Planning for a circular economy allows for previously untapped market opportunities to be explored, resulting in new, innovative revenue generating opportunities, while also reducing environmental impacts. In particular, rare earth elements (REE) are in rising demand as they are key components of over 200 products across a wide range of applications (Xie et al, 2023) including renewable energy technologies. There is a geographical disparity in deposits, with China being the top producer, generating 70 per cent of global production in 2022 (Laboure, 2023). This single dominating source has created supply chain concentration and hence supply risks for other nations, providing a driver for finding alternative sources, such as mine-influenced water (MIW) and tailings. In this study, Isle presents a robust due diligence methodology for undertaking a global horizon scan into REE recovery technology, for a large mining company, from tailings decant water on a specific site. Previous studies of the tailings decant water at this site had shown potentially significant concentrations of both heavy and light REE, but challenges such as high flow, very low pH and high concentrations of iron had previously made recovery unfeasible. Due to these challenges, the horizon scan focused on technologies that had the potential for selective recovery, despite the challenges with water quality, and considered a range of Technology Readiness Levels (TRLs). This included an adsorption-based process that has the potential to selectively separate individual REE, and a polymer based selective flocculation technology.

The selectivity in flotation columns involving the separation of particles of varying degrees of floatability is based on differential flotation rates in the collection zone, reflux action between the froth and collection zones, and differential detachment rates in the froth zone. Using well known theoretical models describing the separation process and experimental data, froth zone and overall flotation recovery values were quantified for particles in an anthracite coal that have a wide range of floatability potential. For highly floatable particles, froth recovery had a very minimal impact on overall recovery while the recovery of weakly floatable material was decreased substantially by reductions in froth recovery values. In addition, under carrying-capacity limiting conditions, selectivity was enhanced by the preferential detachment of the weakly floatable material. Based on this concept, highly floatable material was added directly into the froth zone when treating the anthracite coal. The enriched froth phase reduced the product ash content of the anthracite product by five absolute percentage points while maintaining a constant recovery value.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

A case study is presented that details the safety journey at a North American project involving two major contracts: a 1000 m shaft recovery and rehabilitation, and the development of a drainage gallery in a large open pit operation. In the early stages of the contracts, there were a number of incidents that created tension between the owner and contractor, which resulted in the contractor being placed on a final warning with almost imminent potential termination. As a result of this, it was agreed to initiate a focused safety recovery plan as a ‘last chance’.Over a period of two years, the engagement and consequent performance of the contractor was turned around, steadily working to set it up for success such that in one of the contract work areas, a record of ‘one year LTI (lost time injury) free’ was achieved. The journey involved the owner and the contractor teams working cohesively to educate all parties in the safety requirements and, most importantly, providing the context and understanding for certain requirements being put in place. Early on in the process, it was recognised that the owner team unknowingly was an impediment in that they did not fully understand the safety requirements and so was not able to lead the way for the contractor effectively. The journey to rectify the situation was supported and followed up by focused engagement with the project team, which generated a progressive improvement in a very challenging environment.In particular, the contractor turnaround was significant and of enough value for the contractor to ultimately export some of the safety systems from this site to other contract sites. The Caval Ridge Mine is an open cut coalmine and located within the Bowen Basin region in Central Queensland, and commenced mining and processing operations in 2014. A number of geotechnical challenges for managing dragline bench and lowwall stabilities have been encountered in both southern and northern pits over the years. Southern Pits contain steep seam dips of up to 15° (27 per cent) whilst the northern pits also have shears below pit floors. Geotechnical guidelines to manage the risk of dragline bench failure and lowwall instability have been developed and improved since these geotechnical challenges were identified. The dragline guidelines include dragline tub offset distances from the 60° Line (SDL) or buttressing thickness for different seam dips greater than or equal to 8°. The low wall stabilisation guideline established floor disruption widths and depths depending on seam dips and presence of floor shears to known depths of up to 3 m. As mining operations advance, lowwalls have remained stable until floor disruptions were fired, then returned to stable soon after the shot. The maximum distance of lowwall cracking with blasting has been as far back as the second spoil peak (the prestrip truck dumps construction limit). These failures need to be eliminated to allow the operational flexibility and haulage benefit of constructing the prestrip truck dumps behind the first spoil peak, while maintaining no risk to personnel or equipment. The floor shear depth was verified by collaborating with the exploration teams and taking advantage of the already planned 8-inch coal quality core holes, drilling them an extra 5–10 m past the coal seam floor and locating the shear presence. With this continuous improvement effort, no lowwall failures have occurred during floor disruption firing from the second strip after the new floor disruption depth guidance have been applied. This paper documents the processes for developing these geotechnical guidelines, operational implementation, and outcomes. Operational applications over the years confirmed that these guidelines have effectively managed the dragline bench and lowwall failure risks related with the steep seam dips and floor shears in this open cut coalmine.

An Australian Working Group has been compiling a guide for operators to use in order to improve the efficacy of their routine and non-routine sampling tasks within their coal preparation process. The guide focuses on unit operations within the process, and not conveyor belts or transfer stations that are adequately covered by the existing Standard ISO 13909.Representative sampling of unit operations is generally an after-thought following plant construction, whether that be a result of oversight, or more commonly, capital cost minimisation during initial construction. Minimising capital cost by avoiding adequate sampling systems is generally a poor decision, since the result is a process that cannot be adequately measured, meaning that it cannot be adequately managed and optimised.The use of the term ‘guide’ rather than ‘standard’ is intentional. Practical means of sampling unit operations within existing plants generally relies on a compromise between sample representativity (minimisation of bias) and sampling feasibility. The guide does not endorse poor sampling practice, but instead offers practical guidance to overcome, to the extent reasonably possible, real-life limitations.When it comes to sampling any particular process, it is almost always necessary to make a professional judgement as to whether or not the proposed samples are likely to be sufficiently representative such that the sampling will be worthwhile. Such judgement needs to be exercised by personnel who understand the principles of sampling, as they apply to the stream being sampled. There are many circumstances where available methods for sampling of a particular stream will be meaningless, and in such circumstances analytical data from that sampling will only serve to propagate poor decision-making.This paper outlines the approach for the guide, the areas it covers and the approaches adopted for different types of unit operations and associated equipment configurations.CITATION:Atkinson, B W and Docherty, J, 2017. The aim of this paper is to summarise all known Phanerozoic ooidal ironstone deposits worldwide, including Australian deposits such as the well-known channel iron deposits (CID). Nearly 400 occurrences have been catalogued based on stratigraphy, geographical coordinates, facies, grade, tonnage and iron bearing ore minerals. The description also includes details on the geochemistry, genetic models and main references. Brief statistical analysis provides an overview of the variation between these deposits. This compilation offers a basis for better understanding of the ooidal ironstone deposits and a global evaluation of this important resource worldwide.

"The purpose of this paper is to present the findings of a waste rock remediation program conducted at a gold mine in New South Wales (NSW) over a six-year period. The treatment of waste rock dumps included the longitudinal results of one-off applications using: ViroMine Technology, including the application of a chemical reagent called Terra B, which is a benign, clay-like substance derived from processed bauxite and other sources lime and biosolids (added for nutrient value) clay capping and topsoil compared treatment outcomes from these three approaches to a control.Parameters measured in the program included leachate pH, total actual acidity (TAA) and chromium reducible sulfur (CRS), Al, Cd, Cu, Fe, Mn, Ni, Pb, Zn, and tree height and vegetative cover density with data collected at regular intervals over a six-year monitoring period. Findings over the life of the study indicated, for example, that leachate pH in the control area was 4.5 in year 1 falling to 4.0 by year 6; pH in the lime and capping treated waste rock was initially raised to about 5.5 after treatment but fell to 5.0 within 24 months and remained a low 4.7 by year 6; pH in the Terra B waste rock was 6.8 in year 1 immediately after treatment, and actually increased to 7.3 by year 6 with no further treatment. This finding is of relevance because it effectively profiles the acidity curves of waste rock control, lime, and capping applications, and shows that they decline over time, despite an initial æpH shockÆ to the solids as measured by TAA and CRS in the case of lime. Similar treatment curves were observed for heavy metal leachates. Tree height and vegetative cover density indicated that with increasing acidity in the waste rock dump, the lime and capping options did not allow healthy revegetation, but in the Terra B treated areas tree growth and density were comparable to background, undisturbed forest levels.is needed with respect to tailings management, based on a novel integrated research framework.CITATION:Fergusson, L, Blair, D and Barros, G, 2012. Following discovery in October 2004, commencement of development in February 2007 and first ore production in mid 2007, the Trident gold deposit, located in the Eastern Goldfields of Western Australia, has now been successfully mined for over three years. Three years of operational history has enabled the performance of the Trident underground mine to be reconciled against the mine plan and strategy proposed for the original feasibility study.The Trident deposit, initially based on two lode systems known as the Eastern Zone and Western Zone, has been continuously drilled, interpreted and re-interpreted over the period and as a result the addition of the Athena, Apollo and Artemis lode systems as well as numerous smaller scale lodes has been realised. The first three years has seen the Trident underground mine quickly move up to its 1 Mtpa design production rate. The mine plan and strategy used in the initial feasibility study and subsequently implemented, required sufficient flexibility to enable modification and optimisation to mine plans as ore zones were further defined. The ability to modify the mining plans has enabled Avoca to achieve its mining targets at Trident. With over 250 000 ounces gold produced to January 2010, the company is well positioned to achieve its ten year vision associated with the Higginsville Gold Project.This paper offers an account of operational experiences whilst providing comparison to assumptions and methodologies used in the original feasibility study. The paper is a sequel to a paper presented at the Tenth Underground Operators’ Conference held in Launceston, Tasmania titled Development Strategy of the Trident Underground Gold Mine.

Recent updates on tailings dam design guidelines require analysis of undrained (short-term) stability with the application of the SHANSEP model. The SHANSEP model, which was originally developed for alluvial soils, predicates that the Undrained Shear Strength (Su) increases with increasing effective stress. Residual soils by their nature do not necessarily follow this relationship. This paper examines an alternate method to define Su over a range of effective stress conditions for residual soils. Residual soils, formed by weathering of their parent rocks, are generally micro-structured in nature. The microstructural features, such as interparticle bonding, play a fundamental role in stress-strain behaviour of the residual soils. As interparticle bonding is independent of effective stress and void ratio, the undrained shear strength of residual soils is expected to be less dependent on effective stress than alluvial soils, especially at low stress levels. A series of triaxial tests conducted on residual soils, however, indicated that the undrained shear strength and the undrained shear strength ratio (Su/σv’) are to a degree dependant on effective stress. It was found that the undrained shear strength ratio is significantly higher under low stress levels and progressively reduces with increasing effective stress. Based on the laboratory testing data, a strength function with varying undrained shear strength ratios can be developed for the residual soils under the stress range anticipated for a design of a tailings dam. This includes capping the input undrained strength at lower effective stresses based on the drained (effective) and minimum undrained strength. The Factor of Safety (FOS) calculated for the embankment utilising the traditional limit equilibrium (LE) method indicated the application of undrained strength function for the residual soils can provide a significant optimisation for the embankment design compared to adopting a constant undrained shear strength ratio or constant undrained shear strength in the design.

The current and future requirements for an underground mine information management system are being met with a flexible, value-engineered approach to mine information/communication infrastructures. El-Equip has developed and delivered to over fifty mines around the world an integrated, high capacity, radio-based leaky feeder communication system called MultiCOM. To meet the requirements of recently developed advanced information management technologies, such as production and ventilation management, the system has evolved to support simultaneous mobile and fixed information delivery services over an integrated single cable system. The following paper will review how MultiCOM is enabling information/communications technology to cost-effectively implement mine monitoring and control applications. Applications described in this paper include mobile vehicle production tracking, vehicle location, ventilation system monitoring and control with integrated ventilation system simulation. The techniques described are leading the world in terms of flexible and value-engineered applications of technology in the underground mine.

Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

Cracow is a high-grade; low-tonnage underground gold mine located approximately 500 km north-west of Brisbane in Central Queensland. It is a steeply dipping, narrow vein, epithermal gold and silver deposit that is accessed via a decline from surface. Cracow is owned by joint venture between Newcrest Mining (70 per cent) and Sedimentary Holdings (30 per cent). The orebodies are 5 m wide on average and the ore is extracted via sublevel open bench stoping. Stopes are extracted to a strike of approximately 25 m before being backfilled with waste. Prior to the introduction of electronics, the mine would remove a small amount of the previous backfill out to create a void, and then begin blasting two to three rings at a time, with the ore being extracted between each blast. This method caused the ore to be blasted onto the waste backfill resulting in dilution of the high-grade ore. It also meant that the extraction of each stope took a number of weeks and numerous blasting events. In the fourth quarter of 2005, the mine struck a geotechnically sensitive stope, where all 20 rings had to be extracted in a single shot or risk possible geotechnical problems that could sterilise the ore. Due to the limitations of NONEL« delay detonators the mine could not fire all the rings in a single shot and needed to use an electronic detonator system to extract the stope. Some unexpected benefits to the mine were increased fragmentation, reduced vibrations, reduced dilution, improved efficiency and improved hanging wall and footwall conditions. After the success of this first electronic shot, the mine has since moved to firing all their stopes with electronic detonators. With electronics the mine has been able to fire much larger blasts, and has in fact moved to firing their blasts in the opposite direction, firing towards the draw point instead of into the waste backfill, thus reducing ore dilution.

Magnetic separation is routinely used in the processing of titaniumminerals, and the efficiency of these operations can be determined bymeasuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved.This paper describes the development of an inductance-basedinstrument for measuring very low levels of magnetic susceptibilityon-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance.A prototype instrument has been installed in the zircon scavengercircuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction.Using the instrument, the zircon content of this stream can now beaccurately determined from the measured magnetic susceptibility,provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. The non-renewable energy resources of Queensland comprise coal, petroleum (oil and gas), oil shale and uranium. Coal is widely distributed., and has been developed extensively both for export and for use within the State. Proven reserves total 5 390 million tonnes recoverable of coking coal and 5 580 million tonnes recoverable of non-coking; very large resources particularly of non-coking coal are still to be quantified by further drilling. Annual production is of the order of 20 million tonnes of coking coal, principally for export, and 6 million tonnes of non-coking, mainly for power generation within the State. Petroleum resources are meagre in com- parison with those of coal. Initial recover- able reserves of liquids (mainly in the now substantially depleted Moonie Oil Field) totalled only 4.2 million m3. Initial recover- able reserves of gas (mainly in the western Surat and Bowen Basins) totalled 7 800 million m3. Annual production is of the order of 64 thousand m3 of liquids for refining in Bris- bane, and 268 million m3 of gas mainly for production of fertiliser and for industrial and domestic heating, in Brisbane. The mining industry is becoming increasingly focused on pre-concentration due to its potential economic and environmental benefits, particularly for the more complex, low-grade, high throughput operations now being developed. Advances in technology have seen bulk ore sorting (BOS) trialled at several operations. However, BOS should not be seen as a ‘silver bullet’, it can offer significant benefits, but only under the right conditions. Deposits with interspersed mineralogy or disseminated, fine-grained minerals can be difficult for BOS. Large batches of barren or low-grade material are required for BOS to be effective. Hatch has recently completed several studies for clients who believed that bulk sorting was the most suitable pre-concentration technique for their operation, based only on an assumed sorter recovery or on laboratory trials of the chosen sensor. However, minimal consideration had been given to the heterogeneity of the deposit, the achievable separation batch size or sensor repeatability. Evaluation of BOS needs to consider both heterogeneity and sensor suitability. The valuable or gangue mineral must be present in such a way that it can be separated effectively in the large bulk sorting batch sizes, without competing minerals or changing ore characteristics affecting the metal upgrade or recovery. Also, the sensor chosen must be able to detect either the valuable mineral, a proxy for the valuable mineral, or a gangue mineral for rejection with sufficient accuracy and precision (repeatability). This paper presents three recent case studies, emphasizing markers which indicated that bulk sorting was unsuitable for the project whilst highlighting the pre-concentration technologies which were applicable (including particle sorting, and coarse particle gravity separation). The modelling methodology, equipment sizing and forward work plans developed to verify these alternative solutions are also presented, demonstrating the key factors contributing to a thorough scoping assessment.

One of the earliest recorded risk management schemes was implemented by the boatmen of the Yangtze river some 4,000 years ago.. Between them they arranged for shipments to be split up in such a way that a load was divided five ways: if one was lost, then 80% of the shipment got through. Bottomry contracts were in vogue in Babylonian times with similar systems being used in India, in 60OBC and 4th century Greece. One of the first accepted mutual insurance ideas came in 1835 when a mill owner in America negotiated a lower insurance premium in return for installed fire safety measures. Approximately 20 years ago risk management as a philosophy was developed in the U.S.A., the philosophy followed to England and hence to Australia about 10 years ago. The business climate which induced the philosophy of risk management was that of "tight money". The definition of "assets" was then broadened to include earning capacity, skilled personnel and in a negative sense, a corporation's liabilities. In more affluent days losses were comfortably absorbed into the ongoing business expenses, the more prudent managers took out insurance which "covered everything" at a suitable premium. Statistics are available to indicate that a high percentage, (over 60%) of businesses which suffer massive plant damage due to fire, do not restart operations, or in the event of restarting have closed operations within the next 2 to 3 years - in spite of collecting an insurance payout.

Large areas of ground are permanently supported on coal pillars, both in extensive old workings and current drivages in active mining operations. Continued growth of civil infrastructure is resulting in more surface development above old bord and pillar mines and an increased need for mine development beneath existing surface structures and features. The result is a greater likelihood of conflict between miners, developers and regulatory bodies. However, over the last 40 years there has also been significant improvement in the general level of understanding of pillar behaviour and stability, both in Australia and overseas. This paper examines some of the issues to be considered when undermining surface structures or undertaking surface development above old workings. The Factor of Safety (FoS) methodology widely employed for the assessment of pillar stability is reviewed, including the key geometrical, geological and statistical concepts associated with the probability of pillar failure; local and international experiences are examined and significant parameters isolated. Common concerns are addressed in the context of actual practical experience, utilising a risk management approach. Recent advances in methods for the assessment of pillar stability are put forward, along with criteria for arriving at rational design outcomes.

William Frederick McBryde Broun, a graduate of the Royal School of Mines, was employed on the staff of the Mount Morgan Gold Mining Company for some years prior to 1912, and will perhaps be remembered by some of those who attended the Mount Morgan meeting of the Institute in 1910, as an Associate Member present on that occasion. He severed his connection with the Mount Morgan Company in 1912, and was returning to England via the East Indies, when he contracted typhoid atSingapore and died at Colombo.Years later some old papers were being turned out in the office where he had worked, when a set of M.S. notes in his unmistakeable handwriting came to light. On examination these appeared to be the rough draft of a paper he must have beenpreparing for the local branch of the Institute, which he had not been able to complete. The notes were very rough. Apparently it was the author's intention to fill in numerous gaps with extracts from sundry published articles on Cornish mining; theextracts were missing and only the written portions linking them together were there. They give a sketch of Cornish mining practice which those who wish may supplement (as the author would have done) from Le Neve Foster and other well-knownsources. The fragmental notes which have been pieced together as carefully as possible by Mr B G Patterson, Hon Secretary Mount Morgan Branch; are as follows :-The first mine the author worked at was Carn Brea, in 1904."This is one of the largest tin mines in Cornwall, and belongs to the Carn Brea and Tincroft Mining Co, which also owns Cooks Kitchen.
