Mining headlines in 1952 dealt mainly with expansion as the industry aimed for an ever increasing production to meet the nation's needs. Huge sums were expended for equipment, research, and development. Headlines told part of the story. Negotiations between San Manuel Copper Co. and the RFC finally resolved in a $94 million loan for the development of low grade Arizona ores. Magma Copper, parent firm was to supply an additional 8 million. Kennecott Copper Co., deepening its Deep Ruth Shaft of its Ruth, Neyy mine, announced that the shaft would be in full production in 1953.

J. Pearson (British Iron and Steel Research Association, London, England)—Dr. Wagner has referred to the work of Richardson and Dancy and Gellner and Richardson on the reduction at 900°C of wustite films on iron. He has assumed that iron ions and electrons migrate backwards to the iron-wustite interface and that the reduced iron grows on the metal substrate. IN Chemical Phenomena of Iron Smelting, Mr. Bell gives the weight of materials required to fill furnaces of various sizes at the Clarence Works ; as this differs very much from the weight required for furnaces at Glendon, where anthracite and magnetic and brown iron-ores are used, a comparison is interesting. Taking furnaces at Glendon of 4800 and 11,900 cubic feet capacity and comparing them with the Clarence furnaces of 6000 cubic feet and 11,500 cubic feet, we find that the 4800 cubic feet at Glendon and the 6000 cubic feet at Clarence required respectively-

Several alternatives are available for treating lower grade gold ores averaging 0.04 to 0.10 oz per ton. These include heap, vat, and agitation leaching and may involve conventional zinc precipitation or carbon adsorption-electrowinning systems. Each of these processes have their inherent economic and operating advantages and disadvantages and the selection of the optimum method for a given gold ore is solely based on economic evaluation of the applicable processes. In this paper an effort is made to provide engineering feasibility estimates for the above processes under varying operational conditions such as ore grade and price of gold.

Is my paper on Mexican weights and measures, presented at the Bethlehem meeting, I gave a formula for the reduction of Mexican ounces per carga to American ounces per ton, which may prove misleading. I wish therefore to substitute the following rule: To reduce Mexican ounces per carga of 300 Mexican pounds to Troy ounces per ton of 2000 pounds avoirdupois, multiply the number of ounces per carga by 6.078. Or, to reduce Troy ounces per ton of 2000 pounds avoirdupois to Mexican ounces per carga of 300 Mexican pounds, multiply the number of Troy ounces per ton by 0.165.

Alexander Forsyth, Southport, Me. (communication to the Secretary): In Mr. Irving's able and interesting paper he describes minutely the appearance of the wolframite and its association with the refractory siliceous gold-ore. He also describes this gold-ore, but fails to mention the important pockets of metallic gold found in the Lead City occurrence of it. I use the term " metallic " in preference to the more usual " free," for it has been found that this gold is not easily amalgamated. Metallic gold is comparatively rare in the refractory siliceous gold-ores of the Black Hills; hence its occurrence in considerable amounts in the Lead City wolframite district deserves notice. I possess a beautiful specimen from the Harrison mine. It is a lump of drusy, granular ore, about 6 in. in diameter. The gold .is " shot" through it in large and small pin-heads; and in two specially oxidized areas, each about 11/2 in. in diameter, it is peppered full. The famous " Grantz strike," made in the Lead City wolframite locality, produced many beautiful gold specimens. This district affords an excellent example of the repeated discovery of new mineral values upon old ground. By reason of its proximity to the Homestake vein, this wolframite deposit was inevitably traversed many times by experienced geologists, mineralogists and mining engineers, who evidently must have thrown aside, with no thought of wolframite, the lumps of " black iron " lying about. I have the admission of an able geologist that, six months before the wolframite was discovered, he visited some of the very mines where it occurred, and passed it by as magnetic iron-ore. A MINING institute open to all men interested in any branch of the mining industry will be held at the Col-lege of Mines, University of Washington, Seattle, during the week beginning March 5. Prospectors, miners, mine owners, persons interested in metallurgy, investors in min-ing enterprises, and the public generally are invited to at-tend. This institute will take the place of the Winter Min-ing Session which originated at Seattle in 1897 and con-tinued for twenty-eight years. The complete new equip-ment of the Mines Laboratory will be used to give demon-strations of new machines and processes of mining, ore dressing, and metallurgy. This year the ceramic industry, including cement and branches of clay working of special Importance in the Northwest, will be included in the insti-tute. All instruction will be given by specialists. Prominent technical men and managers will give lectures on their special subjects. Among the speakers engaged are G. T. Jackson, formerly superintendent of the Alaska-Gas-tineau and the Chichagof mines, who will speak on the mining of large bodies of low-grade ore; R. F. McElvenny, superintendent of the Tacoma Smelter, on the nature of contracts that a smelter can offer to mines and prospects; M. D. Leehey, mining lawyer, on some popular errors re-garding the mining law; H. H. Townsend, on the explora-tion and purchase of prospects by operating companies; J. L. McAllen, on quartz mining in the Willow Creek dis-trict, Alaska; F. Powell, on gold dredging. In the evenings, lectures illustrated by stereopticon views and moving pic-tures will be given. The week will close with an excursion o mines and plants.

Doctor David Yang has presented an important new flotation development in the area of fine particle flotation technology; at the same time Dr. Yang presents an explanation for the effectiveness of this improved new fine flotation system in terms of an optimum dispersion state. The same statement is made for the case of carrier flotation (ultraflotation), in the removal of anatase from kaolinite by addition of calcite (selective flocculation of the anatase - calcite system and dispersion of kaolinite). Dr. Yang's data and statements raise some important questions, and I will adress myself to the more fundamental aspects of this new flotation system. The addition of sodium silicate, well known as a good depressant-dispersant agent for siliceous gangue minerals, is proved to be greatly enhanced by the incorporation of polyvalent metal salts into sodium silicate prior to flotation, producing in this manner a condition, as described by Dr. Yang, of optimum dispersion, which in the case of fine-grained oxidized taconite can be described as selective flocculation (coagulation) of hematite and almost complete dispersion of siliceous gangue components. Dr. Yang recognizes that the main mechanism, while not completely understood at this time, seems to operate by modifying the surface characteristics of the gangue slime particles so as to prevent collector from bonding there to, and making the particles strongly hydrophilic so they will become fully dispersed and consequently will not float during froth flotation. At the same time it appears that the conditioning reagent also modified the surface characteristics of the floated minerals (hematite and spodumene in this case) so that they will aggregate and tend to more readily adsorb the collector, resulting in an improved flotation kinetics and selectivity.

Gentlemen of the American Institude of Mining Engineers.—As you well know an application is about to be made to Congress, by the American Society of Civil Engineers, for the appointment of a cornmission composed of persons skilled in the production and use of iron, steel, and other structural materials, whose duty it shall be to test the strength, elasticity, and other quatities of such materials ; not simply the substances used as such, but the members of large structures composed of such materials, of the forms and sizes in which they are actually used. As I understand, the papers that will be read here to- night will have for their object to show the necessity for such tests, and therefore the necessity for the commission asked for. As the representative of the Society of Civil Engineers, I have to thank you, gentlemen of the Mining Engineers, for the great zeal with which yon have taken up this subject, and seconded the efforts of the Civil Engineers; or, perhaps I ought rather to say, initiated the efforts to get a suitable commission appointed to obtain most vitally important information which it is admitted on all hands we do not now posses. In drawing up the memorial to Congress, in connection with some of the ablest and best informed of our Society, and in all the discossions on the subject, I have been struck with the emphasis with which the confession is made, that so little is known of the strength of the larger-sized members constantly used in building structures of the magnitude which the present requirements of the country now demand. THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.

THE BULOLO gold-dredging operations were described at some length by Frank W. Griffin at the Oct. 11 meeting of the San Francisco Section. This enterprise is on the island of New Guinea, about 1800 miles north of Sydney, Australia. The area in which the present placers exist originally was German territory but later the location was taken over by Australians. Gold was discovered in 1923 by prospectors who required 8 to 9 days to pack into the country over severe mountain trails. In 1926 a rich discovery was made on Edie Creek and in 1927 the deposit on the Bulolo River was discovered.

MECHANIZATION of operations and the development of much more refined preparation practices have been conspicuous achievements in coal-mine engineering in the last two decades. To both, Paul Weir was an outstanding contributor during his seventeen years' service with the Bell & Zoller Coal & Mining Co. and its aliates, the Centralia Coal Co. and the Crescent Mining Co. From 1920 to the end of 1936, when he resigned to go into consulting work in Chicago, he was successively chief engineer, general superintendent, and vice-president of Bell & Zoller. He changed its Zeigler mines from hand to mechanical loading, and planned and built a central mechanical cleaning plant.

Two career employees of the US Dept, of the Interior, in a recent study, indicated that by the end of 1974, 73% of all public lands had been entirely or partially closed to exploration and development of essential resources for leasable minerals and 67% had been similarly restricted for locatable minerals.1 This has come about because of the lack of coordination within the executive branch and between the executive and legislative branches of the federal government and without regard for the cumulative, depressing effect on future domestic mineral production. Much of the withdrawn land is felt to have great potential for discovery of significant mineral deposits.

UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction.

You moderns think of your field of work as "Minerals Beneficiation"; to me it always will be "Ore Dressing." While I would like to talk with you on the future of ore dressing rather than the past, I cannot do this because I started to work in the field some 56 years ago, and my future is behind me. It is trite to remind you that then, in 1900, one out of every 30 high school graduates went on to higher education. Today, the figure is one in every three. So that, while you have a lot more men to compete with, the field of opportunity has expanded even more.

Callow-Type flotation cells, with various modifications, have been employed at the Hayden concentrator since 1917. Other flotation machines, such as matless-air and mechanically agitated types, which have been tested in competition, have failed to handle tonnages or give metallurgical results equal to the modified Callow-type cells on the Ray ores. The original type consisted of wide, deep launders with a relatively flat bottom constructed of porous concrete, through which the air was introduced into the flotation pulp. These cells were constructed to handle the tailings from the gravity concentrating process and no special attention was given to pre- conditioning the pulp ahead of flotation.

Pollution problems from smelters may be unique in industry since the pollutants cover the wide range of SOx, particulates, carcinogens (arsenic), plus a number of heavy metals, the health implications of which are not clearly understood. In addition to this wide range of pollutants, many of the plants are extremely old; and fugitive emissions may, in fact, be the most significant air pollution problem. The Environmental Protection Agency, both in an in-house and contract effort, has assessed the quantity of pollutants emitted and evaluated the health impact. This paper will review the status of EPA's regulatory efforts in both new and existing smelters in light of these pollutant assessment studies.

It was customary formerly to publish an index of the Transactions about every fifth volume, but since the Institute began in 1913 to publish three volumes instead of one volume per year, this has been deemed impracticable and unnecessary. No collective index has been published since the one covering Volumes I to XXXV inclusive, excepting a short one covering Volumes XXXVI to XL inclusive. The Board of Directors, therefore, upon the recommendation of the Committee on Papers and Publications, decided to publish this index of Volumes XXXVI to LV inclusive, and thus enable members to have in condensed space the collective indexes of all the volumes of the Transactions.
