FRANCIS ANDREW THOMSON was born in London, Dec. 21, 1879, coming to the United States by way of British Columbia where he lived until he matriculated at the Colorado School of Mines. When only sixteen he was inducted into the mining industry as apprentice assayer and millman at the Victoria Metallurgical Works. Following his training at Golden he had more practical mining and milling experience at several properties in the West, and studied a little as well at the Royal School of Mines, in London, and at the Ecole des Mines, in Paris.

BUILDING This building is so near completion in every respect that the Trustees expect to take possession of it December 15, and it may be anticipated that the three Founder Societies will occupy their respective quarters in it before January. The official "house-warming? will take place at a considerably later date, to be hereafter announced. Under these circumstances, it is deemed unnecessary to give here any detailed report of the present condition of the work. Because of the timeliness of the subject, this session's discussion was transcribed first and sent to the contributors, and, thanks to their promptness in revising, we are able to print it in this issue.

(San Francisco Meeting, September, 1915) THE desirability of employing the centigrade scale for the measurement of temperatures is becoming more and more recognized in this country, particularly in view of the fact that this scale is used almost exclusively in technical papers and publications-exclusively in those published in French or German. There are, however, a large number of factories and laboratories which still employ the Fahrenheit scale. It therefore frequently becomes necessary to convert one into the other and the accompanying chart (Fig. 1) has been found very convenient for this purpose.

Nothing has disturbed the copper- lead-zinc producers in recent years more than smelter tolerances set by some states. What hurt most, copper spokesmen told the Government, was the Government's own erroneous estimates of smelter pollution controls. Government charts indicated that 23 firms smelting copper, lead and zinc may need to invest about $108 million by fiscal 1976 to control stack emissions. The copper industry's independent study, however, indicates that the required controls could cost as much as $550 million to install and $200 million a year to operate.

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of an entirely new high-performance automated transportation system? Advanced transportation systems for the mining industry can be defined as those which lend themselves to automation and meet definite performance and cost objectives. The term automation shall mean that control of transportation system is accomplished by a closed loop electronic circuit which, when started on command, will continue to cycle as programmed until such time as an intelligent feed-back causes the system to shut down.

A series of commercial titanium diboride powders have been characterized in terms of X-ray crystallography, composition, particle size distribution, and particle shape. These materials were used in sintering experiments from which the effect of impurities on the sintering temperature was observed. Transmission electron microscopic observations have been made on Ion milled and chemically milled hot pressed material. Dislocations have been observed as well as grain boundary phases. Limited bonding between grains seems to account for poor mechanical properties. Observations have been made of preferred crystallographic orientation in hot pressed material.

John Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—The activity of FeO in silica-saturated slags shown in Table V is about 0.40 in the temperature range 1260" to 1350°C. Recent measurements by N. A. Gokeen at 1600" lead to about the same value. He finds the oxygen content of liquid iron in equilibrium with silica and ferrous silicate slags to be 0.088 pct. Under pure iron oxide slags at the same temperature, it is 0.225 pct. The ratio places the activity at 0.39.

GeRmany's crude-oil production during 1936 totaled 3,112,494 bbl., an increase of 5.2 per cent over the 3,007,711 bbl. produced in 1935. The official monthly production figures published in 1936 report only the individual production figures of the three old established fields, whereas since 1936 official reports combine the production of all other fields into one figure. According to these published data, and using a conversion factor of 1 metric ton equaling 7 bbl., the oil production of Germany in 1936 was as follows:

The paragraphs quoted, regarding Mr. Hoover's appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government's grasp of the problems of war and its resolve to apply, business principles to their solution."

The year 1926 has seen few radical changes or developments in methods of drilling and handling oil wells, but it has been a year of steady progress and development in deep drilling and production methods. Probably the outstanding development of the year was recognition by the directors of the American Petroleum Institute of the importance of natural gas in the production of oil, and the Institute directors' resolutions in December, 1926, regarding regulation of gas production with oil by state legislation. This matter is extremely important and will receive the attention of the industry in 1927. Advances in Drilling Equipment The history of the progress of deep well drilling is the solution of problems as they have confronted the operator. As the prospects for deeper production have become apparent, methods of penetrating the earth to greater depths have been devised. Rotary Equipment Improvements in the construction and in the methods of operation of rotary drilling equipment have practically caused elimination of cable tools in California for all but shallow work. The rotary drill, from 1910 when it began to be a practical factor in California, has been making steady advances, first displacing cable tools for drilling to the oil sands in proved fields and later displacing the cable-tool outfit entirely. With the perfection of machinery for taking core samples of the formation penetrated, the rotary drill has become generally used for wildcat work, continuous coring being practiced when desirable. Deep Holes The use of the rotary drill has made commercially feasible the opening of oil fields at greater depths than was considered possible with cable tools. The total production of oil in Mexico in 1942 was 34,715,547 bbl.; that is, 8,179,254 bbl. less than the amount produced in 1941. The daily average for 1942 was 95,111 bbl., while that for 1941 was I17,520 barrels. The reduction of 22,409 bbl. per day in production was due to a decrease in exports because of the scarcity of tankers. This reduction has affected principally the Northern and Southern districts of the Tampico area; in December the Northern district (Panuco) was producing less than zoo0 bbl. per day with 445 wells shut down and the Southern district (GolJen Lane) less than $000 bbl. per day with 140 wells shut down. Drilling.—During the year 14 wells were drilled in Mexico, of which five were productive. Seven dry holes were drilled in Ebano, Tampico Northern district, in search for new producing fractures; plans are being made to explore this area by means of resistivity measurements. Three producing wells were completed in Poza Rica. Drilling in this important field will continue during 1943 to determine its extension to the west. In the Isthmus of Tehuantepec no wells were completed. Two gas wells were completed in northeastern Mexico. Wildcats.-—Two wildcat wells were completed during the year, to test the extension of the Golden Lane to the south; both were unproductive. In the Isthmus a deeper sand was found in the El Plan field* This discovery has made an important increase in the reserves in this field and will allow an increase in the production of the area during 1943. In December, three exploration wells were being drilled, two in the Tampico area and one in the Isthmus. Operating Technology.— Satisfactory progress has been made in Mexico in the application of petroleum engineering to the development and operation of the oil fields. Mud control is now an established practice and has lessened the number of fishing jobs and has allowed more open hole to be carried than formerly was possible. During 1942 the first effective use was made of determinations of bottom-hole pressure, and other modern production practices such as gun-perforating and squeeze-cementing are being introduced. Plans for 1943 The oil production during 1943 is expected to be slightly larger than that of 1942, especially if tankers are available for exporting crude and refined products. The Government proposes to increase exploration and drilling activities to increase the reserves and potential production of the country; about 50 wells will be drilled during the year, including wildcat wells in northeastern Mexico, Tampico and Isthmus areas and exploitation wells in the Ebano-Panuco, Poza Rica, El Plan and Cuichapa fields. The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

No democracy such as ours, can ever be prepared for war, because we could never conceivably be the aggressor. The aggressor prepares in secret, designs his new tactics, and invents and makes new equipment and selects the time to strike. If a democracy prepare done year and the war came later, all that it had one would have to bed one over. All that England has today in the way of effective armament has been invented, designed, made, and the crews trained since the war began, because the totalitarian aggressor introduced new types of equipment and new techniques.
