Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935. This paper shows how the cost of the drilling operation per 100-ft drilled can be related directly to bit weight, rotary speed and hydraulic horsepower variations. This enables optimum drilling conditions to be determined in a rapid and concise manner. The paper also shows how data for such calculations cun be obtained quickly and accurately by the "drill-off" method suggested by Lubinski. Examples are given to illustrate the principles and methods used. INTRODUCTION The problem of drilling oil wells at lowest cost and hazard needs little introduction, since it has been with us virtually from the earliest days of our industry. With better understanding of the effect of the various factors of bit weight, rotary speed and hydraulic jet action, however, the problem has recently taken on a more scientific aspect, and engineers or groups of engineers have been assigned to study many of the facets of this problem not immediately apparent to the general observer. Moreover, the availability of better equipment and materials has enabled certain practices to be adopted which were hitherto impractical or uneconomic. This has paved the way for further efforts to reduce footage costs, and so on. The improvements to be made in drilling technology and cost reduction are by no means exhausted, and we still frequently hear of new records being set and new materials and equipment becoming available. Some of the analytical methods used by the author to assist in promoting faster and more economic methods of drilling, particularly in Venezuela, form the basis for this descriptive study. STATEMENT OF THEORY AND DEFINITIONS In a highly competitive industry, it is no longer permissible to regard penetration rate as the sole criterion for drilling efficiency. Every new technique, however spectacular, must nowadays be viewed in the cold light of whether it will eventually lead to lower cost per foot drilled. In the exposition which follows, therefore, actual drilling rates will play only a secondary role, and attention will be focused on the more important aspect of cost per foot drilled. Changes in drilling factors such as weight and rotary speed will be studied in the light of how they directly affect the cost of operations. The advantage of this method is twofold—(1) cost increments are indicated directly; and (2) the relationships are, surprisingly enough, simpler than those relating to drilling rates. To achieve these advantages, it is necessary to introduce a new unit of measurement which, although unfamiliar, is readily understood. The unit in question will be referred to as the "actual drilling cost factor" and will be designated by the symbol h. The unit is defined as the number of rotating hours taken to penetrate 100 ft of formation. The unit can be obtained immediately from the actual drilling rate (r) in feet per hour; thus, This latter transformation is so easily effected that it may be convenient to use h as an international symbol for drilling cost, and to delay conversion to dollars, bolivars, pounds, etc, per foot until actually required (e.g., for fiscal reasons, etc.). In actual operations, h was found to vary in a relatively simple manner with increases in bit weight. The variation in h with rotary speed was found to be somewhat more complex. However, this also could be enormously simplified by introducing a further factor known as L or relative bit life. The factor L is also defined very simply by dividing 1,000 by the rotary speed (N) in revolutions per minute.

H. Schwartzbart and W. F. Brown, Jr.—The authors have divided the effects of recovery on the true stress-true strain curve into two types; metarecovery, which effects only the first part of the curve or the yield strength, and orthorecovery, which effects the flow stress at any strain. Both of these are said to be true recovery effects, involve no recrystallization, and are explained by the removal of two different types of imperfections caused by work hardening. However, there seems to be some question as to whether the data are sufficiently conclusive to exclude, as an explanation of the authors' results, a mechanism based on the relief of residual stresses between the grains or slip bands and recrystallization. It appears that metarecovery could be interpreted in the same fashion as a customary interpretation of the Bausch-inger effect. The balanced system of internal stresses which exists between grains in a strained specimen due to varying orientation and, hence, yield strengths, of the different grains is responsible for a reduced yield strength in compression following pre-tension, and, similarly, for an elevated yield strength in tension following pre-tension. If the specimen is now heated so that the internal stresses are relieved by creep, then the yield strength in tension following tension will have been reduced and in compression following tension will have been raised. There seems to be a very strong case for the lack of recrystallization in the aluminum investigated by the authors, if one defines recrystallization as the presence of visually detectable new grains or accepts the X-ray evidence as conclusive. One must remember, however, that the appearance of spots on the back-reflection X-ray patterns cannot be taken as the time when recrystallization first started. The areas of recrystallized strain-free material must first have grown to a size large enough to give distinct spots on the patterns and this may take some time. Averbachl7 in an investigation of brass has shown that recrystallization can be detected by extinction measurements at temperatures lower than those based on hardness or X-ray line width determinations. It can be seen from fig. 10 that the rate of recrystallization is extremely low over a considerable time period at the onset of the process. Observations on the rate at which small amounts of recrystallization effect the flow stress would have given further insight as to whether undetectably small amounts of recrystallization might have been responsible for orthorecovery. Also, the question arises as to whether the effects observed in fig. 6 for various times and temperatures could not have been obtained if the time at 212°F were sufficiently long. In addition, the argument that the curve in fig. 10 is not sigmoidal seems weak in view of the scattering of the points. It is conceivable that an accurate determination of the curve for the first 100 hr would exhibit a relationship other than the one drawn. There is one point we would like to raise about the condition of the starting material. The authors annealed their material at 750°F for 15 min to remove the effects of any previous work hardening or machining strains. Reference to the work by Anderson and Mehl shows that this treatment may not have completely recrystallized the aluminum, so that the starting material may have had some strained areas. Higher temperatures or longer times may have been required to remove the effects of any small strains. We would like to mention some results of tests being conducted at the Lewis laboratory of the National Advisory Committee for Aeronautics in an investigation of the Bauschinger effect in relation to fatigue. Tests were performed on annealed electrolytic copper and several annealed brasses. Specimens were pre-strained 1 pct in tension and then tested in compression or tension with and without intermediate stress-relieving annealing treatments at 500°F for various times. Specimens heated at 500°F for 10 1/2 hr showed an elevation of the flow curve in compression and an approximately equal lowering of the flow curve in tension when compared with the curves for the un-heat treated specimens. After approximately 0.8 pct strain, all flow stresses coincided and were equal to the flow stress of the virgin material at this strain. This behavior is consistent with the metarecovery observed for aluminum by the authors and for which a residual stress model can be used. On the other hand, increas-

THE low-temperature carbonization of coal involves the carrying out of the coking process under conditions wherein neither the coal mass nor any of the passageways through which the volatile products pass are heated above 700° or 800° C. For convenience in this discussion, the single number 750° will be used to designate the maximum range. This temperature is not selected arbitrarily; it is the result of certain natural conditions that are inherent in the substances involved. Two of these conditions arc sufficiently pronounced to suggest a line of demarcation at this point as follows: (1) Below 750°, all the heavy hydrocarbons are expelled, which means that, at these lower temperatures, the illuminants, the gases of high calorific value, and the condensible oils are discharged; above 750°, there are given off the lean, non-illuminating gases consisting for the most part of hydrogen and marsh gas and having no condensible constituents present. (2) Below 750°, there is substantially no secondary decomposition; above 750°, the volatile products are readily decomposed, forming tars, naphthalene, free carbon, etc. It is not intended to maintain that no secondary decompositions occur below 750°. Many recent studies have demonstrated the practicability, especially in the presence of catalytic substances, of cracking certain of the hydrocarbon compounds; but at these lower temperatures the step is a moderate one, as, for example, from xylene to toluene or from toluene to an anthracene. These changes are moderate in amount. Not only do the reactions proceed slowly but they are subjected to the decomposing conditions for only a short time. This is evident when it is recalled that at these initial temperatures the decomposition, of the coal is very rapid and, if anywhere near a neutral pressure is maintained, the movement

The production of the North Central Texas area comes entirely from the Pennsylvanian section with the exception of one pool in Cooke County and one in Young County where oil has been, produced from the weathered surfaces of Pre-Pennsylvanian peaks overlapped by oil-bearing strata of Pennsylvanian age. In the southern part of the area the Strawn and Bend groups furnish the production, the Strawn sands being the predominating horizons at depths from 1500 to 3000 feet. In the northern part of the area including North Young, Archer, Wichita, Wilbarger, and Clay counties, the Cisco group has produced consistently for nearly 30 years from sands ranging in depth from 700 to 2500 ft. To our knowledge there are 13 separate producing sands in t,he Cisco group ranging from 200 to 1800 ft. in Wichita County. During the past three years, deeper drilling has opened three new producing horizons. A Canyon sand in Central Archer County has produced from 400 to 800 bbl. per well at a depth of 2200 ft.; and in the same pool, owned jointly by the Deep Oil Development Co. and Lindsay Drilling Co., a Strawn sand was found at 3600 ft. which produced 75 bbl. per day. In Southern Wichita County the Bend group has been found productive. A very oolitic sandy lime series from 3675 to 3942 ft. has produced in three wells drilled to date. During the past year the district has been producing under an extreme proration which accounts for the small production figures for 1932, as well as the few drilling activities at the end of the year. Table 1 presents the available drilling and production data compiled by the North Texas Oil and Gas Association.

RUSSIA was the United States Number One source of manganese ore in 1948 when 34 pet of imports were received from that source, stated Norwood B. Melcher, assistant chief, ferrous metals and alloys branch, Bureau of Mines. In 1949, this country received only 20 pet of 1948 shipments from Russia, and only token amounts are now being received. Aggressive programming by industry and government resulted in prompt increases in shipments from major, producing sources; India, Gold Coast, and the Union of South Africa all increased exports to fill the vacuum left by Russia and provided an excess adequate to increase total imports approximately 290,000 short tons in 1949. Again in 1950, and with, even less ore from Russia, imports increased another 290,000 short tons. Since the shift from Russia as a source of manganese, the United States has received in total about 85 pet of its imports from India, Union of South Africa, Gold Coast, and Brazil in that order of importance. Producers of both home consumed and merchant ferromanganese have been able to adjust downward the manganese content of the home-consumed product and so obtain partial relief. Millions of tons of steel were produced in 1951 with a relatively low grade ferromanganese. This adjustment has been made without decreasing the quality of the steel, although with some increase in cost through introduction of new problems, including increased hand- . ding of material and additional removal of carbon. Forced into a pattern of price and grade structure such as exists today, the producer of ferromanganese must adopt one of three possible courses as a short-range program: 1-He may continue to deplete his stocks by producing standard (78 pet) ferromanganese and hope that the future will bring some form of relief; 2-he may attempt to produce 78 pet ferromanganese by paying higher prices for premium ores; or 3-he may drop the grade of ferromanganese and stretch stocks and future supplies of ore as far as possible. The present rundown condition of Indian railroads is attributed to the fact that the service has had no opportunity to recuperate since the beginning of World War II, while the demand for the movement of commodities has probably increased. The Union of South Africa has expanded its exports to the United States greatly since 1948, but, the showing of that country in 1951 was disappointing. Efforts have been made for some time by firms in the United States, at the urging of the manganese miners in the Union, to prevail on the railroad authority to grant and make available larger allocations of cars for manganese ore movement. As a whole, such efforts have been unsuccessful. Although the allocation of rail shipping has been the obvious factor in the decreased movement of ore, many other less determinate factors appear to be involved. Brazil, long an important supplier of manganese to the United States, has important manganese deposits in three areas, all of which are significant to this country. The Gold Coast is an important source of supply. Its metallurgical ore is particularly of significance because of its unusually high grade which permits considerable latitude in blending with the lower grade materials of South Africa and India. The Belgian Congo should have an output of 100,000 tons or more annually beginning this year. R. S. Dean presented two papers. One with K. M. Leute on hydrometallurgical methods for recovery of manganese from domestic ores and one as sole author on the so-called carbamate or Dean process. The two papers tied into each other. In the first mentioned he reviewed the various processes applicable to oxidized, and nonoxidized and reduced ores. The advantages of each .were pointed out. So far the only process tried on a substantial scale on oxidized ores was the SO2 process used at Las Vegas, Nev., on Three Kids ore during World War II. Many problems were encountered. Some of them were whipped while some of those remaining perhaps would have been whipped had time permitted. Since then work has been done elsewhere to avoid the formation of the troublesome thionates encountered at the Three Kids plant. Dean discussed the thionate and NO, processes as applied to oxidized ores. The only commercially used process on reduced ores is that of making electrolytic manganese. Among others that have been considered are the nitric acid process, the Bradley-Fitch ammonium sulphate process, and Dean's ammonium carbamate process. Dean's thesis was that extremely large tonnages of so-called low grade manganese ores are available, and that these should not be depleted in attempting to simulate a foreign metallurgical grade ore. He pointed out that the grade of the domestic manganese ores would be considered high if the same grade were found in copper ores. The selling price of electrolytic manganese and electrolytic copper are roughly the same. In addition to electrolytic manganese, he believes that domestic ores should be used to make exceptionally high grade products. These might be battery grade oxide or substantially pure oxide sinter, which might be used for high manganese alloys or for upgrading metallurgical grade manganese to produce a high manganese ferroalloy. The carbamate process is based on the fact that manganous oxide is readily soluble in concentrated ammonia solutions containing ammonium salts. In solutions of sufficiently high concentration the manganese exists as an anion. Lixiviants of ammonia and ammonium carbonate permit extraction of the manganese from reduced ores and the manganese can be recovered as carbonate by heating or by driving off ammonia. R. V. Lundquist presented a paper on upgrading high-silica ores or concentrates with sodium hydroxide to extract silica and to yield a product with a more favorable manganese: silica ratio. The NaOH is, regenerated in part by CaO.

Following the usual custom, three meetings are planned for the year. The Mid-Continent meeting will be held at Oklahoma City, Okla., Oct. 7 and 8, and the California meeting is planned for Los Angeles, probably also early in October. A program along the usual lines is under way for the annual New York meeting. Discussion and planning of the year's activity started in March. An effort is under way to secure papers dealing with some overlapping phases of engineering, petroleum geology, geophysics, law, economics, refining, etc. The main reason for attempting a program along these lines is the belief that unusually interesting technical papers can be obtained. The degree of specialization in the technical and related fields has permitted but few individuals to develop a sufficiently comprehensive viewpoint. Also, at times the developments in a particular field are capable of giving great stimulus toward much needed solutions of difficult problems in others fields of activity. With the coming of the period of restriction of production to market demand, many changes have occurred in policy and technique of petroleum production. Some changes have been advances, others have been of retrograde nature. It seems doubtful whether the adjustment to the condition of excess producing capacity has been complete or sound in some major respects. Many changes are in progress and others need to be initiated. The industry has excessive producing capacity so far as immediate market demand is concerned, but reserves for several years hence are generally believed insufficient. Exploration and discovery should go forward but development should proceed with caution and under control. Property rights should be clarified and protected for the new condition— without excessive cost for drilling wells that serve no purpose except that of giving some protection to property rights at the cost of an increased price to the consumer. Under the more steady condition of assured supply for the immediate future, as compared to the hand-to-mouth condition of wide-open production, a greatly advanced technique of development and production is possible and is being developed. Great progress has been made, but much remains to be done. Along some important lines progress can be effected only by better understanding between the engineer and the geologist, the lawyer, the politician, the geophysicist, etc. There is need

Those interested in training engineers for the mineral industry should consider how their men may fit into the general industrial recovery that now seems well started. One hears occasionally that too many engineers have been produced, especially mining engineers, and that the opportunities for their employment are decreasing. Just what is the situation? Enrollment in American engineering schools has fallen off sharply during the past few years. In 1930-31, the year of peak enrollment in all engineering schools, there were 78,685 engineering students in the United States, but in 1932-33 only 67,584, a decrease of 14 per cent. President Walters, of the University of Cincinnati, in his survey of 74 engineering schools, published in School and Society of Dec. 16, 1933, estimates that the engineering enrollment for 1933-34 is 10 per cent under that of 1932-33, or about 60,000. The situation in the mineral .ethnology schools somewhat parallels this general trend, although not to the same degree. Last year there were 4443 students in mineral technology schools, compared with 4687 in 1930-31, a decrease of 5 per cent. This year, with 3995 students, the enrollment shows a decrease of 10 per cent from last year, or a decrease of 15 per cent from 1930-31. Enrollment has no doubt been influenced by the condition of the mincral industry, just as the enrollment of other engineers has been affected by general industrial conditions. But the mineral industry, which is the first to recover, has not been so seriously affected as have some of the manufacturing industries during the past four years. This is especially true of coal and gold mining, which have been increasing rapidly in their production during the past year and have given employment to more men. Ten years ago, approximately 1,000,000 men were employed in the coal and metal mines and quarries, compared with probably half that number now. The number of mining engineering graduates in 1934 will be 234 and in metallurgy 252. In other words, fewer than 500 graduates are entering these industries the present year. With conditions improving in the mineral industry, coupled with a falling enrollment in our mining schools, there certainly exists an opportunity for young men now beginning their training for this industry.

John Griffen—The author has called attention to an important phase of coal cleaning since there has been considerable loose thinking regarding efficiency formulae and particularly inaccurate application of ones that have been advanced. The unanimous acceptance of an efficiency formula has been prevented because the issue has been beclouded by the fact that the objective of cleaning—-the control of chemical characteristics of the coal such as ash or sulphur content—is attained by an indirect rather than a direct method. The indirect method is usually to effect separation according to differences in specific gravity. Such separation relies on the fact that the desired chemical qualities are roughly inversely proportional to the specific gravity of the particles being separated. However, the sulphur content of the materials found in raw coal usually exhibit a far from straight line relationship with their specific gravities. Mr. Anderson meets this issue squarely by basing his formula on the efficiency of separation according to specific gravity only. It is true that machines that effect primarily a specific gravity separation are in no way directly influenced by the chemical analysis of the materials being handled and it can be argued that it is illogical to measure their efficiency by any criterion other than that of separation according to specific gravity. For the moment, let us accept this basis and analyze the application of the efficiency conception and formula proposed by Mr. Anderson under conditions which he has not considered but that will readily be found. Let us take the separation shown in his table III as an example. He terms this an example of a high order of quantitative efficiency. We will show the weight distribution of the various gravity fractions as between clean coal and refuse in table XV. Only in the gravity range of 1.50 to 1.70 has material been misplaced and, on the assumption that the cleaned coal and refuse are equal in weight, Anderson shows a quantitative efficiency of 99 pet. The gravity of separation is 1.60 and one third of the 1.50 to 1.60 sp gr fraction is misplaced in the refuse while one third of the 1.60 to 1.70 sp gr fraction is misplaced in the cleaned coal. Let us now see what effect the gravity distribution of the total products has on the quantitative efficiency calculated by his formula. Still using the data in table

The Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting as a part of this report the second of a series of maintenance cost comparisons. The committee's purpose is to assemble maintenance costs on all equipment connected with mechanical operations at the face of coal mining and to arrange these costs by districts so that comparisons can be made between districts and within districts. The committee, this year, sent 35 questionnaires to representative coal companies who either reported last year or had advised specifically of the inability to report to last year's questionnaire primarily because of limited time. The response to the questionnaire this year as not as good as last year, only 20 of the 35 selected companies returning a completed questionnaire. This year's data have been compiled and combined with last year's data to present a comparison of the 1945 and 1946 costs of loading machines, shortwall cutting machines, universal cutting machines, service locomotives, shuttle cars, and mine cars. The same tabulation by districts is used as was used for 1945. As was indicated by last year's report there is considerable variation in the in cost of mining machinery in the various coal mining districts and due to this high variability it was not felt practical to attempt to arrive at weighted averages. Consequently, all average figures used in this report are straight averages. An analysis was made of companies reporting both this year and last year in an attempt to determine the trend in maintenance costs for different classes of equipment. Ten representative companies are used in this computation. Table I shows the average cost for 1945 and 1946. It is felt that the negative trend in the maintenance cost of universal cutting machines probably represents the effect of the purchase of a relatively large number of new machines in 1946 with little maintenance cost appearing during the first Year of operation. The grand total figure indicates an upward trend amounting to plus 18.7 pet. However, this figure is viewed with some suspicion because of the effect of the universal cutters decreasing maintenance cost and it is concluded that direct application of percentage increase should be made to types of equipment. Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. Statistics help when we wish to gage material prosperity, but they fail when we desire to determine what share the engineers have in adding to the happiness and welfare of our people

Research personnel of Erie Mining Co., a pioneer taconite mining firm on the Mesabi Range, have invented a new method to make an effective 325 mesh separation at high tonnage rates over stationary screens. The company regards this development as historically significant in that it represents the first successful method to commercially screen large tonnages of ore at fine sizes. Erie, which is now completing an expansion program at its plant site near Hoyt Lakes, Minn., has incorporated this screening method as part of that expansion. When completed, the concentration plant will produce 10.3 million tons of iron concentrate, all of which will have been efficiently screened at 325 mesh.

The outcome of these tests has been twofold. They have served to demonstrate that the tiltmeter is a useful and dependable instrument which could prove to be of significant value in reaching the goals of landslide prediction and control, and they have raised a good many more questions about the mechanism of slides than they have answered. It seems likely that many of the old concepts and assumptions will be modified or discarded as more knowledge of actual field phenomenon is gained. Safety and economy are paramount concerns in determining slope stability. These two considerations govern the feasibility and character of slope construction from start to finish.

According to the June 27 issue of Business Week, Rep. Kearns (R., Pa.) introduced a bill in Congress along lines suggested by the National Society of Professional Engineers, to amend the Taft-Hartley Act to permit scientific, technical, and professional groups to discuss wages, hours, and working conditions with management-with the protection and support of the federal law. The article reports that the bill is opposed by a loosely knit group of professional and technical unions, the Engineers & Scientists of America. This group wants Taft-Hartley amended to make it an unfair labor practice for employers to discuss collective bargaining matters with professional organizations.

On January 1, 1948, we boarded the cage at 7 a.m. and were dropped to the 900 level of the Brunswick shaft. The previous evening, we had attended the New Year's party at the Miners' Guild Hall and as this soireée had not disbanded until the small hours of the morning, we had only had about two to three hours sleep. At the 900 level station, we fell in beside our mining partner, a Cousin Jack, who was known by all as Porky. Porky didn't say anything as we plodded down the drift, we didn't say anything either-in fact there was little conversation by anybody.

PUTNAM (author's reply to discussion?).-The writers are inclined to question whether it has been experimentally established that steels will endure an indefinite number of repetitions of low range of stress. It is difficult to see how such a conclusion can be reached except by extrapolation from test data,. and such extrapolation always gives results of questionable value. From the viewpoint of the designer and the user of steel the writers believe that the exponential formula, which gives results on the safe side of what test. data we have, for steel subjected to tens or hundreds of millions of repetitions is a safer

Data about production are practically non-existent before 1860. The Census of 1840 reported a small amount, and a number of small mines were opened in the forties, all of the coal being used locally, or hauled to consumers in wagons. Tonnages shown in Table 72 are estimated from those for which authority is given. Railroads reported coal tonnages carried in the state in 1878 and subsequent years for years ending June 30th;, it is not stated that the tonnage originated in the state. Considering this fact, and the considerable amounts used locally, the tonnages given in Table 72 are certainly not larger than the actual amounts produced.

C. G. McLachlan—In the foregoing paper the author has presented a very neat method for calculating the solution recovery for a countercurrent flowsheet. He has, however, based his calculations, as he states, on the assumption that "the concentration of dissolved value must be exactly the same in the overflow and underflow of any thickener." This assumption, which is usually made regardless of the type of calculation used, is "not strictly correct because diffusion of the dissolved gold in the solution associated with the solids as it progresses through the countercurrent system is far from being instantaneous, with the result that on a ton for ton basis, the assay of the solution in the thickener underflow is higher than in the corresponding thickener overflow. An agitator introduced into the flowsheet between thickeners will reduce, but not entirely eliminate, this difference. In practice we have found that the best way to take care of this condition— in addition to the use of one or more intermediate agitators—is to circulate 20 pct or 25 pct more solution than called for by the cheoretical calculation. This presents no difficulty provided that adequate thickener capacity is provided in the original design of the countercurrent circuit.
