THE wide scope of the causes and effects of ground movement and their interrelation to various kinds of mining and geological conditions are not always understood. Minimizing of roof movement by selection of suitable mining methods is closely allied to the problem of obtaining maximum safety in mining, but there are other questions involved: for example, mechanical developments which increase the production of ore and other minerals per shift or unit of labor but which, though highly ingenious, may increase hazards. More- over, the newer mobile loaders need much space for operation with longer protecting roof spans. Another problem emphasized by mechanization is the incompleteness of extraction of mineral, as there is no governmental requirement (except for limited leases on the public domain) in this country, as in European countries, and loss of coal in pillars is accepted by mine operators rather than risking the loss of an ex- pensive loading machine from a heavy roof fall. The extent to which losses of coal in mining are now being incurred is conjectural, for it has been fifteen years since there has been a comprehensive survey. In that study a loss of slightly over one-third of the coal in both anthracite and bituminous mining was indicated.

AT A meeting of the Iron and Steel Institute held in London on May 6, Dr. J. E. Stead was formally inducted into the chair by Dr. Eugene Schneider, the retiring president. After presenting the Bessemer gold medal to Harry Brearley, of Sheffield, England, for his distinguished services to the British steel industry, Doctor Stead delivered his presidential address, a masterly review of iron and steel making progress during the past 50 years, emphasizing economy in production, and pointing out suggestions for future improvement. A considerable portion of the address was devoted to blast-furnace operation.

The behavior of nonsulfide gangue in chalcopyrite flotation circuits has been investigated. Plant and laboratory tests were conducted on five different ores. Linear relationships between the recovery rates of free nonsulfide gangue and water were observed. From pilot plant tests, there was evidence that the linear relationship was actually a linear approximation to a parabolic relationship. There was evidence that free nonsulfide gangue is transported from the pulp to the froth in the water and that the gangue is subjected to hydraulic classification in the froth column. A classification matrix has been proposed to define this behavior. This matrix is suitable for inclusion in a mathematical model of the process.

THE knowledge of the existence of petroleum in Southern California dates back to the days of the missions. The presence of asphaltum and semisolid bitumen was reported at Santa Barbara in 1792, but no serious attempt was made to develop oil until Professor Silliman's optimistic report in 1865 started California's first oil boom. Wells were drilled in many counties of the State, but the equipment was unsuitable and the drilling difficult and no production was obtained except in Ventura County. Even there the production was of little importance commercially, and not until the early '80s did it become sufficient to again attract attention. In 1888 the production for the State had reached a total of about 700,000 bbl. per year, practically all light oil produced in Ventura County, Pico Canyon, Los Angeles County and in the Puente Hills. The production of petroleum attained the dignity of an industry in 1895 when the Los Angeles City and Coalinga fields were discovered. The subsequent development has been remarkable, and in 20 years the production has increased from 1,000,000 to 100,000,000 bbl. per year. The refining industry has kept pace with the production of oil. The Pacific Coast Oil Co., the predecessor of the Standard Oil Co. of California, was the virtual pioneer refining company of the State, having built a refinery at Alameda about 1880. When purchased by the Standard, about 1902, it was dismantled and the refinery at Point Richmond was built. The Richmond refinery is now one of the largest in the world, having a capacity in excess of 60,000 bbl. per day. A small refinery was built by the Union Oil Co. at Santa Paula in the early days of the industry and later many asphalt refineries were in operation in Southern California. The Pacific Coast Oil Co. was then, as has been its successor, the Standard Oil Co. of California, the principal refiner and marketer of light products, the most valuable of which was kerosene.

AN unprecedented expansion of the mineral industries began in mid-1950. There are few minerals on the strategic list for which some source of supply here at home has not been found. All types of inducements have been utilized, ranging from RFC loans to guaranteed-price purchase contracts. No one can deny that tremendous progress toward mineral self-sufficiency has been made. Despite the greatness of these accomplishments, made' in the name of national defense, one cannot help but. have a feeling of uneasiness over the price which has been paid-in indebtedness, in freedom, and in the sacrifice of private enterprise. The people of the Soviet have been enslaved by a military state which attempts complete control of the economy. A similar yoke has been imposed on the business life of this nation. Of course, there is a difference in degree of control and in purpose. We are dedicated toward defense and the resistance of aggression. And, our personal liberties have not been usurped. The realization of the extent to which this nation has been forced by Communist aggression to adopt the practices of the socialized state is appalling.

JUST as the mineralogical name bauxite has come to include several minerals not known at the time the name was first applied, so the concept of bauxite as the one source of alumina must be enlarged during the war period to include the production of alumina from other, low-grade sources. Speaking in a narrow mineral logical sense, there is no such thing as bauxite, and similarly there is now no one source of alumina, and no one process for its extraction.

The 118th, meeting of the Institute, which has been arranged primarily for the benefit of the Institute of Metals Division and of those members who are particularly interested in iron and steel, will be held in the Milwaukee Auditorium, Milwaukee, Wis., on Oct. 8 to 11, 1918. This date has been selected because at that time, and at the same place, the American Foundrymen's Association and the American Malleable Castings Association will hold meetings. A notable exhibit of metallurgical and mechanical processes and products, at which over 165 firms will be represented, has been arranged in Machinery Hall, of the Auditorium Building. Wherever practicable, the machinery will be in operation. The program of the Institute's sessions was published in Bulletin 141. A special announcement of the meeting, together with a program of the sessions of the American Foundrymen's Association, has been mailed to every member who was thought to be directly interested in the meeting. A report of the meeting-and of the discussion of papers will be printed in the December Bulletin.

General Crushed Stone Co. operates a dozen quarries in such rock types as gabbro, basalt, granite and limestone. Drilling characteristics and problems vary from one operation to another so that a variety of equipment and methods must be employed. In addition, it has been found that equipment improvements make it advisable to continuously look for and experiment with new machines and accessories. This article discusses drilling progress at some of the Company's more interesting operations.

At the Gateway Coal Co.'s mine, about 70 miles above Pittsburgh's Point on the Monongahela River, a battery of television cameras stands guard over what is billed as the longest conveyor belt system ever installed in a coal mine. In all, this system consists of 9% miles of 42- in. and 48-in. wide belting, and is capable of transporting 500 tph at a speed of 625 fpm from working face to the tipple located outside the mine. Gateway Coal, located near Waynesburg, Pa., is owned jointly by Jones & Laughlin. Steel Corp. (64% %), Pittsburgh Steel Co. (22lh%), and Shenango Inc. (13%). Managed by J & L, the mine is under a long-term lease from the Hillman Coal and Coke Co., which formerly operated it as the Emerald mine. Hillman produced 700,000 tons per year of metallurgical-grade coal from this mine, but since J & L et al. took over in 1962, annual output has increased to 1.7 million tons. Mine capacity will reach its peak early in 1964 when total production hits an annual rate of 3.1 million tons.

Recently we read a short article which stated that Marcona Corp. was studying the use of 25,000-hp autogenous grinding mills for an iron ore project in Alaska. As if that weren't enough, they were going to dispense with the primary crusher and feed run-of-mine ore to the grinding mills which were to be driven by wrap-around seven-cycle motors. We see also that Bougainville Copper Co. will be grinding 90,000 tpd of ore in only eight 4250- hp ball mills. At Bougainville too, their float section will be the first large one to be completely equipped with the new 350-cu ft flotation cells. After a half century of relatively peaceful growth in the minerals industry, we are now seeing almost exponential advances in both equipment and plant size. At the same time, we are seeing a constant blending of hydro and pyrometallurgical techniques and processes into minerals beneficiation until the sample grind-'em-up-and-concentrate-'em plant is becoming a rarity.

WE the undersigned, being all persons of full age and citizens of the United States, and a majority residents of the State of New York, desiring to form a corporation pursuant to the provisions of the Membership Corporations Law for the purpose of incorporating, as provided in Section 5 of Article I. of said law, the existing unincorporated association known as American Institute of Mining Engineers, do hereby make, acknowledge and file this Certificate for that purpose, and do Certify as follows: I. That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained. II. That the persons duly appointed or designated to manage the affairs of said -association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 29th day of December, 1904. III. That on said last-mentioned date a regularly called meeting of said association was held at its office in the Borough of Manhattan, City of New York; that thirty days before such meeting notice of the intention to incorporate said association was given by mail to each member thereof whose residence or post-office address is known; that at said meeting the following resolutions were offered, seconded and duly adopted by the unanimous vote of all its members then present, to wit: "Resolved, That it is the sense of the members and associates of the American Institute of Mining Engineers in general meeting assembled that it is desirable and necessary for the well being of said association and its members and for the furtherance. of the objects for which the same has been formed, that said association incorporate under the Membership Corporations Law of the State of New York; "And Further Resolved, That the Members of the Council of this Association, or a majority thereof, be and they hereby are authorized, in accordance with the provisions of Section 5 of Article I. of the Membership Corporations Law, to incorporate this association for the same purposes for which it has been organized and conducted, in the manner provided in Article II. of said law; "And Further Resolved, That the name of said corporation as hereby adopted by this meeting shall be American Institute of Mining Engineers; "And Further Resolved, That the said incorporators shall be named in the Certificate of Incorporation as directors of such corporation until its first annual meeting, and that such directors and their successors in office shall be and they hereby are authorized to enact and adopt a Constitution and By-Laws for the government of said corporation." (written discussion?).- We are indebted to Captain Lucas for an interesting contribution to the literature of the salt-dome oil fields, and especially for his suggestion that a more aggressive method -of prospecting be adopted. The occasional discovery of new fields on, the Gulf Coast is in itself sufficient to show that the oil possibilities of the region are by no means exhausted, and those who have studied the area most thoroughly are the most optimistic regarding its future. Nevertheless, the search for new fields, according to present methods, involves the expenditure of great sums of money annually, for the proportion of dry holes to producing wells drilled yearly in the Gulf Coast region is much' greater than in most areas, even if all the wells drilled in what is commonly regarded as proved territory are included. Not only are the present methods of locating new domes very uncertain, but when a dome is discovered there is no assurance that it will be oil-bearing; or, if so, whether the oil occurs in the cap-rock, in the sands above it, or in some small isolated lens of sand far down on the flanks of the salt mass. As Captain Lucas points out, about all we positively know is that the domes are there and that some of them are oil-bearing; their origin is a matter of controversy and the original source of the oil is conjectural. Under these conditions, it is not surprising that the search for oil is conducted more or less blindly and that dry holes are common. Many wells are drilled each year in an endeavor to find oil at depths of 2000 or 3000 ft. (609 to 914 m.) or less, in locations which most geologists would condemn without hesitation. As Captain Lucas suggests, the money spent in this way might be used to far better advantage in, drilling one deep well in a carefully selected locality. Opinions may differ as to whether such a, well would find oil, and many geologists will probably believe that the chances are against it, yet all will agree that the boring, whether it finds oil or not, will probably throw light on the origin of the domes and on the source and mode of accumulation of the oil, and will therefore be of great interest, not only to the scientist, but to the oil operator.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summary. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition and develoment planning follow. While prospecting for mineral deposits, geologists are frequently asked what they have found or hope to find. The response is usually descriptive, such as: "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time a financial analysis integrating the four analysis components-tonnage and average grade above cutoff grade, capital and operating costs, product value, appropriate profit or loss accounting-are completed.

This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvement in the situation. MEXICAN MINISTER TO FRANCE RECOGNIZED A dispatch from Paris quotes Alberto J. Pani, Mexican Minister to France, as saying lie lead received notification that lie might present his credentials at the French Foreign Office on May 13. This notice came at the moment the Mexican press was announcing his departure for Spain because of inability to present his credentials. MORE REVOLUTIONARY TROUBLES SOUTH AND NORTH Revolutionary outbreaks hulked large in advices from Mexico City at the end of May, says the New York Tribune. General Eznesto Danny, a major, four other officers and forty men, composing a train guard on the Isthmus of Tehuantepec Railroad, were killed recently in an attack by rebels under Felix Diaz's command. The troubles in the south, coupled with the fact that Villa's activities in the north have necessitated sending troops to campaign against him, have reacted in the capital seriously, it is reported. Military guards hi Mexico City have been doubled and machine guns have been placed on the roofs of the National Palace and the Cathedral. STRIKE AND MARTIAL LAW IN MEXICO CITY Advices from Mexico City, according to the Evening Sun, said that virtually every school teacher in the city was out on strike and that recurrent rioting was being put clown by armed trucks manned by Federal soldiers. The strike of the school teachers was clue to the fact that they had not been paid for months, but the direct incitement is said to have been the contrast between their impoverished position and that of Carranza's generals, who are described as rolling in wealth, and who flaunted their opulence on the streets of Mexico, riding about in high powered automobiles with women bedecked with diamonds and other jewelry. The city is said to be virtually under martial law with no immediate prospect. of a subsidence of the bitter feeling against the military caste.

A MORE complete interpretation of the amorphous theory in metals is given than has heretofore been offered. It is believed that Le Chatelier, Tammann, and Heyn, at present the ablest opponents of the amorphous theory, will not he able longer to continue their beliefs that surface tension alone can account for all the observed variations in the properties of single constituent metals. It is strongly advocated that the properties of any solid substance be studied from the standpoint of the number of constituents present, the quantity and arrangement of each constituent, and the properties, of each constituent. Each deformable crystalline constituent by plastic deformation will produce amorphous material, thus changing the properties. Considerable attention is given to the variations in properties of the amorphous and crystalline phases of any substance. These are summarized as follows: 1. The cohesion of the amorphous phase of a substance is substantially zero at the melting point while the cohesion of the crystalline phase is considerable at the melting point. With decrease in temperature, the cohesion of the amorphous phase increases at a faster rate than that of the crystalline phase; this differential rate of change of cohesion holds between absolute zero and the melting point. FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

At the Beckley mine in southern West Virginia, forecasting unstable roof conditions in advance of mining is accomplished by wing a rating system that combines historical information on mine roof failures with known mine geology. Failure frequency rates are derived for each category of roof rock composition, unit thickness, structure, and extraction ratio. In this manner, known geological environments are rated according to instability based on actual experience. Drill hole control and geological interpretation provide the basis for forecasting unstable conditions beyond working faces. The forecasting technique has assisted mine management in reducing fall frequencies by 80% over the past two years compared to the first five years of operation. This reduction in fall frequency was accomplished by modifying the plan of advancing sections to minimize mining exposure to unstable roof conditions.

[Instead of presenting his paper, as printed, Mr. Rice gave a brief illustrated lecture on the subject, the illustrations being largely maps of the coal fields in several parts of Europe, and graphic diagrams illustrating the production and consumption of coal throughout the world.

WALLACE E. PRATT, Wichita Falls, Tex. (written discussion *).-The age of the oil in the southern Oklahoma fields, Mr. Powers concludes, is Pennsylvanian, or in part, possibly, pre-Pennsylvanian. In a later paper,1 he recognizes the Ordovician age of the small production from the Bullhead A. Daney, No. 14, in the Healdton field. But nowhere does Mr. Powers admit the possibility of oil of Permian age in southern Oklahoma. Yet shallow oil in the adjacent north Texas fields. (Electra, Burkburnett, and Petrolia), which are generally conceded to be closely related to the fields of southern Oklahoma in geological aspect, may very well be of Permian age.
