Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. 13.7-1. General. Iron ore mining in western Europe is mostly carried out underground and only a minor part is mined by open pit methods. Actual open pits of importance in this connection are, among others, Svappavaara in Sweden, Mo i Rana and Sydvaranger in Norway, Corby Mines, Colsterworth, and Scunthorpe in Great Britain, and in western Africa, Nimba and Bong Range in Liberia, and Kedia d’Idjil in Mauritania. The open pit mines of western Africa are of great interest in this connection as they are designed according to European practice and have accepted the same techniques, methods, equipment, etc. as the European mines. In the surface mining of limestone, granite, shale, etc., the technical conditions generally are similar with those in the iron ore mines. Some information will therefore be submitted from typical quarries. The geological conditions at the various iron ore mines and limestone and other quarries vary extensively. In Scandinavia the iron ores occur exclusively in Precambrian rocks. The ore is hard, mostly magnetite or hematite, folded and steep dipping, and hence accessible to surface mining only in the shallow sections. In the mines referred to, open pit mining will last for another 10 to 30 years, whereupon mining has to be continued by underground methods. In France the Minette iron ore has previously been mined in open pits but, because of increased overburden, mining underground with room and pillar methods now dominates. The iron ores are Jurassic, flatlying strata of oolitic type, containing chamosite, siderite, and brown hematite. The British iron ores are mostly of the same origin and appearance as the French deposits, but despite heavy overburden they are preferably mined from the surface. In western Africa, the iron ores are of the same type as in Brazil, i.e., itabirites with high-grade portions resulting from silica-leaching and weathering. The ore contains mostly brown and blue hematite and magnetite. Nimba and Kedia d’Idjil are very similar regarding ore quality and geology. Bong Range is a deposit of low-grade ore which has to be concentrated.

Because of the extensive use of Alclad 24s alloy sheet in aircraft construction, there is much interest in the metallurgical changes caused by heat-treatment of this product.1, 2 One of these changes is the result of the diffusion of soluble elements from the core into the coating during treatment. This paper deals with the thermal treatments that may influence diffusion and with the practical effects of diffusion on the serviceability of the product. As is well known, Alclad 24s-T sheet has a core of high-strength alloy combined with surface layers of relatively pure aluminum. The microstructure of a cross section of this product is shown by Fig. I. Not only does the relatively high-purity coating have a high resistance to corrosion, and hence serves as a mechanical barrier between the core metal and the corroding environment, but in addition this coating exerts electrochemical protection over areas where the core may be exposed, such as cut edges. In addition, the coating affords electrochemical protection to projecting heads of A17s-T, 17s-T and 24s-T rivets, or attached members made from these alloys. Under some conditions of heat-treatment, however, diffusion of copper into the coating will alter the electrochemical relationship between the coating and the core to the extent that only partial protection will be obtained under some corrosive conditions. The reason for the electrochemical protection lies in the fact that the coating layers of pure aluminum are anodic to the alloy core. The addition of copper to aluminum produces alloys in which the potential is lower than that of the pure metal. Moreover, as the amount of copper in solid solution in 24s alloy is increased, the potential of the alloy becomes more cathodic. When heat-treated at 920°F. and quenched in cold water, 24s-T is about 0.16 volt cathodic to pure aluminum. However, copper will diffuse from the core into the coating, and if it reaches the surface the potential will be altered in a cathodic direction. Thus the potential difference between the core and coating may be less than 0.16 volt, depending uponIthe thickness of the coating, and the time and temperature of heat-treatment. Of the methods available for determining the extent of diffusion of copper from the core into the coating of Alclad 24s-T, two are generally used; namely, the metallo-graphic and the solution potential methods.3 Metallographic Methods Metallographic methods will reveal the progress of diffusion of copper into the coating. A good deal of dialogue has been published and voiced concerning one mining regulation or another, that, according to those raising the issues, in effect shuts down or drastically reduces mine and/or mill reduction. The objective of this discussion is to there fore synthesize the various regulations affecting the uranium mining industry and attempt to realistically assess the extent of impact to yellowcake production - on both an individual and collective basis. Emphasis is placed on the later or newer permitting requirements under the Mill Tailings Act, Underground Injection Control Program, the Consolidated Permit Program, and the Resource Conservation and Recovery Act (RcRA).

This paper presents results on an extension into the realm of high-carbon steels of some work recently published1 on the effects of time at temperature, quenching temperature and prior structure on the hardenability of one 0.20 and four 0.40 per cent carbon alloy steels. It was shown at that time that unless the conditions of time, temperature and prior structure are substantially the same in performing the hardenability test as in conducting hardening of parts in production, the correlation of hardenability information with the hardness and properties of production parts is often not of satisfactory accuracy. The general effects of these variables on the austenitic grain size, distribution of excess carbides and critical cooling rate have been known for many years and one or more have been investigated by Shepherd,2,3 Davenport and Bain,4 Digges,5,6 Digges and Jordan,' Post and associates8 and Roberts and Mehl,9 to mention only a few. There has been no systematic investigation, however, into the quantitative variations produced on the hardenability of commercial high-carbon steels by changes in these factors of time, temperature and prior structure. Procedure A plain carbon hypereutectoid steel, S.A.E. 52100 and Graph-Mo, a molybdenum-bearing high-carbon steel containing some graphite, were chosen for this investigation. The chemical analyses of these electric-furnace steels are given in Table I. The procedure used was exactly that reported previously,' hence the details will not be repeated here. Normalized (165o°F.) and spheroidized prior structures were utilized on all steels with hot-rolled and quenched (I600°F. oil) prior conditions added for the plain carbon steel. The end-quench test developed by Jominy10 was sclected for use in this investigation and, with the noted exceptions, the American Society for Testing Materials standard procedure was followed. The effect of time at temperature was examined at intervals of o, 10 and 40 min. and 4 hr., and a few 16-hr. tests were run. Salt-bath heating of the specimens was employed to control and minimize the

STRATEGICALLY situated in almost the heart of the leading fertilizer-consuming area of the United States, Tennessee long has ranked second only to Florida as a phosphate-producing state. Since 1932 its share of the national output of phosphate rock has increased steadily, and in 1937 its production mounted to an all-time record. More significant even than the increase in tonnage are the forward strides in technology. The Tennessee Valley Authority's research program has led to quasicommer-cial operations using hydroelectric power to manufacture concentrated phosphatic fertilizer that is used to further the farmer education program designed to streamline the fertilizer business and halt the appalling waste of farm land by soil erosion. Even more stimulating to chemically minded imaginations is the production of elemental phosphorus by a private company that not only has succeeded in extracting it from the phosphate rock in electric furnaces but actually has contrived to capture it and to transport it safely in tank cars. New values have been created for low-grade phosphate deposits, and the economic life of reserves has been lengthened while the waste of former years goes back into the mills for recovery of its values by modernized methods. Tennesse's phosphate-mining industry dates from the discovery of blue rock in Lewis County in December 1893. Its known reserves are of the order of 101,500,000 tons, which compares with the production of 825,099 tons in 1937; that is, 21 per cent of the phosphate-rock output of the whole nation. The total output reported from 1894 until July 1, 1938, was approximately 19,000,000 tons. Official estimates of reserves are overly conservative and evidence submitted before a joint Con-gressional committee in November 1938 places "probable" reserves at more than 6,000,000,000 tons.

THE older coal chemist had a much simpler conception of coal than we have today. To him coal was a mineral composed essentially of carbon, hydrogen, oxygen, nitrogen, sulfur, ash, and water, in various proportions. His studies on the constitution of coal were directed along the conventional lines of proximate and ultimate chemical analyses and making deductions from these data without any real appreciation of the fact that coal is a conglomerate of various chemical compounds, including many of the most complex structures known to organic chemistry. The view of the modern coal chemist is well expressed by Franz Fischer, I who says that while proximate and ultimate analyses are important both from the scientific and technical point of view, they tell the chemist no more concerning the number and kinds of chemical compounds that constitute coal than the reader would learn of the contents of a book if told that the printed contents consisted of 15 per cent. of the letter "e," 5 per cent. of the letter "n," 1 per cent. of the letter "g," 4 per cent. of the letter "b," etc. As the reader must have the grouping of letters into words and words into sentences, so the chemist must have the grouping of atoms into molecules and the proportion of each molecular compound in the coal aggregate before he acquires an adequate knowledge of the constitution of coal. Modern investigators2 are laying the foundation of a new chemistry of coal based on the biochemistry of plants and the chemical changes involved in processes of fermentation and decay. As

Norris, Patterson, and Crane has been from the standpoint of the mineral land-value owners, a few remarks in the interest of the "under dog"-the average taxpayer and citizen-may prove timely. In my discussion of Doctor Raymond's Paper1 and of the papers of Messrs. Gibson2 and Godson, 3 have endeavored to demonstrate, from both political economy and history, that our existing system of unrestricted private ownership of land is incompatible with equality of economic opportunity and, therefore, subversive of our democratic political institutions. In Mr. Graton's paper, the same land problem is important, though camouflaged by the failure of the Federal income tax laws to distinguish between land and capital, in the requirements for valuation, or between earned and unearned incomes in the levying of taxes. I disagree with Mr. Graton's statement, on p. 2967, as follows: The immense majority of mining ventures are failures. A multitude of disappointments is relieved by occasional success. Were it not for the chance of great rewards, all the vitally necessary but mainly unremunerative work of exploration would not be undertaken. In contrast with nearly all other fields of endeavor, it is altogether unlikely that, on the whole, the gains in the successful mining ventures suffice to offset the losses in the unsuccessful.

High temperature steady-state creep rates have been determined jor lead sulfide single crystals whose defect concentrations were fixed by equilibration under controlled sulfur pressure. The activation energy of creep, Qc , for undoped lead sulfide, is a function 01 composilion, decreasing from 2.9 to 2.2 ev as the carrier concentration increases from 9 x 1016 to 8 1018 electrons cm-3 for lead excess crystals, and increasing from 1.7 to 2.3 ev as the concentration of holes increases from 4 x 1017 to 1 x 1018 cm-3 in sulfur excess material. For five different composilions, Qc for undoped and bismuth-doped crystals has been found to be equal to Qpb + Qs, the self-diffusion activation energies for lead and sulfur in PbS. It is well-established1 that high-temperature steady-state creep of pure metals is a diffusion-controlled process, where the activation energy of creep is equal, within experimental error, to the activation energy of self-diffusion. The relationship between the activation energy for steady-state creep and those for self-diffusion in binary compounds is more complicated, however, because two different diffusing species must be considered, and becayse the activation energies may be influenced by compositional variations and by foreign atom additions.2-4 In some cases experimentally determined creep activation energies are correlated with those for self-diffusion of the slower-moving species, but such agreement is by no means universal. Interpretation of experimental results is difficult because few investigations include measurements of creep rates and self-diffusion coefficients of both diffusing species on single crystals of similar composition and foreign atom concentration. The objective of this investigation, therefore, is to determine the influence of stoichiometric defects and foreign atoms on steady-state creep and self-diffusion for a well-characterized binary compound. Lead sulfide, a compound semiconductor which crystallizes in the NaC1-type structure, and whose homogeneity range includes compositions on either side of the 1:l atom ratio, was chosen for study in this investigation. The pressure-temperature-composition relations for PbS are available,5,3 and deviations from stoichiometry may be monitored by electrical measurements.7 Single-crystal specimens are available to allow observation of effects due to bulk phenomena without interference from grain-boundary effects. These crystals have been employed to determine steady-state creep rates under compressive stress for "pure" and bismuth-doped PbS as a function of sulfur pressure and temperature as well as crystal orientation and applied stress in order to establish the relationships between defect concentrations and creep rates. EXPERIMENTAL PROCEDURES Crystal Growth. Lead sulfide crystals, prepared by the Bridgman method, are grown in evacuated quartz crucibles, filled with almost equal atomic proportions of high-purity (99.999 pct) lead and sulfur, and heated to a temperature above the melting point of PbS (about 1127°C) so that the lead and sulfur react to form molten PbS. The crucible and melt are dropped through the hot zone of the crystal-growing furnace at the rate of 1 cm per hr. The maximum melting point of PbS is slightly on the lead-rich side of the 50:50 composition; hence crystals grown from a near stoichiometric melt are usually n-type semiconductors containing excess lead atoms. Typically the lead excess concentration in solid solution with the PbS is 3 x 1018 atoms cm-3. Crystals containing either 1/20 or 1/2 mole pct Bi2S3 were prepared by addition of the foreign atoms prior to crystal synthesis. Preparation of Specimens of Controlled Stoichiom-etry. Since it is difficult to grow crystals of desired composition, the process of crystal growth and control of stoichiometry are separated into two distinct operations. Equilibration of as-grown PbS to a desired composition is most easily accomplished by first annealing the n-type crystals under high sulfur pressure (about 1 atm) at temperatures above 700°C. This process serves to put excess lead precipitates into solution, yielding 0 -type crystals upon quenching to room temperature. Inter diffusion occurs readily in crystals so treated, and the methods described by Bloem may then be employed to obtain crystals of controlled stoi-chiometry. For the creep measurements made in this study, this involves heating crystals in mixtures of H2 and H2S The equilibrium constant for H2S is given by: Thus the sulfur partial pressure is obtained from knowledge of the H2/H2S ratio and Kh2S for the temperature in question. Fig. 1 shows the p-T-x diagram for PbS. It can be seen that, within the stability limits for single-phase lead sulfide, desired compositions may be obtained by equilibrating under a specified sulfur pressure and temperature. Characterization of Crystals. The principal methods for evaluating PbS crystals include measurement of electrical properties and mass-spectrographic analysis. The measured electrical parameters include Hall coefficient, conductivity type, and electrical resistivity Bloem7 has shown that there is a 1:l relation between the defect concentration and carrier concentration obtained. Injection of gas to increase oil recovery has been considered for almost all important discoveries during the past ten or fifteen years. However, the number of gas injection projects having sufficient history and data is too limited to permit valid generalities of effectiveness of gas injection. Management and engineers are faced with a difficult problem of selecting those reservoirs which are susceptible to profitable application of gas injection. Injection of gas to maintain high pressure favors some factors affecting reservoir performance such as viscosity, surface tension, and formation volume factor of oil by keeping gas in solution and favors some operating features such as extending flowing life of wells and storing part of the produced gas for future use or sales. Injection of gas at low pressure involves lower compression ratio, or at least a single gas-gathering system, larger displacement volume in the reservoir per unit of gas handled, and permits effective utilization of the naturally existing energy and agent for oil displacement that is gas dissolved in oil. Each program is thus a compromise to meet optimum economic conditions while striving to attain maximum recovery of this important nautral resource. The statement has often been made that pressure maintenance would greatly increase oil recovery by permitting abandonment of formation oil inflated with gas in solution rather than abandonment of the same liquid volume of tank oil, if the same terminal oil saturation could be attained. Simple calculations indicate increases in oil recov- ery as high as one hundred per cent on this basis for high formation volume factor oil encountered in current deep drilling. Discussion of the paper of, RICHARD H. RICE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 89, May, 1914, pp. 721 to 743. S. G. VALENTINE, Oxford, N. J.-In a paper read at the New York meeting of the Institute last February I presented some notes taken from our experience with the turbo blower operating on a blast furnace. In connection with Mr. Rice's very interesting paper there are a few items that might be of further practical interest. The question of the reliability of this type of blower will naturally be presented. In this connection we would say that our turbo blower has been in practically continuous use during the present blast, which was begun June 7, 1912, with only three interruptions for repairs of any consequence. Soon after blowing in there was developed a tendency of the blower to surge or pulsate. This occurred on operating at a point considerably below the normal capacity of the machine, and was checked with comparatively little trouble by throttling the intake slightly and taking up a small lost motion on the governor connections, a legacy of the previous blast that had not been attended to. All this required only a few hours' time. In. March, 1914, the furnace being banked on account of a blizzard that cut off our freight deliveries for five days, the opportunity was used to replace the carbon packing on the steam-turbine shaft and to repack the steam inlet valves. In June, 1914, the blower was off 8 hr. to replace an oil ring and scrape a bearing. With these exceptions we have made continuous use of the machine and find we can depend upon it with entire safety as a piece of machinery.

It is the purpose of this paper to describe briefly some recent large power stations for blast furnaces, where the blast is exclusively supplied by gas engines using furnace gas. The stations are given in the chronological order in which they were designed, in order to indicate the various improvements suggested by experience. Fig. 1 shows the blowing-engine station of the Bethlehem Steel Co. at Bethlehem. Although the picture shows only five blowing engines, the house now contains 11 engines. In the diagrammatic plan the arrow shows the position and direction of camera. This station handles five modern blast furnaces of 450 to 500 ions capacity each. In this, as in all the other stations described in this paper, each furnace is blown by two single tandem gas engines. Ten engines are thus required for five furnaces, leaving one single tandem spare engine. This spare capacity has been shown by several years' experience at Bethlehem to be adequate to insure continuous operation. The engines in the Bethlehem station are right hand and left hand, arranged in pairs. The outboard bearings of each pair are close together so that there is not room for passageway between them. On the right of the picture are shown the inclined drums communicating with the cold-blast lines outside of building, so that any engine may be operated on any furnace. The illustration shows four cold-blast gate valves with pipes passing through wall, but since the photograph was taken the drums have been extended to take care of a fifth valve for a fifth furnace. At the extreme back of the picture can be seen the tubs of three twin vertical-horizontal Southwark steam blowing engines, which, although of modern design and as good as new, are not operated because of the greatly reduced blowing cost shown by the gas blowing engines. The next station built is shown in Fig. 2. This is the plant of the Minnesota Steel Co. at Duluth, Minn., and is at present constructed for five engines, to handle two furnaces, with one spare engine. The engines are of practically the same size as those at Bethlehem. Book Review MANAGEMENT AND MEN. By Meyer Bloomfield, Boston. The Century Co., New York, 1919, pp. 584, H.X. 5 1/2. $3.50. This hook is an exposition of English efforts to solve the problem of labor unrest in England. The first six chapters are reprinted from articles published in the Satur-day Evening Post, for whom the author went to England to study the problem at first hand. These articles deal with housing, increased production, eliminating the internal friction in the industrial machine and a chapter each devoted to the view-point of employer and employee. These chapters are written in the easily readable magazine style and give a complete general survey of the particular solution being tried. Perhaps their greatest., certainly not their least, worth lies in the fact that they form a vehicle for unusually voluminous appendices containing in full the famous Whitley Reports which are the basis of the new movement, together with various reports, which, except for this publication, would be largely inaccessible to those inter-ested in this country. The Whitley scheme considers each industry a unit and proposes to establish therein a Joint Standing Industrial Council composed of representatives of employers and employees to consider appropriate matters affecting the industry at large. There is to be a District Council for each industry which will, as its name implies, deal with the clatters pertaining to that interest in. the particular district. The third and last body in this scheme of Industrial Parliament is the Works Committee, which is com-posed of representatives of the management and of the workers employed in particu-lar plants or mines to act in close cooperation With the district quid national machinery. The Whitley or similar schemes have been tried in many communities in England and the book contains interesting comments on the result obtained, it being notable that most of the objections conic from plants which have not tried the scheme. Because of unfavorable wetting conditions much residual oil is left when a porous material is Pushed by water. Methods suggested to change reservoir wetting to improve oil displncernrnt efficiency are generally expensitlr. The present 1aborator.y study was undertaken to gain an under.standinx of the factors which determine reservoir wettability, arid to find out if oil displacement efficiency might be improved by a wettahility change accomplished at low cost in on oil reservoir. Contact angle measurements were made on mineral surfaces using sevc.r~zl sets of reservoir oil and water samp1es. Results of the contact angle studies suggest that reservoir wetta-hility may he primarily determined by natural surface-active substances present in the reservoir fluids. The effect of changing sa1inity and pH of the water phase was studied. The re.suits suggest that gross changes in preferential wettability might be acc~o~npli.shed by injection of water containing simple chernicnls to alter pH or salinity in the reservoir. Such treatment could he much less expensive than injection of commercial surface-active agents. Waterflood tests have also been made using synthetic cores and oil and water having wening characteristics similar to those of reservoir fluids. Cores initially oil-wet were flooded in such a way that they were made prefermtial1y water-wct by the advancing flood water. This reversal in preferential wettability achieved greater oil displacement efficiency than when either oil-wet or water-wet conditions were maintained throughout the flood. For the systems studied, the higher the oil viscosity the greater the percentage improvement obtained over conventional waterflood recovery. This suggests that a flooding process making use of wettability-reversal may extend the oil viscosity range over which water flooding is attractive. Because a precise adjustment of reservoir wettability does not seem to be required, and because altering the pH or salinity in some reservoirs may be inexpensive, it appears that a waterflooding process employing wet-[ability-reversal could find .succesful field application. I NTRODUCTION The efficiency with which water will displace oil from a porous material is related to the nature of the capillary forces present. These in turn are controlled by the preferential wetting of the solid by the two fluids. Because of unfavorable wetting conditions, 30 per cent or more of the original oil in place may remain unrecovered in that portion of a reservoir flushed by water. This paper is concerned with the possibility of improving waterflood oil displacement efficiency by alterations in the wettability of the porous material. A laboratory study was made to gain a better understanding of the factors which control reservoir wettability, and to determine if the oil displacement efficiency could be improved by some inexpensive means of manipulating wettability of the porous medium. Contact angle measurements were made with several natural and synthetic oil, water and solid systems (1) to obtain a better understanding of how to duplicate reservoir wettability in the laboratory, and (2) to discover possible means for changing preferential wettability of natural reservoir systems. Flooding tests were also made in synthetic systems to determine if oil displacement efficiency could be improved by those wettability manipulations suggested by the contact angle measurements. Based on these studies a possible method for improving waterflood oil displacement efficiency is presented. This method involves causing an originally oil-wet porous material to become preferentially water-wet during the course of a water flood. The purpose of this paper is to present results of the laboratory studies. THEORY Rock surfaces in some oil reservoirs are believed to be covered with a firmly attached bituminous or other organic coating. Such surfaces would be preferentially oil-wet in the presence of both oil and water, regardless of composition of reservoir fluids. Other reservoirs are believed to contain rock surfaces not permanently coated with such materials, and which would be preferentially wet by water in the presence of water and oil free from surface-active substances. However, when the reservoir fluids do contain certain natural surface-active materials in sufficient quantity, rock surfaces acquire a degree of preferential oil wettability caused by adsorption of these natural surface-active materials on the solid. The equilibrium amount of these materials adsorbed per unit surface area is believed to depend upon their concentration in the bulk liquid phases.
