THIS paper is the second of a series on the effect of various elements on hot-working characteristics of Fe-C alloys to be issued by this laboratory. The investigations being conducted at the Ferroalloy Research Branch of the U.S. Bureau of Mines, Redding, Calif., involve fundamental research on the effects of various alloying materials and impurities on the physical properties of high purity Fe-C alloys. This paper deals with the determination of the limit of forgeability of steels containing varying amounts of manganese and sulphur. A paper discussing the hot-working characteristics and the physical properties of the forgeable alloys is being prepared. One of the principal impurities in all steels is sulphur.. The phenomenon, hot-shortness, commonly attributed to sulphur, has long been a source of expense and inconvenience to both the maker and user of steels. In steelmaking practice, this effect of sulphur has been overcome by the addition of manganese which, apparently, acts as a desulphurizer. Manganese is also used as a deoxidizer and alloying material. The critical and strategic position of man- ganese gives added importance to research which may contribute to its conservation and more effective utilization. It is not the purpose or intention in the present paper to give any explanation of the mechanism of either hot-shortness or its prevention but rather to report the results of forging high purity Fe-C alloys of the range of compositions near the limit of hot-forgeability. Temperatures for each phase of reduction were duplicated within 20" to 30°F for all tests. The starting material was sponge iron, which, after melting and purification, gave a high purity iron containing about 0.001 pct each of silicon and phosphorus. Scrap iron was not considered suitable because of its high percentage of contaminants and wide variation in analyses. The sponge iron was melted and refined for melting stock in a three-phase, direct-arc, size ST, Moore Rapid Lectromelt furnace with a 500 kva rating as described in the preceding paper. Additives were carefully selected to avoid addition of contaminants. The sulphur was added as resublimed flowers of sulphur or purified roll sulphur of analytical grade. The manganese used was dehydrogenated high purity electrolytic material produced by the Bureau of Mines plant at Boulder City, Nev. High purity aluminum in the form of wire was used for deoxidation. The limestone was obtained locally and had the following analysis: CaO, 53.7 pct; MgO, 0.8; ignition loss, 42.4; R2O3, 0.2; SiO2,3.0; and P2O5, 0.014.

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

PLAGER gold is perhaps the most difficult of the common mineral deposits to evaluate. Not only are the erratic pay streaks a source of never-ending uncertainty, but the spotty distribution of the gold in iso¬lated nuggets is a perpetual source of error and disappointment to the sampler. Experienced engineers have long realized this difficulty and have been wary in predicting assay values except in the most general terms, and then only after extensive and usually expensive sampling. During the past year I have had the opportunity of checking a number of gold placers, and from the results obtained I believe that the microscope may be employed to advantage in placer sampling.

Geologically the Indian coals belong to Gondwana formations. Being of drift origin, these coals contain high percentage of mineral matter distributed in finely disseminated form. Indian coal-preparation plants process prime coking and medium coking coals for use in steel plants. Limited resources of good quality coking coals (Table 1) could not keep pace with the rapid developments of the iron and steel industry in India. This resulted in the introduction of coal-preparation technology and the establishment of washeries in India in the last 30 years or so. The first four washeries were set up during the early fifties at West-Bokaro, Jamadoba, Lodna and Kargali. Next came the first non-coking coal washery at Nowrozabad set up by the Associated Cement Company. In 1961, following the recommendation of Central Coal Washeries Committee (1953-54), Hindustan Steel Ltd. had set up five central washeries at appropriate locations, viz Durgapur, Dugda (2 washeries), Patherdih and Bhojudih, so that the raw coal feed having similar washability characteristics can conveniently come from a number of collieries to a particular washery. Subsequently, to meet the increasing demand of metallurgical coal by steel plants, two more central washeries (at Durgapur and Chasnala) and three pit-head washeries (at Kathara, Swang and Gidi) were installed by 1970. The prime objective of washing Indian coking coal is essentially to reduce the ash content. All the washeries in India, taken together have an installed capacity of about 26 million tons of raw coal input per annum. Details of these washeries in respect of their annual capacity, main washing systems adopted and the nature and size of the products are given in Table 2. It can be observed from this table that (1) bulk of the coal is processed in units like jigs HM baths and HM cyclones; (2) only two of the washeries have cleaning circuits for treatment of fines.

It would be extremely difficult and unfair to compare the United States to Australia when wondering about which of the two countries offers the best opportunities for running a mining operation. However, if somebody would ask "Where is the best place to mine outside the US?"-I'd answer without reservations: Australia. Some of my Australian mining friends will disagree with me for my giving their country such a high rating. And they'll probably accuse me of being an optimist by telling me, as one of them did, that "the difference between an optimist and a pessimist is that the pessimist is better informed."

THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

"IRON for iron" may soon be the primary concept of Mexico's mining industry. If reports that President Adolfo Ruiz Cortines intends to extend federal control over mining are true, Mexico will export iron ore to the U. S. only in return for machinery. Actual exporter will be the Federal Government, with negotiations through the Bank of Mexico. Shipments of iron ore, under this kind of arrangement, can be tightly controlled, assuring that machinery and heavy equipment instead of dollars are the means of payment. Expansion of this policy in the next few years can be expected according to reports.

AT FOUR O'CLOCK members gathered in the auditorium for the annual business meeting of the Institute which, according to its charter, must be held on the third Tuesday of February each year. President Turner presided and after the usual formal action on minutes announced that he would create a precedent by transferring the President's annual address (which by tradition has always been delivered at the banquet on Wednesday evening) to the business meeting, and, furthermore, would only present a brief abstract of it. Since it appears in full on pages 127-131 of this issue it can be followed with the careful attention its thoughtful analysis of current conditions deserves.

The data here given were obtained by 1500 tests made by the United Verde Copper Co. to determine the most economical air pressure for the operation of hammer drills under the varying conditions of use, and to investigate the variation in drilling speed at different air pressures. Twelve models of drills were used at gage pressures ranging from 40 to 130 Ib. No effort was made to harmonize theory and practice; but rather to formulate empiric rules that would cover the average variation of the results obtained. These rules on the performance of hammer drills, based on the air pressure as the main variable, however, are not necessarily of universal application, but they apparently satisfy the results obtained in this series of tests. The drilling conditions at this property vary widely; an average of twenty-one machine shifts to a 3-ft. (0.9-m.) round has been found necessary in some of the development work, while an advance of 56 ft. has been made in seven shifts in the "oxide" ground. This range precludes the adoption of one type of drill as a standard; consequently almost every kind of hammer drill sold in this country has been tested. At present, sixteen models are in use, of which two types of the heavy (150 to 160 lb.) mounted drills, one of the light mounted drill, one stoper, and two hand plugging drills are considered as standard. Method of Conducting Tests All machines were of the wet type, and were selected as being representative of the several types in use at this property; all had been in use from two to four months except the Waugh 66 and the Sullivan DX61, which were new. All machines were thoroughly overhauled before they were sent to the testing ground. INCREASED metal consumption throughout the world in the past three years has brought greater activity in the concentrators and mills that treat the ores.' Comparatively low prices have made greater economies necessary, with a continuing search for more efficient flow sheets, equipment, processes, and reagents. Comminution GRINDING has long been too ex- pensive and even any small increment of saving has been eagerly sought. Although not recently new the use of rod mills to cover the gap between intermediate crushing and coarse grinding has made further headway. They eliminate dusting and the closed- circuit operation of fine crushers, either roll or Symons cone, and the rod-mill product is suitable for secondary mills which can be operated with smaller balls and iron liners instead of coarse balls and steel liners. The newer practice is radically different from the older application of rod mills where they at- tempted to use them instead of ball mills for fine grinders. For that purpose they were not well adapted, as they do not have sufficient grinding surface available per cubic foot of mill volume.

The Miami Copper Co., Arizona, is asking Congress to reimpose the import duty of two cents per pound on copper which, by law, has been suspended until June 30, 1950. C. Donald Dallas, chairman of Revere Copper and Brass, champion of a duty-free regime as regards the red metal, has been answering E. H. Westlake, Miami president, now that Mr. Westlake's statement to stock- holders has been salted away for posterity on wire recorders. Even prior to this action and at the instigation of two prominent consumers of pig lead, the House of Representatives has, in the confines of committee, not yet reported out, as of June 16, a bill to suspend the duty on lead for another year from expiration of the present law June 30, 1949. But apparently the bill was started too late. Thus the tariff issue becomes a Rip Van Winkle again after having slept for several years in the mountains of metals scarcity. During the wartime scarcity and the boom days that followed, most metal producers welcomed a considerable influx of foreign metal since it gave them a little surcease from constant teleibhone calls asking why that delivery of 300 tons of lead, 250 tons of zinc, and 1000 tons of copper had been delayed. These were the days when it was such an undisputed sellers' market that the sellers had even thrown away their certificates of ownership. DURING an investigation of the yttrium-hydrogen system aimed at producing solid yttrium hydride specimens containing various amounts of hydrogen, it was observed that yttrium containing approximately 2 wt pct H exhibited a tendency to crack and crumble to a powder on standing in air at room temperature. It was also observed that longer hydriding times, at a given temperature, increased this susceptibility to powdering without an increase in hydrogen content, also that moisture in the air is necessary for the observed effects to occur. Even if cracking did not occur, there was a continual formation of a light gray powder on the as-treated surface of the hydrided yttrium and this reaction continues until the entire hydrided piece has been reduced to a powder. Storing the hydrided specimens in the absence of air or removing the surface either by machining or grinding were effective means of preventing this disintegration of hydrided yttrium. In an attempt to determine the reason for this powdering phenomenon, the surfaces of a number of as-hydrided yttrium specimens were examined by X-ray techniques. In all cases the X-ray pattern obtained showed the major phase to be yttrium hydride (YH2) as would be expected since the specimens contained 2 to 2.2 wt pct H. In some cases a trace of yttrium oxide was observed. There was also a third phase present on the surface of these hydrided specimens which could not immediately be identified. This unknown phase was a face-centered cubic material, NaC1-type structure, with a lattice parameter of 4.855 and a calculated density of 5.914 g per cc. Very slight hand polishing of the surface of the hydrided yttrium specimens completely removed both the unknown phase and the traces of oxide so that only the yttrium hydride pattern remained. Based on the X-ray patterns the quantity of the unknown phase on the surface of the hydrided yttrium appeared to be directly related to the susceptibility of the material to powdering. Work at the Denver Research Institute on the yttrium-nitrogen binary system showed that yttrium nitride (YN) is a face-centered cubic material with a lattice parameter of 4.878A and a density of 5.890 g per cc. They also noted that this compound rapidly disintegrated to a powder on standing in air. The unknown pattern observed in the above specimens corresponds very closely to that of the nitride—fcc structure, 4.885 parameter, and density of 5.914 g per cc. The presence of this thin film of nitride on the surface of the hydrided specimens probably accounts for the observed powder formation and crumbling. The nitride reacts with the water vapor in the air (verified by private communication from Dr. C. Huffine, General Electric Co.) to yield yttrium oxide and ammonia. Ammonia is readily detected when hydrided yttrium specimens were allowed to stand in bottled moist air. The powder formed on the surface of the hydrided specimens was shown by X-ray analysis to be yttrium oxide. This reaction appears to occur primarily at the grain boundaries since discrete particles of yttrium hydride separate from the specimens during this powdering process. The reaction of yttrium nitride with water vapor is believed to be as follows: 2YN + 3H2O - Y203 + 2NH3. Despite the fact that this nitride is present only as an extremely thin surface film, if the above reaction is not prevented by removing this film from the surface either by machining or grinding, the reaction continues until the entire hydrided piece has been reduced to a powder. To account for this continuation of the reaction, it is believed that the following reactionalsooccurs: 2YH2 + 2NH3 -2YN + 5H2. The nitride produced by the latter reaction reacts in turn with water vapor. The reaction therefore becomes autocatalytic and continues until the hydride has been consumed and the entire piece reduced to oxide powder. The amount of nitride required to initiate this reaction is quite small and this nitrogen contamination can occur from a number of sources—hydrogen gas employed, minute leak in the hydriding apparatus or even from degassing of the reaction vessel itself. Longer hydriding times increase the possibility of nitrogen contamination and this is especially true when a dynamic gas system is employed in the hydriding process. The production of stable, solid hydrided yttrium is dependent on the complete absence of nitrogen contamination during processing. If such contamination does occur, powdering of the hydrided product can be prevented by removing the nitride from the surface e.g. grinding or by preventing access of air to the pieces e.g. sealing in wax or plastic. THE present lull in engineering activities presents an advantageous moment for inquiring into the position now occupied by geophysics in its various fields of application. The recent over-expansion in all lines of work resulted in an uncritical employment of these methods of exploration which was bound to have its harmful reaction. The pendulum has now swung back, producing a decidedly hypercritical attitude toward the new science that had been recently welcomed so joyfully as the panacea for prospecting troubles. The severe retrenchment in exploration has forced upon us a period of waiting and, it is to be hoped, of profitable contemplation. This can well be employed in trying to pass a reasoned judgment on what position geophysics should occupy in the new geological exploration programs that will inevitably ac- company the looked-for industrial recovery.

SERIOUS consideration was given by the Petroleum Division to a wide variety of subjects, during six busy sessions at the Annual Meeting. Beginning with a joint session on engineering research and production engineering, Tuesday afternoon, conducted by E. A. Stephenson and H. C. Fowler, problems of petroleum technology, domestic and foreign production, proved oil re- serves, economics, and stabilization were mooied almost without interruption until nearly everyone was "talked out,' and the meeting was adjourned at the end of the annual Petroleum Division dinner, late Thursday night.

THOUGH the fall meeting of the Coal Division was held in the heart of the anthracite section, at Hazleton, Pa., the bituminous industry was well represented also, and the two groups found much common ground for discussion. The' technical part of the program was confined to two sessions in the morning and afternoon of the first day, Friday, Oct. 14, the evening and the following day being reserved for field trips and social functions. The attendance more than met the expectations of those in charge of the arrangements; there seemed no hint of depression here.

ANYONE who wishes to make the patterns for statues in order to cast them later in bronze, even though he himself is the artificer who made them, must take many things into consideration: first, whether they are large or small, and whether they are wholly round or only in part; then of what material they are made, for the way that can be followed if they are of wax cannot be used if they are of clay, wood, marble, or even of plaster; likewise he must consider whether or not it has irons inside to support it. There is also a great difference in facility if the support is placed more in. one way than in another. Great consideration should be given to whether it is to be made hollow or solid. If you have not been the workman yourself, you must at least have been an active helper in this and in every other part in order to be able to observe everything without a fault. For if they are large it is necessary to make their moulds in pieces, with marks and measurements so that you can replace them-at will exactly in the same order and in the same places after they have been taken out. But if you are the artificer [as well as sculptor] the process is made easier. Taking the ordinary way and, over an iron, make out of well beaten moulding clay, compounded with cloth clippings a core exactly as the statue is to be or however large you wish the hollow to be. Dry and bake it. On top of this work the wax, thickening it all over as much as you wish the bronze to be and finish it completely, remembering to arrange that the base may come out solid with bronze so as to support the whole work. Then take some rods of hammered bronze one dito thick and one palmo long. Pass these throughs the thickness of the wax and fasten them in several places in the core of clay that you made. [81] Do it so that they, project out of the wax a good three or four dita. These are, put in so that when the wax is removed the core is held in the middle of the mould that forms the outer part, and this outer part is held by the inner part, namely the core, so that the mould may not move in any part from its place even when it is handled. This done, take some of that clay made with well-prepared cloth clippings as I taught you, and mix with it if you wish some wash ashes or

Mining by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being discharged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,' in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Commission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however, through what is known as the Trinity and Klamath River Fish and Game District. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the
