B. C. Burgess-—Prior to hearing this paper presented at the San Francisco meeting, I travelled by car from Yuma, Ariz., across south-central California and up through the San Joaquin Valley. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. Another idea which might be investigated is to line canals and ditches with some water-repelling mineral like pyro-phyllite. Perhaps a comparatively thin sprayed-on

At the request of representatives of the Treasury Department, President Winchell appointed the following committee, which .held a two-day conference with the Treasury representatives in Washington Oil Oct. 6 and 7 to aid in deciding upon the principles of mine taxation to he adopted by the Government. The results of this conference, which is not yet concluded, will be published in a future Bulletin.

CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

As successfully pilot-tested at a quarry producing limestone for a large cement plant, swiftly flowing streams of rock enter the Gromax Selector. They are electronically scanned while in motion and light reflection data flashed to logic circuits. The logic circuits compute the total light deviations in each rock as it passes the scanner. Thus, a rock with striated or spotted impurities can be rejected or accepted on the basis of its proportional content. The actual case history of this equipment's development at a limestone quarry in the Southeast serves to illustrate its general area of usefulness.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of - scientific and technical societies members of the Institute, with few exceptions, are forced to spend a portion of their time 'in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render - valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish genera1 information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

During the four years that Burr A. Robinson has held the position of Assistant Secretary of the Institute he has not only won the regard and admiration of the Directors and his associates at headquarters because of his unselfish devotion, efficiency and painstaking application, but lie has formed a wide circle of friends among the members of the Institute. All will learn with regret that he has voluntarily severed his connection with the Institute in order to take a position with the United States Rubber Co., which offered such flattering prospects for the future that the Board of Directors, in spite of their disinclination to lose his services, did not feel justified in urging him to decline.

THE valuable mineral content of the current feed to the Miami concentrator is as follows: copper, 0.7 pct total; molybdenum, 0.01. Flotation of this ore yields a sulphide concentrate containing: chalcocite, 44 pct; molybdenite, 0.5; pyrite, 50.0; insol, 5.5. A combination of potassium ethyl xanthate and pentasol amyl xanthate as collectors, and pine oil, as frother, are used in this flotation. Rejection of pyrite is encouraged by holding the amount of collectors used to the minimum consistent with copper recovery and by operating at high alkalinity (equivalent to 0.35-0.40 lb CaO per ton solution of pH 11.0).

I was this morning an interested listener to the remarks of Mr. Ashbel Welch in regard to his designing a new section for steel rails, in 1866; and for the salze of the truth of history, and in order t:, give the credit to an American (and where it rightfully belongs) of higning the first section for steel rails, which was intelligently adapted to that material; I beg to state the following facts: On the 14th of August, 1866, Mr. Ashbel Welch gave me an order for 200 tons of steel rails, to be made bbr the Camden and Amboy Railroad, from a section designed by him. The ore deposits at Firmeza have been worked continuously since 1884; those at Daiquiri since 1895. It is surprising, therefore, that they have not been the object of careful geologic study until quite recently. It is true that considerable attention was paid to these deposits by A. C. Spencer, in 1901, in the report on the geology of Cuba, by Hayes, Vaughan, and Spencer,l but this was only incidental to a hasty general reconnaissance of the Island. As far as the Daiquiri deposits are concerned, this gap has been filled by the appearance of the two papers by Prof. James F. Kemp2 and by Prof. Waldemar Lind-gren and Clyde P. Ross respectively.3 Max Roesler, first holder of the Emmons fellowship, made a detailed study of the Firmeza deposits during the past summer, so that soon we can expect a full description of them. Consequently, there is no, demand at the present time for a description of the deposits from other sources, and that is not the purpose of this paper. The papers on Daiquiri, however, leave unsolved problems in regard to the age of the rocks of the district and certain phases of the genesis of the deposits, and it is with the hope of aiding in the solution of some of these problems that this contribution is offered. Kemp, and Lindgren and Ross agree in assigning these deposits to the type of contact metamorphic deposits. They disagree in part on the question of their localization. The deposits occur in an extensive area of diorite which includes numerous blocks of limestone, and sometimes are found in the contact zones between these blocks and the diorite, and in other instances are completely enveloped in the diorite, showing no apparent connection with the limestone. As a service to its readers, MINING ENGINEERING is publishing the mineral industry portion of the 1957 list of Accredited Undergraduate Engineering Curricula in the United States. This list, revised annually, is issued by the Education Committee of the Engineers Council for Professional Development, and covers all phases of engineering education. The AIME is actively represented on ECPD, which was jointly organized by the Founder Societies and various other groups interested in the professional recognition of engineers. ECPD is merely authorized by its constituent organizations to publish a list of accredited engineering curricula for use as desired by those agencies which require such a list. It has no authority to impose any restrictions or standardizations on schools. (Date following school refers to year of initial accrediting.)

I noticed it described for concentrating matte, but I believe the older Japanese process was to use it for-smelting directly, by a pyritic smelting and Bessemerizing all in one operation, in the same simple hearth apparatus. There is a monograph published in German, on Copper-Ore Smelting in the Mabuki Hearth. At Ashio the practice of injecting bituminous coal at the, tuyères is noteworthy. In the biographical notice of Thomas F. Witherbee, published in.Bulletin NO. 32, August, 1909 (p. xxv), it is said that "he is believed to have been the first manager in America to use the chemical laboratory for the purpose of controlling the regular running of the blast-furnace." Since the year is not given, I cannot decide as to Mr. Witherbee's priority; but the statement leads me to contribute a bit of history, showing an early departure from the " rule-of-thumb " blast-furnace work to the employment of a chemist. In the autumn of 1868 the department of mining and metallurgy was established at the Rensselaer Polytechnic Institute. In connection with the assay-department a laboratory was equipped for making general commercial analyses. In January, 1869, Alexander L. Holley, the manager and builder of the Bessemer plant at the Rensselaer Works of John A. Accelerated development of the deep-ocean and continental margin resources may be the ultimate answer to meet rapidly increasing material demands to the year 2000. The mineral-rich oceans that have been described as "vast" and "nearly inexhaustible" have to date remained virtually untapped. Mineral Dependencies Trigger US Interests A lack of known domestic reserves of selected commodities and a climbing mineral trade deficit that reached a record $19 billion in 1974 are two factors that have sustained US interests in deep-ocean and offshore mining over recent years. But the lack of federal leadership in formulating ocean mining policy is said to have significantly discouraged the major capital commitments necessary to develop these resources.

In a recent paper read before the Institute on this subject, Mr. G. C. Stone advances the theory that the precipitate obtained in Williams's volumetric process,* by treating the boiling nitric acid solution of a manganese salt with potassic chlorate., is not pure MnO2, but approximates more closely to the composition 10Mn02+Mn0. As the value of the process and the accuracy of our results mould depend on whether this was the fact or not, it has seemed to me, and to my associates, Messrs. Beebe and Colly, that it would be of importance to ascertain the composition of this precipitate, and to that end the following series of experiments has been undertaken. These experiments have all been based on the considerations: 1. That potassic permanganate has an oxidizing power equivalent to five atoms of oxygen for every two of manganese : K2Mn2O8 = K2O.2MnO.O5. 2. That the same amount of manganese in the state of binoxide has an oxidizing power equivalent to two atoms of oxygen : 2MnO2 = 2MnO.O2. If, then, we take a solution of permanganate of unknown strength, and reduce it to binoxide, the oxidizing power of the binoxide formed will be equal to that of two-fifths the quantity of the permanganate solution originally taken. While, if the precipitate obtained should not be binoxide, but an indefinite or definite mixture of bin- and mon- oxides, then, from its equivalent oxidizing power, we can calculate its composition. The analyses were conducted in the following manner. The amount of permanganate taken was decomposed with hydrochloric acid, and concentrated to expel the excess of water. Sufficient excess of nitric acid was now added, and the solution was boiled until all the hydrochloric acid was destroyed. At the annual meeting of the Institute in February, 1927, we had a comprehensive discussion of Petroleum Engineering Education. This discussion covered basic training and prerequisites, laboratories and equipment, graduate courses, availability of lecturers, geological engineering, petroleum production engineering, refinery engineering, transportation engineering and economics and management. However, there are several phases of petroleum engineering education, which many members of the Institute felt should be further discussed at this year's meeting. The first was expressed by me in a letter to those participating in the written discussion, from which I quote as follows: "We fell that the question of handling engineering graduates who enter the petroleum industry should be thoroughly discussed. "During the first five years after graduntion from college, how can these young men be best trained to be of the greatest service to the industry and at the same time do work which will be interesting and of a character which will make them feel that they are accomplishing something and making progress leading toward personal advancement?" Both the written and oral discussion would indicate three groups of opinion; first, those who advocate letting the young engineers go into the industry and take care of themselves without any supervision, direction, or guidance; second, those who advocate the taking of young engineers into the industry and letting them go through all the steps that any laborer or any other mian without a technical education would take, but with some supervision, and third, those who advocate that young cngineers should be given special training for several years after entering the industry. Of course all of these different groups are found in rnost of our industries. The Doherty training school of the Empire Gas & Fuel Co., finds its counterpart in the practice of the Gcneral Electric and Westing-house companies in the electrical industry and the Baldwin and Brooks Locomotive works in mechanical engineering.

The dew point of natural gas which has been in equilibrium with gas hydrates has been reported to be lower than that obtained for natural gas in equilibrium with water1,? Hammerschmidt' reports a lowering of the dew point of 13 F for a natural gas in equilibrium with hydrate at 380 F and 525 psi. Records and Seely2 likewise show that the dew point of gas leaving hydrate separators' is as much as 150 F below the separator temperature. This paper presents the reasons for the observed differences between the equilibrium temperatures and the dew point temperatures. Descriptions of the dew point determination by the Bureau of Mines and ASTM tester3 indicate that the dew point is taken as the temperature at which liquid water droplets first begin to appear on the cooled mirror surface even though the temperatures involved are below that required for the formation of gas hydrates or ice. PRESSURE-TEMPERATURE DIAGRAM FOR METHANE-WATEK SYSTEM Fig. 1 presents a schematic pressure-temperature diagram for the methane-water system" for some constant pressure between the critical pressures of pure methane and pure water i.e., pressures frequently encountered in pipeline operations. The possible equilibrium relations are shown by the heavy solid lines. Curve AE represents the saturated water content or dew point of gas in equilibrium with a water-rich liquid solution while curve EF represents the dew point of gas in equilibrium with hydrates. In addition the dotted line DE labelled "metastable dew point" is introduced to explain the apparent discrepancy betwceen the dew point determination and gas-hydrate equilibria. Thermodynamics place certain restrictions on the location of line DE6, namely, that (1) the concentration of water along the line DE be greater than the concentration of water along EF or that the metastable line split the angle formed by the intersection of line GE and EF

The Institute maintains a dual relationship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 9, Article I, of the Bylaws of the Institute (see page 62 and following pages). During 1934, sundry amendments were made for the purpose of improving the student relationship. Postgraduate students are now eligible; and associateship can be maintained, with the payment of the regular dues of $2 per year, for 18 months following graduation in June.
