The use of point load test data by the authors to estimate rock mass cohesion is a very ingenious approach. It must be emphasized that this estimate is indeed only an estimate since the point load strength index employed to predict the uniaxial compressive strength (and subsequently predict the cohesion) is likewise only an estimate.

Professor Somasundaran has given an excellent presentation of the numerous problems which remain to be solved before the selective aggregation of fine particulates is likely to see broad commercial application in the beneficiation of mineral fines. However it is useful, I think, to reiterate some of the major problem areas. The over-riding factor which has limited the development of selective aggregation techniques is that processes such as coagulation and flocculation tend to be inherently non-selective. Conditions which favor the aggregation of one kind of fine particles usually favor the aggregation of all kinds of particles. As Professor Somasundaran has pointed out, the state of aggregation of a fine-particle dispersion is primarily determined by the forces of interaction between the individual particles. In most systems, the dominant forces are: 1. van der Waals - London Dispersion forces between the particles themselves 2. electrical double layer forces 3. steric forces between adsorbed layers on the surfaces of the particles. The London Dispersion forces between like particles are always attractive, but for dissimilar particles dispersed in a fluid medium can, in some cases, lead to a net repulsion. Electrical double layer forces always lead to repulsion between like particles but can, again, cause either attraction or repulsion for dissimilar materials. Striving to do a better job of ad- ministering the letter and spirit of the Federal Coal Mine Health and Safety Act of 1969, the Interior Department recently invited criticism-and got it. The criticisms were voiced on July 1 and 2 at the first of a series of public meetings being held by the Office of Hearings and Appeals at the Department's behest. Later meetings, at which all interested parties are invited to comment, are to be announced in the press and the Federal Register. Persons wishing to participate in the meetings should contact the Director, Office of Hearings and Appeals, 1015 Wilson Blvd., Arlington, Va. 22203. At the first Hearing, USBM Director Elburt F. Osborn outlined the progress his agency has made to date in implementing the law on three fronts: enforcement, education and research. Since the Health and Safety Act became law on December 30. 1969, he said, the Bureau's force of inspectors has grown from a mere 300 to almost 1100, while mine inspections have increased from 10,265 in 1970 to 11,021 for the first six months of 1971. On the educational front. Osborn said, the Bureau now has some 60 instructors who have trained about 50,000 miners in safety procedures since March 30. 1971. Classes at the new Federal Mine Safety Academy for both government and industry personnel begin on September 1, 1971. he added. Health and safety re- search, meanwhile, has been allot- ted $20.1 million for the 1971 Fiscal Year. Of this, $8.1 million is assigned to the Bureau and $12.3 million to contracts with universities and private companies. Admittedly, Osborn said, the mine fatality rate is still unacceptable, hut it was lower in the first half of 1971 than ever before---0.73 per million man hours and 0.31 per million tons of coal.

REVIEW of the literature on hydrogen in steels indicates that inadequate consideration has been given to the influence of temperature gradients on segregation of this element. Even when segregation has been taken into account, the interpretation of the data has been seriously handicapped by incomplete understanding of the mechanism by which it occurred. Recognition of a mechanism which will be described as "thermal segregation" appears to rationalize many of the observed effects so well that it will be reported here with some preliminary experimental evidence. The complete quantitative evaluation of the factors controlling the mechanism will require extensive experimentation. A 2 m. cube of jointed, Pre Cambrian biotite gneiss was subjected to uniaxial and biaxial loading at ambient and elevated temperature. The effects of different boundary conditions on the following rockmass properties were investigated: deformation modulus, joint stiffness, dynamic modulus, coefficient of thermal expansion, thermal diffusivity and conductivity, and joint permeability. Test conditions ranged between 0 and 6.9 MPa uniaxial and biaxial load, and 12° to 74°C mean block temperature. The tests were performed as part of the Office of Nuclear Waste Isolation program for evaluating site charterization test methods for measuring the hydro-thermal-mechanical properties of rock masses. The fracture flow experiments discussed in this paper were described in detail in a similar paper given to this symposium in 1981 (Voegele, 1981). DEFORMATION MODULUS Horizontal deformation measurements oriented parallel to the loading direction were made at the block surface. Several instrument types were employed: surface short-rod extensometers, bonded strain gauges, vibrating wire strain gauges and the Whittemore caliper strain gauge. Two vertical and two slant borehole extensometers measured vertical displacement. Loading history, especially during uniaxial loading, was critical to interpretation of observed deformation and fracture flow data. This important tendency has been observed in other large-scale laboratory (Bandis, 1980) and field tests (Pratt, et al., 1977). Excavation of the block resulted in minimal disturbance to the intrinsic condition of the sample. Even so, permanent, unrecovered "set" was imparted to the block beginning with the first low-stress biaxial load cycle to 3.45 MPa (Table 1). Unloading

LAWSON, Berkeley, Cal.-One point to which Mr. Graton (in summarizing the paper for us) called attention is that the author had not explained why some copper was fixed in the zone of oxidation. I recollect very well puzzling over that question at Ely, Nev., some years ago. Mr. Sales, in his paper on Butte,1 suggests the explanation. It is clue according to him to the paucity of pyrite in the primary ore. Where there is abundant pyrite sufficient sulphuric acid is formed by oxidation to take all the copper into solution and carry it to lower levels; but where the pyrite is scant so that insufficient sulphuric acid is formed, some of the copper is carbonated and so fixed in the gossan. The hypothesis, or some modification of it, as for example the combination of the sulphuric acid with lime, would appear to explain satisfactorily the fixation of the copper in the gossan as carbonate. I have, however, had no occasion in recent years to study the phenomenon. L. C. GRATON, Cambridge, Mass.-As I remember, the rocks in which the chrysocolla occurs in the Burro Mountains are both silicified and kaolinized. It seems probable that in surroundings deficient in carbon dioxide, complete oxidation of chalcocite may yield chrysocolla up to a maximum of half the copper in the chalcocite; while in rocks, like garnet contact zones and certain easily decomposable porphyries, surface decomposition appears often to yield silica in the necessary form to convert the copper of primary sulphides into chrysocolla immediately and directly upon oxidation.

IN the treatment of complex ores by flotation, one of the most important steps is conditioning the feed. Conditioning primarily consists of the addition, in the grinding circuit, of an alkaline reagent, for example sodium carbonate, which neutralizes any acidity of ore and mill water, counteracts the effect of 'harmful soluble salts, disperses colloids, and provides the necessary alkalinity for the best metallurgical results. The several minerals of the ore should be put in such condition that they may be floated or rejected as desired, through the action of further reagents thereafter used.
