Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

Mining at the Tuckabianna Mining Centre in the Murchison district of Western Australia ceased in 1997, after the production of 550 000 ounces of gold at an average grade of 2.5 g/t from 22 separate open pits (Tectonic Resources, 2006). Like many historic mining camps in WA, Tuckabianna was considered exhausted of gold, such that an economic project could not be sustained on the existing resources. Since 1997, three separate companies have owned the Tuckabianna leases. Each of these companies completed minor exploration and some form of mining study to determine if mining could be sustained. All three companies concluded that the remaining resources were insufficient to support an economic project. Silver Lake Resources acquired the adjacent Tuckabianna, Comet and Moyagee projects in 2007 with a combined resource base of 693 000 ounces of gold in 11 separate deposits. In September 2009, Silver Lake commenced exploration in the Murchison targeting extensions to the main resources at the three project centres and completing targeted regional exploration across the lease holding. At the same time, a detailed evaluation of all historic drill data was completed and all resources re-estimated. This has culminated in the resource base increasing to 1.5 million ounces of gold in 20 separate deposits, with two new discoveries being made. In August 2010, a mining feasibility study was commissioned. Preliminary results from the study indicate that an economic stand alone project can be sustained for a minimum of five years. The ability to bring the remaining resource from a once unloved project into production is due to a number of factors: historically high gold price, combining adjacent projects into a single operation, evaluation of all resources regardless of size and grade, and well funded exploration directed to both resource extensions and new discoveries. Using the Tuckabianna Project as an example, this paper attempts to outline the strategy Silver Lake used to define the resources to justify the capital expenditure required for production, and give a summary of some of the successes and failures made as the projects progress towards mining. Examples of where being too rigid and over exuberant have resulted in less than optimal use of expenditure are used to high-light the difficulties in exploring in mature terrains. Evaluation of the success of a company’s exploration strategy at all scales from project acquisition to target selection is critical to the success of future project development. This paper has been part of that process for Silver Lake with some interesting discussions and insights being made. It is hoped that some of the points discussed can be applied to other projects to help achieve the best outcome from the assets available to a company.

The metallurgical sector significantly contributes to the global carbon footprint and encounters the challenge of developing more sustainable production methods. This study introduces novel approaches aimed at reducing CO2 emissions within the industrial sector, some of which have been developed up to the demonstration scale. In two case studies, urban waste from the agricultural sector (corn, olives, coconut etc) and waste electrical or electronic equipment (WEEE) recycling residues (shredder light fractions (SLF)) were subjected to thermal treatment. The resulting materials were then used as substitutes for conventional fossil-based reducing agents in both the copper and ferroalloy industries. Furthermore, hydrogen was employed at different scales to assess its efficacy as a reducing agent for recovering metal oxides from fayalitic copper slags. Our findings reveal promising prospects and defined specific challenges for the integration of these alternative reducing agents in the industry. The synergistic use of pyrolysed SLF, bio-coke, and hydrogen presents a viable pathway to significantly diminish CO2 emissions while simultaneously improving the sustainability of the metallurgical sector.

Fume events in coalmines are typically associated with wet conditions, soft ground and deep holes. An ACARP research project used laboratory and field testing combined with literature reviews, numerical models and field investigations to characterise the influence of these conditions on the propensity for fume. This paper highlights the results for soft ground and wet conditions and proposes a proactive fume mitigation methodology. A simple numerical model is used to show how fume arises in soft rock that yields more under the loading of high-pressure, water-resistant explosive blends than for ANFO. The blends cool more rapidly after detonation into the lower temperature zone favourable for NO2 production. Low-pressure, high detonation temperature explosives are loaded or charged into soft ground. Water resistance must be considered because soft, faulted and fractured ground can lead to fume from degradation by water flow and non-ideal detonation of product in cracks.A suite of tests were developed to quantify ANFO and emulsion blend performance over time that can be carried out in a mobile laboratory on-site. Index tests such as viscosity measurement and water resistance in beakers are proposed to quantify long-term product performance because small components, such as surfactant, prill impurities and prill fines, contribute to inconsistent product performance. Water ingress experiments and detonation tests aligned with field investigations identified and characterised the role of groundwater in damaging ANFO and causing fume.Fume risk management is achieved using a proposed proactive fume mitigation methodology to characterise influences such as seasonal rain variation, groundwater flow hydrogeology, rock mass strength and structure well ahead of blast design. In the field of mineral extraction, complex technologies are being introduced in mines, operators/technicians rely on assistance from an expert (or more) in order to keep their machines functioning. Personnel with such expertise, however, are not always physically on-site. There is a growing need for innovative technological solutions to support effective delivery, just in time, of remote guidance between an offsite expert and an on-site maintenance operator. To meet this need, we have, as part of our Human System Integration project within the CSIRO’s Minerals Down Under (MDU), Transforming the Future Mine theme, explored the usefulness of a number of emerging technologies including: augmented reality, wearable systems and touch table interfaces. This paper presents ReMoTe, an augmented realty system for remote guiding using a touch table interface for the expert station and a combination of augmented reality and a wearable system at the operator end. In designing this system we were interested in exploring the extent to which it can increase the productivity and safety of maintenance personnel. This paper also presents Mobile ReMote, our recent development of a fully mobile remote guiding system. In Mobile ReMote, both the expert and the operator are using a near eye display and wearing a light computer in a back pack. The expert is able to guide the operator using his/her hands on the virtual display, while the operator is able to see the instructions on the rear eye display. Workers in the mining industry are highly mobile, a mobile expert and operator station will meet this need.

Gravity methods of recovering alluvial gold are not very efficient at particle sizes below about 0.l mm. Whereas such gold may not have been economic to recover in the past, the same may not be true today. Centrifugal concentrators, like the Knudsen and Knelson bowls, are showing promise after an inauspicious start, at least in New Zealand. The large proportion of heavy mineral in many auriferous beach sands and the natural hydrophobicity of fine gold should make flotation an attractive contender for its recovery. The conventional mechanical flotation cell is effective, but roughing, scavenging and cleaning are necessary to achieve both high recovery and low mass Yield. More problematic is the difficulty of maintaining coarse and dense sands in suspension. The air sparged hydrocyclone is effective at recovering fine gold from a fine Colarado River sand, but is not effective for the coarse and dense beach sands of New Zealand. The flotation column shows much promise for these sands, when recoveries of over 80 per cent and mass yields of less than one per cent can be achieved in a single pass. The froth separator of the USSR and flash flotation could also be worthy contenders. It is felt that flotation could be limited to naturally and artificially de-slimed concentrates.

Isopach maps prepared from trend surfaces fitted to the cover data are much simpler in form and so provide a convenient method of delineating broad domains of similar cover.

Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

The tailing retreatment project rated at 10 000 t/day commenced operations in October 1982. The operation consists of dredging, feed preparation, cyanide leaching and carbon-in-pulp (CIP) gold recovery followed by Zadra atmospheric stripping and electrowinning. For the first two years the operation was adversely affected by excessive cyanide consumption and low gold extraction. Investigations demonstrated that the very fine, or slime, fraction of the tailing was the dominant consumer of cyanide and dissolved oxygen. The plant flowsheet was subsequently modified by inclusion of 80 - 100 mm dia. cyclones for slimes separation and a 31 m dia. thickener for water recovery. Treatment of deslimed feed in the CIP plant has reduced sodium cyanide consumption from an average 1.85 kg/t to 1.15 kg/t. The reduced oxygen consumption by the CIP plant feed has resulted in higher dissolved oxygen levels, frequently reaching supersaturation after 4 to 5 h contact time. This has allowed much improved gold extraction from the existing CIP plant capacity. Gold extraction from the mixed pyritic siliceous tailing has improved from an average U prior to desliming to a current 57%. Investigations are continuing on the recovery of gold from the discarded slimes.

Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.Recent increases in prices for iron ore, together with the potential to produce high iron and low contaminant concentrates, have resulted in a renewed interest in recovering magnetite from banded iron formation and other deposits.Geometallurgical evaluation of magnetite involves approaches to sample preparation, sample analysis and resource estimation that are different from the methods commonly used for haematite iron ore. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.The sampling protocol will typically include the use of Davis Tube analysis. The Davis Tube is a bench-scale test that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery.During resource modelling, the mass magnetic recoveries and concentrate grades may be assigned to a block model using regressions with other chemical constituents, or may be estimated directly. For estimation of the concentrate grades, a weighting can be applied to account for the different mass magnetic recoveries from each sample and the impact of these differences on the concentrate estimates.This paper presents an overview of the use of metallurgical test data in resource evaluation for magnetite deposits.

High Pressure Sulfuric Acid/Oxygen Leaching of Platinum Group Metals Bearing Ni-Cu Mattes The processing of platinum bearing Ni-Cu ores for the extraction of platinum group metals (PGMs) involves comminution, flotation, smelting, and converter treatment of the furnace matte. Leaching circuits are predominantly used for further processing to separate the base metals and PGMs contained in the converter matte. Nickel dissolution is primarily achieved in the first stage leach (high pressure or atmospheric leaching, or a combination of the two), which is followed by second stage high pressure sulphuric acid/oxygen leaching to dissolve copper and the remaining nickel. PGMs are recovered from the leaching residue in downstream processes, and their dissolution in the first two leaching stages must hence be limited. Studies have been conducted to investigate the leaching mechanisms and kinetics of base metals in different leaching environments. The key operating parameters that influence the leaching kinetics of these metals include the temperature, acid concentration, degree of agitation, feed particle size distribution, and oxygen partial pressure. There is, however, a limited understanding of the behaviour of PGMs in the high pressure leaching process. Consequently, this process is controlled based on operators' intuition despite its importance in the recovery of PGMs. An improved fundamental understanding of the behaviour of PGMs in this leaching environment is required to be able to accurately model the process. This in turn will allow the development of an improved control strategy and the estimation of optimum operating conditions. An overview of the leaching mechanisms of base metals and the effects of key operating parameters on their dissolution kinetics in different leaching environments are presented. Models that have been developed to predict the leaching behaviour of base metals are discussed and evaluated. Finally, initial results obtained with an experimental setup that will be used to investigate the behaviour of PGMs in high pressure leaching systems are discussed and compared with published results.

Technological advances associated with the expanded application of paste technology in underground mine backfilling are now stimulating an interest in the disposal of process tailings as paste in the surface environment. Concurrent with the development of alternative surface tailings disposal practices is the requirement to fully understand the consolidation behaviour of tailings in paste form, and to relate this understanding to the significant body of data and operating experience from decades of study of the performance of hydraulically placed tailings. One effective method for demonstrating the benefits derived from handling and placement of tailings as paste is to review tailings slurry consolidation theory from the perspective of the changes which take place in the material as it makes its transition from a loose slurry to a dense, stable deposit resulting from managed thin-layer deposition. For a typical process tailings, an example is provided which illustrates the effect which mechanical dewatering has in accelerating the consolidation process and thereby providing a range of benefits from the perspective of surface disposal. Increased rates of filling (rise), expanded use of upstream embankment construction methods and elimination of impounded surface solutions are some quantifiable benefits which can be assembled on a site-specific basis to allow for valid comparisons with more traditional approaches to tailings disposal.

‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. Statistical metallurgical plant trials are becoming more widespread, as a valuable tool for increasing plant profitability. Generally, a single parameter like metal recovery varies under the trial condition while all other variables such as average metal feed grade or average metal concentrate grade are equal for the two test conditions during the period of the test. Metal recovery is usually the measured variable because concentrate grade is fixed by smelter terms, and plants operate to maximise recovery at the required concentrate grade. However, in all flotation plants there is a relationship between concentrate grade and metal recovery, and under the same conditions increasing one results in a decrease in the other. At MMGÆs Rosebery Mine the zinc concentrate produced is generally above smelter specifications, so zinc concentrate grade can vary during a test. During trialling of magnetic conditioning in the Rosebery zinc circuit, the difference in both zinc recovery and zinc concentrate grade were analysed. The analysis of changes in zinc grade and recovery during the trial raised some interesting questions about the relationship between concentrate grade and recovery. A paired statistical method was developed and tested to combine in each pair the change in concentrate grade and recovery in a single result that could be analysed by a paired t test. This method was found to be very sensitive to combined, varying changes in concentrate grade and/or metal recovery. Technological advances in sensor and material handling technology has enabled a step change in mine operations performance. Sensors capable of monitoring the grade of broken rock mass can be mounted on shovels, truck loading units or conveyors allowing highly precise ore/waste decisions to be made on small parcels of rock, increasing selectivity. This increased selectivity has the potential to remove sub-economic material from the product stream prior to incurring ore treatment costs. Bulk ore sorting is capable of intervening at <10t “pods” on Run Of Mine conveyors, or alternatively at per bucket loading (5-100t) or truck scale (30-350t) parcels of ore. This Grade Engineering technique being developed by CRCORE (Rutter, 2017) can improve mill feed grade, remove deleterious materials and ensure that the high capital intensity ore treatment facility is presented with the best ore feed strategy. While this technology can improve mine economics, estimating the performance of a bulk ore sorting system is challenging. Traditional resource estimation practices such as Ordinary Kriging and Inverse distance weighting (IDW) are based on weighted averages, a process that smooths the grade profile, reducing modelled variance and dispersion. Its purpose is to generate a globally unbiased result but is less suited to generating a model of adequate granularity to enable confidence in local grade heterogeneity. This is an essential component for bulk ore sorting success. Estimating ore sorting performance requires knowledge of the grade-tonnage curve at the scale of the sensor diversion unit (SDU). Evaluation based on an estimator that smooths the SDU distribution will not correctly predict ore/waste separation or economic performance. Alternatives to traditional linear geostatistics have been tested on a variety of mineralisation styles. Additionally, a number of heterogeneity metrics have been developed to assist with evaluation and assessment. The difference between estimation for grade (metal) and modelling for traditional mining block models, versus methods used for predicting heterogeneity and variability are explored.

Oaky North is AustraliaÆs highest producing underground coal mine. In 2011, the mine produced 8.7 Mt of high-quality coking coal. The high quantities are a result of the constant strive for optimising the operating time of major production units, which involves investing numerous resources, including diesel equipment, in supporting and maintaining their operation.In July 2011 it was identified that the diesel particulate matter (DPM) levels in the underground workings were above acceptable levels, due to the high level of diesel activity. Over the next 12 months, several controls were implemented to reduce exposure to personnel: the main ventilation system was upgraded; the production forecast was adjusted to better manage the diesel fleet, removing surges in diesel usage; and an electronic diesel tag board was introduced to centrally manage the distribution of diesel usage around the mine.From the start of the campaign in emission reduction, an intense DPM monitoring regime was established. Within a few months of the introduction of the centralised tag board, there was a major reduction in emission levels. After the installation and commissioning of the new main fans, the emission levels dropped further, such that over-exposures are now a rarity.Oaky North continues to explore new systems to better utilise their diesel fleet while still maintaining control over DPM emissions.CITATION:Melloy, A, Holt, D and Jurak, M, 2013. "Mine decommissioning is the final phase in a mining project. Planning for decommissioning must commence for a proposed mine even before the government approves it. Queensland mining approvals require proponents to commit to completion (or closure) criteria defining successful rehabilitation. Queensland mining project statutory environmental authorities must also specify how progressive rehabilitation is to occur throughout the mining project. Final landforms with graded banks together with creek and run-off diversions are often required and constructed early in the life of a mining project. At closure, mining projects must demonstrate that future medium-term risks are not significant, or failing this, a residual risk financial payment must be made to the state. CSIRO climate change projections indicate that Queensland is likely to become warmer this century with less rainfall in parts and with extreme rainfall events likely to occur more frequently. This project was undertaken to?determine: if current rehabilitation planning tools assist in determining the environmental risks from mining closure not adequately addressing climate change if these risks are addressed by current rehabilitation outcomes.The north-west Queensland mining region and the central Queensland coalfields were represented in this project by five study sites. Local data sets for temperature, rainfall and rainfall intensity were produced using conservative greenhouse gas emission scenarios representing likely future atmospheres, and using the SimCLIM climate model, Evaporation data sets were also derived from available climate parameters. These projected climate variables supported equations and models used in Queensland to determine mining project rehabilitation completion criteria. Storm intensities and return intervals were directly applied to assess the likelihood of failure of engineered structures such as stormwater diversions and banks. Plant cover change determined by an existing growth model together with rainfall intensity and changes in the R and C factors of the universal soil loss equation (USLE) erosion model enabled estimates of long-term erosion rates. Flood estimates were undertaken using regional rated catchments.The study found that stormwater diversions and banks on recontoured rehabilitated landforms, if constructed to currently accepted completion criteria, would likely fail within 30 years and with the likelihood of failure steadily increasing thereafter. The change in likelihood of failure was able to be estimated and could be applied to the determination of residual environmental risk for approval of a surrender application involving rehabilitation. The USLE model showed that long-term erosion rates increased as a consequence of climate change from north to south across the Queensland mining precincts. Because the growth model did not consider carbon dioxide fertilisation affects, results would likely be worse-case.Likely climate change outcomes have consequential residual environmental risks of mining project rehabilitation failure. This increased risk may result in increased payments to the state from mining projects where high consequences exist. The liability to the state and risk to the environment can be avoided if today’s completion criteria address tomorrow’s climate change impacts.CITATION:Evans, M C, 2014. The Kanmantoo copper mine is located in the Adelaide Hills area of South Australia and is owned and operated by Hillgrove Resources (HGO). The mine is a drill and blast, truck and shovel operation mining sulfide (chalcopyrite) ore located in chloritised andalusite biotite schist. The initial Kanmantoo open pit operation occurred in the 1970s, before falling copper prices closed the mine. In 2010 the mine was reopened by HGO and the Kavanagh cutback of the Kanmantoo pit was undertaken. The Spitfire, Nugent and Emily Star satellite pits were also mined through to 2015 before the latest steep wall Giant pit design was developed to take mining out to 2019.There are no major fault structures and only two significant shear zone structures exposed in the open pit walls. The main Garnet Andalusite Biotite Schist (GABS) unit is quite competent so the pit designs have therefore mainly been controlled by four distinct joint sets. This paper is a case study on the influence of the joint regime on the wall stability of the main GABS unit and how a better understanding of the joint regime and the use of rock reinforcement has allowed the steep wall design to be adopted.The paper also describes the remote geotechnical mapping and slope monitoring techniques used to manage the rockfall risks associated with the steep walled slope design.CITATION:Hutchison, B J, Chambers, J, Gannon, S and Oko-oboh, D, 2017.
