This article by Spokes and Mitchell de- serves high commendation. For many years mineral dressers have been at a loss to explain the variation in magnetic susceptibility of the same mineral species obtained from different localities. In fact, they do not even have a list of accurately measured data on the specific magnetic susceptibility of weakly magnetic minerals to consult. Experience as a university teacher has firmly convinced me that the average student has more difficulty in acquiring a satisfactory knowledge of magnetism than of any other branch of mineral dressing. This is almost entirely because the subject has been treated far too much from a strict practical standpoint and far too little from a fundamental one. It is no exaggeration to state that almost all the published theoretical discussions are based on the experimental results of manufactured chemicals and alloys, but not of naturally occurring minerals. In an attempt to remedy this state of affairs, the author of this article not only set up a new magnetic balance in the Department of Mineral Preparation of The Pennsylvania State University, but also performed work of fundamental value, thus pointing the way to further research. This is evidenced by the fact that an investigation of the magnetic susceptibilities of manganese minerals was recently completed by S. G. Watt under the direction of David R. Mitchell, now acting dean of the College of Mineral Industries of the Pennsylvania State University. D. J. Cook is studying the magnetic susceptibility of titanium minerals under my supervision. It is hoped that our research program can be continued for several years and that similar investigations will be Initiated at other universities and research institutions.

The Mahoning Valley coal region lies on the extreme northern outcrop of the Ohio coal-field, and all the mines, with one exception, are opened on the lower coal of the series, No. 1 of the Ohio Geological Survey. The coal ranges from an inch to five, six, and sometimes seven feet thickness, the workable height being between two and a half and six feet. There are two varieties of coal, known in market as "Briar Hill coal " and " Mineral Ridge coal;" both varieties are drawn from the same seam. The Briar Hill coal is generally called block coal, and is the kind so largely used in a raw state in smelting iron. It possesses a laminated structure, easily splitting into horizontal sheets, but is very difficult to break in the opposite direction. The faces of the layers are often covered with a soft, dead, carbonaceous material, like charcoal, and the whole seam throughout is marked by alternate layers of dead and bright-looking coal. In the act of combustion the coal neither swells nor changes form, the masses retaining their shapes until they fall to ashes in the furnace. The meeting of the Institute of Metals Division was held in Phila-delphia from Sept. 30 to Oct. 2, inclusive. On Monday evening preceding the meeting, a dinner was held at the Ritz-Carlton Hotel at which many of the former officers of the Division and of the present officers and execu-tive committee were present. The subject of a membership committee was discussed and a motion to appoint such a committee with powers to go over the membership list for the selection of divisional members and to institute plans for additional members was passed. Mr. H. E. Howe and Dr. Johnston of the National Research Council attended the meeting and presented their plans for an Alloys Research Association. Many opinions were voiced as to the practicability of such a scheme and Mr. Howe expressed himself in appreciation of the cooperative thought and efforts given him. On Tuesday morning the Institute of Metals Division joined sessions with the American Foundrymen's Association and listened to the opening addresses. In the afternoon a boat ride was taken on the Delaware River, visiting the plants of the Cramp Ship and Engine Building Co. and the shipyard of the Emergency Fleet Corpn. at Hog Island. The launching of the boat christened "Afoundria" at 5 p.m. was witnessed by members of the party. The opening technical session was held on Tuesday evening at the Ritz-Carlton Hotel at 8 o'clock. The next session was held at the Ritz-Carlton at 10 o'clock on Wednesday morning and the final session at the same time and place on Thursday morning. The sessions were well attended and the discussion was good. The highly technical nature of some of the papers on the program was of special note. Taken as a whole the meeting was one of the most successful ever held. The follow-ing papers were presented:

RECENTLY, there has been much activity in the field of nucleation of martensitic transformations.'- One of the problems in this field is the calculation of the rate of nucleation (number of plates nucleated per unit untransformed volume per unit time) in terms of observable parameters. Two such observable parameters are the fraction of the length of a straight line which corresponds to the portion of the total length of the line that lies in the martensitic phase and the number of plates intersected by this straight line per unit length of line. Because of the necessity of a valid answer to this problem, the following investigation was undertaken. Although this problem has been treated in the past, a derivation of the relation between the volume and linear fractions of martensite will be described to illustrate the method used in the succeeding analyses. It is assumed that the martensitic plates are in the form of a right circular cylinder having a small height relative to the radius of the base. The volume fraction of martensite is then: fr = lXNl,hjAl [1] where f, is the volume fraction of martensite, and Nij is the number of plates per unit total volume having the area Ai and the height hi. This excellent paper by Dr. Colombo parallels quite closely the bench and pilot work done by the Hanna Research Laboratory on the Mesabi oxidized taconites. Because of the vast reserves and future ore requirements the need to perfect the selective flocculation-flotation process becomes very necessary. The selective flocculation process is a very efficient method of desliming, leaving a fairly clean, upgraded product for flotation. However, one of the problems that we have encountered in this process was some very fine, -2 micron liberated goethite in the slimes that did not flocculate. The complete slime removal is not necessary. We remove slimes to the extent of about 5% of the iron units. However, on difficult treating ores we would remove more slimes. The reclaimed water from our pilot plant has a turbidity of about 1000-3000 ppm. We can obtain lower turbidity water but to do this would involve additional lime as a tailing flocculant and we would run the risk of flocculating the entire ground pulp in the selective flocculation process because of the increased Ca level in the water. We have about seven different geological ore types out of 17 recognizable ore types that are treatable. All of these ore types require different degrees of dispersion and grinding which is a problem. HAPPILY, a large group of the non-ferrous fraternity have long valued a personal association with the new Chairman of the Institute of Metals Division. Many others who will meet him, either officially or unofficially this year, will find themselves sharing the enthusiasm with which he has been welcomed to his new office. Albert A. Smith, Jr., was born at Butler, N. J., on Dec. 28, 1904, and moved to New Haven in time to initiate his preparation for Yale University on the home grounds. After receiving a B.S. degree cum laude in 1926, he stayed on for graduate work at the Hammond Laboratory under C. H. Mathewson, and was awarded an M.S. degree in 1928.

THE object of this paper is to bring to the attention of those members of the Institute who are interested in the subject, a method for the estimation of manganese, which has been frequently used in the laboratory of the Vulcan Steel Works during the last eight months, and which is deemed worthy of more general use. It is simply an adaptation of well-known processes, for the purpose of determining this element in pig iron and steel. In general, the method consists in precipitating the manganese as binoxide, dissolving in dilute sulphuric acid in the presence of an excess of a standardized solution of oxalic acid, and titrating the remainder of the oxalic acid left unoxidized with permanganate of potash. For this method, therefore,. two standardized solutions are needed, viz., a permanganate solution and an oxalic acid solution. The permanganate solution is made so that 1 c.c. is equivalent to 1 mgr. of iron. By using so weak a solution and keeping the bulk of the solution to be titrated down to 75 c.c. or a little less, the accuracy of the process is greatly increased, since the final reaction is almost if not quite as sharp as if a stronger solution were used. The oxalic acid' may be of almost any strength, but if made so that 1 c.c. requires 3 c.c. of the permanganate to oxidize it, it will auswer well. The process is then, as follows : from 1 to 2 grams of pig iron or steel are dissolved in 40 to 50 c.c. of concentrated nitric acid with the aid of heat. As soon as solution is effected, in the case of steel, add gradually and cautiously, the solution being kept boiling, sufficient pulverized chlorate of potash to precipitate the manganese as binoxide. Two grams will be a great abundance. In the me of pig iron, first remove the carbon and silica by filtering the solution through asbestos and washing with concentrated nitric acid. Filter the strong acid solution in which the binoxide has been precipitated, through asbestos with the aid. of the filter pump. When it has entirely passed through wash well with water. Blow the contents: of the funnel into the beaker in which the precipitation was made and rinse the funnel with a little water.

A. J. Goldak and J. Gordon Parr University of Alberta) —Margolin and Ence's paper reached us only a few days after we had submitted a paper on the structure of Ti2Cu to the AIME. Here, however, we only wish to point out an error in the paper (page 321): "Karlsson has reported the crystal structure of the first intermediate phase occurring in the Ti-rich portion of the Ti-Cu system to be face-centered tetragonal." Karlsson actually reported the structure of Ti3Cu (i.e., "the first intermediate phase") to be primitive tetragonal with four atoms per lattice point: Cu at 0, 0, 0; and Ti at 1/2, 1/2, 0; 0, 1/2, 1/2; and 1/2, 0, 1/2. Thus, Karlsson suggests a primitive lattice with an ordered arrangement of atoms located at corners and face-centers: Ence and Margolin suggest a random body-centered tetragonal structure—-with which our results agree. E. Ence and H. Margolin (azlt1zo.l-s' reply)— We do not agree that Karlsson has not reported the structure of Ti3Cu as face-centered tetragonal. The fact that Cu atoms are located at the corners and titanium at the face-centers does not indicate that the lattice is not face-centered. We are pleased that the discussers' results agree with our own.

WHEN the National Forests Were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claim in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the, ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment

EUGENE AUSTIN STEPHENSON, better and affectionately known as "Steve," has long been an active and enthusiastic member of the Petroleum Division of the Institute. As its Secretary-Treasurer for several years, he was the spark plug that so successfully carried the Division over the trying period of the early thirties. "Steve" was born at Franklin, Mich., July 27, 1883; graduated from Adrian College in 1905, and later received his Doctor's degree from the University of Chicago where he was an instructor for two years. From 1917 to 1925 he was chief geologist for the South Penn Oil Co. and from 1925 to 1930 he was associated with Ralph Davis, Inc., of Pittsburgh, consulting engineers. In 1930 the Missouri School of Mines called him to Rolla to head a department of petroleum and natural gas engineering. and in 1938 he was invited to build up a similar department at the University of Kansas.

It is no longer necessary to explain to an audience like this that there are stainless or non-corrosive steels. It is still necessary to repeat, and to keep on repeating, that no one of them is stainless or non-corrosive under any and all conditions. We do not make railroad axles, springs and rails from the same kinds of steel; nor are shafts, steering-arms, gears and cap-screws made from the same type analysis. By analogy with other fields of endeavor, therefore, it is logical to expect that all the myriad conditions of corrosion due to inorganic and organic acids and salts and their mixtures in all degrees of concentration and at a wide variety of temperatures and pressures will require different materials to withstand them. Possibly stainless steel when first introduced a decade ago was expected to do too much, or suffered from overenthusiasm and lack of positive knowledge and experience on the part of its producers. Its name may have been a bit misleading too, for remarkable as this product is, it has its limitations. There are now so many different ferrous products available and calling for recognition, that we may be justified in an attempt at classification. The first division is very simple. 1. Non-corrosive steels that harden by quenching. 2. Non-corrosive steels which do not harden by quenching. We might make the classification still simpler by saying (1) those that harden by quenching, and (2) those that soften by quenching. Of course there is a border line or fringe of compositions which may possess some of both qualities under limited conditions of treatment. I have seen a steel so perfectly balanced on this border line that in its natural condition, as rolled, the outside of a 1-in. bar was soft and the inside hard, and there was quite a sharp line of demarcation in between. The hardness at the center was more than twice as great as at the surface, as measured by the Rockwell test. This border line of products does not include, however, the commercial products now available to solve the problems of industry. The plant, animal, and mineral arts and sciences are interrelated, interdependent, equally distinctive subject-matter fields. The artificial, erroneous, and popular idea that minerals occur in great storehouses in nature's treasure room to be removed at will at fabulous profits is about as correct as the assumption that the farmer's life is one of ease in which the crops spring miraculously from the ground. However, both of these fundament-a1 industries, mining and agriculture, have much in common. The extraction of minerals from the ground and the extraction of plants from the soil for immediate use, or conversion to meat, are fundamental activities and subject to many common economic laws. In other words, in many important basic concepts there is little difference between surface and subsurface crops. The farmer owner working the surface of the earth and the owner of a fraction of the oil or coal rights in the subsurface, from which a small yearly income is derived, are interested in the best management of the land for the mutual benefit of all concerned. Therefore, it is essential that in any planning or political action intended to create a new scheme of things, it should be remembered that one plan must fit all sources of primary wealth, whether coal or wheat, petroleum or milk, iron ore or beef.1 And what basic economic difference is there in the processing of a gallon of petroleum and a bushel of corn?

E. L. Howard (Chief Testing Engineer, Pacific Cement & Aggregates, Inc., San Francisco, Calif.) We have made concrete with all the materials mentioned by Mr. Barneyback, including sawdust. He has highlighted the principal problems and effects found when these light materials are used as concrete aggregate. We can only agree with the inter-relationship he has emphasized between grading, specific gravity and unit weight. Uniformity in these characteristics helps to assure good concrete. Mr. Barneyback says the design of lightweight concrete mixtures "is a complete mystery to most engineers". He is wholly right in his evaluation of our ability generally to put together a concrete using lightweight aggregate. A study of the references he has appended will yield little comfort in the matter of proportioning. Much remains to be done in this area of concrete. We believe Mr. Barneyback has treated the subject, though briefly, in an excellent manner.

THE design of mine airways receives, in general, very little engineering treatment. To a large extent this is, of course, due to the fact that information upon which to base calculations is seldom available in definite form. In many mines the extent of the workable deposits may not be known at the time an air course is planned, and the length of service is indeterminable. Volume of air required for ventilation may also increase with extension of the life of a property, and natural obstacles, such as heavy ground, often place limitations upon the size of opening that can be maintained. Perhaps a majority of the shafts used in ventilation of metal mines were originally intended as hoisting shafts, and many of the tunnels and cross-cuts similarly used, were also designed as haulage ways or for other operating purposes. Even when a shaft is sunk solely for ventilation, custom usually dictates a size and shape consistent with the type commonly used for ordinary operations, because experience has demonstrated it can be excavated and maintained. In fact it may not be very far wrong to say most ventilation openings were never made with any consideration as to economic design for such use. When an air course is required to pass air between different parts of mine workings under a fixed pressure, the size of opening required for a given volume of flow, is, of course, determined by the resistance factor of the air course. It is then impossible to proportion the opening with reference to economics of power consumption, and this paper is limited to the design of openings where ventilation pressure or power consumption may be varied for economic advantage.

IN recognition of thirty-one years' service as professor of mining in McGill University the friends of Dr. Porter gave him a complimentary dinner at Montreal, on Jan. 24. The affair was appropriately held under the auspices of the Montreal Branch of the Canadian Insti-tute of Mining and Metallurgy, George C. Riley presid-ing, and was made the occasion of presentation to him of a Canadian landscape painted by Maurice Cullen, and of a silver plate to Mrs. Porter. Among those speaking were Messrs. George E. Cole, F. D. Adams, Sir Arthur Currie, W. C. McBride, and J. G. Ross. Mr. Cole spoke of the large part Professor, Porter had played in the development of mining in Canada through training the men who had become the leaders in the work. More than 200 mining engineers graduated from the University during Dr. Porter's tenure of office and while not all of them had continued to practise their profession, as a body they had had an immense influence.

PRioR to the year 1902 electricity was used in the Butte district only for lighting, for the tramming of ores on the surface, and for the electrolytic refining of copper. In that year the Canyon Ferry hydro-electric plant on the Missouri river, with a transmission line to Butte and Anaconda, was completed, and enabled the mining operators to purchase electric current in large quantities at reasonable rates, and its application and use in the various mining operations and reduction works proceeded rapidly. The principal applications of electric current in metal mining may be listed as follows: Compressing air for hoisting. Compreeaing air for rock drills and pneumatic tools. Pumping. Ventilating. Lighting. Tramming. Compressing air for blast furnaces and converters Running shop and miscellaneous motors. Compressed Air for Hoisting. The Anaconda Copper Mining Co. operates 22 mine shafts and plants at Butte. Of these, 15 are large plants and hoists, through which most of its ores are hoisted. In 1912 this company commenced using compressed air in place of steam, in operating a number of its large hoists, and at this date has 10 main hoisting engines and 10 auxiliary hoists driven by compressed air. The compressed air is furnished from a central plant containing six compressors, each having a capacity of 7,500 cu. ft. of free air per minute compressed to 90 lb. pressure in large receivers, and conducted by suitable pipe lines to the various hoists, the air being reheated before passing to the engines. Each of these compressors is driven by a 1,200-h.p. synchronous motor, directly attached to the drive shaft, and takes electric current at 2,200 volts.
