Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5' to vertical, and in the same mine the dip of the coal may vary from 30' to 50 . In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous coking coal, the following being typical analyses: Very little of the coal contains as much as 0.75 per cent. sulfur. The brown lignites occur mostly in Lewis and Thurston Counties, and as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea. The coking coal is used for making coke, and for locomotive and other boiler fuel. It yields a strong metallurgical coke, quite high in ash, though seldom exceeding 18 per cent. ash. (written 'discussion *).-Prof. Young's paper shows another application of electricity in solving problems in coal mining, and suggests that it may be possible to utilize the data he has collected in developing an electric firedamp detector. If electric lamps are to be adopted in gassy coal mines, the use of an electric firedamp detector becomes almost imperative, for safety lamps and electric lamps in the same mine are not always conducive to safety, and Liveings electric firedamp detector, is too cumbersome to meet with general approval. Three well understood facts are verified in a new way by Prof. Young's experiments: - 1. The temperature at which methane ignites. 2. The more inflammable gas present in an atmosphere, the hotter will be the flame, and the longer the cap in a safety lamp. 3. As the temperature at the source of ignition varies, the length of the gas-cap flame varies. Prof. H. B. Dixon collaborating with Mr. H. F. Coward, some years ago, made experiments on the ignition of various gases to find the tem-perature of their kindling points.1 From the results of their experiments, the writer has culled the ignition temperatures of some hydrocarbon gases, and has tabulated them with other data, in Table 1.

IT is generally realized that in cyaniding the precipitation efficiency of zinc dust is due to the fine division or extended surface of its metallic particles; but frequently it is thought that the presence of other, metals, say 2-3 per cent. lead, is advantageous,. causing more complete precipitation. The results of testing about fifty brands of commercial zinc .dust have led to the conclusion that there is a distinct relation of precipitation efficiency to fineness and that the effect generally can be estimated by examining the size of metallic particles. The presence of lead was not found to be of any importance. SPECIFICATIONS Generally the term "97 percent. to pass a 350-mesh screen, 95-97 per cent. uncombined metallic zinc" is used by the leading European exporters. Among the many methods of determination of metallic zinc, I have found the iodine test (iodine in potassium iodide) very satisfactory and rapid. AS A whole, engineering schools have not awakened A to the fact that the workmen compensation laws passed in most of our states between 1914 and 1917 effected a quiet but none the less real revolution in. the relations between labor and management; no longer are industrial accidents unfortunate or careless happenings over which we feel a humanitarian interest and sorrow, they are a cost of the process and the finished product, as vital as improved design and increased efficiency. Last year the writer and others made a committee report to. the American Institute of Mining and Metallurgical Engineers on the cost of accidents in the coal industry of Pennsylvania. Comparatively the accident record in Pennsylvania coal industry is not high, yet the direct compensation cost plus the interference with operation cost of accidents was over 5 per cent. of the total cost of producing the coal. This stands out more vividly -if you realize that about 70 per cent. of the' cost of producing the coal is for payment of labor, wages that are fixed and over which engineering efficiency and management skill have little or no direct effect. This leaves 30 per cent. of the cost chargeable .to hoisting, haulage, overhead 'and other items subject to engineering control. One sixth of this is due to cost of accidents. Surely a direct place 'for an engineering attack.

AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades : I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. It is a fact which many of you can certify to, that we are wasting fully one-ha f of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop-moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one-quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. This paper is discussed not because of its intrinsic value but because it has been related by its authors to the oilwell gun perforators. It is well known that conditions almost ever present in oilwell perforations are the overburden and the presence of the casing. Because of the lack of information in the paper on the dimensions or confinement of the target rocks, one is led to guess that they were not confined at all and, particularly, that no steel front plates were used on the impact face of the rocks to materialize the presence of the cemented casing. This situation, plus the fact that small steel balls have been used as projectiles instead of actual bullets, makes the whole thing unapplicable to oilwell perforation. When shooting is performed against target rocks confined (as shown on Fig. 1) in such a way as to give a fair image of the overburden applied to the formation to be perforated, as well as of the cemented casing, the following are found. 1. There is no cratering worthy of mention, even with bullets having 10 times higher impact energy per unit projected area than the steel balls mentioned in the article. This has been confirmed with sandstone as well as with other rocks (granite, limestone and chalk). See Figs. 2 and 3. 2. Penetrations vary closely as the logarithm of the impact velocity. On this matter I have established the relation

WHOEVER has occasion to judge tin in its whiteness from the testimony of his eyes alone would surely believe it to be purest silver, or something that comes very near to it in nature. This is even more so when, on handling, it is found to be harder than lead, to which it can be said to have a greater and closer resemblance. But whoever has actual experience with tin knows that none of the other metals is less similar to it than silver. For silver mixes with every metal, as does gold; and they unite together, and the others do likewise; and except for their color they change their natures but little. But this metal tin, wherever it is found, acts like a powerful poison which envenoms and corrupts the others; and it does this not only with large quantities but also with every small amount; indeed just the trace remaining where it has been melted is enough to embrittle silver and gold as well as iron and copper. The greater the quantity of it in these, the greater are its effects. Speculators of natural causes say that this fact arises from its great wateriness, which is very subtle and poorly decocted and almost like that of quicksilver. This wateriness, then, by means of its subtlety which joins itself with metals, imposes itself into that unctuous and viscous material which renders them flexible, and thus deprives them of their toughness

ROBERT VAN ARSDALE NORRIS, who died at his home at Wilkes-Barre, Pa., on April 20, 1928, was born at Newark, N. J., on May 2, 1864, of parents who were direct descendants of such sterling New Eng-landers as Governor William Bradford, John Alden and Timothy Dwight. He went to the Collegiate School in New York and then to the Colum-bia School of Mines where he graduated with the class of 1885, having among class-mates A. S. Dwight, E. N. En-gelhardt, H. L. Hollis, G. B. Lee, Richard Moldenke, Wil-bur Sanders, Joseph Struth-ers, E. A. Wiltsee, and I. H. Woolson. His marked ability even among so many men of unusual ability caused him to be chosen as assistant to Pro- fessor Munroe in the summer school of mining and survey-ing immediately after gradua-tion, and he shortly after was also inspector of dredging operations on the Maurice River improvement work, Millville, N. J. The follow- ing year he worked in the chemical laboratory of Herman Behr in Brooklyn, and toward the end of 1886 he joined the staff of the Pennsylvania R. R. Coal Co. and the Susquehanna Coal Co. as assistant engineer. Six years later he was made principal assistant en- gineer and in 1900 he was made chief engineer of these companies. In 1904, he withdrew from them and estab- lished an office as a consulting engineer at Wilkes- Barre, later taking his son, Robert V., Jr., into partner- ship with him. They acted as consulting engineers for the coal department of the Delaware, Lackawanna & Western R. R. Co., the Lehigh Valley Coal Co., Coke Bros. & Go., Inc., the coal department of the Pennsyl- vania R. R. Co., the Wilkes-Barre & Hazelton R. R. Co., the Sterling Salt Co., and others, specializing in ex- amination and appraisal of coal properties, and also matters of Federal taxation.

THE methods of mining talc are simple, and in western North Carolina are almost entirely by open cut and quarry. The larger part of the talc of this section lies in various-sized "veins" inclosed in quartzitic walls, the majority of which have by folding been thrown into a perpendicular position, or nearly so, and the exposed edges of which have been covered by debris from erosion of the mountain above. This covering of loose rocks and earth is from 5 to 25 ft. thick, and in most cases has to be removed because it is difficult to support. Sometimes the covering is heavy enough to "catch" and timber successfully, and in this case the talc can be worked out by the usual method of following the "vein," using stulls for holding up the walls until the vein is worked out, and then allowing the cut or drift to fall in. In some cases it proves more convenient to sink shafts and run drifts, following the talc "veins" until exhausted. The talc deposits of this section are badly broken and faulted both laterally and perpendicularly, and in some cases are found many feet below the level of drainage, necessitating pumping at considerable expense. . My own experience in mining talc has been that the chief point is to get a reliable "vein," and that then the mining is not as difficult, or any more so at least, than that of any common ore. If the. "veins" are pure talc it is simple; if the talc is admixed with foreign matter, such as tremolite in excess, or stains of iron or manganese, as is often the case, one had better abandon the deposit.

We the undersigned, being all persons of full age and citizens of the United States and a majority residents of the State of New York, desiring to form a corporation pursuant to the provisions of the Membership Corporations Law for the purpose of incorporating, as provided in Section 5 of Article I. of said law, the existing unincorporated association known as American Institute of Mining and Metallurgical Engineers, Incorporated, do hereby make, acknowledge and file this Certificate for that purpose, and do Certify as follows: I. That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences, connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained. II. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 29th day of December, 1904. III. That on said last-mentioned date a regularly called meeting of said association was held at its office in the Borough of Manhattan, City of New York; that thirty days before such meeting notice of the intention to incorporate said association was given by mail to each member thereof whose residence or post-office address is known; that at said meeting the following resolutions were offered, seconded and duly adopted by the unanimous vote of all its members then present, to wit: "Resolved, That it is the sense of the members and associates of the American Institute of Mining Engineers in general meeting assembled that it is desirable and necessary for the well being of said association and its members and for the furtherance of the objects for which the same has been formed, that said association incorporate under the Membership Corporations Law of the State of New York; "And Further Resolved, That the Members of the Council of this Association, or a majority thereof, be and they hereby are authorized, in accordance with the provisions of Section 5 of Article I. of the Membership Corporations Law, to incorporate this association for the same purposes for which it has been organized and conducted, in the manner provided in Article II. of said law;, "And Further Resolved, That the name of said corporation as hereby adopted by this meeting shall be American Institute of Mining Engineers; "And Further Resolved, That the said incorporators shall be named in the Certifi¬cate of Incorporation as directors of such corporation until its first annual meeting,

Introduction Of the techniques reported for cyanide removal from effluents, alkaline chlorination is the most common (Fisher and Wasser, 1969; Reidt, 1969). Shortcomings with this technique are the high reagent costs, chlorine contamination, and potential formation of cyanogen chloride. Chemical oxidation methods are also not suitable to remove cyanide from effluents containing sulphides in suspension, such as flotation tailings. An inexpensive method for removing cyanide, combined cyanide and related species from waste waters has been developed in Inco laboratories. The method is based on the use of sulfur dioxide (or a sulfite), lime, and air as the reagents. The decomposition reactions of cyanide, combined cyanide, and related species are catalyzed by copper in solution. Complete removal of cyanide species, most of which are oxidized to cyanate, is obtained by treating copper containing cyanide effluents with sulfur dioxide-air mistures while maintaining the pH between 6 and 10 with addition of lime. The new approach can also be applied to selective destruction of cyanide and combined cyanide in effluents containing sulphides in suspension, such as pyrrhotite. Again, a sufficient amount of dissolved copper must be present or added. Metals and precious metals present in the effluents are recovered as hydroxides by adjusting the pH of the treated effluents to about 9-10. Using the new method, the anionic species are removed in the following order: Free CN- > Complex CN- > Thiocyanate The above removal sequence is unusual as oxidants such as chlorine and ozone oxidize thiocyanate preferentially over the combined cyanide.

In this paper it is shown that the vertical component of the earth's magnetic field for the area of the United States can be very closely approximated by assuming it to be the sum of the vertical components of two magnetic fields. The first of these is the field of the centered dipole described by J. Bartels,l the axis of this dipole intersecting the earth's surface at two antipodal points, the one in the Northern Hemisphere being at latitude 78.5°N. and longitude 69°W., and the dipole having such strength that the vertical component of its field at its axis pole is 0.63 oersted. The second field is that due to a second dipole situated halfway between the center of the earth and a point on the earth's surface at latitude 38.5°N., longitude 91.5°W., the axis of this dipole being along this radius, the south pole being toward the surface, and the dipole being of such strength that its field at the point on the surface mentioned above is 0.069 oersted. Using the field computed on this basis, tables of latitude and longitude correction factors were computed and are included in the paper. It is also shown that the secular variation in the earth's magnetic field may be roughly accounted for by assuming it to be due to motion of the second dipole described above. Although there is an error in the equation used for computing the strength of the field due to the second dipole, the distribution of the field computed is very nearly that of the assumed arrangement of dipoles. Subsequent work by the author reveals that minor changes can be made in the location of the second dipole, which will make the computed field fit the observed field even more closely. It has also been found2 that the vertical component of the field may be represented equally well by a purely empiric relationship.

Under the act providing for the taking of the Tenth Census, the superintendent was authorized to appoint experts to inquire into special industries; accordingly Professor Charles S. Sargent was appointed to gather statistics in relation to the forest industries. As chief of the Department of Forestry of the Tenth Census he has been busily engaged in this work since the fall of 1879. Soon after his appointment he became convinced that it would be desirable to make an examination of the fuel-value of the various woods of the United States, and this work was placed in my hands. At the same time I made the suggestion that while we had the opportunity, it would be well to test also the strength of these woods. The suggestion was adopted and Professor Sargent at once set his agents to work in various parts of the country to collect specimens of all the trees growing in their localities, employing as a rule botanists who were familiar with the flora of the region in which they were at work. The result of this work was the collection of over thirteen hundred specimens of wood, comprising over four hundred species and varieties, nearly one hundred of which had not before been described as trees existing in the United States.

A RETURN to nonwar conditions characterized the year 1946. The acquisition and forced use, under Government auspices, of low-grade and uneconomic ores, both foreign and domestic, ceased in 1945, but there was some carry-over into the early months of 1946. The world shipping situation delayed the procurement of some foreign ores, but conditions were improving by the end of the year. No actual shortage of any important alloy was experienced, hence the industry was able to make prompt shipment of orders placed. Price levels of ferroalloys, which had remained virtually constant through the war years, were forced upward, with increases on specific products as conditions necessitated. Standard ferroman-ganese and low-carbon ferrochrome were notable exceptions in that their price did not change. No new ferroalloy smelting plants were constructed. The Defense Plant Corp.. sold the works at Ashtabula, Ohio, to the Electro Metallurgical Co. A new type of ferroalloy furnace was described at the Birmingham meeting of the Electrochemical Society.
