PROGRESS in health and safety in the mining field has been greatly affected by war conditions. Some of the instruments commonly used in ventilation and dust prevention work have been practically unobtainable. Much equipment, such as fans, has been purchasable only when it was possible to make positive statements to the effect that it was absolutely necessary for the production of definite quantities of materials essential to the war. Even then, long delays were usually experienced in obtaining such equipment from the manufacturers. These circumstances have, of course, not been conducive to the development of new and better methods, though attention has been directed by governmental agencies towards the recognition of existing hazards to which little attention had previously been paid.

IN these days the headlines and spotlight have been focused largely upon the new processes developed and new plants erected to meet the multiplied demands for mineral products required for prosecution of the war. By comparison, the less spectacular achievements of the miner, who is meeting the demand for raw material without which these processes and plants would be useless, have received little attention. Attendance at the mining meetings here reported was small, averaging about 35 to 40, but interest was as keen as ever, and evidenced to your reporter that the miner is no less on the job than is the metallurgist. It is evident that the mine operators are not neglecting any improved methods and practices in their struggle to produce more in the face of diminishing labor supply.

LAST October, Mr. R. V. Norris and Mr. Matthew C. Fleming were appointed to represent the Institute at the Second National Industrial Tax Conference, which was held in New York City on Oct. 22 and 23. After reading the report submitted by the Committee, Mr. Norris and Mr. Fleming addressed the following to the Tax Committee of the National Industrial Conference Board: The tentative report of the Tax Committee of the National Industrial Conference Board was received too late to make it possible to lay it before the Board of the Institute, and the undersigned themselves have not had sufficient time to digest its interesting contents and recommendations carefully. So that we desire to make it clear that the comments we make on the report are the expression of our personal opinion only. In the first place, we feel that the Committee which drew this tentative report is entitled to the commendation and thanks of the country for what has been manifestly a work of tremendous labor and for the able and conservative report which they have presented. WHAT are the opportunities for the services of engineers in the coal mines? The best answer perhaps can be made by detailing the present lines of development in the bituminous coal mining regions. They are just at the beginning of a period that can be conservatively termed revolutionary. A few glimpses of new possibilities in economic mining that will reduce the cost of bituminous coal at the mines by at least one half have convinced almost everyone that a change must shortly come about. The cost of housing has become such a burden, especially in mountainous regions, that development which demands the hiring of more men and constructing more houses would not be profitable. The introduction of mechanical aids to mining, transportation and dumping suggests a way of obtaining a large tonnage with the same or a smaller number of men with no further house construction. At the same time the restriction of immigration has made it increasingly difficult to obtain men inured to hard labor. Modern civilization is not productive of muscular energy and at the same time it provides men who are not indisposed to the use of the mental effort required to direct the physical forces now available for the replacement of such energy.

This information has been made available to the AIME and is published here in abstract form with the kind permission of the SEG. The data is based or1 244 responses (51%) to the questionnaires circulated among 475 worldwide organizations engaged in mining geophysical operations and or research. It is believed that the data is a realistic appraisal of actual world geophysical activity.

CLEANING fine coal in jigs is not new in Europe, where the feldspar jig is being used almost exclusively for this purpose. A feldspar jig operates with an artificial bed made up generally of feldspar or other hard rock material. Dimensions and specific gravity of this material must be of suitable values for good bedding qualities. For good efficiency, the size should range between 1x2 in. and 2x2x1/2 in. thick.

"Comparison of Secondary Fe-Mn Oxides in Fracture Coating and Heavy-Mineral Concentrates as Sampling Media, Silver City Mining Region, New Mexico," a technical paper, appeared in the Aug. 1983 issue of the magazine. In Table 1, page 1182, the correct sequence of the first five metals in column 1 (Elements) should read: Zn, Pb, Cu, Fe, and Mn under "Central District" and Zn, Fe, Pb, Cu, and Mn under "Pinos Altos District." The published table shows the sequences transposed under the opposite districts. All other columns and sequences read correctly.

Approximate figures for petroleum production in Argentina for 1929 show an increase of only about 300,000 bbl. over production for 1928. This increase is due to greater yield in the Plaza Huincul and in the Salta regions. Table 1 shows the distribution of production in the various fields of the whole country, using estimates for the later months of the year. The outlook for production remains about the same as in 1928. It is believed that in northern Argentina there are regions that contain oil, but they are yet unexplored. Notable traces of oil at depths between 1280 and 1390 m. have appeared in a 1500-m. boring in Comodoro Rivadavia, but their importance is unknown.

Secretary of the Interior, Franklin K. Lane, has appointed a commission of five mining and metallurgical experts from the Bureau of Mines and the Geological Survey to visit Europe to observe and study reconstruction methods in the devastated regions of France and Belgium. The chairman of the commission is Dr. Frederick G. Cottrell, chief metallurgist of the Bureau of Mines. The other members are: George S. Rice, the chief mining engineer of the same bureau; Frank H. Probert, consulting engineer of the bureau, and. professor of mining in the University of California; F. J. Cameron, consulting chemist of the bureau and expert on potash matters; and Hoyt S. Gale, of the Geological Survey, another expert on potash.

Anticipating the increasing importance of establishing working conditions on a scientific basis, the Department of Labor created the Working Conditions Service. This service is distinct from that performed by the Mediation and Conciliation branch, which deals with working conditions and industrial relations as controversial issues between employers and employees. The work of the Service is conducted through three coordinated divisions; Division of Industrial Hygiene and Medicine, Division of Labor Administration, and Division of Safety Engineering. The Division of Industrial Hygiene and Medicine will develop standards of sanitation and medical practice in industries. The personnel of this Division is detailed from the United States Public Health Service. The Division of Labor Administration will advise employers as to employment systems and labor management policies, and assist in putting into operation standard policies.
