent additional overall plant recovery. The results at Sadiola are consistent with this hypothesis with an overall four per cent gain in plant recovery. With total gold recovery of 12 per cent in the gravity section, grades are increased from 3.54 g/t in the gravity feed to an average of 2 600 g/t in the concentrator feed to the inline reactor. The recovery of gold in the inline reactor is in excess of 98.5 per cent. This paper discusses the background to the project, the laboratory test work prior to the equipment selection, the operational results of the system, as well as the benefi ts of the future application of high mass yield centrifugal concentrators in base metals, sulfides and industrial minerals. Bench scale, pilot scale and plant practice examples are also presented.

The potential for adverse surface settlement during tunnelling in soil and rock poses a significant risk to the successful completion of any tunnelling project. Undesirable ground movement may lead to unacceptable level of damage to surface infrastructure, buildings and the environment, resulting in safety concerns as well as causing significant delays and costs to a project. One of the empirical methods which is commonly used to predict surface settlement in the early stages of a project’s development is the volume loss approach as described by Mair, Taylor and Burland, 1996. This method was developed for use in soft ground; however it has also been applied in weathered and soft rock to provide an initial indication of potential surface settlements along a proposed tunnel alignment. This paper presents some initial thoughts on the use of this method in weathered and soft rock and the associated limitations which need to be taken into consideration when interpreting the results. The efficient operation of large haul trucks in large open pit mines requires an economic trade off between the haul route quality, the haul truck payloads and the level of haul truck reliability. This paper describes an investigation into the relation- ship between haul route surface quality and the level of structural reliability of a haul truck main frame. An instrumentation system for unattended recording of data on a haul truck operating normally in a mine and com- puter based analytical procedures were developed and used to identify which road segments contribute significantly to fatigue cracking at various sections of a haul truck main frame. Alcoa operates two bauxite mines at Huntly and Willowdale, located within the jarrah forest south-east of Perth in Western Australia. Ore reserves are shallow but extensive, and mining pits averaging around 20 ha in size are distributed across a mining region in a mosaic pattern, linked to a centrally-located crusher by a radiating network of haulroads. A mining or crusher region is defined partly in terms of economic haul distances, and new regions are opened once the current regions’ reserves have been mined. Since commencing in 1973, the Huntly mine has constructed and progressively closed three previous mining regions and is presently in a transition from the fourth and current region of McCoy to the new region of Myara. At present rates of production, approximately 450 ha is cleared, mined and rehabilitated each year.The value of topsoil in returning a diverse mix of native jarrah forest plant species and supplying nutrients, organic matter and soil biota to rehabilitated areas has long been recognised. Managing the topsoil resource is therefore a critical element in the success of rehabilitation outcomes, but the distribution and dynamic nature of mining operations pose significant planning and logistical challenges. The regionalised approach to mining at Huntly also presents a range of issues for what are, in effect, soil management plans for episodic mine closure. The nature of mining and rehabilitation operations are described, together with the planning processes that Alcoa follows to quantify, track and report on soil movement. A case study of the Huntly mine demonstrates that an integrated operational and life-of-mine planning process is essential for successful and cost-effective mine rehabilitation.CITATION:Hackett, L and Grigg, A, 2014. In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Lessons learnt are valuable for all mines, production facilities and for Regulators, even for those who may wrongly assume that closure is many years away. CITATION:Williams, B and Querzoli, A, 2018. This paper describes in detail the controlled blasting adopted and the measurements undertaken for the successful excavation of large twin tunnels under a shallow cover for a six-lane highway project in India. The tunnels are D-shaped, each 15 m in diameter, and the cover between the tunnels and the existing railway track was about 14 m. These twin tunnel tubes were characterised by two separate three-lane carriageways for each direction of traffic, and were planned with about 25 m of reinforced cement concrete (RCC) portals at the entrance and exit of the tunnels. The major challenge of the project was the blasting of tunnels in rock below an operating railway line. As the tunnels approached the area below the railway line, the ground vibrations were monitored vertically above the blasting faces and on the railway track sleepers. Vibration intensities between those generated from tunnel blasting and those from the movement of the trains were compared, and it was found that the vibrations from blasting were lower than those from the moving trains. Though the permissible level of ground vibration based on the Indian Standard (IS) code happens to be 70 mm/s, the maximum charge per delay was calculated restricting this limit to 50 mm/s. This ensured that the vibrations in the vicinity of the railway tracks never exceeded the prescribed limit of 70 mm/s. The surface ground settlement before and after the blasts were also measured using an optical levelling instrument, which confirmed that there was no significant impact on the surface movements due to blasting. Extensometer readings inside the tunnels showed that there was no deformation in the tunnel. The characterisation of the flotation kinetic response in future mining deposits is important because the flotation response is affected by changes in ore mineralogy. Current methods for characterising the flotation response of different ore types, such as the JK floatability index test (JKFIT) methodology, require at least 10 kg of feed material. In geometallurgical applications, this material is taken from core samples. Core samples are generally obtained using specialised drills and are limited in nature. Thus, it would be beneficial to develop a laboratory technique that required less sample material but still characterised the flotation response of different ore types. The JK mineral separation index (JKMSi) is a small-scale flotation test that requires significantly less feed material (10 g of sample/data point). This study aims to investigate the JKMSi system kinetics and to validate this technique using the JKFIT proven methodology. The JKMSi flotation kinetics were manipulated by varying selected system parameters. The relationship between these parameters and mineral recovery was used to obtain floatability characteristics of the ore. For an ore sample containing chalcopyrite and pyrite, it was found that the chalcopyrite floatability parameters determined from both the JKMSi and JKFIT tests were of the same order of magnitude and the mass fractions of the fast, slow and non-floating components were similar. For pyrite, the floatability parameters were not of the same order of magnitude, but modifications to the test procedure have been identified, which may correct this.CITATION:Morgan, S, Bradshaw, D J and Schwarz, S, 2012. The sinter plant at the Sulphide Corporation's Cockle Creek works produces a feed for the company's Imperial Smelting Furnace. The feed contains lead and zinc oxides and all the fluxes necessary for furnace operation. The quality of this feed is a major factor in furnace performance and the considerable flexibility of operation possible at the sinter plant has been used in efforts to achieve optimum operating conditions.Operating data is processed daily and information gathered from this source has led to three of the four improvements described.These improvements have resulted from elimination of gas recirculation, reduction of sinter returns sizing and alteration of ignition conditions and main layer fuel loading.

A brick veneer house located on a open-pit coal mine lease has been subject to ground vibration levels of up to 222 mm/s, and air vibration levels of up to 145 dBL. The dynamic response of the structure was measured with accelerometers, geophones, and strain gauges as part of a project investigating the response of brick veneer houses to blasting. This paper outlines the project, and provides information on brickwork strength, foundation investigations, and observations on damage due to blasting. Correlations have been made between crack behaviour and factors such as blast vibration levels and rainfall.

This paper discusses characterisation techniques that can be applied to complex waste products from metal production and processing operations with the aim of devising treatment methods for upgrading the metal content for recycling. Two waste streams were selected to illustrate the role of characterisation in adapting mineral processing techniques to provide an effective recycling strategy. Waste products chosen were:aluminium dross, which contains metallic aluminium particles in a coarse matrix of many components; and steel shredder sludge that contains copper wire and other metallics in a matrix of plastic and natural fibres, iron oxides, metallic iron, and other compounds. Characterisation methods discussed include chemical analysis (XRF, ICP-AES, and selected specialised techniques), phase analysis (XRD, SEM, TEM, and optical microscopy), morphology (IFESEM), sizing analysis (screening, Cyclosizing, Infrasizing, Malvern sizing), and general techniques such as particle shape, surface area, and porosity determinations. The applicability of these techniques to the waste products is considered in relation to their advantages and disadvantages, and sampling issues.Treatment techniques considered for the two waste products included comminution, screening, air or water classification, simple water leaching, gravity separation, magnetic separation, flotation, and eddy current separation.Tentative flow sheets were developed for the two wastes. For aluminium dross, it was proposed to use fine crushing followed by water washing to remove soluble chlorides and aluminium nitride, and then desliming followed by flotation of the granular fraction to give a metallic aluminium-rich concentrate. For shredder sludge, it was proposed to use wet screening, water classification, and gravity concentration to produce a copper-rich product and magnetic separation to produce a metallic iron-rich product.
