Why, in an age when natural resources are available on a scale heretofore unknown, and when there is an unprecedented need for them to be developed, have would leaders been unable to find solutions which world concert the under-developed nations into developing nations? With investments in natural resources declining relative to world needs, it is necessary to reverse this senseless trend. This article is an examination of the paradox based on worldwide aspects of the mineral development field, and suggests a possible solution.

The proposition that forest reserves are, from the mining point of view, not only desirable but necessary, is not one which would have received enthusiastic support in. the West a year ago. In aqueous solution, an oxide surface is considered to consist of positively charged surface sites, MOH, neutral surface sites MOH, and negatively charged surface sites MO-. From the mass action law, equations for the distribution of these sites have been derived in terms of the hydrogen ion concentration in solution and the point of zero charge of the oxide. Experiments on the flotation of futile were carried out with sulfonates and amines which are collectors that physisorb, and with oleate, which is a collector that chemisorbs. Flotation response was found to correlate with the site distribution model. A similar correlation was found with published data on iron oxide potation.

This paper presents in tabular form the quantitative data from a number of metallurgical operations and discusses allowable discharge in terms of effluent-weight ratio. Typical installations for recovery of stack effluents are cited.

Discussion of the paper of J. C. Febles, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 79, July, 191.3, pp. 1267 to 1283. J. W. RICHARDS,. South Bethlehem, Pa. :-In looking at these precipitating launders the idea has come to me that the iron could probably be kept much cleaner if there were laid on the bottom of the . launders some sheet copper, with which the iron would be in contact, and as the solution passed over the tendency would he to precipitate the copper on the sheet copper and thus keep the iron cleaner than it is under present conditions. As soon as a piece of iron becomes coated with copper, its surface becomes inactive, and the presence of a sheet of copper in electrical contact with the iron would tend to precipitate the copper on the sheet copper and to keep the iron clean.
