Use of high-expansion foam for controlling mine fires was first made known in a published announcement in June, 1956, by representatives of the Safety in Mines Research Establishment, Buxton, England. In 1957, the United States Bureau of Mines, interested in this new method of controlling mine fires which could not be approached or extinguished by conventional methods, began to investigate the practicability of the foam-plug technique under American mining conditions at its experimental coal mine in Bruceton, Pa. Results of these experiments proved the potentialities of controlling mine fires with foam. The USBM conducted numerous demonstrations at its experimental mine to show this foam-plug method to groups of coal mining men, many of which were impressed by the action of the foam as it moved away from the netting toward an open fire and its ability to control the fire in a very short time.

Howe Memorial Lecture The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and -practice of iron and steel metallurgy- or-metallography, chosen -by-the Board-of Directors upon recommendation of the Iron and Steel Division. The library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through, correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining, maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

The principal washing problems in preparing coal for the synthetic fuel industry may be stated as: (1) ash removal for the Bergius process; and (2) sulphur removal for the Fischer-Tropsch process. A study is made of the effect of ash on oil losses during the elimination of the nonliquefiable portions of the coal in the hydrogenation process. The oil loss increases with ash content and results in increased consumption of coal, hydrogen, and power.

Higher education is in serious trouble in the United States. With increasing costs threatening to create a taxpayer's revolt, serious thought must be given to determining whether or not we can continue to afford our present educational policies. Disinterested students with little aptitude are pushed into over- crowded universities by well-meaning parents, but they lack real objectives beyond achieving that great status symbol-the degree. Advanced degrees are heaped upon the baccalaureate degree, and the pursuit of the pure and social sciences continues at the expense of engineering and technology.

A rapid in situ stress measurement technique was developed for exposed underground surfaces. The method applies radial stress in small diameter (38mm) boreholes, initiating fracture propagation which is monitored by measuring ultrasonic pulse velocity. Theoretical relations for stress concentrations near boreholes provide independent expressions for unknown principal field stresses at incipient fracture; fracture orientation defines principal stress orientation. Accuracy and precision were evaluated using blocks of brittle material subjected to known stresses. Results were comparable to those obtained by other in situ stress measurement techniques.

Stripping of the Exotica open-pit mine, which is proceeding at about 120,000 tpd, is dwarfed by its proximity to the 500-million-ton Chuquicamata tailing pile. The excavating work is being carried on smoothly and efficiently and, as of the end of October, accounts for the removal of 77 million tons of total material of which some 200,000 tons is stockpiled ore. Diamond drilling has outlined an orebody 5900 ft long and 3400 ft wide containing an estimated 153 million tons of ore at 1.35% recoverable copper based on 80 % extraction.
