Efficient ventilation of metal mines consists in having such complete control of air currents that there is always supplied at placcs where men work sufficient moving air to allow working at maximum capacity without injury to health; and in case of underground fire or of surface fire in the vicinity of mine openings, underground air currents may be quickly reversed if desired, or air may be sent into or excluded from any region and fire fumes confined to only part of the mine workings, instead of penetrating practically the entire mine. Health and safety of workers in mines as well as proper safeguarding and operating efficiency of mining properties are so intimately associated with proper ventilation of mines (both coal and metal) that they are inseparable, yet ventilation is only too frequently neglected, especial1y in metal mines. The metalliferous operator, generally not confronted with inflammable gas or explosive dust which so frequently force ventilation of coal mines, usually disregards air supply altogether except such as may be obtained from compressed air; and generally, even when attention is given to metal-mine ventilation, the air currents rarely are found where they are needed, namely, the working places, especially the working faces. After several years' study of miners' consumption, the writer is convinced that long continued breathing of air impregnated with large quantities of any kind of finely divided dust, such as is found in a large number of the working places of our mines, will ultimately produce some respiratory disease, whether it be asthma, bronchitis, or phthisis; and the progress of these diseases is hastened if there are also present high temperatures, high humidities, or harmful gases or if there is present (and allowed to remain to be breathed) large quantities of the finely divided dust when air temperatures are low, hence favorable to maximum performance of work with accompanied maximum breathing into the respiratory passages of the harmful material. NEARLY two hundred 'engineers attended the dinner given at the Hotel Pennsylvania on Monday-evening, Oct. 10, to the delegation from the American l3nginiering Societies to Great Britain and France when the John Fritz Medal was presented to Sir Robert Hadfield and to Eugene Schneider. Representatives of the British and French Governments ' and of foreign engineering societies gave to the event an international aspect unique in gatherings of engineers. Messages from men distinguished in science, statesmanship and diplomacy were read. Medals struck by the French Government were presented to the general chairman of the deputation, to the chairman of each' individual delegation and to the president's of the four Founder Societies. The meeting was regarded by engineers as formally ushering in a definite movement for world unity in the engineering profession. J. Vipond Davies, president of the United Engineering Society, acted as toastmaster. The speakers ,were Ambrose Swasey, Charles F. Rand, F. B. Jewett, A. S. Dwight, John R. Freeman, all members of the deputa- tion; and M. Gaston Liebert, French Consul General; Captain G. H. Armstrong, British Counsel General; G. G. Clapperton, representing the British Institution bf Electrical Engineers, and Prof. Jacques Cavalier, spokesman for the French universities. Among the engineers from other cities was Governor. James Hartness of Vermont.

Previous research at the Montana College of Mineral Science and Technology indicated that it is practical and economically feasible to place stiff back- fill in a cut-and-fill stope. This backfill would reduce wall closure and high stress buildup in pi1llars, thus alleviating rockburst potential. Three ;topes from the Sunshine Mine, of the Coeur d’Alene Mining District, were chosen for a test verification of this concept. Although the first stope was lever mined beyond the initial cut (for economic reasons), some vibrating wire stressmeter results were obtained and found to compare favorably with numerical predictions. Some other instrumentation devices were built and tested, but never installed .

INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered are those circumstances under which any company, including one that is cash-rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not 'attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON TOTAL POOL OF INVESTABLE CASH SHOULD INFLUENCE FINANCING DECISIONS If you approach an individual with an investment which can be financed from his savings, or by borrowing at a rate higher than he is earning on his savings, he will quickly tell you that to pay interest at a rate higher than he is earning would reduce his overall income. A rock mechanics instrumentation and monitoring program was implemented during pillar extraction at Gulf Mineral Resources' Mt. Taylor Mine, the deepest uranium mine in the U.S. Three types of monitoring were employed: (1) drift convergence around stopes (using a portable tube extensometer), (2) stress changes in pillars (using vibrating wire stressmeters in horizontal boreholes), and (3) load changes in haulageways under stopes (using vibrating wire load cells in jack stands). Results include convergence-time graphs, convergence contour maps, stress-time graphs, a stress increase contour map, load-time graphs, and abutment load limit maps. Major factors influencing results include (1) size of pillars around the extraction area, and (2) presence and orientation of a major fault adjacent to one extraction area. These factors, combined with pillar extraction, produced evidence of load transfer over 120 m from a stope measuring only 55 m x 45 m. Vertical stress increases of 7 to 17 MPa (1000 to 2500 psi) within 60 m of the stope were obtained using the stress- meter manufacturer's method. The fault apparently prevented load transfer in the down-dip direction but increased load transfer in the up-dip direction. Convergence rates of up to 1.3 cm/day (0.5 in/day) were measured at two stations. Instruments were generally reliable despite adverse underground conditions. The instrumentation and monitoring program at Mt. Taylor provided a warning system against ground control problems and a characterization of ground behavior for future development and extraction of pillars. Recommendations are made for future mining and instrumentation practices.

The papers and discussion appearing in this volume were presented at a symposium jointly sponsored by the American Society for Testing Materials and the American Institute of Mining and Metallurgical Engineers and held at Philadelphia, Pa., November 29, 30, and December 1, 1944. Late in January, 1944, Lieut. Col. C. H. Greenall, Officer-in-Charge of the Laboratory Division, Frankford Arsenal, Ordnance Department, U.S.A., suggested to the American Society for Testing Materials that it might be a propitious time to arrange for a symposium on stress-corrosion cracking at the Annual Meeting of the Society in June, and agreed to make available a number of papers relating to work being carried out at that Arsenal. The Society's Committee B-5 on Copper and Copper Alloys, Cast and Wrought expressed keen interest in the symposium, and other Society committees were contacted and agreed to cooperate. Since the subject is one of primary interest also to the American Institute of Mining and Metallurgical Engineers, it was arranged that the two organizations would jointly sponsor the symposium. A Symposium Committee was formed under the joint leadership, for A.S.T.M., of Carter S. Cole, then Chief of the Metals Branch, Conservation Division, War Production Board and now Engineer on the Headquarters Staff of the Society; and, for A.I.M.E., of E. A. Anderson, Chief of Metals Section, Research Division, New Jersey Zinc Co. (of Pa.) and chairman of the Program Committee of the Institute of Metals Division. Oscar Johnson—In my opinion, the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. Comparing the entire groups of operators with those who have had the opportunity to make slow-speed mill studies, I think you will find the latter small in numbers. Most managers want the equipment worked to its maximum output. There are, however, some installations where plant and mill sizes are such that they can do the job with reduction of mill barrel speeds. The past and the present installations of the industry are laid out to get the most capacity for the least capital outlay. This is the case even with the plants of Chile Exploration, International Nickel, Morocco, and Anaconda, now under construction or being changed. The industry recognizes that most all equipment it buys today is good and can be depended upon for efficient performance. Under this scheme of things, I am doubtful that slow-speed ball mill operation will be generally applicable. With reference to the U. S. Bureau of Mines laboratory tests, I think table II could have been omitted. It is inconclusive as to maximum efficiency for the low-pulp level mill on hard ore. There should be no question about this point. However, data on mill speeds can be found to substantiate various theories as well as refute them. Gow, Guggenheim, Campbell and Coghill, in their paper on Ball Milling,' believe their 2 x 2 ft laboratory mill reflects results that can be expected from large mills. If so, then referring to their table 11, they state, "The conclusion to be drawn from this second series is that high speed, not exceeding 72 pct of the critical, favors capacity, as before, but that with proper conditions of operation high speeds may give as good efficiency values as low speeds. In this case the efficiency values are nearly constant. A horizontal curve would indicate that the amount of grinding was directly proportional to the power expended, and these tests suggest that such a coildition can be made to exist in commercial operations." But, one must realize that there are many variables that effect the efficiency of grinding mill operation, and too much must not be assumed as to the effect of some specific change. Possibly with changes in mill speed, the results might be more consistent by also a change in ball rationing, type of ball, volume of ball charge,. p.ulp level and amount of pulp in the mill, pulp consisting, design of liner, circulating load, etc. Also, changes in ore character must be reckoned with when evaluating grinding performance. At present the Climax Molybdenum Corp. is running at much reduced capacity. Mr. James Duggan informs me that at mill speeds of 17 rpm, they save a $0.025 per ton on liners and $0.025 per ton in power, but, if the demand for molybdenum increased, he would go back to higher speed to obtain maximum tonnage, as the values from the increased tonnage would far more than offset the one half saving at the slower speed. The Jnspiration ran a six months' test between mills running 21 rpm and 23.5 rpm. The slower mills ground 10 pct less ore with a slight saving per ton, but when the reduced plant tonnage was checked back into the actual cost figures of concentration, the high-speed mills with their greater tonnage showed considerable advantage. To be convinced of possible practical results from the predictions in the conclusions, I think we would have to rely on the analysis of expert cost accountants to furnish the necessary proof figures. Hardinge and Ferguson are to be commended for the work in preparing this paper. I am convinced that our Massco engineers should go into higher speeds with our equipment. Harlowe Hardinge (authors' reply)—For one, I heartily agree with Mr. Johnson's opening statement that the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. It was on this basis and for this reason the paper was written. Mr. Johnson, on the other hand, takes the position that, on the whole, low speeds are not justified from the economic standpoint, basing his principal reason on the fact that lower mill speeds cut mill capacities and hence reduce the gross income from the product produced. There is no denying this point. It is almost axiomatic. It is for this very reason that the overall advantage of lower mill speeds has been discounted and even overlooked. It was for this reason mainly that the paper was written in the first place. It is one thing to plan an efficient operation at the outset, basing one's figures on the tonnage requirements at the time, and it is quite another to be confronted with the problem of increasing the output of an existing installation at a minimum of capital expenditure. Economic consideration of a new installation is greatly influenced by referring to an old one. Too often, the analyst assumes that if this practice is followed in the new installation, one would not go wrong. It is just here that he may be wrong. Past practice and low capital expenditure are all too frequently given priority over the engineer's analysis of operating costs. When we are able to start fresh, we should give proper weight to other economic factors which do not exist in an old installation. It is these economic factors that make it possible to spend at the outset just a little more money and get it back in a matter of months and effect big savings for years to come. F. C. Bond—This paper is of considerable importance in that it emphasizes a modern trend to operate ball mills at somewhat slower speeds than formerly. The age of specialization has made man increasingly dependent on a larger number of different metals and minerals. Overexploitation during World War II and lavish squandering of irreplaceable mineral wealth in the past has resulted in the rapidly approaching exhaustion of some of the major domestic ore sources. History clearly points out that the United States cannot continue to be a world power on an "import to survive" policy. A constructive program of development and appraisal of the nation's mineral wealth, including the planned conservation of her resources, must be adopted. Strictly speaking, conservation of minerals must mean the orderly exploitation of our resources and the prevention of waste in use, with due regard for the future. Real concern for the future may not extend beyond a few generations. Eventually science and invention should take care of the problems arising from shortages of some minerals, and the national defense aspects of domestic deficiencies can be provided for by stock piling and other measures. Early conservationists had this viewpoint; but with a rapidly developing industry and population, a farsighted policy that would deny full realization of immediate ambitions became unpopular. Consequently, the politically minded conservationist broadened the concept to include "prudent use of resources" and brought under the conservation umbrella

1910, hundreds of thousands of dollars of work and equipment in a 1500-foot shaft, crosscuts and pumping had found only copper-lean pyrite in two cross- cuts, and nothing in a third. Going aimlessly along the third crosscut one day, after looking at the barren face I happened to notice a dark spot in the white limestone, near the floor on one side. I picked, and found it was a little triangle of rich chalcopyrite. Next day I took Bill Gohring, then mine superintendent, in to see it. He said nothing else had succeeded so we might as well try that. The new drift broke into a full face of high grade copper ore in the first round, and continued in rich ore for 2200 feel broken only by a couple of short stretches of lean pyrite. The earlier crosscuts had happened to cut these lean areas. Annual production of more than 4,000,000 tons of 0.74 percent copper ore and coincident handling of over 5,000,000 tons of waste at the open-pit mine of Castle Dome Copper Co. near Miami, Ariz. takes a lot of power. Manufacturers have ever co-operated with mining companies in providing the required equipment to suit the problem. Power equipment suppliers have done much to make possible the economic and profitable production of copper from low-grade ores. In the future, as mining operations will necessarily handle even lower-grade ores, the ability of the manufacturer to supply the power and mechanical equipment to produce more metal at a fair and reasonable price will be the good right arm of the miner. About 27,000 tons of concentrate is produced from the 4,000,000 tons of ore.

The Ortiz Mountain property is located approximately 40 km (25 miles) southeast of Santa Fe and 13 km (8 miles) from the village of Cerrillos. The property embodies a Spanish mineral grant from which Gold Fields acquired about 2, 200 hectares (900 acres of surface and mineral rights. Following a period of exploration, metallurgical testing and development of a feasibility study in 1974, the decision was made, because of the higher gold price in the fall of 1978, to place the property into production. the gold is confined in a quartzite breccia; it is an unusual occurrence because the gold in this host rock is leachable at minus 19 mm (3/4 in. ). Total ore reserves are estimated at approximately 3.6 million mt (4 million st) averaging 1.89 g per mt (0.055 oz per st) based on a cut-off of 0.7 g (0.02 oz). The ore will be recovered by open pit mining at a stripping ratio of 1. 2:l. Production is scheduled for 13,600 mt (15,000 st) of ore per week or approximately 680,000 mt (750,000 st) per year. Primary crushing of pit-run material is by a 1,070 by 1,015 mm (42 in. by 40 in.) jaw crusher. Crushed ore is conveyed to stockpile and then to a 2.13 m (7 ft) standard crusher with the screened over- size crushed in a 1.5 m (5 ft) tertiary cone crusher. The screen undersize, the final product for leaching, is minus 19 mm (3/4 in. ). A 1, 360 kg (3,000 lb) sample is cut from the crushed ore stream, further crushed in a small jaw crusher and then sampled in two more stages by Vezin samplers to produce a final 13.6 kg (30 lb) sample for assaying. Pebble lime is then added to the ore on the belt as it is sent to the conveyor gantry spanning the leach pads. A tripper on this moving gantry stacks the leach ore without compaction. The entire crushing plant and conveying system is of open-air construction. Leach pads have a total length of 515 m by 60 m (1,700 ft by 200 ft) wide with usable dimensions of 490 m by 58 m (1,600 ft by 190 ft). The directional length slope is 3. 870 with 370 on the width. The pad is constructed of 175 mm (7 in. ) thick asphalt containing a rubberized asphalt membrane. It is divided by a 300 mm (1 ft) high curb into eight segments. Each segment is loaded with 13,600 mt (15,000 st) of ore, which is one week's production. Optimum working height of a pad is considered to be 3. 0 m (10 ft) with a maximum height of 4. 0 m (14 ft).

In an article published in the Iron Trade Review,' I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has placed the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests14 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. Progress is being made with a dry magnetic process,9-11 but this has not yet been applied to taconite except in the laboratory and pilot plants. Flowsheets in all five plants are similar, including multiple stages of grinding, each followed by magnetic separation, which rejects a finished tailing. The flowsheet in Fig. 1 is used in the preliminary and commercial plants of the Erie and Reserve mining companies and in Unit C of Oliver's Pilotac plant. At Erie the desliming operation is omitted. In the Reserve plants two ball mills are used with each rod mill. Pilotac uses flowsheet 2 in Unit A-B and has also tested flowsheet 3. Principal differences in the three flowsheets are the number of grinding stages and the type of roughing. The terms open- circuit roughing and closed-circuit roughing are best defined by the diagrams.

Recent disclosures concerning strengthening of anisotropic sheet materials under biaxial stresses are reviewed. This biaxial strengthening has been termed "texture hardening" by Backofen and is related to the normal anisotropy parameter, R. Measurements of R made on three annealed titanium alloys indicate a Ti-4Al alloy will have the greatest potential for texture hardening, followed in order by Ti-5Al-2.5Sn and Ti-6Al-4V. Relative to sheet texture, a review of the deformation mechanisms in titanium alloys would indicate that a preferred orientation for "texture hardening" is where the (0001) pole is normal to the sheet plane. This was confirmed by determination oj (0001) pole figures for the above three alloys. High R values are related to pole figures with (0001) normal to the sheet plane, whereas low R values are related to pole figures with (0001) split in the transverse direction from the sheet normal. PUBLISHED work by Backofen et al. 1 and Hosford and Backofen2 based on hill's' mathematical theory of yielding in anisotropic metals has indicated that significant strength advantages under biaxial stresses are possible in hcp alloys, provided an ideal (0001) [1010] sheet texture exists. This tendency to strengthen under biaxial stresses has been termed "texture hardening".1 It can be quantita- tively characterized by a strain-ratio parameter, R, where R may be determined from the ratio of natural width strain to natural thickness strain as measured on a uniaxial test specimen cut parallel to the rolling direction. If R is greater than 1.0, then strengthening under biaxial tension would be predicted. Considering the a titanium alloys which have an hcp crystal structure, Williams and Eppelsheimer4 have reported that commercial-purity grades deviate from the ideal (0001) sheet texture mainly in an approximate 30-deg rotation of the basal plane, toward the transverse sheet direction. However, McHargue et a1.5 have shown that the angle of rotation of the basal plane is sensitive to alloy content. In particular, a titanium alloy with 3.8 pct Al was reported to have the ideal (0001) [1010] texture after cold rolling. Additionally, Backofen et a1.1 using plane-strain compression tests have reported R values greater than 5.0 for the commercial 0 alloy Ti-5A1-2.Sn (110-AT). In view of these findings, a program was initiated to further determine the potential of commercial Ti-5A1-2.5Sn and an experimental Ti-4A1 alloy with respect to "texture hardening". Also, because of its wide commercial use, Ti-6A1-4V was included in the investigation. Lieutenant Bernhardt Edward Heine Bernhardt Edward Heine, a lieutenant in the Aviation Service of the U. S. Army, died as the result of a fa1I1 in an aeroplane at Fort Sill, Okla., on Aug. 10, 1918. The accident occurred on Aug. 2, when the machine in which he was flying with Lieutenant Carsons fell from a height of 1500 ft.; Lieutenant Carsons was instantly killed, but Lieutenant Heine died from his injuries a week later. Lieutenant Heine was born at Mount Clemens, Mich., in 1895. After attending the local High School he entered the Michigan College of Mines, and became a Junior Member of the Institute while still a student. He graduated in 1916, with the degree of B. S. In 1914 he served as a transitman for the engineering department of the City of Hancock, Mich. Lieutenant Heine had been in the army since 1916, having been with the 'troops at 'the Mexican border. He had been in the Aviation Section since August, 1917.

In a single year the total transportation cost equals nearly 30 pct of the value of mineral commodities, the largest single cost from the deposit to consumer. The magnitude of this economic factor calls for more complete understanding of cost and operational problems between producer and carrier than now exists. Details are given of the costs of providing transportation as well as freight rates for selling transportation. In 1958, transportation of mineral commodities in the United States required 600 billion ton-miles to move 1 3/4 billion tons of products of mines comprising solid fuels, crude oil, industrial minerals and rocks, and ores. Possibly 17 pct was handled by more than one mode of transport, since combinations of several modes of transport may, at times, achieve better service/cost results than any single mode. Total transportation cost of nearly $5 billion equaled roughly 30 pct of the value of the mineral commodities, the largest single cost from the mineral deposit to the consumer. The tremendous magnitude of this transportation undertaking demands much more complete understanding than now exists between mineral producers and carriers about the economic and operational problems of each other. A substantial portion of the daily work of the writer is spent in trying to act as a combination interpreter and catalyst between potential shippers and carriers, hoping to direct both to points of mutual understanding and advantage. For the purpose of this paper, it is necessary to ask mining people to accept some terminology and to try to appreciate the mental approach of the freight rate making people of the carriers. This paper will consider costs of providing transportation as well as freight rates for selling transportation—although these are fields of limited certainty. There are no accurate statistical breakdowns for all modes of transport and types of carriers indicating commodities, volume of traffic, distances, costs, and rates. Much information is available for railroads, and some for the regulated portions of air, motor, pipeline, and water transportation. Unregulated carriers, handling about half of the transportation of products of mines, are not required to report, and very little is known of their activities. Figures used herein are national in scope, unless otherwise indicated, and have generally been derived from Interstate Commerce Commission reports and files. Tonnage figures have been reduced to net tons of 2000 lb. The very generalized comparison of average mileage freight rate levels for various modes of transport provided by Fig. 1 affords advantageous perspective for the entire field of transportation costs. Dashed guide lines show cents per ton-mile, and dotted guide lines show percentage of first class railroad freight rate. While costs of other than railroad transportation more nearly follow constant cents per ton-mile functions, costs of railroad transportation show characteristic taper, or decrease in cents per-ton mile with increasing length of haul. This fundamental difference in cost is due largely to the fact that railroads and pipelines provide their own fully taxed roadway facilities while highway, waterway, and air carriers use government-provided tax-free roadway at no cost other than fuel, license, and certain excise taxes. Thus railroad and pipeline transportation might be said to carry heavy threshold costs in addition to those transportation costs which are directly variable with ton miles of transportation produced. The original basis of railroad freight rate structures lies in the classification of all articles of commerce into railroad class ralings ranging from 7 to 40 pct of first class (100 pct) rate level, dependent on value, hazard, loading characteristics, service requirements, and whether carload or less than carload. Classification tables and mileage-based (but arbitrarily grouped), rate scales are published as tariffs subject to approval by regulatory bodies.
