The total number of tailings accidents has reduced from over 50/decade in the 1960s-1980s to less than 30/decade in the 2000s to 2010s. However, the rate of significant tailings dam failures has not been reduced. The significant tailings dam failures the mining industry experienced in the recent history include: Merriespruit, South Africa, 1994; Los Frails, Spain, 1998; Kolontár, Hungry, 2010; Mount Polley, Canada, 2014; and Samarco, Brazil, 2015. The conventional Factor of Safety approach itself may not be enough to further reduce the rate of significant tailings failures due to its limitations such as uncertainty. For example, the same factor of safety could have a vast range of annual probability of failure for different tailings dams, and insufficient consideration of failure consequence. This paper presents a risk based approach for design with the objective being to minimise tailings dam failures, especially those significant tailings failures with high consequence and low probability. This approach includes risk based design and risk management using bowtie tools. In the risk based design, quantitative analysis will be used to estimate the annual probability of failure and the tolerable failure criteria is linked to the consequence category. Bowtie analyses will be used to understand hazards and risks and identify and select independent controls that are effective in preventing and mitigating catastrophic failures. The production of paste backfill has typically been accomplished through the adaptation of existing technology. Thickeners and disc filters have several drawbacks when applied to production of tailings paste backfill. Personnel at CANMETÆs backfill research laboratory in Sudbury, Ontario, Canada have been carrying out research into and development of methods to produce paste backfill using total mill tailings since 1991. Using a silo for production of paste is not a new concept but has been refined to a marketable level. This technology is based on a fluidization principle that assists in settling the tailings to an homogenous state in a silo. Other developments include patented de-watering technology for use in the silo to speed the settling of the solids to a suitable solids content, optimisation of silo geometry, and instrumentation related to paste backfill production and transportation. The advantages to fluidisation technology are in reduced capital cost, reduced operating costs and in the environmental benefits of using full plant tailings over classified tailings or alluvial aggregates. Another major advantage is in the ability of this technology to be retrofitted to existing hydraulic backfill plants to further reduce capital cost. This paper details the development of the new technology as well as the associated cost savings over other technologies. It will also look at the research and development of unique components that make this technology work.

The Onemana prospect is located on the eastern Coromandel Peninsula, North Island, New Zealand. Systematic exploration involving surface geological mapping, geophysics, rock and soil geochemistry, reverse-circulation and diamond drilling has identified a number of important features of a fossil hydrothermal system at Onemana. This relatively intact gold mineralised system is hosted within a sequence of rhyolitic volcanics and volcaniclastics, overlain by lake sediments, sinters and hydrothermal eruption breccia. The system lies within a graben/half graben bounded by major NE-trending faults which form the approximate boundaries to hydrothermal alteration. Rock and soil geochemistry indicate a broad zone of anomalous gold, silver, arsenic, mercury and antimony. Overlapping elevated rock and soil gold anomalies indicate strongest mineralisation occurs over two zones of hydrothermal brecciation named 'Breccia Knob' and 'Western Ridge'. Geophysical data obtained from Gradient Array Resistivity and Ground Magnetics have been used to produce anomaly maps. The terrain corrected resistivity plot shows a number of well defined linear resistivity anomalies which are believed to represent large silicified and quartz veined bodies at relatively shallow depths. The strongest of these anomalies correspond with 'Breccia Knob' and 'Western Ridge'. Reverse-circulation and diamond drilling targeting these resistivity and geochemical anomalies has confirmed wide intervals of quartz veining, silicification and gold mineralisation. Petrologic data based on drill samples indicates the existence of a laterally extensive gold bearing epithermal system. Hydrothermal alteration is thought to have been caused by strongly convecting, two-phase (boiling), near-neutral chloride fluids which persisted at high temperatures (170 - 220¦C) to the paleosurface. A geological model is postulated of a large, complex, hydrothermal system developed in a shallow lake or marginal lake environment created by rifting and graben development within a recently extinct rhyolitic volcanic centre. Geothermal activity alternated between relatively quiescent periods of unrestricted fluid upflow and sinter development interspersed with violent hydrothermal eruptions caused by near surface silica capping and overpressuring above a major fluid conduit centred under 'Breccia Knob'.  Opportunities for precious metal mineralisation are evident from drilling to date. Upflow of near-neutral chloride fluids to shallow depths favours the presence of strongly mineralised stockworks at relatively shallow depths. Periodic hydrothermal eruptions would have caused fracturing and rapid depressurisation of the hydrothermal system, strongly favouring the precipitation of gold from solution both near surface and within feeder-vein systems at depth.

The Northern Cape Province of South Africa is host to the Kalahari Manganese Field (KMF). The northern portion of the KMF hosts high-grade manganese referred to as Wessels’ type ore and is mined mostly from underground operations. WorleyParsons TWP is currently involved with the development of a ventilation shaft for one of these mines. The main challenge is to develop through the unconsolidated Kalahari material and weathered portion of the Karoo formation. These formations are preserved very erratically over short distances. A lack of understanding of the unique challenges presented for developing shafts in this area has resulted in the failed development of a shaft on an adjacent property and over-expended budgets on others.The renowned red sand of the Kalahari forms the top several tens of metres and overlies a horizon of gravels and calcrete that pose seasonally variable water ingress problems. A very stiff red clay horizon is then intersected. The Red Clay is prone to swellling during excavation and has been the main stumbling block on previous constructions. The standard approach has been to develop non-stop through this layer. The red clay is underlain by another horizon of calcrete, gravel and conglomerate that marks the bottom of the formation. The top of the Dwyka Tillite (Karoo Formation) is usually highly weathered and has a distinctive yellow colour. The weathered tillite is highly susceptible to drying and becomes friable. At reef-intersection, the combination of subhorizontal bedding and joints with the dominant subvertical faulting results in potential wedge failures in the manganese and ironstone units.This paper describes the geotechnical issues identified during the planning of the ventilation shaft and the risks associated with development through the Kalahari and weathered Karoo Formations. The need to better understand and develop strategies to improve instantaneous shovel productivity at the Cadia Hill Open Pit Mine (CHM) instigated the development of the æShot to ShovelÆ project. This project has involved the implementation of a drill and blast (D&B) information management system to capture current and future experience. Equally important has been the manual monitoring of shovel productivity and direct use and analysis of high precision GPS and productivity data logged by ModularÆs Dispatch System. The analysis of this type of data was facilitated with the application of GIS based software (ie MapInfo). This has shown to be a powerful medium to display, interpret and assess this type of spatial information on a blast-by-blast basis. Cadia HillÆs well-defined D&B processes supplemented with the application of the above systems are providing a unique capability to assess and better understand the impact of both muckpile conditions and operator proficiency on instantaneous loading productivity. This is facilitating the definition of appropriate optimisation strategies in both drilling and blasting and operator proficiency training. This paper gives a summary of the work conducted in the æShot to ShovelÆ project, describes the engineering tools being implemented and discusses preliminary findings and their practical implications.

Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

In the chloride process to manufacture TiO2 pigment, feedstocks containing higher TiO2 contents (high-grade ores or HGOs) are favoured in order to minimise production of undesirable by-products. Most of today’s HGOs are produced through the smelting or reduction and leaching of ilmenite, processes which consume significant energy and/or produce large volumes of non-titanium materials that may have to be landfilled. In order to improve the economic and environmental sustainability of its TiO2 business, the DuPont Company, working with Kobe Steel Ltd, has developed an innovative process called TiRON for making HGO. Using a rotary hearth furnace, the process reduces ilmenite to a high TiO2 slag and metallic iron granules. The TiO2 slag is suitable for TiO2 pigment manufacture, and the iron is suitable for steel making. TiRON can process sand or rock ilmenite of varying compositions and particle sizes. Fossil fuel instead of electricity supplies the energy for the reduction. Dusts and off-spec materials are recycled. These process attributes, together with capital requirements estimated to be significantly lower, give TiRON substantial economic, environmental, and process flexibility advantages over conventional ilmenite upgrading processes. TiRON has been demonstrated at the semi-works scale, and preparations are being made to bring it to the pilot scale.

Much has been written about the fact that most transformation efforts disappoint. This paper addresses factors that should be taken into consideration in planning and implementing transformation programs to ensure success.In 2009, St Barbara commenced a transformation program to address issues of chronic poor quarterly operational performance; financial pressure caused by the unreliable operational performance; and an inability to develop business plans with integrity and to reliably deliver on the plans. As a result of a number of years of disappointing operational performance, St BarbaraÆs culture was not conducive to business success.This paper uses lessons learnt during St BarbaraÆs transformation program to highlight key characteristics of change programs that can generate significant sustainable benefits. While there were many benefits from the transformation program, the most significant impacts of St BarbaraÆs program have been transformation of the companyÆs culture and capability of people as business leaders; the establishment of a business systems framework to guide the design and development of systems; and developing support functions, for example centralised procurement and supply chain, business improvement and technical services.CITATION:Campbell-Cowan, G, 2012. This paper deals with the evolution of Canadian shaft sinking technology over the last 15 years. Most, if not all, shaft excavation projects in Canada prior to 1990 were sunk using traditional benching methods with labour intensive equipment. In the late-1980s, J S Redpath Limited of North Bay, Ontario, Canada, were contracted to deepen the shaft at Atomic Energy of Canada LimitedÆs Underground Research Laboratory (URL) located in southern Manitoba. The laboratoryÆs role was underground hydrological and geomechanical research, so the project offered both time and opportunity to conduct additional experiments while sinking. The offshoot of the research program was the true birth of the Canadian version of full-face, long round shaft sinking technology. Throughout the 1990s, this sinking method has been further refined over a number of shafts. The results have been faster sinking rates, a safer work environment and an overall improvement in project economics.

This abstract discusses a heap leach copper mine that was failing to perform and as a result was not meeting targeted production. The mine had numerous technical challenges including: high water inflows, low levels of geotechnical monitoring, performance issues with mining, resource model and grade control reconciliation issues, and unexplained low levels of performance from the heap leaching operations. A team from various organisations with specialist skill sets including: a forensic accountant, the owner’s representative and a mining engineer, was arranged to visit the site. The task was to investigate the situation and determine what could be done to turn the performance of the mine around. After an initial assessment in late 2018, efforts were directed to better understanding the operations and improving the performance of the site through preventative management. A key part included the creation of production forecasts that could be achieved that would help restore confidence in the operations. Uncertainty in the mine achieving production forecasts and the performance of the heap leaching operations were contributing to the decline of the operations. Investigations uncovered the fact that while the resource model could reliably predict total copper, a lack of sequential leach data meant the accurate prediction of soluble and insoluble copper species, both important for heap leaching, was difficult to do with any degree of certainty. The crushing and mining contractors also appeared to have suffered somewhat from a lack of management by the owner’s team and performance had affected the production of copper. Collaboration and management were used by the team to understand and stabilise the operations. Ongoing collaborative efforts by the management team, site personnel and contractors resulted in a positive outcome for the owners and their mine – and could at yours.

With a worldwide growing population the demand for higher living standards, food and the development of new technology is rapidly rising. To allow for a continuous growth, larger quantities of minerals and raw materials are needed at a faster pace. Different methods have been developed to access or tap ore more quickly, such as improved drill and blast operations, mechanical mining methods using equipment such as roadheaders (RH), longwall miners and other technical equipment. Another possibility to access and develop mines faster is the use of a tunnel boring machine (TBM).The historical usage of TBMs is surprisingly long, but the opportunity for technology adoption by the majority of worldwide mining companies remains largely untapped. Dozens of full face TBMs have been used by mines around the world, including two that will begin operation soon in Australia. TBMs have been used to safely and rapidly gain access to the orebody, or to expand access to the orebody to increase output by running a TBM along the edge of the orebody for several kilometres. These machines have also been used for ventilation and for conveyor tunnels for ore removal. They have been used to quickly excavate long and winding declines giving access to an orebody at several levels in a short period of time.Tunnel boring technology can be used for mine declines, mine access tunnels and all sorts of different mine designs and set-ups. TBM technology simply needs to be adapted to the mine conditions and, if manufacturers are involved early on in the planning process for mine development, the operation can be very successful. In some cases, historically typical mine designs may need to be re-thought.One mine, the Stillwater Platinum mine in Nye, Montana, is currently employing its fourth TBM in 25 years. Two were used to create tunnels running alongside the orebody, rapidly expanding access to the orebody in many locations for increased output. Two were used to create parallel access tunnels to a mine expansion at the East Boulder orebody; one tunnel is for conveyor haulage and the other for vehicular access. TBMs have been employed successfully many times to rapidly drive vehicular decline tunnels to multiple mine levels, such as at the San Manuel – Magma Copper mine in the USA. While TBM technology may not seem to be optimal for every mine, these success stories show that the method can provide vast benefits for the right projects.Early use of TBMs in extremely hard rock metal mines, in the 1960s and 1970s, had limited success since performance was low. However there have been great improvements made over the years in the strength of rock which can be excavated by TBMs with high performance. Other important improvements involve the provision of a safe work environment, safely and rapidly supporting the rock and predicting geology ahead of the TBM.This paper will briefly note the more than 20 TBM mining projects and highlight some notable successes. It will then go on to give a status report on the two active TBM mining projects in Australia and the difference between a TBM operation versus other excavation methods such as drill and blast (D&B) or RH excavation.CITATION:Rauer, M, 2014. Cameco Corporation operates the high-grade 140 tpd fly-in/fly-out underground McArthur River Uranium Mine in Northern Saskatchewan in a joint venture with Cogema Resources Inc. Reserve grade is in excess of 20 per cent U3O8 with current mining grade averaging 16 per cent U3O8. Due to the high radiation potential of the ore, the non-entry mining method of raiseboring was chosen to minimise worker radiation exposure potential. The raisebore and extraction horizons are located in waste rock with the orebody located between horizons. Ore produced by raiseboring is delivered by LHD to an underground SAG mill and is then hydraulically hoisted to surface receiving facilities after underground thickening to 50 per cent solids by weight. Concrete backfilling is utilised. The orebodies at McArthur River are adjacent to water bearing sandstone. Ground freezing is therefore employed to isolate the ore from this water bearing ground. Calcium chloride brine at -35¦C is circulated through a series of cased boreholes to establish freeze walls up to 25 metres in thickness. At 18 000 000 lb of low cost U3O8 production per annum, McArthur River ranks as the worldsÆ largest uranium mine. Over 50 per cent of the workforce resides in this sparsely populated area of Canada with approximately 40 per cent being of aboriginal ancestry. Site operations must cater for winter temperatures as low as -50¦C.

Project delivery in our current market is not as efficient as it could be. Industry at large (both client and consultant), is diligently following the engineer, procure, construct, manage (EPCM) or engineer, procure, construct (EPC) delivery models and not necessarily appreciating the underlying principles that make them the effective tools they were to start with. We often misinterpret project management with EPCM and end up with a literal and superficial interpretation instead of the disciplined risk reduction and business value capture exercise it is intended to be. One of these underlying principles is the project team as resource or commodity depending on which perspective we follow. Some of us understand this principle only too well and succumb to the temptation to take advantage of the imbalance in the understanding of EPCM by selling bodies and hours. Value and return on investment do not always come into the equation. The latecomers and aspirants are struggling with this as a barrier of entry into this lucrative market, since as we all know - people as commodity was becoming and still is a scarce resource. Clients are also waking up and asking why 1000 engineers on the floor are better than 100, when engineering design in all aspects of industry, new technology aside, is mature. Why is it that we start with a clean sheet of paper with every project or that neighbours in the same industry segment and location just happen to have completely unique conditions and circumstances that require totally original design (Local conditions aside)? The answers to this question appear when we explore the role of the project team and how it is structured. We will need to investigate team culture and levers for success. Then we will formulate a business case for a team to be able to follow traditional project management practices with EPCM delivery models but yet end up with an alternative look, feel and result. An outcome where more input is not necessarily better and the client and consultant both are aligned with success measured in dollars and a win-win outcome for both parties.

OZ Minerals' Prominent Hill copper-gold concentrator is located 130 kilometres south east of the town of Coober Pedy in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 9.6Mtpa ore throughput capacity. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell heading up the three stage conventional cell cleaner circuit. In total there are four level controllers in the rougher train and ten level controllers in the cleaning circuit for eighteen cells.Generic proportional – integral and derivative (PID) control used on the level controllers alone propagated any disturbances downstream in the circuit that were generated from the grinding circuit, hoppers, between cells and interconnected banks of cells, having a negative impact on plant performance. To better control such disturbances, FloatStar level stabiliser was selected for installation on the flotation circuit to account for the interaction between the cells. Multivariable control was also installed on the five concentrate hoppers to maintain consistent feed to the cells and to the IsaMill. An additional area identified for optimisation in the flotation circuit was the mass pull rate from the rougher cells. FloatStar flow optimiser was selected to be installed subsequent to the FloatStar level stabiliser. This allowed for a unified, consistent and optimal approach to running the rougher circuit. This paper describes the improvement in the stabilisation of the circuit achieved by the FloatStar level stabiliser by using the interaction matrix between cell level controllers and the results and benefits of implementing the FloatStar flow optimiser on the rougher train.

Collector and frother molecules in sulfide mineral flotation are thought to have separate roles in the flotation process, where the collector selectively hydrophobizes the mineral surface and the frother adsorbs onto the bubble surface, inhibiting bubble coalescence. Molecular interactions have been observed between these molecules which allow them to co-adsorb at each of the respective interfaces, improving pulp phase recovery. This study investigated the molecular interactions between sodium diethyl dithiophosphate (SDEDTP) and hexanol, and the mechanism by which these interactions improve the recovery of galena. In this study each of the respective interfaces were investigated for the adsorption of SDEDTP. The adsorption of SDEDTP on galena was measured by UV-Vis spectrophotometry and isothermal titration calorimetry. At the air-water interface foam stability and pulp bubble coalescence was used to quantitatively discern if there are interactions between SDEDTP and hexanol. Microflotation and induction time experiments were performed to determine the effect of SDEDTP, hexanol and their mixtures on mineral recovery and bubble-particle attachment. The results of all these tests were collated to determine if SDEDTP-hexanol mixtures synergistically improve sulfide mineral recovery. It was found that SDEDTP reduced bubble coalescence in the pulp demonstrating activity at the airwater interface. Together SDEDTP and hexanol synergistically enhanced foam stability. This indicated that there are attractive molecular interactions between these reagents. Even though DTP did not adsorb onto galena, DTP-frother mixtures synergistically improved the recovery and attachment probability of this mineral. Adsorption studies with aeration showed that DTP in the presence of a frother transfers from the air-water interface to the galena mineral-water interface during bubble-particle collision. It was proposed that the transfer of hexanol through the thin film enhanced the kinetics of film thinning between the bubble and the particle by destabilising the thin film thus improving pulp phase mineral recovery.

PT Indo Muro Kencana (PT IMK) is a surface gold and silver mine located in Mt. Muro area, Central Kalimantan province, Indonesia. The mining operations of multiple open pits using combination of excavator and haul truck is operated. This operation is performed in two shifts in a day. The articulated dump truck (ADT) with capacity of 40 t and 60 t deliver ore to the mineral processing plant and discard waste material to the waste dump area. Overall, PT IMK’s mining operation department is consisting of two sections, namely mining operation section and drill and blast section. Firstly, mine operation section is responsible to manage loading, hauling, pit service (mine dewatering, earthwork, road maintenance) and mine operation engineering. Secondly, drill and blast section is in charge to manage drilling and blasting (blast engineering, blasting operation, explosive permit and magazine or explosive storage). Additionally, conventional blasting method (ore-waste blasting) with non-electric initiation system is used and sleep blasting is undertaken as bulk explosive is buried for maximum two days. The first purpose of this paper is to elucidate about role of mining engineer in mining operation department (mining operation engineer and D&B engineer). At this point, mining operation engineering practice (fleet management system, production control and mining manpower management) and also blasting daily practice will be elucidated. Daily blasting practice is consisting of surface blast design, explosive engineering, sleep blast practice and the concept of scaled depth of burial to ensure a safe work environment in blasting activity. Next, the second purpose of this paper is to explore workforce evolution and future skills for mining engineer in surface mining operation. Furthermore, strategy to advance future skills such as mining continuous improvement program, training and skills development for mining engineer (mining operation engineer and D&B engineer) in order to develop their skills is also discussed. It is expected that in the future, these future mining leaders will become new mining leader, for instance mining superintendents, D&B superintendents and mining managers. In conclusion, it is clear that awareness about workforce evolution, professional development, training, skills development, mining economics awareness and mining continuous improvement program are essentially required as professional development for mining engineer (mining operation engineer and D&B engineer), in order to be commercially competitive in their future career and in order to be adapted with future workforce evolution in mining.

"Regardless of orebody value, at some stage, the pit will reach a depth where the reward for mining wider and/or deeper is not justified by the anticipated returns. ‘Last-blast’ strategies may help to some degree in recovering additional quantities of the resource but when a pit remains, there is often significant value left in the ground. In addition, in many cases, one or many good reasons may dictate why going underground and pursuing the orebody below the pit is also not justifiable. Whereas the company can hopefully move on to other more prospective parts of the orebody, the remaining options for the pit are usually very limited. Typically the pit is either held for potentially more favourable future pit expansion opportunities or it could be used for an alternative purpose, such as tailings or waste storage. This paper will present an alternative option that involves the direct extraction of values using in situ recovery (ISR) methods to recover additional value metals from the walls and/or floor of the pit. ISR involves circulating a fluid through the remaining orebody, solubilising the target metal and subsequently returning the solution to the surface for metal recovery. ISR is not the panacea to all but it has been employed selectively in the minerals industry for some time and the production of metals, such as uranium, rely heavily on this approach. ISR is not yet considered by many operators as an approach to compete with open pit or underground mining, largely because of the perceived limitations of this approach and the perceptions of risk. Rapid recent development of tools and enabling technologies relevant to ISR have made us reconsider the most economic approach to extracting many other metals from known mineral systems, even those currently listed as subeconomic. The paper outlines the adoption and evolution of ‘sustainable development’ as a concept in tailings management practices in the mining industry over the last 30 years. Over 500 lives have been lost in tailings facility accidents since World War 2. The paper outlines commonalities in many of these accidents, particularly the role of excess water. It considers the role effective tailings management can play in enhancing the social acceptability of mining in the future.Tailings management is a major operating cost at many mines while the cost of successfully closing tailings facilities is also very high. Current tailings management practices in the industry are outlined. The technical and engineering challenges of reducing potential risks associated with tailings by reducing water entrainment are described. The successful development of practical techniques to better manage tailings and reduce water consumption and wastage are described. For example, water removal in the alumina industry to produce a paste for dry stacking is now a reality.The future adoption of these new risk reducing techniques by the industry is discussed and the implications of the adoption or non-adoption of these techniques on the industry’s future ‘social licence’ is considered.

The historic city of Charters Towers in North Queensland is underlain by an extensive labyrinth of old mine workings in a large number of flat lying, subparallel, main and cross-cutting cross reefs extending of the order of 5 km along strike and down to a depth of 700 m in parts. These old workings produced over 6.6 million ounces of gold at a grade of over one ounce to the tonne prior to closure in 1920.Citigold is progressing the development of a modern, high productivity, low cost new mine to extract extensions of these reefs as well as other as yet un-mined reefs. To do this it is changing the paradigm for operating in such circumstances. This paper first briefly reviews the setting for the development and then discusses the philosophies and concepts that Citigold is proposing to use, harnessing technology to create a mine that exemplifies more productive and safer mining based on operating in the digital age.The paper addresses how a modern approach is being applied to the planning of a mechanised, deep, narrow vein, hard rock gold mine under a city. It also describes briefly the successful æexperimentationÆ with longhole open stoping methods developed at the companyÆs small underground operation (the Imperial Mine) to the south of the city, which will also be expanded substantially as part of the Charters Towers Gold Project.The paper also addresses the development of new and/or modified technologies in the venture, with the objective of pursuing continuous and autonomous mining methods. The company is adopting a holistic systems approach, addressing people, process and technology in order to efficiently identify and locate the high-grade ore zones and then extract them effectively at a high grade by minimising waste development and haulage, dilution and energy consumption, and with minimal environmental impact.CITATION:Lynch, M and White, B, 2013. The mining industry has expanded significantly in the Pacific Region over the past two decades through a mix of new developments and brownfields expansions of existing operations. Despite this overall success there are also a number of well publicised examples of less than successful minerals ventures. These problem developments highlight the fact that success cannot be taken for granted and that rigorous planning and attention to detail is essential. The dominant growth has come through expansion of existing businesses, notably alumina, iron ore and coal, achieved through both efficiency gains on existing plant and step change capacity additions such as new mines and/or expanded processing plant. This expansion has largely been linked to increased market opportunities. The major issues are the quality and extent of the host resource, achieving the market targets, and the efficiency of the expansion effort. There can be also a range of site specific issues which need to be addressed. The development of new greenfields operations is often more complex as it can bring a wide range of new issues. Depending on the nature of the development, and the companies involved, these can extend from initial financing through to obtaining a market position. Incorporating major new technology and/or establishing infrastructure and attracting staff to remote locations can also add significant challenges. This paper outlines many of the critical factors which need to be considered prior to proceeding with major expansions or greenfields developments. These will be linked to a number of developments in the region over the past decade.
