The 1100°c isothermal, sections of the V-Fe-Si, V-Co-Si, and V-Ni-Si systems were studied at silicon contents between 0 and 40 at. pct. The single-phase fields in the 30 and 50 at. pct Mn sections of the 1100°C tetrahedron of the V-'Wn-Fe-Si system were also determined. The direction of extension of the elongated O, R, D, and a-Mn Phase fields suggests that the stability of these phases is determined largely by the electron concentration. The peculiar shape of the above ternary a phase fields, as well as of the a phase fields in the V-;Mn-Si and Cr-MTZ-Si systems is accounted for on the assumption that in manganese-(iron-, coball-, nickel-) rich alloys silicon atoms do not exclude d electrons , while in alloys low in the above components they do. This assumption also leads to the expected electronconcentrations for q and ß-Mn phases formed by transition metals with aluminurn. In earlier work it was shown that in ternary alloy systems of transition elements the a a and certain other phases with complex structure, such as the p and R phases,3 form elongated phase fields extending in a direction corresponding to a constant electron concentration. Recently similar behavior was observed in manganese-rich ternary ß-Mn solid solutions with another transition element and with silicon, germanium, or tin,4 confirming earlier indications3 that ß-Mn is also an electron phase. The alloying behavior of silicon in these manganese-rich alloys sug- gested that the four outside electrons of silicon participate in the bonding and that the predominantly d-like bonding electrons are not excluded from the silicon sites. Presumably, some of the normally unoccupied 3d states associated with the silicon atoms are in these alloys lowered to the Fermi level;4 thus silicon behaves as if it, too, were a transition element. The manganese-rich boundary of the a phase in the V-Mn-Si system,4 as well as in the Cr-Mn-Si sys-tem,4,5 extends approximately parallel to the ß-Mn phase boundary, corresponding to the transition ele-mentlike behavior of silicon described above. However, at lower manganese contents (i.e., in the high-vanadium or -chromium region) the a phase field in both ternary systems mentioned extends in a direction roughly perpendicular to that of its manganese-rich boundary, a phenomenon that is apparently inconsistent with the behavior of silicon in the manganese-rich alloys. A similar, although somewhat less pronounced, extension of the a phase occurs also in the high-vanadium (low-iron) region of the V-Fe-Si system at 1175C, but reportedly not in the V-Co-Si or V-Ni-Si systems at the same temperature.5 The present work was undertaken to investigate in more detail the extension of the a phase (as well as of other electron phases that may be present) in the last three systems and to elucidate this phenomenon, which has not been satisfactorily explained previously. EXPERIMENTAL PROCEDURES Most of the alloys were melted in an arc furnace, using a water-cooled copper crucible under helium atmosphere. The transition metals were of better than 99.9 pct purity and the silicon used was 99.98 pct pure. Alloys containing less than 20 pct V were induction-melted in recrystallized alumina crucibles under argon atmosphere.

For handling rough rock, the shovel-train system is unexcelled. The ideal application is a physically large, but not excessively deep, open-pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. If, in addition, a high production rate is to be maintained, railroad haulage will probably afford a lower cost per ton transportation than will any other haulage method. Relatively gentle grades must be employed- usually 3% for uphill hauls and 4% for downhill hauls. The greater the differences in elevation the greater are the railroad track grade space requirements. By way of illustration, a 3% ramp out of a pit only 300 ft deep must be almost two miles long. Mainline track locations should be selected carefully so that the frequency of movements during the life of the mining operation is minimized. This applies both to ore and to waste haulageways. Such moves are not only expensive but difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semi-permanent trackage.

ORE tests are made for the purpose of determining the correct methods of treatment for any particular ore. They should be conducted so as to insure that the results obtained in actual mill practice, on ore of similar grade and physical nature, will duplicate the results obtained in the test work. As the expenditure of many thousand of dollars may be involved in the building of the necessary mill, the testing of ores calls for extreme care and skill in handling laboratory machines, and a knowledge of actual practice to guard against the danger of obtaining results in test work that would be impractical to duplicate on a commercial scale. The importance of a correct sample of the ore is at once apparent. No matter with what degree of care the test 4rk is done, it loses its value when made on an unrepresentative sample. It is the first safeguard against future disappointments in the loss of capital and time. A number of failures in the past have been traced directly to faulty or lax methods in obtaining the ore sample.

ENGINEERS have long pondered the answer to the question of "How am I doing?" and in large measure the answer from the economics angle is provided by the 1946 survey of the engineering profession now being published by the Engineers Joint Council as an eighty-page bulletin entitled "The Engineering Profession in Transition." The survey, based upon a completely precoded mail questionnaire, aimed at three major objectives: (1) to determine the general impact of World War II upon the profession in the period 1939 through 1946; (2) to obtain re- R liable data from which valid findings could be derived to predict how active the profession would be after 1946; and (3) to determine if the war's upheaval had changed materially the pattern of professional activities, education, background, and earnings from those which existed prior to 1939. Abundant data on the economic status of the engineer based upon years of experience in his particular field, the specific branch of the industry in which he served, and his educational background are presented. IT is generally believed that the amount of diamond drilling will increase appreciably in the next decade, as the seaarch for minerals throughout the world becomes more difficult and intense. An attendant problem may be one of short diamond supply, resulting in higher bit and drilling cost. With this background, the U. S. Bureau of Mines' and the School of Mines at the University of Minnesota' have established comprehensive research programs in diamond drilling. One of the several aims is the design of a more efficient bit, which would lower diamond consumption and increase rate of advance, both essential in reducing drilling costs. The objective of the specific research problem" discussed in this paper was an investigation of the cutting action of the cliamonds set in a diamond drill bit, cutting action meaning the manner in which the diamonds cut or. loosen the minerals in the rocks being drilled. In the literature on cutting action such descriptive terms are used .as: grinding, wearing, cutting, breaking, shearing, scraping, melting, and chipping. These actions were seldom described or defined. Grodzinski describes the cutting action of a single diamond in the shaping of certain types of material as "breaking out chips of the material." Brittle mate-. rials break as small separate chips, and tough materials, because of heat generated, give a continuous chip. Deeby said about diamond drills: "When diamonds are forced into the formation and rotated, they either break the bond holding the rock particles together, or they cause conchoidal fracture of the rock itself. The former action occurs when drilling in sandstones, siltstones, shales, etc. and the latter action when drilling in chert, flint, or quartz." He said that diamonds cut on the "grinding principle" but he does not define or elaborate on this action. The cutting action of diamonds on glass was first investigated about 1816 by Dr. W. H. Wol-laston, an English physicist. The best glass-cutting diamonds have a natural or artificially rounded cutting edge. This edge first indents the glass and then slightly separates the particles, forming a shallow and nearly invisible fissure. Since none of the material is removed, this action is one of splitting rather than cutting. No other reports of research work on the cutting action of the diamond were found, and further work was considered justified and advisable. It is impractical, even if possible, to observe directly the cutting action of a diamond drill bit in rock; therefore it was necessary to devise an indirect method. It was believed that a study of the following three observations would lead to a better understanding of the cutting action: 1—the appearance of the minerals or rock surface in the bottom of the hole, 2—the size, shape, and other characteristics of the drill cuttings, and 3—the condition of the diamonds in the bit. The cutting action in a particular rock probably varies with bit pressure and speed. If the bit were slowly lifted off the rock, the effect of decreasing pressure might obliterate those bottom hole characteristics that are specific at the test pressure. Likewise, if the drill were stopped with the bit still in contact with the bottom of the hole, then decreasing speed effects would tend to obliterate the characteristics at the set test conditions. Therefore, in order to preserve those cutting effects impressed on the rock at test conditions, it seemed necessary to lift the bit off the bottom of the hole almost instantaneously once drilling conditions, i.e., revolutions per minute, pressure, and water flow became constant. In addition to observing the cuttings, the bit, and the bottom of hole, it seemed desirable to collect some quantitative data for purposes of correlation with the observations and for a record of bit performance. Consequently such data as revolutions per minute, force applied, and rate of advance of the bit were recorded. Six rock types, listed in Table I, were chosen for the tests. It was felt that these rocks had most of the variable characteristics of texture, bonding, and mineral hardness met in the common rocks generally being drilled. The sandstone was so poorly cemented as to be friable, even though most of the cement was silica. The limestone, though well cemented, was quite porous. Originally it was planned to conduct the tesk work with a full-scale drill unit, using EX bits, 7/8-in. core, 11/4-in. OD. The drill worked well, but was too cumbersome for rapid, accurate drilling of many short holes (1 ½-in.) in varied rock types. A new

Last November, when the British Educational Mission was visiting this country, letters were sent to the various mining schools asking what arrangements had been made for cooperating with British and. French schools. Of the eleven schools from which replies were received, none had taken any definite steps in this direction. The Colorado School of Mines, though, stated that it was offering scholarships to all men who had served in the U. S. Army and Navy during the war. A letter was also sent to Sir Henry Miers, Vice-chancellor of the University of Manchester, who was the head of the British Mission. He replied as follows: "In my opinion the mining profession is second to none in the responsibility of the duties which it involves or to which it leads in all parts of the world; also it is a. profession in which the student or teacher has much to gain by migrating to foreign countries. This applies in a special degree to British students coming to America where they will be able to enlarge their views by a widened experience. We (the Mission) have everywhere found the most, cordial acceptance of such proposals. Several of the British Universities have recently instituted a new doctorate of philosophy attainable after 2 or 3 years course of advanced study; this scheme includes Oxford and Manchester. The conditions admitting to the degree course are that the applicant should be a graduate of an approved University and should show evidence that he is qualified to pursue the course which lie proposes." In a conversation with Prof. Alfred C. Lane, of Tufts College, Sir Henry Miers said that students from Great Britain should be most easily attracted to America, both to universities and colleges and technological institutions.. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

SANDBERG, LONDON, ENG : † I think we should all be grateful to the Pennsylvania Railroad Company, and to their chemist, Dr., Dudley, for spending so much time and money in order to solve an important question ; nor are we less indebted to the public spirit which leads them to impart the experience thus gained. In Europe nothing similar has hitherto been done, either by a company or by any private individual. In England the great railway companies employ their engineers in other ways, and do not keep a chemist or specialist to study rails; but even if they did they would probably not publish the results. The chief professional engineers are so occupied with their private practice of railroad construction generally, that they cannot be expected to devote their time and energies to so special a question. The German Railway Union has, in my opinion, missed the real object of its elaborate researches by falling into the error of specifying costly, impracticable tests for rails-tests at the same time which do not infallibly expose the impurities that may be in the rails under examination. There has, therefore, been nothing done on this side of the Atlantic in the way of exhaustive study to determine the best composition for steel rails. America should consequently have full credit for the enlightened example which she has set. I wish, however, to make a few remarks on Dr. Dudley's second paper, a paper which follows very much upon the same lines of argument as the first read three years ago, upon which I have previously touched in my paper on the same subject read at the meeting in August last. If Dr. Dudley had discovered a new metal he could hardly, I think, have taken more pains to prove that he was correct in his first formula for the best chemical composition of steel rails. But I have seen so much done in the way of proof by experiment that I am inclined to think that almost anything can be proved by experiments and by samples. If Dr. Dudley would only give up his formula, which would not suit any country-not even America- * For the convenience of members it has bees thought best to insert the continuation of this discussion at the Virginia meeting in tide place, rather than to delay its permanent publication until the issue of Volume X, Transactions, where it would properly belong. In his valuable report on Finishing Temperatures and Properties of Rails,l Dr. G. X. Burgess, Chief of the Division of Metallurgy, U. S. Bureau of Standards, has begun a line of investigation which should be continued by those interested in the subject, and who have proper facilities for carrying out the work. For the past year or more the Bethlehem Steel Co. has been conducting experiments to learn the effect of rail finishing temperatures on their physical properties and microstructure and the results are here given for the consideration of those interested in the rail situation. Considerable differences of opinion have been expressed by various authorities, in the past, as to the effect of large or small grain size and high or low finishing temperatures of steel rails on their physical properties and wearing qualities. Low finishing temperatures and, therefore, low shrinkage, have been advocated on the theory that the wearing qualities would be improved. Others have recommended high finishing temperatures. The generally accepted cause for rail failures, due to the development of transverse fissures, is excessive wheel pressure on hard rails. One of the causes advanced for hard rails has been that they contain too high percentages of carbon and manganese; another that the rails were finished at too low a temperature, i.e., at or near the critical point. In the experiments herein described the rails were rolled from reheated blooms. All the rail blooms were charged hot in a reheating furnace and brought up to about the original ingot-rolling temperature before rolling into rails. These rails gave better results in deflection, withstood a greater number of drops before breaking, and showed greater ductility than rails of identically the same composition and section which were rolled direct from the ingot. Rails rolled from reheated blooms, finished at somewhat higher temperatures than when rolled direct from the ingot, have a different microstructure, which the writer does not believe is due so much to the difference in finishing temperatures, as to the difference in

A pronounced tendency for delayed fracture zoas observed in the martensite structure of low-alloy steels in the as-quenched condition. Cracks of predominantly intercrystalline nature nucleated and propagated at stresses substantially lower than the short-titne tensile strength of- the steels, and were observed even in hydrogen-free speciunens. The occurrence of delayed fractures in the as-quenched condition is interpreted as a supevposition of the effect of free dislocations generated during the martensite transforlnation, and of a weakening of the prior austenite grain boundaries caused by dynamic shocks exerted on the boundaries by growing martensite plates. AN important metallurgical problem, connected with the production and use of high-strength steels, is delayed fracture in martensitic structures. Such fractures occur in quenched steels as a result of prolonged loading with external stresses far lower than the short-time tensile strength of the steel. The same effect can be produced by sufficiently high internal stresses: it is well-known that quenched structures will in some cases crack intergranularly at room temperature if not tempered quickly enough even in the absence of any externally applied stress. In Troiano's papers1,2 on delayed fractures in high-strength steels, the fundamental role of hydrogen migrating under the influence of multiaxial stress towards the nuclei of cracks was found. Fig. 1 shows the typical relationship between stress and the time to fracture found by Troiano in hydrogen-charged high-strength steels. On the other hand, Shurakov 3,4 explains the realization of delayed fractures in martensite as due to a "quasi-viscous" behavior of the austenite grain boundaries immediately after the martensitic transformation. 1) MATERIALS AND EXPERIMENTAL METHODS Two low-alloy steels of commercial purity were used for the experiments reported in this paper. Their chemical composition is shown in Table I. The heats were melted in a laboratory furnace, cast to ingots, forged to bars of 3/4 in. diameter, and annealed. Machined test pieces were heat-treated as follows: Ni-Cr-Mo steel held at 900°C for 30 min and quenched in oil; Mn-Si-Cr steel held at 900°C for 30 min and quenched in water. For the delayed-fracture tests, notched cylindrical test pieces, Fig. 2, stressed in torsion, and unnotched cylindrical tensile-test pieces, 1/4 in. diameter, were used. Drill pipe, and the connections used to join the pipe together, have had a long history of development and improvement. With the growing use of high tensile-strength pipe, the rotary shouldered connections used to join the lengths of drill pipe have become more critical. Fatigue-type failures of rotary-shouldered connections, or tool joints, have become a cause of much conern to operators and manufacturers. Most fatigue tests on tool joints have been made on the basis of bending moment applied vs number of cycles, rather than on the basis of stress vs cycles. A desire to learn more about the nature of stress in a tool joint due to bending caused a rather intensive experimental study to determine what actually happens to cause fatigue failure. It was known that a tool joint with insufficient make-up torque was subject to early fatigue failure. Therefore, the establishment of the relationship between make-up torque and allowable bending moment would enable a testing engineer to better correlate the results of various tests. The problem of calculating the stress in a tool joint due to an applied bending moment was complicated by: the effect of unknown stress concentrations; the applicability of the well known formula S = Mc/I; and the question of whether to use the combined cross section of the pin and box in calculating the moment of inertia I. TEST EQUIPMENT The test equipment consisted of the following. 1. A lathe modified to act as a fatigue machine for full-size tool joint or drill-collar specimens. 2. An adapter plate bolted to the headstock of the lathe and into which a short adapter was screwed. 3. Tool-joint pins on sections of drill collars bucked into the adapter. 4. A hydraulic load cylinder which rested on the bed of the lathe and applied bending moments to the joints. 5. Paper-backed strain gauges (FAP-12-12, 1/8-in. gauge length and A-5-1, 1/2-in. gauge length). 6. Eastman 910 contact cement for bonding gauges to joint and Epoxylite 222 waterproofing. 7. A 12-position switchbox, SR-4 bridge balancing unit connected to an SR-4 strain indicator to read the gauge output. 8. A four-channel Sanborn recorder, Model 150, was used as the readout instrument for part of the testing. The fatigue machine was well suited as a loading device. Because of the long lever arm available, the change of moment with distance was small; consequently, the vertical shear stress was small, less than 300 psi. Some difficulty was experienced with the hydraulic load cylinder at high bending moments due to leakage. The strain gauge equipment was simple and quite reliable. A 41/2-in. extra hole (E. H.) joint with "as machined" threads and shoulders and a 2 7/8-in. internal flush (I. F.) joint with copper-plated threads and shoulders were selected for testing because of their common usage in the field. In addition, the 4 1/2-in. E. H. was suitable because it had an inside diameter large enough to permit the insertion and accurate positioning of strain gauges without using special jigs, while the 2 7/8-in. I. F. joint required much lower bending loads to cause separation of the shoulders of the joint when made up to the recommended torque. The joints were made to standard API specifications, except for very small bevels on the box and pin shoulders and cylindrical stress-relief grooves added to the pins. Larger bevels would have

Petroleum engineers generally are of the opinion that the flow conditions and, therefore, the formulas that apply to the flow of oil and gas in long pipe lines differ in many ways from flow conditions in oil wells. One of the reasons why the formulas in common use for pipe-line flow do not correctly apply to oil wells is that the flow lines are vertical and not horizontal. Another factor to be considered is that the fluid is a mixture of oil and gas and that the physical characteristics of these two components are affected differently by changing conditions of pressure and temperature during upward flour. Realizing the need for accurate data on flow in vertical pipes under conditions caused both by natural flow and the gas-lift, the U. S: Bureau of Mines has installed equipment at the Petroleum Experiment Station, Bartlesville, Okla., for the purpose of studying this problem. In additon a study will be made of the comparative effects of different natural-flow and gas-lift methods of producing oil on ultimate production from reservoir sands. Experimental Equipment The experimental equipment consists of a regular oil-field steel derrick, a large pressure tank installed in a concrete pit beneath the derrick floor, compressors and pumps, gas separators and absorbers, metering and control devices, and the necessary pipe connections. The crown-block level represents the derrick floor at an oil well, and the "producing sand" is the pressure tank below the derrick floor. The difference in elevation between the crown-block level and the tank is 90 ft. Figs. 1, 2 and 3 show the construction and exterior arrangement of the equipment. The success of the experiment will of course depend largely upon the accuracy of the oil and gas measurements and the temperature and pressure determinations. THE first presentation of this paper was before the Pennsylvania Anthracite Section of the Institute in May, 1914, after which a committee was selected to verify and add to the data contained in the original paper. The author is indebted to G. W. Engel, H. W. Montz, R. V. Norris, and H. H. Otto, of this committee, for additional information. I also wish to acknowledge the courtesies extended me by a number of the mining companies for information relative to accidents, systems of proving, and mining practice. The paper should bring forth additional criticism and recommendations, which will be of value in establishing future practice relative to this subject. Throughout the northern anthracite field of Pennsylvania glacial and alluvial deposits of sand, gravel, and clay exist in varying quantities. The extent and character of these deposits are described by N. H. Darton in Bulletin 45 of the U. S. Bureau of Mines, entitled, Sand Available for Filling Mine Workings in the Northern Anthracite Basin. It is estimated that the northern field contains 10,000,000,000 tons of these deposits, or a sufficient quantity to cover the 176 square miles of coal area to a depth of about 25 ft. These deposits of sand, etc., overlying the coal measures attain a maximum depth of more than 300 ft., and are usually saturated to such an extent as to render them semi-fluid. It is .this condition of fluidity that limits the mining of coal seams cropping in or in close proximity to these deposits, and it is in the interest of safer and more efficient mining methods under these conditions that the study of this -subject is here presented. The dangers incident to mining under deep deposits of sand have long been realized by operators in the northern anthracite field, and much has been done to prove the contour of the rock and vein croppings underlying these water-bearing deposits of sand and gravel.

Quartz cannot be floated with potassium amyl xanthate as collector at any pH. Complete flotation is achieved with certain minimal additions of amyl xanthate and Pb from pH 5.8 to 8.5 and with amyl xanthate and Zn from pH 7.5 to 8.1. The active species of these metal ions responsible for activation are shown to be PbOH and ZnOH No flotation was effected when Cu and Mg were added as activators. Previous work1,2,3,4,5,6,7 has shown that quartz may be floated in the presence of sulfonate or soap when the following two criteria are met: 1) some portion of the added metal ion has hydro-lyzed to its first hydroxy complex, and 2) a precipitate of the metal-collector has formed. Since sulfonate and soap, two substantially different anionic collectors, conform to these criteria, this phenomenon may well be expected to be of a general nature. In this view then, it would appear that any anionic collector, including xanthates, should also float quartz when these two criteria are met. The object of this paper is to demonstrate the conditions under which quartz will respond to flotation in the presence of potassium amyl xanthate. EXPERIMENTAL MATERIALS AND TECHNIQUES Quartz was prepared by leaching the sized sample (48 x 150 mesh) with HC1 until no iron could be detected in the leach liquor. Conductivity water, made by passing distilled water through an ion exchange column, was used in the investigation. Potassium amyl xanthate was selected as collector. Purification of this reagent was effected with the following method: 1) a laboratory sample of potassium amyl xanthate was dissolved to saturation in hot ethyl alcohol and filtered several times while still hot, 2) the filtrate was cooled, during which time potassium amyl xanthate crystallized out of solution; the xanthate was then separated from the solution by filtration, 3) the amyl xanthate was dissolved in fresh hot ethyl alcohol and filtered, 4) step (2) was repeated, 5) the crystalline potassium amyl xanthate was washed with ethyl ether five times, and 6) the xanthate was dried for 24 hours under continuous vacuum. Inorganic impurities are insoluble in hot ethyl alcohol whereas dixanthogen is soluble in ethyl ether. Five-gram charges of 48x150 mesh quartz were conditioned for 3 min in 125 cc of solution containing the reagents and were floated with the small-scale cell and procedure described in previous papers.478 Reagent grade HCl and NaOH were used for pH adjustment, while reagent n-amyl alcohol was added as frother. Frother addition is necessary with this technique, but it should be mentioned that data, similar to those shown in Fig. 2 for 1 x10-4 mole per liter Pb++ and 1 X 10-4 mole per liter AX-, were also obtained with a Hallimond cell in the absence of frother. EXPERIMENTAL RESULTS Clean quartz could not be floated with amyl xanthate at any pH. Flotation was achieved under certain conditions, however, when various metal ions were added to the system. The activating ions used were lead, zinc, copper and magnesium, added as reagent grade chloride salts. Lead as Activator: The effect of Pb++ as activator was examined at five different additions of amyl xanthate (Fig. 1, 2 and 3). When 1x 10-5 mole per liter xanthate was added in the presence of 1 x 10"4 mole per liter Pb ++, no flotation was obtained at pH 6.5 or below, while a recovery of about 60% was effected at pH 7. When the pH was increased to 7.8, no flotation was again obtained, Complete depression was noted from pH 7.8 to about 10, at which point a recovery of about 30% was achieved. At about pH 11, the precipitate of lead amyl xanthate which was present below this pH dissolved and complete depression occurred. When 2.5x 10-5 mole per liter xanthate was added with the same lead addition, no flotation was obtained at pH 5.8 and below, whereas a recovery of

This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. U. S. WITHDRAWS ARMY FROM MEXICO The American invasion of Mexico lasted less than 24 hours. The troops which crossed the Rio Grande June 15 to put a stop to the firing that was causing death and injury in El Paso were back in their billets on the American side of the border the next night. They had broken up the battle between Villa rebels and the Carranza garrison and driven the rebel forces headlong out of Juarez and into the hills. The Carranza Consul, Garcia, and Gen. Francisco Gonzales are reported by American officials to be pessimistic, if not indignant, at the swift reprisals made by the Americans against the stray shots which were falling in El Paso during the Villa attack on Juarez. In announcing his action in ordering Americans into Mexico Brigadier General Erwin in a formal statement said he had done-so to prevent the indiscriminate firing into El Paso by rebel soldiers, endangering the lives of Americans. "But on no account were they to undertake an invasion into Mexico," continued the statement. Americans with interests in the vicinity of Chihuahua are alarmed lest Villa, smarting under the defeat administered his troops by the American forces, should make a campaign of destruction. General Candido Aguilar, President Carranza's confidential ambassador to the United States, issued to the press, on June 17, a formal statement that "the government and people of Mexico consider as a violation of Mexican sovereignty the crossing of United States soldiers into Mexican territory" and expressing the hope ?that the situation created by the latest occurrences in Juarez will be satisfactorily adjusted between the two countries." Discussion of Mexican affairs was evoked in both houses of Congress by the crossing of the Rio Grande by American troops.

The term "survival" in the title means the preservation of a society in which men are free from the political and economic restraints that characterize totalitarian systems, be they communist, socialist or facist. It means the ability to withstand the enemy's offensives in the fields of propaganda, commercial competition and, if necessary, war. The temptation to substitute "victory" for "survival" is great but a realistic appraisal of the creeping socialism and demagoguery that pervade our time indicates that we may have to be content with survival in status quo. "Mineral strength" means assurance that adequate supplies will be available to meet all the contingencies of cold and hot wars. The overall mineral position of the U. S. viewed in the light of these premises is far from secure. It is true that we are the leading producing and consuming nation of the world, but the Soviet Union is gaining and the Sino-Soviet Bloc confronts us with a sobering potential. The emergence of the Common Market in Europe as an economic and political unit places a third independent entity into the competition. Our total mineral output continues on an up- ward trend but the reverse is true in certain strategic commodities. Moreover, consumption is moving ahead faster than production so that there is increasing dependence on imports which has significant adverse geopolitical connotations. There is widespread belief that our resources can at least maintain present levels of self-sufficiency during this critical period in world history, but social dreamers, the labor monopoly, and trade and taxation policies have discouraged aggressive activity in exploration and development, and access to essential foreign sources is threatened by a variety of circumstances. Our stockpiles, belatedly built up to achieve minimum protection against shortages in time of war, are under. political attack and threatened with partial destruction on the basis of what are at best uncertain assumptions regarding the new: look of global warfare.

The so-called Rocky Mountain region is here made to include Colorado, Idaho, Montana, northern New Mexico, Utah and Wyoming, an area of great distances and relatively sparse population. Conditions of distance, transportation and markets have had their retarding influence on devolopment and production but the increase in facilities and markets in recent years has provided additional incentive for more thorough search for new productive areas and the more complete development of the known fields. The low prices of crude during the past year have offset, to a certain extent, the desire for increased production and much of the effort has been directed therefore to outlining new areas rather than to attempts to increase production from known fields and thereby add to the already sufficient supply above ground. During the year just closed the Rocky Mountain region has seen consistent efforts to outline new areas and these efforts have been reasonably successful. In this area a very large part of the land is government property, and by cooperation between the government, the private owner and the company it has been possible to carry on development in a scientific manner, providing for the maximum recovery of valuable products at least cost and at times when prices were best. Due to the fact that in the Rocky Mountain region costs of exploration and development are relatively high because of natural circumstances, it has been the policy of operators to drill test wells only on structures where they controlled a large proportion of the land. Even community lease programs have been effected in certain areas, thus obviating the necessity of offset drilling and the attendant uneconomical and even wasteful production. Oil production in the Rocky Mountain states has shown a slight increase during the year, the average daily production for November being 78,124 bbl. as against an average in January of 76,681 bbl. The total production during the first 11 months of the year, according to the U. S. Burcau of Mines, was as follows:

One of the problems arising from the use of modern machines and systems in coal mining is increased emission of explosive gases into the mine passageways. Interest in degasification of coal seams has grown. The authors summarize the results of coal permeability tests done at Virginia Polytechnic Inst. on one of the fundamental aspects of the problem. There are undoubtedly many factors that affect the emission of gas from coal but the permeability of coal to gas flow would seem to be fundamental. However, there is very little information on coal permeability to gas flow available in the U.S. at the present time, despite the fact that such knowledge would appear to be significant in any degasification effort. Studies made recently in the mining engineering laboratories at Virginia Polytechnic Inst. have determined values of permeability on 1-in. cubes of selected coals. COAL PERMEABILITY The permeability values given in this paper are based on adaptations of Darcy's law formulated by Henry Darcy in I856 from experiments with fluid flow in porous media.' Using air as the gaseous fluid, they were obtained by employing similar methods as are used to dete1:mine the permeability of petroleum and gas reservoir rock specimens. Permeability is. a measure of the ease with which fluids flow through a porous substance, and it is governed by the connected pores within a porous medium. If a few large-sized pores, fractures or channels are present within the medium, the medium can have great permcnability without significant porosity. It is reasonable to assume, therefore, that the permeability of coal, due to its structure, is based on fractures connecting the pore space left as the result of some degree of devolatilization or other changes of the substance from which coal was formed. The results of this irvestigation tend to validate this assumption in that the values obtained indicate a close relationship between the rank and permeability of coal. COALS TESTED AND PROCEDURE The coals whose permeability values were determined in this investigation are given in Table I.
