There have been, in the past, other symposia on this subject and there probably will be still others in the future, but I feel sure that this one will go down as one of the most important that have ever been held on the subject. In 1918 A.S.T.M. held a Symposium on Stress- Corrosion Cracking that was confined entirely to brass, because at that time few people were interested in the phenomenon as it applied to other metals. Again under the stimulus of war, we are gathered to discuss the subject, but this time brass alone is but part of our interest. It is interesting to note more papers on brass will be presented than there were in the 1918 session, but these brass papers, you will also note, comprise less than half our program. An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Among the primary design factors to be considered are capital cost, operating cost, and present and future regulatory requirements. Establishing A Survey and Test Program To produce a final plant effluent meeting regulatory agency requirements, engineers must have background data that are accurate and representative of present and future plant operation. Operating and plant engineering departments often have available much information, including plant water quantitative and qualitative requirements, both present and future, that can be helpful in the preparation of designs of pollution control systems.

In recent years there has been an increasing effort to attract students into engineering. Obviously, the effort is necessary because young people find the image of the engineer unattractive. Some of the things they find unattractive are real, some are not, and part of the problem is too little knowledge of the field. First, I would like to comment on some of the ideas which appear to be justified. Engineering is a difficult course of study. True, and nothing can or should be done to change this. The education is continually being improved, but it is unlikely to be made easier.

The computer-aided simulation model re¬ported here is an extension of the one developed by the author while at The Pennsylvania State University. The present model, however, includes consideration of the deformability and secondary fracturing of the porous system. The modifications enable simulation of multiphase shallow unsaturated-saturated and/or artesian ground water systems in dynamic mining environments. The model has been validated, verified, and evaluated on a number of field case studies and the results have been excellent.

As far as known to the writer, no discovery has heretofore been made in the United States of deposits of beauxite, or the hydrated oxide of alumina. The deposit which forms the subject of this note was discovered in Floyd County, Georgia. Numerous "float" specimens, covering an area of about half an acre, indicate the location of the main deposit, which has thus far been opened to an inconsiderable extent only. The excavations show the beauxite to exist apparently as large masses in clay. The formation is Lower Silurian, as determined by the Geological Survey of Georgia. The surface in the immediate vicinity is covered with numerous angular fragments of chert, which is a characteristic rock throughout this formation in Georgia. An examination of the mineral shows it to have the oolitic structure common to several beauxites. It. varies in color from a light salmon to dark red, depending upon its contents of iron oxide. The light-colored specimens are comparatively soft, while the dark mineral is much harder, spots in the latter being

The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

Pearson (British Iron and Steel Research Association, London, England)—Dr. Wagner has referred to the work of Richardson and Dancy and Gellner and Richardson on the reduction at 900 °C of wiistite films on iron. NELSON,*Worcester, Mass.-In reply to the question "Is there any final information in regard to the relation between the temperature or the rate of cooling of a piece of heat-treated steel from the drawing temperature, and the so-called notch toughness?" I might say that we have conducted a large series of tests in the study of impacts on chrome-nickel and carbon steels and have gone into the subject of quenching from drawing temperature quite thoroughly but have found that one cannot lay down any definite rule or law with respect to the effect of quenching from the drawing heat. We conducted experiments on the effect of cooling by quenching in water, cooling in air, and burying the coupon in lime. Steels that have practically no impact value when air cooled may show very marked results when they are quenched in water, depending on the temperature at which the drawing is done.

Coal reserve estimates are prepared using a simple equation: the product of area, bed thickness, density and recovery factors. Each of these elements involves a degree of risk based on certain assumptions. Reserve area, thickness and density rely on certain physical data whose accuracy, reliability and sufficiency may be problematical. Estimates of recovery factors for mining and coal preparation are often subjective. Most reserve estimates assume, sometimes incorrectly, that the subject reserves will be completely extracted. The principle that certain coal resources are reserves, if they can be considered economically recoverable at the time of determination, needs to be reexamined in the light of recent market cycles. Reserve estimating requires the exercise of judgments, the validity of which reflect the qualifications, experience and objectivity of the estimator.

Wrought iron and steel have been prepared from limonite, hematite, and magnetite ores by gaseous reduction, compacting and squeezing the resulting product at high temperature and finally melting the wrought iron so formed. The structure, analyses, mechanical and magnetic properties of the products are given. It is found that the structure of iron ores is best studied by subjecting them to gaseous reduction and using metallographic technique on the resulting sponge iron. In this way the cell structure of iron ore is clearly shown. The wrought iron made by heating compacted sponge iron to 1450" C., and forging, shows a cell structure inherited from the ore. This cell structure is further preserved in melting and casting the wrought iron. The probable relation of the properties of the materials to this inherited cell structure is discussed.

(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1,2 Aside from an article by Churchill, Rowley, and Martin in 1948,3 little has been published on the subject of fluorine in coal except by foreign investigators.

(written discussion??.-It has been our experience, especially in cupro-nickel, that manganese has been very beneficial, not only, as stated by Mr. Braid, in removing sulfur, but also for its property of reducing oxides, thus making the metal more fluid, and enabling it to be poured at a lower temperature; this, in turn, prevents softening of the graphite pots and the absorption of carbon. It also acts very effectively in keeping the carbon in solution in the cupro-nickel, in the combined form. However, in the case of cupro-nickel, to obtain all these benefits it has been found necessary to keep the manganese content as near 0.25 per cent. as possible. Manganese also is very effective in diminishing the amount of blisters in cupro-nickel. So far as I am aware, both from personal experience and from the experience of others who have been engaged in the manufacture of nickel-silver and cupro-nickel, manganese used either in the form of pure metal or as manganese-copper alloy (30 Mn, 70 Cu) gives better results than any other flux. While this may seem a strong statement, manganese is the natural flux for nickel-silver and cupro-nickel.

A new departure of unusual importance in Institute annals was in-augurated by the trip of President Philip N. Moore to the Local Sections at Nevada, Southern California, San Francisco, Seattle, Spokane, Montana, Utah, and Colorado. Everywhere the visit of the President was the occasion of an enthusiastic and successful meeting, which is reflected in the account, published under the different Sections in this and other Bulletins. The President also joined the members of the Columbia Section in their visit to Nelson, British Columbia, at the International Mining Convention, which was attended by mining engineers of Canada and the United States. The President of the Canadian Mining Institute, as well as the officers and members of the Western Section also attended this convention. For full particulars we recommend to our readers the ac- count of this very interesting meeting, which is given on another page of this. Bulletin. It is believed that this is the first meeting between the mining engineers of America and any other country since America joined the Allies. The Secretary of the Institute accompanied the President at the first four meetings and was expecting to attend the others also, but was called home by a death in his family.

The solid inclusion cell for absolute in situ stress measurement has been found to give reliable results in coal. The cell is described briefly, along with the methods of installing, overcoring and taking readings in underground coal mines. The validity of the cell performance is demonstrated by reference to the stress-relief curves obtained during overcoring and a three-dimensional B.I.E.M. analysis of the installation to test for stress anomalies deriving from the geometry of the overcoring groove-borehole-cell arrangement. Case studies of two stress measurement projects using the cell are presented for coal mines in New South Wales, Australia.

AN electronic data-processing system is described which permits rapid, accurate, low-cost processing of strain-dependent damping data utilizing equipment normally available within the service facilities of most large laboratories. On analyzing the record of a stress-dependent damping test, the operator usually measures the double amplitudes at several points on the decay curve. The logarithmic decrement is then calculated for decay between consecutive amplitudes. These values of 6 are plotted against the corresponding maximum surface shear stress, T, which is proportional to the average of the two amplitudes between which is calculated: where d is the specimen diameter. The period of the vibration is not necessarily constant during decay; thus, each cycle must be counted. A decay curve may extend to, perhaps, 1000 cycles, and at least two curves are always obtained for each specimen or set of conditions. It can, therefore, be seen that manual analysis of decay curves is both tedious and costly in terms of man-hours.
