The purpose of this writing is to make available additional data, not previously published, on the extraction of silica from certain iron ores of Wisconsin and Minnesota and to discuss a possible method of processing. Results of investigations on the extraction of silica from low grade iron ores have been previously presented and discussed in detail in AIME Transactions.1,2 All of the ores investigated are essentially nonmagnetic and consist mainly of hematite, goethite and quartz. Much of the quartz is microcrystalline, particularly in the taconites. The ore from the Cuyuna range contains in addition manganese oxides. The Peruvian production increased over 3 million barrels from 1933 to 1934—from approximately 13¼ million barrels to over 16¼ million barrels—bringing the cumulative production of the country up to 171 million barrels. Most of this production, as well as most of the increase in 1934, came from La Brea-Parinas Estate, the property of the International Petroleum Co., Limited. In 1932 Peru stood eleventh among the oil-producing countries of the world, but in 1933 her production exceeded that of Trinidad, Argentine and Colombia, which placed her in eighth position. In 1934 Peru's production was exceeded by that of Colombia by about one million barrels, and by that of the Argentine by about 1½ million barrels, thus placing her in tenth position. After several years of relative inactivity in drilling and exploration there was a noticeable increase during 1934 in both of these lines of activity. Oil Fields La Brea-Parinas Estate.—Production on the La Brea-Parinas Estate. reached a significant total of 85,080 bbl. as early as 1891. It increased to over one million barrels in 1912, and to over 10 million barrels in 1929, and in 1934 it reached an all-time high of over 14 million barrels. The total production from 1890 to 1934 was 133,784,609 barrels. Practically all the drilling on the property has been done with cable tools, but during 1934 three strings of rotary tools were introduced. One was a heavy outfit for drilling a deep test and the other two were lighter outfits for deepening wells in the newer section of the field, where the gas pressure was too high to permit safe drilling with standard tools. During 1934 a total of 28,127 ft. was drilled, 66 wells were deepened, and 6 new wells were completed. At the end of the year 2844 wells had been drilled on the Estate, of which 1814 were still productive. The remaining 1030 wells represent abandoned producers or dry holes. The total area that has been productive up to the present time is estimated at 13,369 acres. An interesting article on the various phases of operations of the International Petroleum Co. was written by Arthur Iddings and published in The Oil and Gas Journal (Dec. 27, 1934).

About 1300 members and guests attended the Seventh Annual Mid-winter Convention of the American Institute of Electrical Engineers, which was held in the Engineering Societies' Building, New York, on Feb. 19 to 21. The opening session was a joint session with the American Institute of Mining Engineers, when welding was discussed. The various phases of standardization in engineering work were discussed by President Comfort A. Adams at the Thursday morning session. Thursday afternoon was spent in visiting. Some of the guests visited the Brooklyn Navy Yards, where they inspected the power plant, shops, dry, docks, etc. ; others visited the Bell System Laboratories of the Western Electric Co. The Institute maintains for the use of members (and especially for the use of out-of-town members) a reading and writing room, where all usual office facilities are available, including telephone, telegraph, receipt, forwarding and care of mail and express packages, etc. A file of current magazines is also maintained in this room, and the Institute's staff will lend its best efforts to serving the members in connection therewith. The Institute also maintains for the use of its members free dressing rooms, library research department, etc. Attention is called to these facilities at the present time in the belief. that they may be especially useful to out-of-town members in connection with the Meeting.

The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

One of our members, in Colombia, has written the following interesting account of his experience in trying to remit his dues to the Institute. "Last year I was away at the end of the year and on my return I was unable to obtain a draft in Honda until April, I believe. To avoid delay this year I remitted cash, early in January, to a friend in Bogota who I imagined could sell or procure for me various small drafts to cover my annual subscriptions. After many weeks' delay, I was informed that he could not get them for me and was remitting the cash to Honda where they were obtainable. After another long delay, I was informed that no one in Honda would sell drafts or checks for small amounts. Eventually I found a friend who was willing to oblige me in the matter and at once forwarded the amount."

A. G. WORTHING, Nela Park, Cleveland, Ohio (communication to the Secretary*).-The paper by Mr. Jeffries is very interesting. He is to be commended for his pioneer work in the study of equilibrium systems at the very high temperatures which one obtains with tungsten and molybdenum. There is one statement, however, to which I must take exception. On page 1227, a statement is made which would seem to indicate that the Nela Research Laboratory joined Dr. Langmuir in the recommendation of 3,300°C. as the most probable melting point of tungsten. This is not the case. In. the paper referred to by Mr. Jeffries, I have given 3,630°K. or 3,357°C. as the melting-point temperature for tungsten. Confirming observations by other workers in our laboratory justify the belief that this latter value is correct to within a small part of the discrepancy between the two values quoted.

Graphs representing the standard free-energy of formation as a function of temperature for 21 fluorides are presented, along with estimated values for the standard free-energy of formation of 20 atedadditional fluorides. A few of the many possible uses of these data in metallurgical calculations are discussed, including the fluorination of oxides, sulphides, metallurgicaland chlorides, and the reduction of metal fluorides. RECENT papers which have presented free-energy data for oxides, sulphides, chlorides, carbonates, sulphates, and silicates in the form of free energy vs. temperature plots,1-5 have found important uses in teaching and metallurgical development work. This method of presentation of thermo-dynamic data serves to make available in readily usable form thermodynamic constants which are scattered throughout the literature, and to show by graphical means the stability relations which exist between the compounds of a given type. It is certainly desirable to have these free-energy-temperature diagrams for as many types of compounds as are of present or potential use in metallurgical processes. Thus, even though there are but few uses of metallic fluorides in extractive metallurgy today, the potential uses of fluorine processes are of great importance and serve as the principal justification of this paper. Recent developments in the production of fluoro-carbons have resulted in vastly improved methods for the production and handling of fluorine and corrosive fluorides, with consequent reduction in costs.".' The extractive metallurgist should no longer overlook possible fluorine processes when development of a new process for a relatively high unit-price metal is being considered. In a previous paperv he author outlined in some detail the importance and use of free-energy data in metallurgical calculations and also discussed the properties of a standard free-energy vs. temperature diagram. The same method of presentation is adopted in this paper, and the reader is referred to the earlier work for explanations of the use of free-energy data. Thermodynamic Data This paper presents standard free-energy vs. temperature diagrams, Figs. 1 and 2, for those fluorides for which the major thermodynamic constants are known. In the calculations of the standard free-energy of formation (AGO), values of the enthalpy of formation at 298°K (?Ho,) were taken from "Selected Values of Thermodynamic Constants"8 most of the values of standard entropy at 298°K (S°298) were taken from "Selected Values"," but in a few cases the values given by Kelley9 ere preferred; data for the Phase changes came from "selected Values" and several of Kellley's publics- tions;0-12 and most of the specific-heat data were taken from Kelley.l0 The appendix gives a detailed list of the sources of the data. As explained in an earlier paper,6 he accuracy of some of the standard free-energy relationships is not high. An error of +1 kcal at 1000°C is expected in most of the curves of Figs. 1 and 2. The error may be as high as +3 kcal in some of the curves. Rather than attempt to estimate the reliability of each curve, the source of the data used is reported in the appendix, and the reader may compare these data with newer values as they become available. Figs. 1 and 2 fail to show values for the fluorides of many important metals. In most cases this is because the entropy of the metallic fluoride is unknown. For preliminary calculations it is often useful to have available the best estimate of an unknown datum, rather than no information at all. With this in mind, Table I lists estimated standard free-energy values for a number of important metallic fluorides not included in Figs. 1 and 2. The values reported in Table I were, calculated by Brewer et al.13 and are based on estimated entropy values. The estimated uncertainty of the values for each fluoride were calculated from the uncertainty values given by Brewer1' for ?H°, and the entropy function.

J. B. Haffner, or "Barney" as he is known to his wide circle of friends, was born at Landskrona, Sweden, on Christmas Day, 1886. He attended grade and preparatory schools there and then went to the Royal Technical Institute at Stockholm from which he graduated as a mining engineer in 1910. During these school years he gained practical experience in his summer vacations by working in various mines in Sweden and other European countries. Upon graduation he set forth for the land of opportunity, the United States. Upon arrival in this country he found people everywhere talking about the fabulous gold fields in Alaska and thereupon set sail for Nome, to take part in placer gold mining operations. Returning to the States, Barney worked in Illinois coal mines for a time and then carried on some construction work in Oklahoma. In 1913 he accepted employment with the Ray Consolidated Copper Co. in Arizona and soon found himself in positions of responsibility in the operating and

There was no noteworthy development in the oil industry in Peru during 1933 and all activities were restricted to the producing fields. The output of the country increased above that of previous years but there still remained a substantial shut-in production at the close of the year. The total production during 1933 is estimated at 13,259,891 bbl., of which the International Petroleum Co., Ltd. contributed 11,205,-362 bbl. A relatively small amount of new drilling was undertaken during the year. The International completed only one new well although a number of the old producers were reworked and deepened. Comments on Tables There are four oil districts in Peru, as shown in Table 1, although only three of these are now being operated. The exhausted Pirin field was abandoned eight years ago. La Brea-Parinus.—The La Brett-Parinas fields are on the property of the International Petruleum Co., Ltd. in the westernmost part of Peru. These fields include a number of producing districts that are defined by complex fault blocks associated with anticlinal folds. Data covering all the items listed in the table are not available on these fields but can perhaps be supplied in part in the future. Lobitos and Restin.—These two fields belong to the Lobitos Oilfields Limited and are near the coast, 10 to 20 miles north of the La Brea-Parinas fields. According to the Department of Mines and Petroleum of Peru, 311 wells at Lobitos and 197 at Restin had been drilled to the end of 1927. Since that date there has been enough drilling to increase moderately these figures. The depth of wells is not available but it is believed that their average depth is slightly greater than in the La Brea-Parinas area. The productive horizons are of Eocene age. zorritos.—The Zorritos field is the northernmost in Peru and is operated by the Establecimiento Industrial de Petroleo de Zorritos. The field is on the coast about 70 miles north of Lobitos. The number of wells drilled in this field to the end of 1927 was 343, according to the Department of Mines and Petroleum of Peru. IN mining in Malaya has been a courageous ad- venture in private enterprise, attended by all the hazards of prospecting in unexplored areas of tropical jungles-jungles that still cover four-fifths of the country. To assess the contribution of an industry to a country's revenue, it is necessary to consider not only duties levied on the products, but also the revenue from all businesses and individuals directly and indirectly deriving income from the industry. Exact figures are not obtainable, but from 1850 until shortly before the first World War, tin mining in Malaya was a dominant factor in the Federation's development. Even at the turn of the century, tin export duty alone represented 45 pct of total Government revenue, while in the 40-year period up to the end of 1937, tin ore duties collected by the Federated Malay States Government amounted to 383,- 81 0,284 Malayan dollars,* approximately one-fifth of the total revenue for the same period.

MY thanks are due to Mr. Frank Firmstone, Easton, Pa., who has called my attention to the statement in my papers that " Barite, fluorite and quartz, though not observed in the Tennessee area," . . . as possibly misleading to the reader, if construed to mean that such a discovery had never been made. Mr. Firmstone is correct in assuming that this statement referred only to the study of the worked areas of the metallic ores, especially zinc, made in the course of the survey upon which my paper was based. The occurrence of barite and fluorite with lead-ores in Tennessee was reported by Prof. Safford,2 in 1869, and by Safford and Killebrew,3 in 1887, with the further statement that about 1,000,000 lb. of barite were annually mined in Greene, Washington and Jefferson counties, Tenn., and that considerable deposits occur also in McMinn, Smith and other counties. It is also noted that the barite ".usually occurs in veins, associated with galena." The present worked areas of barite are, however, distinct barite propositions, without workable quantities of either lead or zinc, so far as mining operations have gone, and the areas are more or less removed from the present areas of zinc-ores. Mr. Firmstone informs me also that, in 1892, he observed, in the magnesian limestone at Watauga Point, in Carter county, on the left bank of the Watauga river, a little below the mouth of Buffalo creek, small quantities of galena and some fluorite.

Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. The influence of deoxidation practice, prior thermal history, and aging time and temperature on the strain-aging behavior of low-carbon open-hearth steels was investigated. The criterion of aging employed was the increase in yield strength in the tensile test, after straining and aging. Composition, prior heat treatment, and aging conditions were all found to be important in governing the strain-aging characteristics of these steels. THAT deoxidation changes the strain-aging propensities of low-carbon steels has been known for a long time, but there has been little agreement, and even contradiction, between results obtained by different investigators and between results obtained in the laboratory and in the mill. This investigation was begun in the hope that some of the uncertainties connected with the strain aging of commercial steels could be eliminated. In considering this problem, it was necessary to define strain aging and to examine the methods used to measure this property. Strain aging can be defined as the changes in properties of a metal or alloy with time, after cold working. The rate at which these changes occur increases as the temperature is raised above atmospheric. The requisite plastic strain is the principal distinction between strain aging and quench aging, the latter being due to precipitation from supersaturated solid solution. Strain aging is also characterized by rapid attainment of maximum hardness at high aging temperatures and lack of softening (overaging) at low aging temperatures. Several possible criteria of strain aging have been listed by Sachsl and by Davenport and Bain.' Because changes in mechanical properties are the most easily measured and the most commonly used, consideration of methods to be used in this investigation was confined to three tests: tensile, notch-impact, and hardness. Hardness tests are the most economical and easiest to perform, but produce only one measure of strain aging. Also, as pointed out by Felmly, Hartbower, and Pellini,³ hardness changes due to aging are not pronounced for steels containing more than 0.15 pct C. Notch-impact tests require careful preparation of large numbers of specimens. Above and below the transition temperature the test lacks sensitivity; furthermore, it is extremely difficult to impart a uniform strain to the specimens, followed quickly by aging and final testing; machining must generally take place after straining. For these reasons, the tensile test was selected for use. Although this test requires a considerable expenditure of time, labor, and money in preparation of the specimens and performance of the test, more information can be gained than from any other single mechanical test, information which includes upper and lower yield points, yield-point elongation, tensile strength, strain-hardening exponent, reduction of area, and elongation. Low and Gensamer' and Schwartzbart and Low5 lso used the tensile test, taking the increase in flow stress after straining in tension and aging as a measure of strain aging. Today, the employment of the modern hammer drill, using hollow steel, with air or water to expel the cuttings from the drill hole, is the rule rather than the exception in practically all rock-drilling operations. There is considerable carelessness in the matter of keeping the hole in the drill steel properly opened. Plugged steels wholly or partially, prevent proper operation of the drill, whereby drilling speed is retarded, water tubes are bent or broken, and time is lost in tink-ering, or, as often happens, the drilling gang is idle while someone makes a trip to the shop after another drill steel or water tube. To relieve this condition, the Ingersoll-Rand Company has developed, as an auxiliary to the Leyner sharpener, a new device-the Leyner shank and bit punch.

The Pennsylvania-grade oil industry suffered a serious decline in 1938, which can be largely accounted for by the decrease in the use of lubricating oil. Production was considerably lower than in previous years and prices were very much lower. Operating profits undoubtedly were lower than the year 1933, for the average price of Bradford crude in 1938 was $1.898 as compared with $1.86 in 1933, and the difference in average price of $0.04 per barrel was more than offset by increased operating costs and taxes. Bradford Field Production in the Bradford field in the state of Pennsylvania averaged 36,759 bbl. per day in 1938 as compared with 41,300 bbl. in 1937. The decline in average daily production of 4541 bbl. can be attributed to low market price and pipe-line proration rather than to the actual physical capacity of the field. Pipe-line proration was in effect for the last eight months of the year and the daily average production per month fluctuated between a maximum of 41,852 bbl. per day in March 1938 and a minimum of 33,649 bbl. per day in November. Production figures for Bradford field have been corrected to include only the parts of the Bradford field that arc within the state of Pennsylvania, but the well-completion data for the Bradford field cannot be segregated and include those of the entire Bradford field, part of which is in Sew York state. Production from the Bradford field was obtained almost wholly by water-flooding and no radically new methods or practices occurred. Intensive research work was carried on both by individuals and companies and as a cpooperative enterprise, and minor improvements are gradually occurring in spacing, shooting, application of pressure and water conditions. Drilling Central and Southen Pennsylvania.—Pennsylvania production in central and southern Pennsylvania was obtained largely by air and gas repressuring together with the usual amount of natural production, and the repressuring operations in other than the Bradford field have not

EDUCATION is a business; and, if the consumer is satisfied with the product, no one has any grounds for complaint. "Pretty well satisfied" about slims up the attitude of the mining industry toward the young graduates presently entering the field. Yet, with amazing regularity the controversy over the five-year curriculum recurs in educational circles. The educational mills grind out their products, some higher grade than others, depending on individual proclivity. The cycle continues almost without interruption. Arthur Taggart, however, takes his bowie knife to some of the sturdiest limbs of the tree of knowledge in his article on engineering education on page 770 of this issue. As all who know him might suspect, the pruning is not restrained. With one swing of the knife, such practically-labeled courses as Mine Design are stricken from the tree and transplanted to the field of Graduate Education. Emphasis on the basic sciences and the study of man through courses in history, economics, and literature are recommended to constitute an undergraduate curriculum. Such courses show the least depreciation and therefore give the student the most for his money. Partial justification for this dramatic departure from tradition is explained by the increasing number of companies giving training courses. Why make the student pay for what he can get paid for learning after graduation, the author argues. Other leading educators espouse this doctrine. Dean S. C. Hollister of Cornell, for the Committee on Adequacy and Standards of Engineering Education, recommended to ECPD in 1951 that emphasis be placed on the basic sciences. "Sifting back through the curriculum, it seems clear that instruction in the basic sciences, if taught in a manner such that knowledge of them makes available working tools, contributes the most sustaining part of the curriculum", reported the committee. Note that he would utilize practical problems from the fields of engineering in teaching the sciences. In our opinion the important thing to learn in college is how to think the engineering approach. Recitation on traditional solutions of classic problems sharpens the memory, not the ingenuity of the student. The engineering schools of the nation recognize the advantage of great emphasis on fundamentals, and the inclusion of cultural courses in the curriculum. However, industry presently requires graduates to have a substantial knowledge of the tools of the trade upon graduation. This means that the colleges are forced to pare to the bone to encompass the required studies in the time allotted. In addition, there is the limitation of student money. College educators also claim that entering freshmen are often improperly prepared in such subjects as writing and mathematics. These considerations make it difficult for the critic of the engineering graduate to make any headway with the educators. Actually with the mounting problems imposed by lower grade and more complex ores, a new breed of engineers is needed. The impetus for this new product must come from industry. If there was a concerted effort from industry for an improved type of engineer, the colleges would modify their aims to meet the demand for the kind of individual desired.
